citizens pay taxes and the government makes use of these taxes for projects that will
improve the country and society. But how about unfinished projects? Are the
people’s taxes wasted? What happens to the construction materials and the
frameworks started for these unfinished infrastructures? Many of these unfinished
projects are housing programs, bridges, and other varieties as well.
I do believe our government should only implement projects they are sure
they can complete. Many of the infrastructures from the last administration’s project
were not finished, according to CNN Philippines Some of these are Bataan-Cavite
Interlink bridge, Panguil Bay bridge, the North South Commuter Railway system, and
Metro Manila subway projects. Unfinished infrastructures are left to be destroyed by
time and only wastes taxpayers’ money. The wastage wouldn’t help our nation’s
economy catch up to neighboring countries or if continued, could bring down the
country's funds for infrastructures.
From the news article at PNA.gov.ph that according to Acting presidential
spokesperson Martin Andanar: “As you can see, the 6.5 million to 7 million or 8
million jobs that was created/provided by BBB was one of the reasons why our
economy has become inclusive.” This statement was an answer to the question if the
government projects will become “white elephants (which means not thoroughly
assessed)”. Yes, it is true that this project provided many jobs to our citizens and
made our economy inclusive and was also gaining the side of some senators that
insists it was a success, one of them stated that the government was prioritizing the
infrastructures with high costs of return. Still, gain is reduced because of the money
wasted on the unfinished ones.
Based on the article I read at malaya.com.ph; Despite the pandemic, the
Duterte administration has delivered major infrastructure projects in the aviation,
railway, road and maritime sectors, while hundreds of unfinished projects will be
turned over to the next administration. Also, from another news source which is CNN
Philippines stated that the President's 18 legacy projects neither counted big-ticket
railways and subways nor the inter-island mega bridges mostly in the Visayas and
Mindanao. One unfinished business is a 4-kilometer bridge that will connect the
tropical Samal Island to Davao City, Duterte's hometown. The pandemic was to
blame for the setback, according to his chief implementer. Shuttling foreign technical
consultants and the machines needed for the projects had been hampered by border
restrictions. As read from the same site, the Duterte administration raised
infrastructure spending to 5.3% of economic output or gross domestic product (GDP)
in 2021, and to an expected 5.8% of GDP by end-2022 from just 3% when his term
started.
By these statements, I conclude that the government officials are trying
their best for the country’s economy, the projects that got completed all had big
economic impact for the country, what more if they would continue the unfinished
infrastructures instead of demolishing it. Those would also greatly help for our
country’s economic state and bring in many opportunities for jobs to be provided on
areas that could not be easily reached back then, it also helps promote the tourism
of the Philippines as travel will become much easier and faster. That said, continuing
or rebuilding these unfinished infrastructures will be helpful for our economy and
society as a whole, let us hope that the aim of the BBB program of the last
administration is continued by the current administration or at least consider
continuing the legacy of BBB and allocate more funds for infrastructure projects so
that it can be completed faster and more efficiently.
