DEDICATED INETRNET LEASED LINE CONNECTIVITY
At The Saudi Arabian Cultural Mission
1. Objective of this RFP:
This RFP (Request for Proposal) is issued as a request for the supply, installation and
commissioning of internet leased line bandwidth for Saudi Arabian Cultural Mission in
Fairfax, VA. The following document, in its entirety, has been brought out as both a bid
specification to outline the requirements for the works to be provided, and a basis for
proposal submission by the bidder also referred to as the Vendor.
2. SCOPE OF WORK:
To provide 1000 Mbps (1GB) Internet leased line connectivity on uncompressed, unshared
leased line (1:1) at SACM including installation, commissioning, testing & up keep of the
complete link for the service period. The connectivity will be through dedicated Internet
service. The minimum guaranteed bandwidth taken from the vendor is1000 Mbps.
3. ELIGIBILITY CRITERIA:
The bid need to be submitted in sealed covers. Bidders should meet the following eligibility
criteria. Necessary documentary proof for substantiating compliance to these criteria shall
be provided. The terms which are not compliant with the said criteria will not be evaluated.
The bidder should be a class-A Internet service provider (ISP) with ISP licenses.
The bidder shall include the necessary end equipment.
Bidder should ensure the availability and reliability of the line through a similar
redundant line which will be used in case of service failure.
The bidder should be a company registered in Fairfax, V A and doing business
in Fairfax, VA with applicable ISO Certification
The bidder should have a turnover of FJD$ 10 Million as an individual company
(Not as a group company) in the immediate preceding three financial years as per the
audited accounts.
The bidder should provide official and valid references in respect of major projects
completed in the past 3 years with documentary proof.
The bidder should have its own Network Operations Center. (NOC)
The bidder should have the capability of increasing / decreasing bandwidth on demand

and should be willing to change the bandwidth up or down on demand. The change in
bandwidth must be provided within 15 days.
Price quotes are to be provided for 500 Mbps and 1000 Mbps. Based on the
requirements, the suitable bandwidth will be selected at the time of placement of order.
The bidder should provide minimum 5 public IP addresses.
The bidder should have service facilities with 24 hrs x 7 days technical Support by NOC.
Minimum Bandwidth for up-link / Down-link shall not be below 95% of committed
bandwidth.
The bidder should be in existence for the last 3 years.
The bidder should submit the bids (techno commercial and price bid) along with
all the relevant technical documents.
4. WARRANTY :
The Vendor will be responsible for comprehensive maintenance for entire warranty
period. Warranty period will start after acceptance of installation & testing of complete
connectivity.
The vendor will do preventive maintenance once a quarter for upkeep of the end
equipment’s. The schedule will have to be adhered to strictly by them.
Should have ISP Network & Internet Gateway Uptime of 99.5 % or more and consistent
Latency (< 50 msec). Uptime shall be calculated as (Total Time – Down Time) X 100
/Total Time. Violation of which will attract the deduction in payment bills raised by the
ISP.
The response time for attending the faults will be one hour (maximum) once reported
to the Vendor. The Vendor will rectify the faults within 4 hours failing which; the vendor
will arrange temporary replacements. A Manager for the single point of contact, for
any maintenance related activities to be identified for this agreement.
The bidder shall provide separate compliance statement for each of the
requirements mentioned above in the eligibility criteria and warranty.
5. RESPONSIBILITIES UNDER THE CONTRACT:
The ISP would be responsible for the following:
To provide 1000 Mbps of Internet connectivity Leased Line at SACM and minimum 5
Public IP addresses including Reverse Lookups configured at these IP’s. If required
it will be increased to 10 IP’s in future.
Committed Access Rate (Throughput) of 98 % or more of Dedicated Internet Bandwidth

at any point of time.
Supply, Installation, commissioning and configuring of the link and hardware (Cabling,
Modems, Router, Firewall etc).
Latency: Less than 50 ms from SACM to ISP’s tier 1 peering point.
Maintenance support service (24 hours and 7 days a week) for Bandwidth and equipment.
6. Service Level Agreement (SLA): ISP will be required to sign Service Level Agreement
having the following conditions.
The target value of the availability of the circuit (Link) should be 99.5% per month.
If the availability falls below 99.5%, Rebate should be provided on slab basis with
maximum penalty in exponential from as given below:

Up to 45 minutes No Credit
46 minutes – 4 hrs 5% of MRC (Monthly Recurring Charges)
4 hrs 1 min - 8hrs 10% of MRC
8hrs 1 min - 16hrs 15% of MRC
16hr 1 min – 24hrs 20% of MRC
For each subsequent 24-hour period Additional 3% of MRC
thereafter
If found satisfactory performance, the services may be extended by one year at a time
up to maximum of 3 years.
Both SACM and vender have right to cancel the contract with minimum of 2 months’ notice
period.
7. Payment Terms:
Payment will be made monthly on submission of bill address to SACM, Private Mail bag, 8500
Hilltop Rd. Fairfax, VA 22031, to the user who will certify & forward to Accounts section for
arranging payment with a copy to purchase.
