SECTION 1: INTRODUCTION

1.1 Overview
EMS LIMITED is committed to provide a safe and healthy environment for workers/ employees and other
parties at all places of work.
specific objectives set are:
 Maintenance of a strong & effective Health & Safety system
 Compliance with legislative and customer requirements;
 Promote continuous improvement and minimize Health & Safety incidents;
 Compliance with Operating Procedures
 Health & Safety Training provisions,

1.2 Purpose and


Scope Purpose:
The Health Safety and Environment Plan describe how EMS LIMITED manages and controls Health, Safety
and Environmental aspects while executing the works as per contracts.

Scope:
This Health Safety Environment Plan covers the Occupational Health and Safety aspects of all EMS
LIMITED and subcontractor activities that are expected to be encountered during the course of the works.
Particular activities are analyzed separately and where necessary activity specification controls will be
implemented to reduce safety and health risk and to develop safety platforms for the activity.

1.3 HSE System Overview


Every incident is preventable and EMS LIMITED is committed to providing a safe and healthy environment for
all workers/ employees and other parties at all places of work. These are identified through specific objectives
which cover the following:
 Compliance with legislative and requirements;
 Promote continuous improvement and nullify incidents and accidents;
 Training to all employees to work safely & environment friendly,
 Target/Goals setting with clear compliance parameters,
 Employee involvement to ensuring everyone knows their responsibility towards HSE,

All HSE obligations related to contract requirements, legislation and EMS LIMITED Management Policy
requirements must be adhered for the duration of the works. EMS LIMITED is committed to its HSE Policy and
the most practical OHSE standards will be adopted to ensure that the company’s OHSE objectives are
achieved.

2: OCCUPATIONAL HEALTH AND SAFETY Safety Data Sheet

The HSE Policies have been authorized by the Client towards achieving set Health and Safety objectives and
continually improving OHS performance in EMS LIMITED Contractors (EMS LIMITED) and in complying with
relevant legislation.
The EMS LIMITED Health & Safety Policy shall be displayed on notice boards within the project and
communicated along with associated objectives of the Policies to all employees and subcontractor employees
throughout the course of the works.

SECTION 3: RISK PLANNING AND MANAGEMENT

3.1 Hazard Identification & Risk Assessment (HIRA) & Control Strategy
Prior to the works commencing Hazard will be identified by EMS LIMITED& Its bound Sub-contractors. During
Risk Assessment review it would be decided over which aspects of the Project activities, controls should be
placed to minimize or where practicable to eliminate the risks to Health, Safety and Environment.

The Site In-charge, in conjunction with the project team, including HSE and Quality, shall ensure the following:
 Perform and complete the risk assessment for the developed WMS (Work method Statements).
 Review the adequacy and compatibility of HSE documentation;
 Finalize the Project Instructions (Standard Operating Procedures for HSE and Project H&S Plan to
address the required controls;
 Develop a program for the implementation of HSE controls;
 Identification and acquisition of HSE controls on processes and equipment;
 Clarification and Conveying the Standards/Specifications/Code requirements;
 Implement a tracking system of HSE records.

The Site In-Charge shall monitor these proceedings and HSE Officer/In-Charge shall ensure all the
requirements are fulfilled and complied at site.

SECTION 4: LEGAL AND OTHER OHSE REQUIREMENTS


All the legal requirements of the project to be identified and communicated to all levels through
prescribed communication system and ensure it is compiled by the concern person.

A detail list of the applicable legal requirements of this project will be developed and monitored to ensure
the implementations of all HSE legal aspects of this project. The minimum list of legal documents to be
referred has been attached in the Appendix -2

SECTION 5: OHSE OBJECTIVES AND TARGETS


EMS LIMITED bound Contractor seeks to develop, and measure itself against, meaningful and relevant OHSE

Objectives and targets for project in accordance with its HSE Policy and the determined HSE requirements
of specific objectives.
All OHSE objectives and targets shall be expressed in measurable and relevant key performance indicators
which shall contain a balance of lead and lag indicators.

The following goals and targets are examples of this:


 By compliance with EMS LIMITED HSE Systems
 By compliance with legislative requirements;
 Significant Hazard &Risk Factors as determined from Project Hazard Identification & Risk Assessments
(HIRA).

