I. SCOPE
This specification defines the minimum requirements for the design, fabrication and
testing of hydraulic power generation systems and their associated distribution network.
The Design and installation shall be executed in compliance with Company Specification
and Regulation of the governing Authorities. The compliance with this Specification and
Company’s approval does not release Contractors, Inspection and/or the certification
agencies, and local governing Authorities in charge of the works; from their own
Responsibilities.

II. REFERENCE DOCUMENTS


The equipment shall satisfy the requirements and regulations of the country of
installation and specific standards referred to in this specification.

Where national regulations exist, their provisions and those of the standards and codes
to which they refer shall apply, supplementing or amending the provisions of this
document.

The reference documents listed below form an integral part of this Specification. Where
conflicts arise between the reference documents and this Specification, the more stringent
shall take precedence.

A. DEFINITIONS
There are five types of statements in this specification, the “shall”, “should”, “may”, “can”
and “must” statements. They are to be understood as follows:

IV. GENERAL PRINCIPLES


Hydraulic systems will comprise of a Hydraulic Power Unit (HPU) for generating the
hydraulic energy and an associated distribution network in order to provide hydraulic
energy to the user.
The different users requiring hydraulic energy are typically:
• Hydraulic on/off valves
• Hydraulic wellhead valves
• Hydraulic control or choke valves
• Hydraulic pumps
• Subsea production systems.
Hydraulic systems may be segregated for different functions and users. The number and
segregation of hydraulic systems shall be defined by the project specifications. However,
HPUs for Subsea production Systems shall be independent and dedicated for this
function.
For small installations, the HPU may be combined with the Wellhead Control Panel
(WHCP), refer to PHE-SPE-ICS-413, although the HPU functionalities shall remain within
a dedicated section of the overall equipment.
The hydraulic system shall be designed to ensure that the fluid retains at least cleanliness
codes 17/15/12 as defined by ISO 4406.
The hydraulic fluid shall be defined in the project specifications. For subsea control
applications, it shall be specified by the subsea production system supplier. The overall
hydraulic system shall be designed to operate with the defined fluid with specific care
taken with the fluid viscosity.
Detailed requirements of each hydraulic system shall be defined in a project particular
specification. This specification shall detail the environmental data, sizing criteria,
construction and operation requirements. It shall address the hydraulic power unit, and
the sizing of the distribution network. The distribution network shall comprise of supply
and return lines.

Sizing of the hydraulic system shall consider future extensions with particular care
required in sizing common return lines.
All wetted parts of the hydraulic systems shall be made of 316/316L stainless steel with
the following exceptions: accumulators, instrument tubing, and filter cartridge.
There shall be no isolation valves on the return lines between the hydraulic user and the
tank.
A. ENVIRONMENTAL CONDITIONS
The equipment shall be suitably designed for permanent operation under the
prevailing environmental conditions of the installation location. In addition the storage
and installation conditions at a yard fabrication site shall be taken into account.
B. HAZARDOUS AREA PROTECTION
All equipment must comply with the requirements of the specific hazardous area
where they are installed.
Instruments shall comply with the requirements of PHE-SPE-ICS-530 and so ATEX
European Directive 94/9/EC / IECEx standards shall be followed.
Instruments shall follow the selected project protection method. Field instruments
shall be certified for zone 1.
Electrical motors shall comply with PHE-SPE-ELE-010.
C. INSTRUMENTS
The HPU shall be treated as an equipment package and hence shall comply with
PHE-SPE-ICS-530.
The HPU should normally be defined as a P2 package, though exceptionally it may
be defined as P3. It shall never be P1 or P4.
Instruments associated with the distribution network shall comply with PHE-SPE-ICS-
210.

V. HYDRAULIC POWER UNIT


A. DESIGN PRINCIPLES
The HPU shall typically be composed of hydraulic oil tanks, pumps, filters, pressure
controllers and hydraulic accumulators.
In principle, there are two design bases:
• Low flow pumps with large accumulator volume
• Large flow pumps with small accumulator volume.

