METHODOLOGY
FOR THE ENTRANCE EXAMINATION FOR A BACHELOR’S DEGREE
- THE FACULTY OF MEDICINE
THE ENGLISH TEACHING MODULE - THE ACADEMIC YEAR 2021-2022

The own methodology of the University of Medicine and Pharmacy „Carol Davila” Bucharest is drawn up
according to:
 The provisions of the National Education Law no. 1/2011;
 OMEN 3473/17.03.2017;
 OMEC 4151/24.04.2020 modifying OMEN 3473/2017;
 OMEC 4241/2020;
 OMEC 4205/2020;
 Regulation regarding the professional activity of students.

For the Medicine – English teaching study programme – under the sectoral regulations in the
European Union, the duration of the studies is 6 years, and the number of credits to be obtained is 360.
For the English teaching study programme, the candidates shall be admitted on a file based
competition (through the assessment of the school performances and personal achievements). For this
programme, the citizens from the E.U. countries, the European Economic Area (E.E.A.) and the Swiss
Confederation, the foreign citizens from the non—E.U. countries and the Romanian citizens can apply.
According to the Law 316/2006, the citizens from the E.U. countries, the European Economic Area (E.E.A.)
and the Swiss Confederation have the right for enrollment for studies under the same conditions as the
Romanian citizens.

The minimum condition to apply for the Bachelor’s degree studies is the graduation of an accredited
high school in the country of origin and whose awarded diploma should grant access to academic studies in
the respective country and should be recognized by the Ministry of National Education and Research in
Romania.

The enrollment to the studies is subject to the observance of the legal provisions regarding the
necessary minimum criteria for attending the academic studies, as well as of the legislative provisions
concerning the residence in Romania during the studies.

Each year, the University Senate shall decide, with the approval of the Ministry of National
Education and Research, the maximum number of seats available. For the first academic year 2021/2022 -
300 seats have been approved (link).

Throughout the studies, the teaching activities (courses) are taught in English. Due to the need
to communicate with the patients, the rotations are conducted in Romanian, in all the years of study.

The linguistic competency of the candidates must be obligatorily proved by the presence of
supporting documents in the file, according to one of the two conditions:
1. By submitting an internationally recognized language proficiency certificate;
The certificates must provide an explicit indication of the level of language (minimum B2 level,
according to the Common European Framework of Reference for Languages). ANNEX 3); The citizens
who have completed high school studies in an educational institution in which the language of instruction is
English or who have obtained at least B2 level as part of the Baccalaureate examination are exempted from
providing the language proficiency certificate;
2. An English examination, conducted at the Discipline of Modern Languages, the Faculty of
Medicine. In order to sit for this exam a € 400 (non-EU countries) / the equivalent value in RON of € 400
(EU countries) fee shall be paid. For this option, the candidates are asked to make a prior appointment at the
Office for Foreign Students, by sending an e-mail to [email protected]. The examination schedule
can be found in ANNEX 8.

FOR THE CITIZENS FROM THE E.U. COUNTRIES, THE EUROPEAN ECONOMIC AREA
(E.E.A.), THE SWISS CONFEDERATION AND THE ROMANIAN CITIZENS

How to apply:
1. The candidate shall access the U.M.F. "Carol Davila" Bucharest entrance platform at
http://inscrierestudstraini.umfcd.ro and shall upload all the documents mentioned (the selection criteria set
by the university shall be filled in with the personal information required in annex 6).
2. The candidates' files submitted online are subject to a verification by the Office for Foreign
Students:
- If the file contains all the mentioned documents.

- If the file is complete, the candidate shall receive a validation email.
- If the file is incomplete, the candidate shall receive an email for correction, through which he/she shall be
asked for the missing/incomplete/incorrect documents.

The examination schedule shall be posted subsequently on the University website


The assessment committee, appointed by a Decision of the Board of Directors, shall select the files
by awarding a score in accordance with the Assessment Grid.

The candidate shall be declared eligible when the file is complete. The incomplete files shall be
processed but are not eligible for assessment.
The enrollment in the study programmes of the university depends on the recognition of the studies
by the National Centre for Recognition and Equivalence of Diplomas. The non-recognition by the National
Centre for Recognition and Equivalence of Diplomas of your studies denies your enrollment.