SECTION 6: HSE ORGANISATION STRUCTURE, ROLES & RESPOSIBILITY


Project specific organization charts will be developed and completed as per the requirements of
EMS LIMITED bound Contractors.

The Site In-Charge shall ensure that all staff, working in positions with responsibility within the project has
a current and valid Job Description as identified in the Project Organization Chart.

HSE Organization structure identifies responsibility and accountability for OHSE within the
business/company which ensures adequate resources (human, specialized skills, technology and
financial) are available to give operational support with defining roles, allocating responsibilities,
accountabilities and delegating authority to operational and support staff members to undertake work in a
safe and environmentally responsible manner.

6.1 HSE Core Committee


The HSE Core Committee shall be headed by PM, supported by functional heads & HSE Officer.

6.3 Individual Roles and Responsibilities

Site Manager / In-Charge


 The Site In-Charge represents EMS LIMITED at site with full authority and responsibility for the
successful completion of the construction phase of the project in accordance with drawings,
specifications, terms of contract, budget, schedule and company policies.
 Ensure that systems and / or controls are in place to manage the risks
 Ensure that adequate resources are available for risk management, including the provision of
personnel competent to perform.
 Chair the HSE meetings with Employees, Sub-contractors and review the effectiveness of the
risk control measures at site.
 Ensure that all levels of staff receive the HSE related trainings.
 Co-operate with representatives of NTPC, State Authority and other legal authorities.
 Make recommendation to the Management on legal requirements affecting the environment
 Ensure that the work is carried out as per HSE and legal requirements.
 Ensure work is carried out as per work method statement and HIRA/JSA developed before start the
work.
 Co-ordinate with supervisors and workers to ensure proper work completion as per requirements.
 Ensure to develop a good environmental condition.

HSE Executive/Officer
 HSE Safety Officer/In-Charge supervises all aspects of safety, environmental control and loss
prevention.
 Ensures that all EMS LIMITED and subcontractor operations are carried out in a safe and
environmentally controlled manner.
 Monitoring the Hazard Identification & Risk assessment has been prepared, updated & implemented.
 Participates in preparing the site safety plan.
 Sees that the plan is kept up-to-date and reflects all site operations and environmental requirements
 Reviews and approves subcontractor safety, environmental and loss prevention programs
 Ensures that all EMS LIMITED, government and client regulations are properly addressed and
carried out
 Arranges induction program stressing safety and environmental issues for all personnel at site
 Organizes regular safety meetings attended by EMS LIMITED, client and subcontractor

 Regularly inspects all EMS LIMITED and subcontractor activities and operations to assure that
these are carried out in a safe and environmentally controlled manner
 Reports irregularities to the Site In-Charge and line supervision and advises on corrective measures
 Advises the Site In-Charge to stop work which is not executed in a safe manner

Package In-Charges/Engineers
 Participate in the preparation of, and adhere to, all HSE instructions, procedures and activities.
 Conduct Pre-Start Briefing for the work group daily before start the shift.
 Conduct TBT for the group once in a week.
 Carry out self HSE inspection on the job site.
 Supervise and guide employees to perform their work safely.
 Report all incidents and hazards to management.
 Monitor the use of Personnel Protective Equipment and clothing provided.
 Advise their employees of hazardous situations.
 Ensure that all responsibilities for emergency response are clearly identified and understood by all
personnel in their work group.
 Ensure work group employees participate in relevant safety activities.
 Plan and incorporate safety into all work plans and activities.
 Provide written JSEA (Job Safety and Environmental Analysis), to explain the sequence of
operations, to outline potential hazards at each stage and indicate precautions to be adopted.
Ensure that these are complied with.
 Be familiar with this Project Health & Safety Plan, Regulations applicable to the work on which their
teams are engaged, and ensure that those Regulations are observed.
 Restrain personnel from taking unnecessary risks and direct them to the correct and safe work
method.
 Ensure that new employees learn to take Safety precautions.
 Transmit Safety knowledge and company message to fellow workers.
 Commend operatives who, by action or initiative, eliminate hazards.
 Discourage horseplay and reprimand those who consistently fail to consider their own well–being
and that of others around them.
 Report defects in plant or equipment’s.
 Set a good personal example.
 Comply with statutory requirements.
Employees/Workmen
 Use the correct tools and equipment for the job; use Safety equipment and protective
equipment/clothing supplied, e.g., Safety helmets, shoes, harness, goggles, etc.
 Keep tools in good working condition.
 Report all defects in plant or equipment to a supervisor.
 Develop a personal concern for safety – for themselves and for others, particularly newcomers and
young people.
 Avoid improvising which entails unnecessary risk.
 Warn new men of known hazards.
 Refrain from horseplay and the abuse of welfare facilities.
 Report hazards and suggest ways of eliminating them.