The specific design basis shall be selected, taking into account the particular
application (general on/off valve actuation, wellhead control panel, subsea control,
etc) and the operation requirements (start-up, normal operations, shut-down, power
availability, etc.).
The back pressure shall also be considered to counterbalance the head static
pressure, especially for low pressure return with hydraulic operated logic supply; it
will of course depend on the general hydraulic lay out (i.e. valve position below the
HPU).
B. HPU CONSTRUCTION
All equipment shall be skid mounted on a carbon steel plinth designed to ensure
that the HPU remains a rigid structure. The plinth shall be painted and conform to
project specifications.
Depending upon the project environmental conditions, the skid may be open or
incorporated inside a free-standing enclosure.
There shall be lifting-eyes fixed on the HPU. The Vendor shall provide a lifting
procedure which shall include lifting strain calculations.
A drip tray for collecting possible oil spills and overflows shall be provided; it shall be
sloped and have a drain connection at its lowest point. The plinth shall be sized
so as to be capable of receiving the complete volume of oil inside the hydraulic
system. Grating shall be installed above the drip tray and neither cables, tubes nor
any piece of equipment shall be located inside this volume.
The layout shall allow easy access to all components for maintenance. Special
attention shall be given to heavy equipment that could require use of handling means
for removal.
Generally instrument cables shall be routed up to junction boxes while electrical
cables shall be typically routed straight to the MCC.
All cables shall be routed on cable trays. Routing shall preserve cables from
hydraulic oil spills and maintain segregation requirements.
B1. SPECIFIC REQUIREMENTS FOR ENCLOSURE
The enclosure shall be fabricated from welded or bent 316L stainless steel
plates; the plates shall be welded on a 316L stainless steel frame which shall
be rigid in order to prevent buckling or distortion of the frame or panel face.
The minimum thickness of the SS plates shall be 2 mm.
All supports, brackets, couplings, bolts, nuts, etc., used for the enclosure
fabrication shall be made of 316 or 316L stainless steel according to the
environmental conditions.
The IP rating of the enclosure shall be defined by the project specification.

The enclosure back panel shall have lift-off hinged mounted door(s) with oil
resistant gaskets to maintain the required IP rating. Doors shall have lockable
handles.
The enclosure shall be provided with internal lighting. The on/off switch shall
be inside the enclosure.
Louvres may be provided for HPU venting.
Penetrations should preferably be through cabinet side-walls. Any other
location shall be submitted to Company for written agreement.
All tubes penetrations shall be through bulkhead connectors. All cable
penetrations shall be through MCT’s.
B2. ENCLOSURE FRONT PANEL
The enclosure front panel shall support all control and monitoring devices
required for normal operation. This includes, but is not limited to reservoirs sight
glasses, pressure gauges, local control devices, local alarm devices, etc.
All instruments mounted in the panel face shall be sealed in order to achieve
the required IP. The front panel shall be reinforced after cut-outs for instruments
in order to recover the original mechanical resistance.
When the wellhead control panel is part of the cabinet, the layout of the front
panel shall be clearly separated into power control and well control modules
parts.
The front panel shall be fitted with a canopy to protect instruments from dripping
liquids.
When the HPU is of an open skid type then control and monitoring devices
need not be centralised together. However, they shall be installed in
compliance with PHE-SPE-ICS-300.
C. EARTHING
Instrument earthing shall be as defined in PHE-SPE-ICS-241.
All electrical equipment and instruments shall be earthed by means of individual
conductors connected to a protective earth busbar located on the skid, or direct to the
skid structure itself.
All articulated mechanical connections such as door hinges, etc. shall be connected
with wire braid straps to ensure an effective grounding continuity.
The skid shall have two external earth boss, located at opposite extremities to allow
for connection to the plant protective earth in accordance with PHE-SPE-ELE-410 or
PHE-SPE-ELE-413.

D. TANKS
Tanks shall be fabricated from 316L stainless steel plates; plates shall not be bolted.
Tanks shall have a screwed and sealed inspection hatch.
Tanks bottom shall be of the “diamond” type with a drain connection. It shall be
fitted with a magnetic plug for recovering metal particles.
The drain line shall be fitted with an isolation valve, typically 1/2” ball valve and
shall be piped down to the containing plinth.
Tanks shall have a breather vent fitted with a 5 microns filter and connected to the
plant venting system, unless fitted with a flame arrestor. For large units, nitrogen
blanketing shall be envisaged.
Overflow device shall be connected to the drain system.
Tanks shall be equipped with an armoured sight glass or magnetic level gauge.
D.1 SUPPLY/RETURN TANK
The combined tank shall be sufficiently sized to contain 150% of the complete
cold fill of the hydraulic system, including all valves actuators, hydraulic
accumulators, headers and hydraulic distribution network.
The tank shall comprise of a settlement chamber, accepting the fluid return
lines. Return lines will enter from top of tank and descend to near bottom.
Filling of the tank shall be possible from outside of the HPU. The filling system
shall have a captive plug and a filter. The filter shall be easily accessible for
maintenance. Filling lance and flexible hose shall be provided with the HPU. A
hand pump shall be provided on the HPU itself, or it may be combined with the
auxiliary pump if one is fitted.
The tank shall be fitted with a level transmitter for monitoring tank level and
protecting pump against low level.
For subsea control applications, separate supply and return tanks shall be
provided.
D.2 DHSV DEDICATED RETURN TANK
When the HPU application is for wellhead control panel or subsea control with
close circuit fluid system, a dedicated return tank within the HPU shall be used
for DHSV as well as for returns from downhole intelligent well control valves.
The oil return tank shall be sufficiently sized to contain 150% of the total volume
of all DHSV actuators.
The tank shall comprise a settlement chamber, accepting the fluid return line,
with a pipe from this chamber to the reserve tank. This pipe shall be filled by