IMPORTANT!
• If the surname and forename of the candidate on the Baccalaureate Diploma are not identical
to the surname and forename appearing on his/her birth certificate or passport, the candidate is
required to submit a certified explanatory note.

Documents required for registration for the entrance examination regarding the assessment of the
school performances and personal achievements:

1. Annexes 1 and 2 (to be filled in an electronic form, dated and signed);

A language proficiency certificate minimum B2 level, internationally recognized, not older than 2 years, or
the certificate of linguistic competency, obtained from the Discipline of Modern Languages, the Faculty of
Medicine, within our university (ANNEX 3); The citizens who have completed the high school studies in an
educational institution in which the language of instruction is English or who have obtained at least a B2
level as part of the Baccalaureate examination are exempted from providing the language proficiency
certificate;
2. Certificate obtained from the Ministry of National Education and Research – the National Centre for
Recognition and Equivalence of Diplomas (www.cnred.edu.ro) https://www.cnred.edu.ro/
3. High school diploma (valid in Romania) - certified translation into Romanian;

4. Grade Record (school transcript with grades) from the last two grades of high school – certified
translation into Romanian (the subjects Biology, Physics, Chemistry, Physics-Chemistry, Life Sciences,
Mathematics must be specified in the school transcript);
5. The candidates who have passed the Baccalaureate examination in the sessions corresponding to the
academic year 2020-2021 may submit, instead of the Baccalaureate diploma, a certificate issued by the high
school, obligatorily specifying the grade point averages obtained during the years of study, the validity term
of the certificate and the fact that the Baccalaureate diploma was not issued - certified translation into
Romanian;
6. Birth certificate – certified translation into Romanian;
7. A health certificate stating that the candidate to be accepted to studies does not have any contagious
diseases - certified translation into Romanian;
8. Passport / identity document – scanned document in a PDF format;
9. Receipt for the non-refundable file processing fee of RON 1,000 to be paid into the account below

The hierarchy of the candidates shall be drawn up in the descending order of the score obtained and
the provisional lists with the potentially admitted candidates shall be posted on the university website
(www.umfcd.ro). The selection results cannot be appealed. The provisional list is not equivalent to the
actual enrollment to studies.

The enrollment is conditional upon fulfilling the following requirements:


- submitting the entire file (all the documents from the platform in hardcopy), the high school diploma in the
original (or a notary statement, in Romanian, specifying the date when the high school diploma in the
original shall be submitted - certified translation into Romanian) and the certificate of linguistic
competency;
- fulfilling the legal conditions for enrollment, including the recognition and equivalence of the high school
studies by the Ministry of National Education and Research in Romania;
- signing the study contract and paying the financial obligations.

The tuition fee
The tuition fee applicable to the newly enrolled candidates, from the EU countries in the academic
year 2021/2022 is the equivalent value in RON of € 7,500 /academic year to be paid:

The tuition fee, for the students enrolled in the academic year 2021/2022, may also be paid in three
installments (50% - on enrollment (non-refundable amount); 25% - until 15 January of every academic year
(non-refundable amount); 25% - until 15 April of every academic year (non-refundable amount).

Residence in Romania during the studies


The EU citizens do not need a student visa in Romania. They have to notify their residence on the
Romanian territory at the General Inspectorate for Immigration – 29, Nicolae Iorga Street, Bucharest. The
Office for Foreign Students will advise foreign students in this regard.

FOR THE CITIZENS FROM THE NON-E.U. COUNTRIES

How to apply:
1. The candidate shall access the U.M.F. "Carol Davila" Bucharest entrance platform at
http://inscrierestudstraini.umfcd.ro and shall upload all the documents mentioned (the selection criteria set
by the university shall be filled in with the personal information required in annex 6).
2. The candidates' files submitted online are subject to a verification by the Office for Foreign
Students:
- If the file contains all the mentioned documents.
- If the file is complete, the candidate shall receive a validation email.
- If the file is incomplete, the candidate shall receive an email for correction, through which he/she shall be
asked for the missing/incomplete/incorrect documents.

The examination schedule shall be posted subsequently on the University website

The Office for Foreign Students will send the list of the selected candidates for the issuance of the
Letter of Acceptance to studies to the Ministry of National Education and Research - the General
Department of International Relations and European Affairs (GDIREA).
The enrollment in the study programmes of the university depends on obtaining the Letter of
Acceptance to studies. Failure to receive the Letter of Acceptance denies your enrollment.