Subcontractors
 Comply with the requirements of the project Health & Safety Management Plan throughout their
duration on the project. Confirmation of their understanding of the requirements and intentions to
comply with this Plan are gained at the sub contract “start-up” meeting.
 Appoint a responsible representative to attend safety committee meetings for the period they are on
site and that representative should have the authority to take immediate actions on the meeting
outcomes.
 To involve in the HSE training and awareness program for the Project

SECTION 7: TRAINING
Only qualified personnels shall be allowed to work within EMS LIMITED scope of work. All Workmen and
management employees must undergo the induction training, the trainees shall be evaluated with the
questionnaire and qualified only who score more than 80%, for easy access the questionaries shall be
made in the local languages. Other organized training for Management team and technical team arranged /
provided based on the need.

EMS LIMITED had identified followings Mandatory training based on the activities being carried out. Based on
the project progress the training shall be planned and executed by the site team to the work force, based on
the importance of the topic the evaluation method shall be decided, such as a. Verbal, b. Written and or c.
Examination on work.
The Mandatory training as follows.
identified training Trainings shall be provided to the workmen for minimum on the below mentioned topics.
Training plan will be prepared in accordance with the subjects, participants and training date to ensure the
persons in the project are trained relevantly& effectively.

The following identified items are forming the minimum control basis associated to the works and should be
amended to suit the project requirements by specific Work Method Statements to fully cover and control the
risks identified within the project.

8.1 Site Setting up


The following areas shall be considered minimum while setting up a new site office and associate
infrastructure facilities:
 Office
 Access & Egress
 First Aid Facility
 Drinking Water
 Washing Facilities
 Sanitary Conveniences
 Warehouse
 Site Fabrication Workshops

8.2 General Site Rules

 EMS LIMITED adheres to the NO SMOKING policy inside the project. No persons are allowed to
smoke inside office or at the work station. However specific smoking zone may be granted or
constructed with adequate precautions after approval from Head HSE/HSE Officer.
 Gambling or other games of chance are not permitted on site. Neither personal sales nor purchases
permitted on the construction site.
 Profane, derogatory language and immoral conduct is not permitted.
 Fighting is strictly prohibited.
 The trashes to be disposed only in the designated containers.
 Spitting on floors walls or in waste receptacles is no. permitted.
 Food consumption is permitted only in the specified areas.
 For security reasons nobody is allowed to carry weapons, firearms and explosives inside the site.
Photography is not permitted inside the project site unless otherwise permitted.
 All security rules should be followed without any deviation.
 No printed materials shall be displayed without written permission from the EMS LIMITED project
team.
 There shall be no loitering inside the construction premises.
 Housekeeping should be performed by each day work completion and the working area should be
neat and clean.
 Standard scaffolding platforms only permitted for performing the activities. Sub-standard ladders,
bench, stools should not be used as working platforms.
 All work tools shall be in proper working condition with Colour code and shall be guarded whenever
required.
 All procedures shall reflect safety first and unsafe practices will be immediately stopped/ corrected.
 Exclusion zone should be developed for all the activities and it should be properly barricaded.

8.3 Site mandatory PPE’s:


Nobody should be permitted inside the Project site without the below mentioned mandatory PPEs. The
task specific PPE; s shall be worn according to the described requirements.

8.4 Other Task Specific PPE’s


General Uniform:
All the persons working inside the project site are instructed to wear suitable and generally accepted cloths at
site. But wearing shorts, sleeveless and loose clothes are not allowed.