overflow from the settlement chamber. The flow of hydraulic fluid through this
pipe to the supply tank shall pass through a filter by gravity feed.
The tank shall be fitted with one level transmitter for monitoring purpose.
E. PUMPS
E.1 POWER GENERATION
Hydraulic power generation shall be carried out using automatically controlled
pumps.
Each hydraulic header shall have redundant pumps and configured as
duty/standby; each pump is sized to pressurise the hydraulic system from
atmospheric pressure within the time defined in the project specification while
also considering start-up after shut-down. Furthermore, one pump shall be of
sufficient capacity to keep the system pressurised under normal operating
conditions.
The design shall allow maintenance of one pump branch without affecting the
other branch. Pumps can be pneumatically or electrically driven as per project
requirements, except for HPU
for subsea control application where only electrically driven pumps are
permitted. Electric motors shall comply with PHE-SPE-ELE-400.
As per project specifications, an auxiliary supply pump typically hand-driven or
pneumatic may be installed to back-up the main generation system.
Instrument air or instrument gas supply line shall include individual
filter/regulator.
Exhaust of instrument gas driven pump shall be collected to a vent header
routed to a safe location.
In case instrument gas is used, the material of pneumatic circuits shall be
chosen based on the chemical composition of the gas and all injected products.
A relief valve with the same pressure rating as the pump shall be installed at
each pump discharge. This relief valve shall discharge into the return tank.
Each Pump set shall discharge to a pressure header. Pressure transmitters
shall be installed on the header for pump control.
E.2 AUXILIARY PUMP
If required by the project specifications then an auxiliary pump shall be provided
in order to:
• Refill tank from external drums
• Circulate hydraulic fluid through filters between
- DHSV return tank and Supply tank

- Supply tank back to supply tank.


The selection of function shall be carried out by manual 3 way valves.
The fluid shall be pumped via a dedicated auxiliary filter. Filter shall be
minimum 5 microns or as determined in the project specifications. Local clog
indicator shall be provided.
The requirement of such an auxiliary pump shall be determined based on the
risks of contamination of fluid and the operating philosophy.
The pump shall be locally operated.
The recirculation pump is a mandatory requirement for HPUs associated with
Subsea Production systems.
F. FILTERS
Each pump suction line shall be fitted with a strainer. Dual filters shall be installed
downstream of the pumps; the filter rating shall be as required in the project
specifications but shall not be less than 5 microns. A differential pressure transmitter
shall be installed for filter clogging monitoring. Filters shall be sized to provide, in
normal operating conditions, a service life of at least six months (without changing
filter and maintaining fluid quality).
It shall be possible to change any of the filters without shutting down the hydraulic
power unit.
G. HYDRAULIC ACCUMULATORS
Accumulators shall be bladder or piston type; in both cases filled with nitrogen.
Accumulators shall be, as a minimum, painted carbon steel. Accumulators shall
comply with PHE-SPE-STA-120 or PHE-SPE-STA-121.
Accumulators shall be sized according to the following criteria:
• A minimum of two (2) accumulators, 50% capacity each, shall be installed
for each header.
• With one pump in service, the accumulators shall be able to operate all
consumers (On/Off valves, control valves, choke, etc.) plus spare depending on
operation requirements with no risk of pressure drop and/or loss of flow from the
hydraulic plant and the distribution network below the service values.
• Opening of all valves related to one wellhead while retaining supply header
pressure above minimum value, without any pump recharge action.
The accumulators shall be fitted with a double block and bleed assembly at a low
point. Accumulators shall be mounted vertically, fluid port down, with rubber insulated
clamps to avoid crevice corrosion.