IMPORTANT!
• If the surname and forename of the candidate on the Baccalaureate Diploma are not identical
to the surname and forename appearing on his/her birth certificate or passport, the candidate shall be
required to submit a certified explanatory note.

Documents required for the issue of the Letter of Acceptance to studies in Romania which will
allow your registration for the entrance examination regarding the assessment of the school
performances and personal achievements:

1. Annexes 1 and 2 (to be filled in an electronic form, dated and signed);


2. A language proficiency certificate minimum B2 level, internationally recognized, NOT older than 2
years, or the certificate of linguistic competency obtained from the Discipline of Modern Languages, the
Faculty of Medicine, within our university (ANNEX 3); The citizens who have completed the high school
studies in an educational institution in which the language of instruction is English or who have obtained at
least B2 level as part of the Baccalaureate examination are exempted from providing the language
proficiency certificate;
3. Application form for the issuance of the Letter of Acceptance (non-EU countries - ANNEX 5);
4. High school diploma (valid in Romania) - certified translation into Romanian;
CHECK THE LIST OF DIPLOMAS THAT ARE VALID IN ROMANIA (ANNEX 7)
5. Grade Record (school transcript with grades) – certified translation into Romanian (the subjects Biology,
Physics, Chemistry, Physics-Chemistry, Life Sciences, Mathematics must be specified in the school
transcript);
6. The citizens from Israel shall be enrolled only if they obtain a minimum of 500 points at the official
psychometric test taken in Israel; (it shall be submitted in September upon enrollment, at the latest),
except for those who have completed a preparatory year of Romanian language;
7. The candidates who have passed the Baccalaureate examination in the sessions corresponding to the
academic year 2020-2021 may submit, instead of the Baccalaureate diploma, a certificate issued by the high
school, obligatorily specifying the grade point averages obtained during the years of study, the validity term
of the certificate and the fact that the Baccalaureate diploma was not issued - certified translation into
Romanian;

8. Documents certifying the permanent residence abroad / I.D. (non-EU countries) – (certificate from the
City Hall or the Prefect’s office of the city of residence) – certified translation into Romanian;
9. Birth certificate – certified translation into Romanian;
10. A health certificate stating that the candidate to be accepted to studies does not have any contagious
diseases or any other diseases incompatible with the medical profession - certified translation into
Romanian;
11. Minimum six months valid passport at the time of the file submission – copy

13. Receipt for the non-refundable file processing fee of RON 1,000 to be paid into the account

The entrance examination consists of a file based competition (through the assessment of the
school performances and personal achievements), for which the citizens from the non-E.U. countries may
apply.

The admitted candidates will have to confirm their enrollment decision, by proof of paying the
tuition fee and signing the enrollment contract according to the schedule of the current Methodology.

The tuition fee
The tuition fee applicable to the newly non-EU enrolled candidates, based on the assessment of their
personal files, in the academic year 2021/2022 is of € 7,500 /academic year to be paid in the following

The tuition fee for the students enrolled in the academic year 2021/2022 shall be paid in full and is
non-refundable.

Residence in Romania during the studies


The candidates from the non-E.U. countries require a student visa, issued by the Romanian Embassy
from the country of origin. The visa shall be issued based on the Letter of Acceptance to Studies, issued by
the General Department of International Relations and European Affairs of the Ministry of National
Education and Research in Romania and on the full payment of the tuition fee. The student visa is valid
for 90 days, time in which you are obliged to obtain the residence permit for study purpose issued by the
General Inspectorate for Immigration (https://portaligi.mai.gov.ro).

Final provisions
The above mentioned specifications are valid for the foreign citizens who shall enroll in the first
year – 2021/2022 and are in accordance with the Law of National Education no. 1/2011 (with the
subsequent amendments and additions), the Orders and Regulations of the Ministry of National Education
and Research and the decisions of the Senate of THE UNIVERSITY OF MEDICINE AND PHARMACY
“CAROL DAVILA”, Bucharest.

In the event that other legislative changes occur, the Senate of the University will analyze them
and will decide accordingly and the respective decision will be posted on the university's website
(http://umfcd.ro).