8.6 Night Work Procedure / lighting


General area lighting shall be ensured prior to execution by the sub-contractor and necessary follow-up in
advance shall be ensured. Focused lighting for job at night, independent lights for storage yards, stair cases,
platforms, inside any confined spaces shall be arranged by the Sub-contractor.

For the night works/activities, following requirements needs to be followed.


 Night work permit shall be obtained along with manpower details.
 Night work should be monitored by an assigned competent person until the end.
 Safety personnel shall be deputed till the completion of the activity
 Adequate lighting shall be arranged for clear illumination
 Log book for daily lux -meter reading shall be maintained for different location where activities will
carry out during night shift.

8.7 Control of Substance Hazardous to Health (COSHH Control)


 Any hazardous substances which are brought to site are subjected to EMS LIMITED HSE approval
and the MSDS of the substance should be submitted.
 MSDS training shall be conducted for all workers engaged in handling hazardous material
 Adequate storage with all safety control measures shall be prepared for storing hazardous
material/chemicals

8.8 Heat Stress and Cold Stress Plan


 Adequate labor rest room shall be provided at site having capacity of the total number of workers
present to prevent them from climatic impacts.
 Clean drinking water facility shall be arranged for all workers at site with minimum quantity 7 liters
per workers per day
 Medical facilities shall be availed from Owner’s establishment on any requirements of EMS LIMITED
and sub-contractors. More details have been given in the On-Site Emergency Plan.

8.9 Material Storing and Lay down Area requirement


 All material shall be stacked in a systematic manner, well identified and barricaded area.
 All empty cans and drums shall be placed in adequate barricaded and identified area.
 Structural steels should be stored above the ground in proper direction and the stability to be
ensured by the competent person, to be supported if required.
 Adequate stand / pallet shall be prepared for stacking scaffolding material.
 Compressed gas cylinders should be stored separately from any other flammable chemical storage
area with adequate demarcation, shed and ventilation
 Separate storage area shall be prepared for Oxygen gas cylinders and Dye Acetylene cylinders
minimum distance 6 meters or separated by suitable partition and MSDS shall be placed in both
storage areas.

 Trolley with minimum 70-degree inclination shall be prepared for transporting gas cylinders from
storage area to the site.
 Empty compressed gas cylinder shall be separately stored rather than storing in filled cylinder
storage area
 Fire extinguisher shall be installed near all storage areas
 Proper access and egress should be maintained inside the storage areas.

8.10 Prequalification Requirement for HSE Personnel


Selection of Safety officers and Safety supervisors shall be done with reference to candidates’ previous
experience,
Qualifications and their performance in interview
All CVs of Sub-contractors Safety personnel must be approved by EMS LIMITED HSE Officer/In-Charge.

8.11 Emergency Response Team


 Separate On-Site Emergency plan has to be prepared for the clear understanding of the emergency
actions at site and as well at office during generally anticipated emergency situations. EMS LIMITED
as well as sub-contractors shall to follow the instruction stipulated in the procedures.

8.12 Project Access, Egress and ID

In general, the Administrative Policy of Office/site/Owner will be followed on project accessibility, egress
and ID card provision.
 The site shall have in place suitable access and egress points that will be classified as
authorized routes. Entering the site or a partial area of the site will not be permitted to persons
without an appropriate authorization for access.
 Authorization will be obtained from EMS LIMITED/Owner on application. All persons and
vehicles entering or leaving the site are subject to search or control measures by project
security / Security.

8.13 Plant and Equipment Control

This section details the HSE system practices to provide an acceptable standard of plant safety on

the project. The typical types of plant and equipment (minimum) used on this project are:
 Earth Moving Vehicles (Tipper trucks, Excavators, Dozers, Loaders etc.)
 Lifting Equipment (Hoist, Man Cages/baskets, and Bobcats etc.)
 Mobile Cranes
 Crawler Cranes
 Scaffolds and Working Platforms
 Compressors, Generators, Welding machines
 Heavy Transport
 Concrete Pumps
 Pile Rigs

8.14 Site Traffic Requirements


 Entering and leaving the site with vehicles will be subject to authorization.
 Vehicle traffic at site shall follow the customer’s site traffic requirements and it need to be implemented.
 The maximum speed limit shall be set (either 15 Km/hr or 20 Km/hr depend on the location and
hazard potentiality.
 No passengers allowed riding in the back of the trucks.
 All pedestrians have the right of way.

