II. BACKGROUND AND INFORMATION

a. PROPONENT

The Municipality of Santa Cruz is the capital town of the Province of Laguna. It is
classified as 1st class Municipality and is composed of 26 barangays.

As mandated under Republic Act No. 7160, otherwise known as the Local Government
Code of 1991, the Municipal Government of Santa Cruz, Laguna, just like any local
government unit, shall endeavor to be self-reliant and shall continue exercising the powers
and discharging the duties and functions currently vested upon them, discharging the
delegated functions and responsibilities of national government units and exercise such
other powers as necessary or appropriate or incidental to efficient and effective provisions
of basic services and facilities.

Santa Cruz, being the capital town of Laguna, envisions to be a premier Municipality in
the province for education, trade and commerce, agriculture, health and wellness,
information technology and a true home for self-reliant and God-loving people, in a
planned, safe and well-balanced environment under a transparent, able and righteous
leadership.

Moving forward toward its vision, it remains steadfast and dedicated public servants to
attain social and economic growth comprising human and ecological integrity.

b. BENEFICIARIES

Being a community-based project, target beneficiaries will be households in the


selected marginalized and basic sectors with skills appropriate for the services needed
in the facilities and programs to implemented. These residents will then be members of
a community organization to maximize its potential and opportunities.

III. PROJECT RATIONALE AND OBJECTIVES

a. RATIONALE

To win the fight against hunger, poverty and hopelessness in the Municipality, the
local government must continue to find novel and innovative ways to harness the
capabilities of our people to improve their circumstances.

The ongoing pandemic has affected the livelihood of many. Most of the people who
worked hard from day to night had lost their source of income for nearly two months. This,
however, comes to an end as most areas loosen up on their quarantine policies. Everyone
who decided to continue their jobs now has to adapt to the "new normal". This "new
normal" calls for changes on everyone's operations, which mainly involves social
distancing. As a result, recreational facilities are closed, sanitary products are becoming
in-demand, transportation services and grocery stores are limiting their operations,
checkpoints are strictly checking everyone who passes through, and other necessary
establishments are restrictedly operating. Everyone is also required to look out for their
sanitation and safety. Even worse, some might lose their jobs due to the changes made in
this "new normal" phase.

While the government has taken measures to help everyone during this dire time, this
situation is not favorable for everyone. These circumstances call for a change in the
operation of the government, which may require them to focus on creating community-
based new enterprises which may effectively adopt the policies of the "new normal".

b. OBJECTIVES

1. To create new community-based enterprises that will contribute positively to the


local economy.

3. To formulate and implement interventions for the vulnerable and other sectors
4. To formulate and implement agriculture and fishery programs and projects
5. To maximize local resources and existing industries to create livelihood and
employment opportunities
6. To establish linkages for research and development for new products and processes
7. To establish a business-friendly environment

V. PROJECT DESCRIPTION

KABUHAYANIHAN is a combination of the words Kabuhayan, Bayan and


Bayanihan. It provides an alternative to traditional forms of enterprises as the
program itself is fundamentally established in creating and authorizing community
level social enterprises.

KABUHAYANIHAN is an adaptation of the Coop’poration model of the


National Anti-Poverty Commission. It promotes a business concept which is
community-owned, community-controlled, and makes use of a community
benefit structure. A community-owned business is a business which has its capital
(in any form) derived from the community itself (in this case, initial capital will be
provided by the LGU). A community-controlled business gives the community the
reins to control the direction of the business, which may involve other citizens not
directly involved in labor. As for the community benefit structure, it makes the
products available for internal consumption and exports the community’s products
at a higher price, which ensures profit for the community.

This is a mother proposal for various livelihood projects that would benefit
the members of the different organizations existing in the municipality of Santa
Cruz as identified by the office of the Mayor and the National Anti-Poverty
Commission (NAPC).

The implementation of the different livelihood projects will be directly


managed by the respective organization or community-based people’s
organizations through the management committee. The NAPC and the Poverty
Reduction and Enterprise Development Office will provide the necessary support
for education, capability and skills enhancement training, technology development,
project management and marketing assistance.

The organization-beneficiaries are required to have a bank account to


ensure financial recording and accounting. Proper accounting system will be
utilized and basic financial management training will be conducted.

The concerned organization-beneficiaries will also be trained to access other


social services and possible linkages and coordination with the possible business
partners, private sectors and other civil society for other services which they may
need.

Lessons and practices will be documented and to be used as references for


improvement. Best practices will be replicated and rewarded through incentives.
VI. MECHANICS

The management committee with clearly defined tasks and functions shall be
created to each organization involved in the project to ensure the day to day management
and operations of the project.
Each organization has its own organizational structure for the management of their
respective project. The project committee shall meet at least twice a month.
There will be an over-all Project Management team who will facilitate, monitor,
evaluate and document the project implementation by the organization/beneficiaries.

Each organization will undergo a massive social preparation to capacitate the


beneficiaries for a socio-economic endeavor and develop confidence towards self-
reliance. A 15 module workshops entitled Gabay para sa mga Benepisyaryo ng
Sustainable Livelihood Program of DSWD will be given to the beneficiaries prior to the
release of projects.

The LGU will designate community organizers that will closely monitor the
implementation of the project in the community and will provide massive technical
assistance from the partner agencies to enrich organizational and entrepreneurial skills of
the organization to manage their micro-enterprise.

VII. BUDGETARY REQUIREMENTS

The total project cost amounting to Twelve Million Seven Hundred Twenty
Thousand (Php 12,720,000) is broken down as shown in the table below. The list of
identified beneficiaries who have undergone the selection process conducted by the Local
Government Unit through the Poverty Reduction and Enterprise Development Office
together with the Office of the Mayor are also attached in this proposal.

VIII. PROJECT SUSTAINABILITY


Project will provide long-term solutions to the community needs since the benefiting
community can maintain activities after grant funding ends. Project will display the
following characteristics on sustainability.

1. Community Needs and Strengths: Project is well planned. Various face-to-face consultations
were conducted with stakeholders especially the communities and project partners. Project is
aligned with the interest and capabilities of the implementing communities. Federation
conducted a thorough assessment of the community's needs.

2. Materials and Technology: Equipment to be procured and technology are available locally.
Spare parts are readily available from equipment supplier and other outlets.

3. Funding: Even after LGU grant is complete, there will be reliable supply source of funding
since the project is designed to generate income part of which will flow back to the project as
additional capital while maintaining the working capital.

4. Knowledge: This project is sustainable because this will increase capacity of adopted
communities by helping them acquire new skills, knowledge, and behaviors.

5. Motivation: Beneficiaries have a well-defined role in carrying out project goals. Income is
shared with the project partners as incentives to beneficiaries and project participants to
ensure ongoing support.

6. Monitoring and Evaluation: Project has clear and measurable outcomes. Methods for
collecting project data are identified.

IX. RECOMMENDATION

With the above stated rationale/purpose, objectives and justifications, the undersigned
hereby recommends for the approval of this project proposal to be funded by the National
Anti-Poverty Commission.
