MESSAGE OF THE PUNONG BARANGAY

For several years our Barangay has been on the verge


of progressiveness and development. This is because of your
continued support to the various programs and projects of the
Barangay. Barangay Talacagay supports implementation of the
Supreme Court Ruling on Mandanas-Garcia Case beginning CY
2022 with full devolution of functions, services and facilities
which shall be funded from the share of the LGU’s in the
proceeds of the national tax allotments and other local
revenues.
The Barangay Devolution Transition Plan will develop the capabilities of local
governments to deliver basic social services and critical facilities to our constituents,
increase productivity and employments, promote local economic growth, ensuring
accountability, competence, professionalism and transparency through the development of
institutional systems that upholds good governance and strengthen our capabilities for
managing public resources
The Barangay Talacagay Devolution Transition Plan CY 2022-2024 shall serve as our
roadmaps towards full assumption of devolve functions, services and facilities starting CY
2022.
This is the beginning of the challenges and responsibilty in our part that is to live up
to the expectations of the people. May we remain in solidarity with our government as we
steer our barangay on the straight path towards the fulfillment of our collective aspirations.

Barangay Talacagay is located 4.5 kilometers away from the Poblacion which is
approximately 5-8 minutes travel time via public utility vehicle. It has a total land
area of 3,335 hectares divided into eleven (11) geographical puroks or sitios namely;
Purok Orchids, Purok Waling-waling, Purok Esmeralda, Purok Santan, Purok
Sampaguita, Purok Gumamela, Purok Calachuchi, Purok Daisy, Purok Rose B, Purok
Rose A, Purok Everlasting. It is bounded in the north by the city of Sipalay City, on the
east by Barangay Damutan and on the west by an open sea. Talacagay has an islet
called Pitogo Island.
Barangay Talacagaya has a total population of 7,448 in which ___ are male
and ___ are female; and has a total of 1,708 household; and has a total of 3,448
registered voter.
Barangay Talacagay is mostly composed of plain area. Purok Daisy and
Everlasting are in plain area. Purok Sampaguita, Santan and Esmeralda are partly
plain and coastal area. Purok Rose A, Rose B, Gumamela, Waling-waling, Orchids are
partly plain and hilly. Purok Calachuchi is all in a hilly area.
Farming is one of the main sources of income of the residents. During rainy
season, farmers were busy preparing their rice land. On summer time, some farmers
plant corn in their Riceland in order to continue their livelihood.
One also of the main source of income is fishing. Fishing activity is seasonal.
Starting month of September to month of January, fishing activity is abundant in the
barangay. Fisher folks have enough income during that time. Some of them make
dried fish to sell. But after that season, fishermen were no longer had enough catch.
Some of them went to long distance places where fishing is still abundant.
In terms of business, month of September to December is very active. Buy and
sell of rice and palay increases for it is also a time of harvest. Businessmen were
abundant or happy on this time of the year.
The Barangay has a total of sixty-five (65) personnel, to wit:

The Barangay has numerous natural resources, namely: One (1) River
(Bacuyangan River), it has eight (8) creeks (Arom, Tinapian, Dalagumay, beside
Assemblys of God Church, Rose B, Everlasting, @ Waling2x, Esmerald) , three (3)
springs (Tinapian, Rose B & Arom), Gold Mining at Sitio Nagtalay, Sand & Gravel
Quarry at Bacuyangan River (part of Purok Gumamela), and it has five (5) beautiful
Beach Resorts such as Nabulao Bay Beach Resort, Mel Rose, Lucky 9, Pinkys Resto
Bar, and the Eden Island Beach Resort.

Barangay Talacagay has been performing the devolved functions, services and
facilities identified under Sec. 17 of the Republic Act 7160 otherwise known as the Local
Government Code of 1991. Subsequently, it has implemented programs and functions
assigned to the Barangay by other existing Laws passed after RA 7160.
In terms of Economic Services & Agricultural Services, the fishing and farming
activities is main source of our foods and livelihood in our barangay. The Barangay supports
the agricultural activities in terms of the PARAVET program in which an allocated budget for
purchase of animal medicines was procured yearly. Water utilization is also good in our
Barangay for we have an irrigational association and a SALIN-TUBIG project of the DILG. The
Barangay regularly conducts a coastal clean-up and mangrove planting in our coastal area.
We also have Marine Protected Area in the Barangay Sea waters.
In terms of Environmental Sector, the Barangay implements services and facilities
related to beautification and solid waste collection, organized a solid waste management
committee and conducted information campaign related to solid waste. The Barangay also
have one (1) appointed utility personnel and (1) garbage collector which maintained the
cleanliness in our barangay
In terms of Infrastructure Services, the Barangay yearly allocate funds to maintain
the barangay road, Barangay bridges, multi-purpose hall, multi-purpose pavement, covered
court, and other Barangay facilities and buildings like Barangay Hall, Health Center, BNS
Center and Womens Center. The Barangay also implements the services and facilities
related to general hygiene and sanitation.
In terms of social services, the barangay maintains the Barangay Health Center
(building, facilities and equipment), the barangay yearly allocate fund to purchase vitamins
and medicines. Malnourished children was also monitored and the BNS yearly conducts
PABASA and mothers class to pregnant mothers in the Barangay, this aims to enhance the
awareness of the community in proper nutrition, improve and alleviate the nutritional
status of their family members especially Severely Underweight (SUW) and Underweight
(UW) malnourished children and contribute knowledge, attitudes and practices of mother
and other household members on proper nutrition. Barangay Nutrition Program, Health
advocacy program, reproductive health program, supplemental feeding program, and
Immunization program were implemented in the Barangay. Conduct of Dengue search and
destroy operation and anti-TB Education and information campaigns were also