The accumulators shall be fitted with the equipment for monitoring of nitrogen pre-
charge pressure and for recharging nitrogen, if required. Such equipment shall as a
minimum include pressure gauges, block and bleed valves and nitrogen filling port.
Accumulators shall be provided with bursting disc or relief valve on N2 end.
H. PRESSURE LEVELS
When several pressure levels are required, the generating system shall include as
many independent banks of pumps, accumulators, filters, pressure controllers and
pressure transmitters as there are pressure levels to be delivered.
Generation of additional pressure level(s) using pressure regulator shall be subject
to company approval.
I. TUBING AND PIPING
Instrument tubing shall be used within the HPU, however for large diameter common
return lines piping should be used.
Tubing shall be in accordance with PHE-SPE-ICS-240.
Tubing shall be sized based on the HPU sizing requirements and the required
pressures. Care shall be taken to ensure that the specific requirements for high
pressure tubing and fittings are taken into account.
Pump supply and discharge connections may utilise short lengths of appropriate
flexible hose with fireproof sheathing. Flexible selected shall be subject to Company
approval.
Large diameter common return line shall be in compliance with the appropriate piping
class PHE-SPE-STA-301.
Double block and bleed valves shall be used for isolation of equipment for pressures
> 70 barg. It should be noted that isolation may also be achieved by depressurising
the system.
J. INSTRUMENTS AND CONTROL
The HPU is designed to maintain a constant hydraulic supply to the distribution
network. To achieve this, pumps shall be automatically controlled based on header
pressure.
Typically instrumentation shall include:
• Pressure transmitter(s) on each header to start/stop pumps
• Level transmitter(s) on each reservoir to monitor level and prevent overfill and
protect pumps on low level
• Pump start/stop local pushbutton and emergency stop
• DP transmitter(s) for main filter clogging detection
• Distribution network pressure transmitter(s) - refer to chapter VI.

In addition the following local indication should be provided:


• Tank level gauge(s)
• Pressure gauge(s) at each pump discharge
• Pressure gauge(s) for each header
• Pressure gauge(s) on each accumulator N2
• Local filter clog indication.
Control and shutdown signals shall be segregated and instruments shall be designed
according to the requirements of PHE-SPE-ICS-210.
Junction boxes shall be provided at skid edge in accordance with PHE-SPE-ICS-530.
Hydraulic end users shall be able to receive the maximum operating pressure
generated by the HPU, therefore additional header relief valves should not be
required, except for the relief valve at pump outlet.
For HPUs for subsea production systems then monitoring of hydraulic consumption
shall be carried out by the ICSS or package logic solver with an alarm generated on
high consumption.
In the base case of a P2 package then the control of the HPU shall be directly by the
ICSS.
In the alternate case of a P3 package then the logic solver shall be provided by the
HPU vendor in accordance with PHE-SPE-ICS-530.
J.1 SUBSEA PRODUCTION SYSTEM EMERGENCY VENT SYSTEM
Facilities shall be provided to vent subsea lines in order to close all subsea
valves in emergency situations. These shall consist of solenoid valves and
associated pilots to vent individual subsea lines.
The solenoid valves shall be certified suitable for Safety Integrity Level 3
applications and shall be operated directly by the plant ESD system.
Care shall be taken in sizing and selection of the solenoid valves, pilots and
other accessories to avoid spurious trips and to ensure venting of the subsea
lines within the required time and in the right sequence.
Use of closed-coupled stacked manifold block is not allowed for the solenoid
valves and pilots.

VI. HYDRAULIC DISTRIBUTION NETWORK


Battery limit between the HPU and hydraulic network shall be the bulkhead connectors
included in HPU Vendor scope of supply.
Whenever possible, the ring technology shall be preferred to individual supply and return
lines.

The supply network shall be sized to provide the necessary volume and pressure to all
consumers based on the consumption during start-up. Calculation shall also consider the
HPU internal supply circuit.
Return sub-headers and header shall be protected against mechanical damage which
may reduce or block the hydraulic oil return to the reservoir.
The sizing of return network shall take into account the simultaneous moving of all valves
to their fail position within the required times as specified in valves data sheets.
Calculations shall also consider the HPU internal return circuit assuming the return
network is full of hydraulic fluid.
In case of individual supply/return lines, the same design principle shall be applied.
Contractor shall supply hydraulic network calculation sheets.
The distribution lines shall be fitted with bleed valves at high points.
The hydraulic piping layout, and the positioning of the HPU, shall be designed to ensure
that the hydraulic system is not exposed to major heat sources.
Distribution lines shall be totally isolated from each other. In particular, a pressure drop
in one distribution line shall not affect the rest of the distribution network under any
circumstances.
Appropriate provisions shall be made to avoid any risk of corrosion at the support/network
interface (including risks of corrosion due to seawater stagnating between support and
pipe).
Each line of the network shall be clearly identified at each end and at its hand operated
shut-off valve.
The design of the hydraulic network shall allow for easy flushing and oil cleaning
operations. The distribution network shall be provided with a pressure transmitter in order
to detect failure of hydraulic system.
On low low pressure typically action will be:
• Trip all hydraulic pumps
• Carry out appropriate plant ESD in accordance with PHE-SPE-SAF-200.
For large hydraulic networks, where the consequence of hydraulic system failure is
important then there may be 3 transmitters with a 2oo3 voting logic for executive action.
Project specifications shall address if such a requirement is needed.
The distribution network pressure transmitter(s) may be located within the HPU,
downstream of the accumulators.

