WHEREAS, the Constitution mandates that the government shall promote the quality of
life of the people;
WHEREAS, Every local government unit shall exercise the powers expressly granted,
those necessarily implied there from, as well as powers necessary, appropriate, or
incidental for its efficient and effective governance, and those which are essential to the
promotion of the general welfare. Within their respective territorial jurisdictions, local
government units shall ensure and support, among other things, the preservation and
enrichment of culture, promote health and safety, enhance the right of the people to a
balanced ecology, encourage and support the development of appropriate and self-
reliant scientific and technological capabilities, improve public morals, enhance
economic prosperity and social justice, promote full employment among their residents,
maintain peace and order, and preserve the comfort and convenience of their
inhabitants.
WHEREAS, Section 2 of the Comprehensive Dangerous Drugs Act or Republic Act
9165 declares that it is the policy of the State to safeguard the integrity of its territory
and the well-being of its citizenry particularly the youth, from the harmful effects of
dangerous drugs on their physical and mental well-being, and to defend the same
against acts or omissions detrimental to their development and preservation;
WHEREAS, DILG Memorandum Circular No.2015-63, dated June 16, 2015 and DILG-
DDB JMC 2018-01 dated May 21, 2018 were issued to emphasize to local authorities
especially barangay officials their principal responsibilities in support of overall
government efforts to maintain peace and order particularly to curb illegal drugs and
other substances and to provide guidelines on the functionality and effectiveness of
Local Anti-Drug Abuse Councils.
WHEREAS, DILG MC 2022-141, dated November 9, 2022 titled Guidelines on the
formulation of the Local Anti-Drug Plan of Action (LADPA) and Barangay Anti-Drug Plan
of Action (BADPA), was issued to systematize the planning process of LADPA and
BADPA; Harmonize all ADAC activities and interventions at all levels; Monitor allocation
and utilization of funds on all ADAC activities; and Ensure the integration/inclusion of
the LADPA in the POPS Plan and BADPA in the BPOPS Plan.
WHEREAS, DILG MC 2023-025, dated February 10, 2023 titled Guidelines in the
Implementation of the Buhay Ingatan, Droga’y Ayawan (BIDA) Program, stated that the
LGUs are the frontline in the effort and are expected to implement a year-round,
consistent, and sustained Programs, Projects, and Activities (PPAs) geared towards the
operationalization and institutionalization of the BIDA Program. And The Local Chief
Executives, being the Chairperson of the ADAC, shall lead the implementation of the
program and mobilize the support of the various departments and offices in the local
government unit, the ADAC, and other key stakeholders. Ensure that all plans,
programs, and activities included in the Local Anti-Drug Plan of Action (LADPA) and
POPS Plan are anchored with the BIDA Framework.
WHEREAS, Department of the Interior and Local Government (DILG) Undersecretary
for Local Government Marlo L. Iringan, issued an advisory dated March 21,2023
encouraging all Anti-Drug Abuse Councils to issue a resolution aligning their PPAs
under their Local Anti-Drug Abuse Plan of Action (LADPA) with the BIDA Program.