implemented. The Barangay has organized and maintain the functionality of its Barangay
Peace and Order Council and has a Tanod Outpost with Tanods on-duty every night. The
Barangay also has registered its inhabitants and conducts Barangay Assembly twice a year
and prepared list of members of the barangay assembly and have the same posted in
conspicuous places in the barangay. The Barangay also maintains the day care centers and
supports the child welfare and development programs, persons with disability programs,
senior citizen/older persons programs and the educational services of the one (1) high
school and three (3) elementary schools in Barangay Talacagay. The Barangay also supports
the womens protection and established a VAWC office with Kgwd. Bantayan as a VAWC
Desk Officer and was awarded as the Best VAWC Desk Officer in the Municipality of Hinoba-
an in the year 2018. The Barangay Disaster Risk Reduction and Management Committee.
There is a dedicated council for illegal drugs as well as program of actions against illegal
drugs through strengthening of the barangay anti-drug abuse council (BADAC), conduct of
information and advocacy campaign. The Katarungang Pambarangay or the Barangay Justice
system is functional and maintained by the Barangay. Barangay Kasambahay was also
established.
However, the annual budgetary allocation of the barangay is not substantial to
provide other basic services to its constituents. The following are the services that still need
to be addressed by the barangay:
Agricultural & Economic Services
 Operation of farm produce and buying station
 Planting materials and distribution system
 Seed farm and seedling nurseries
 Prevention and control plant disease
 Fingerling dispersal and other seedling materials for aqua-culture
 Fish ports/Community Landing Center
 Agriculture and Fishery Development
 Enforcement of Fisheries Laws
 Establishment and improvement of local distribution channels, operations of
farm produce collection and stations, livestock market

 Operationalization of MRF
 Designated area to be used as an MRF and final disposal facility
 Provision of Properly designed containers or receptacles in selected
collection points for temporary storage od solid waste while awaiting
collection and transfer to processing sites or final disposal sites
 Hauling and transfer of solid waste from source or collection points to
processing sites or final disposal

Infrastructure Services
 Purchase of Additional lot for Barangay Site Development
 Personnel dedicated for infrastructure projects and monitoring
including BAC documents

With the implementation of the full devolution, the barangay can somewhat address
the gaps and challenges by prioritizing the urgent need of the community.

SECTION 2. PHASING FULL ASSUMPTION OF DEVOLVE FUNCTIONS, SERVICES AND


FACILITIES

Because of the limited resources of the barangay and considering the its absorptive capacity
to implement these functions, services and facilities, the following programs, projects and
activities will be prioritized from 2022 to 2024:

These programs, projects and activities are geared towards improving of the socio-economic
condition of the people and eventually achieve the ultimate goal of full devolution for the
barangay.

Proper consultation will also be conducted with sectoral groups to ensure that identified
priority PPAs address the realigned of community

The barangays will also seek the assistance of the national government agencies as well as
the provincial and municipal governments in carrying out the full implementation of these
devolved functions. For example,

SECTION 3. CAPACITY DEVELOPMENT AGENDA

The capacity development of local government is a key factor that contributes to the
effectiveness of the LGUs in delivering responsive services to its constituents and achieving
development goals. It aims to strengthen institutional capabilities in pursuit of excellence in
local governance with the end view of improving delivery of basic services, transforming
local communities into vibrant economies and promoting transparency and accountability.

The Barangay has identified the its capacity development requirements to be able to
absorb, manage and sustain the responsibilities under the fully devolved set-up. These
capacity interventions will be funded and included in the barangay annual investment
program (AIP) and annual budget.

These were determined using the lens of six (6) capacity pillars, namely, structure,
competency, management system, enabling policies, knowledge and learning leadership.
BLGU will be enhance through strategic and integrated interventions to equip and empower
us to fulfill our accountabilities and produce desired results.