8.15 Traffic Violation Policy


This policy applies to all EMS LIMITED Contractors and sub-contractor employees at Project sites who operate

light/heavy vehicles and mobile equipment throughout the project. When a traffic violation occurs, the
following shall apply.
 Speeding, failure to obey traffic signs, driving too fast for conditions or operating the vehicle in a
reckless manner:
 All incidents must be reported in writing to the safety department before the end of the current shift
and definitely within 24 hours. Failure to report an accident in timely fashion is a serious violation of
company policy and will result in disciplinary action.

8.16 Site Security


EMS LIMITED recognizes the importance of the protection of their own and the Client assets, and to this end,
shall ensure so far as is reasonably practicable, that all persons, property and the environment are protected
against incidents, theft, misappropriation or unauthorized disclosure of information.

8.17 Personal Protective Equipment (PPE)


Refer section 8.3 and 8.4 for the detailed PPE’s requirements

8.18 Monthly color code for safety inspections
 All the 220-volt tools and equipment’s, and all flexible extension cords must be inspected and tagged by a
qualified electrician prior to their first use and every month.

8.19 Power Actuated Tools


 The use of Power Actuated Tools will only be used by employees who have undergone suitable
training for the tool.

8.20 Fire Prevention and Control Measures


 C02 or Dry Chemical Powder (ABC) portable firefighting equipment shall be available in all site
offices, rest rooms and storage areas. Portable firefighting equipment shall be provided on all
moving plant on the site as specified in the office lay out.
 Fire extinguishers shall be inspected/maintenance at least annually by a certified person and visually
inspected monthly and documented by the Project HSE Representative.
 Portable firefighting equipment must be positioned adjacent to awork area where Hot Work is being
undertaken.

8.21 Excavations and Penetrations


 All excavations in excess of 1.2 meters will be barricaded at least 1 meter back from the edge on
both sides of the excavation using rigid barricading. Excavations within the construction site less
than 1.2 meters in depth shall be protected, or made visible by using barricade tape. The excavation
should be battered, stepped or shored to prevent collapse of any loose materials.
 If access is required to excavations deeper than 1 meter a secured ladder or steps shall be provided
at both ends of the excavation.
 All penetrations into fixed walkways or concrete slabs shall be covered with mesh grating which will
be securely fixed with bolts or screws.
 Any Excavation shall be performed in accordance with the Excavation Permit to work systems

8.22 Underground Services


 The term “service(s)” means all underground electricity, gas, water, piped sewage and telecommunications.
Prior to any excavation taking place suitable surveys are to be completed to identify potential buried
services.
 A permit to excavate shall be completed and issued to the persons or sub-contractors carrying out
digging work requiring an excavation.
 If any material found during the excavation, immediately notification to be given to MPW HSE
Officer/In- Charge.

8.23 Isolation Procedure (LOTO)


Separate lock-out and tag-out (LOTO) to be developed to ensure the machines or equipment’s are isolated
from electrical energy and locked out and tagged out before employees perform any servicing, pre-
commissioning or any maintenance activities.

8.24 Emergency Procedures


Project based On-Site emergency plan need to be developed for the emergency situation activities. All the
employees of the Project / Office need to be given awareness about the emergency plan. Emergency mock-
up drills to be conducted once in three months for various scenarios, report to be prepared and submitted.

8.25 Working at Height


All the activities which are performed at the height of more than 1.8 meters are considered as work at height
and work at height procedure to be followed for that. Prior to start of work at height PTW shall be obtained.
On all work at height activities, the both primary fall protection (Scaff Platform) and secondary fall protection
(Safety harness, fall arrestor, retractable fall arrestor) are mandatory.

Every person working at height should wear a full body safety harness with shock absorber, hooked to safe
structure or life line. Wherever any permanent structure is not available for hooking the safety belts, a life line
shall be tied after approval of Site In-Charge/Site safety Officer.

