projects from happening in order to protect the reputation of the construction industry and,
most importantly, to prevent losses of cash and precious resources. As mentioned by
(Daud, 2017), modern project management methods are one of the ways to overcome
abandoned building projects by preventing mismanagement, poor supervision,
misunderstandings, delays, material waste, resource shortages, and unauthorised capital
and resource flows. Nevertheless, in order to reduce the numbers of abandoned building
projects effectively, the Government should enforce the laws relating to the construction
industry. (Wong, 2022) recommended that the enforcers make full use of the current
legislations in order to address the public's ongoing concerns over abandoned housing
projects. According to (Ariffin, 2018), the respondents from a survey suggested that an
abandoned building should be restored through a public-private partnership initiative, or
vice versa. With the support of this alliance, the struggling firm will be able to see the
project through to completion. By doing this, it will be possible to lessen the number of
abandoned construction projects as well asthe consequences of this issue.
To wrap it all up, In Malaysia, abandoned building projects are a prevalent problem
that has caused a significant problem in the construction industry. Abandoned construction
projects have been the subject of several prior studies, each focusing on a particular
aspect of the problem and its effects on the people involved, the economy of a nation, and
so on. In order to avoid the occurrence of abandoned building projects, the Malaysian
government has really tightened the pertinent law through tighter modifications. However,
data showed the other side of the story, as stated by (Mohamad, 2020). Furthermore,
according to (Wong, 2022), not a lack of legislation, but rather a lack of enforcement by the
appropriate authorities, is to blame for the issue of abandoned building projects. Therefore,
the appropriate ministry must carefully implement the current rules in order to address the
abandoned building projects in Malaysia, where new regulations are no necessary. As
mentioned by (Daud, 2017), the developers and contractors should take the necessary
action to stop the abandonment of building projects in Malaysia after identifying the factors
that contribute to this problem.

1.0 LITERATURE REVIEW According to (Ariffin, 2019), whether in the commercial or public sectors, the construction
industry has a significant impact on Malaysia's economy. Not only does the industry serve a significant part in the end
product, but it also offers job opportunities. Therefore, throughout the entire construction phase, the industry itself has a
significant impact on a nation's economy. Despite the many advantages the construction sector has brought to Malaysia,
it is clear that some of the industry's companies are having trouble completing their projects, as stated by (Ariffin, 2019).
The worst case for a building project that was discovered is one that is abandoned. In Malaysia, the building industry has
suffered with financial issues that have resulted in several issues related to abandoned projects. The abandoned building
projects in Malaysia is seen as a serious issue that must be addressed. According to (Salam, 2019), abandoned building
project is defined as the act of ceasing any operations or maintenance work on a development project within the time
limit specified in the contract agreement with no plans to resume the project. This refers to the contractor, the
consultants and the client had stop working on the development of the project due to circumstances that are incapable
of being solved. This is supported by (Ariffin, 2018), who stated that a construction work that has been consistently put
off for six months or more, either within the project's completion term or after the projected completion date, is defined
as an abandoned building project. Furthermore, abandoned building projects in Malaysia were influenced by a number of
factors. For example, (Mohamad, 2020) mentioned that developers seem to always be the most common source of
abandoned construction projects in Malaysia due to having financial issues as a result of their improper management of
monies, which ultimately compromised the project's cash flow. However, having an incompetent developer to work on a
construction project should not be allowed and neglected. This problem will not be able to be solved from time to time
if the Government does not take any action towards them. Recently, a study that is conducted by (Salam, 2019) shows
that the lack of skills by an inexperienced developer is the main reason on why mismanagement may happen in a
construction project, in which, may lead to the abandonment of a building project. This suggests that the developers are
one of the factors that causes the abandonment of a building project which the Government needs to take action
towards them to reduce the numbers of abandoned building projects.