A. PIPING CLASS
Hydraulic system piping diameters and materials shall be in accordance with the
appropriate section of the reference API.
The piping class of the system of main and sub-headers be in accordance with PHE-
SPE-STA-301.
If appropriate from the sizing calculations, then Instrument Tubing may be used.

VII. CLEANING AND FLUSHING


All hydraulic components of the HPU shall be suitably cleaned (and flushed as necessary)
in order to obtain the required cleanliness level.
Cleaning and flushing procedure of the HPU shall be developed by the Vendor for both
workshop and site requirements. This procedure shall be approved by Company and shall
contain as a minimum:
• Cleaning/flushing method
• Cleaning fluids specification
• Calculation of minimum Reynolds number for flushing fluid velocity
• Required equipment specification
• Sampling method
• Acceptance criteria.
Cleaning and flushing procedure for HPU for subsea control application is not covered by
this specification.

VIII. IDENTIFICATION, TAGGING AND LABELING


All equipment including main instruments, instruments required for monitoring and
control, safety devices, tubing and junction boxes shall be identified and labeled in
accordance with PHE-SPE-ICS-210 and PHE-SPE-ICS-200.
Minor instruments such as auxiliary valves may follow a different identification but shall
be appropriately marked and labeled.
All tagging shall be reflected on the appropriate drawing in line with the actual label.
Tubing connections shall be labeled at both sides of the bulkhead fitting.
Piping connections shall be labeled.
The distribution network shall be labeled with the hydraulic service (e.g. HP, VHP) at all
connection points.

IX. INSPECTION AND TESTING


All tests shall be carried out in a safe manner. Particular attention shall be taken with
pressure tests and tests on “live” electrical equipment. Appropriate protective equipment
and measures shall always be employed.
Hydraulic Power Units shall be subject to a factory Acceptance Test. Detailed
requirements of the FAT are defined within PHE-SPE-ICS-530.
The FAT shall include as a minimum:
• Visual inspection
• Leak tests
• Full functional tests
• Hydraulic cleanliness verification.
The Vendor shall be responsible for supplying and implementing all necessary equipment
and accessories to demonstrate that the HPU meets its requirements.
A. TEST REPORT AND CERTIFICATE
Supplier shall prepare final results, compiling all inspection, test results and all
material certificates, explosion proof certificates.
This final result from the factory test shall be made available to the Company as part
of a package of final certified documents and drawings.

X. PACKING, STORAGE AND TRANSPORT


Shipment authorization will be given by the Contractor after all pending points arisen
during acceptance tests have been resolved.
All packing shall be as per project specification.
All equipment shall be protected and sealed with special package such as vacuum
packing so as to prevent condensation. Care shall be taken not to open or damage this
packing during shipping.
Each item shall be suitably packed so as to be protected from damage during shipment
and long term storage.
Prior to packing the hydraulic oil shall be circulated inside the HPU and filtered to reach
cleanliness codes 17/15/12 or better as defined by ISO 4406. Then the HPU, including
tubing, tanks and accumulators, shall be fully drained and dried and all connections
sealed with appropriate plastic plugs.
All electrical openings shall be plugged with plastic stoppers to maintain IP rating.
Each item shall be identified with the complete purchase order number. Additionally, they
shall be marked with the item numbers of the contents according to Contractor drawings.

Spare parts shall be separately packed.


Supplier will indicate the storage conditions and transportation recommendations that
apply to their equipment.
A. INSTRUMENT PRESERVATION
As soon as any equipment has been unpacked from its original factory-packing and
during all construction, test and transportation phases, all necessary measures for
protection against mechanical damage, corrosion and foreign material penetration
shall be implemented to prevent seizing and contamination (e.g. greasing/lubrication
of gaskets, threads and valve shafts, temporary covers or wrapping, etc.).

Minimum documentation requirements are defined within PHE-SPE-ICS-530 and
includes for an HPU:
