Topic 3: It’s against the law

Task 1

1. What rules or laws are often ignored in Vietnam? Give examples

2. Which crimes are common in HCM city? Give examples.

3. If you were legally allowed to commit a crime, which one would you choose? Why?

4. Do you think fine is enough to reduce speeding cases in Vietnam? Why (not)?

5. Do you think citizens should be allowed to use guns to protect themselves? Why
(not)?

1. Property crimes, including burglaries and home invasions, are prevalent in HCMC.
Counterfeit goods and smuggling are common issues in Vietnam, with little to no penalties
for those involved. Fraud, such as online scams and credit card fraud, is a significant
concern. Traffic violations, such as riding motorcycles without helmets, speeding, and
reckless overtaking, are frequently observed. Environmental regulations are often
disregarded, leading to improper waste disposal and the illegal exploitation of natural
resources.

2. Street crimes such as pickpocketing, bag snatching, and robberies occur in crowded areas
and tourist spots. Motorbike theft is also prevalent, with criminals stealing motorbikes for
personal use or selling them in the black market. burglaries, home invasions, and thefts,
where individuals target homes, businesses, and vehicles to steal valuable items

3. If I were legally allowed to commit a crime, I still wouldn't choose to engage in any
unlawful behavior because it can cause harm and negative consequences to others and society
as a whole. Instead, I would seek ways to utilize my abilities to create positive change within
the community and support the people around me.

4. While imposing fines can act as a deterrent, it may not effectively address the underlying
causes of speeding. Additional measures such as increased enforcement, public awareness
campaigns, improved infrastructure, and driver education programs are often necessary to
create a more comprehensive approach to reducing speeding and promoting road safety

5. Citizen ownership of firearms is a controversial issue. However, I agree that the potential
social insecurity outweighs the arguments for self-defense. More guns in the population lead
to increased crime rates and provide easier access for criminals. The psychological impact of
possessing a weapon can lead to accidents and human errors, even among responsible
individuals. Tragic incidents reported in the media illustrate this. Considering these negative
consequences, formalizing regulations to limit firearm access is necessary.

Task 2 In one to two minutes, tell us a crime story that you have read or witnessed.
Please include the following ideas.

- Where and when the crime took place.

- What kind of crime it was.

- What happened.

- How the criminal was punished in the end.