Steel platforms minimum 600mm wide, with hand railings, securely fastened at each end shall be erected for
workmen to work. Ropes or wooden planks shall not be used for any such temporary construction. The
platforms shall be continuous with no holes or breaks in between. All such working platforms shall be
inspected and certified for safe use by EMS LIMITED before the start of work. No loose tools or jobs shall be
left unattended on these platforms. Area under such jobs shall be cordoned off. Fall arresters shall also be
used for climbing stacks or any ladder more than 5meter high.

All the people to be engaged on work at height / above prescribed elevation are recommended to have
passed the WORK AT HEIGHT Test followed with medical examination (as specified/prescribed by medical
professional).

8.26 Scaffolding
General requirements: -
 A safe place of work, with safe access and egress has to be provided and shall properly maintain.
 Scaffolding should only be erected, altered and dismantled under supervision of a competent
person and by people with adequate experience and holding a scaffolding certificate or trainer
permit.
 Scaffolding is to be constructed from standard tubes and materials and ladders. The
specifications of the scaffolding materials shall be shared with EMS LIMITED HSE department.
 No defective materials or parts used and no excessive wear or corrosion.
 Before any scaffold is used, and every 7 days thereafter, the scaffold must be inspected by a
competent person and an accurate entry made in the register (site records).
 Proper tagging of scaffold should be done.
 No scaffolding should be left partly erected or dismantled, unless adequate notices are displayed
and access blocked.
 No metal scaffold should be erected in close proximity to overhead power lines.
8.27 Confined Spaces
 Identification and risk analysis for confined space to be performed by HSE team of the sub-
contractor. List of confined space activity on the project site to be prepared for monitoring.
 All personnel required to enter a confined space will undergo confined space entry training.
Personnel who have not undertaken this training are prohibited from entering a confined space.
 For any activity at Confined Space, the Permit-to-work (PTW) needs to be obtained from the EMS
LIMITED as applicable.
 Adequate light & air ventilation to be ensured before issuance of PTW.
8.28Permit to Work (PTW)
Permit to work system is mandatory for the below listed activities to be strictly adhered by all the workforces
working inside the project site.

 Hot works
 Excavations- Deep excavations like which is more than 4.5 mtr depth.
 Confined space entry like tanks, storage vessels, sewer lines etc.
 Heavy lift/Critical lift (Exceeding 75 percent of the Safe working Load of crane or using multiple
cranes)
 Scaffolding structures erecting, dismantling and modification and all works on scaffolding
 Radiography
 Pressure testing
 Demolition/de-shuttering work
 Positive isolation
 Electrical Isolation
 Mechanical isolation
 Use of Hazardous materials/Chemicals
 Work at height
 Night works

8.29 Hot Work


Hot work includes any of the following work activities but not limited to it;
 All forms of welding;
 Oxy acetylene cutting;
 Grinding or cutting using abrasive tools;
8.30 Lifting, lifting appliances and accessories
Only competent persons are to be involved in any lifting activity at site. Necessary trainings shall be provided
to the persons involved in the lifting activity prior to engaging them on work. All the crane& lifting equipment
shall be inspected and approved during the mobilization at site. Cranes shall not be loaded to beyond 75% of
their safe working load as per the load chart of the crane or as prescribed by OEM whichever is stringent.

requirements stated in the SOP related to the lifting activities.
All lifting appliances working in project operating areas shall display the following, as minimum:
 Manufacturer's name plate
 Unique Identification Number
 SWL ( Safe Working Load )
 Inspection Date and due date

Usage of Man basket


Safety measures shall be followed incise of Man basket usage at site.

 Permission of Safety Officer/In-Chargebefore using man basket is mandatory


 Baskets shall be welded steel construction with no wooden planks, batons or manila ropes used in
its construction.
 Load testing of the basket to be done with the Approved third party certifying authority and load
bearing capacity need to stamped on it name plate as per regulations, its slings and the crane rope
shall be checked every time before starting the job.
 Basket walls shall be minimum 1.2 meter high on all four sides. The side walls shall not have open
spaces larger than 250mm² on any side.
 Entry and exit door shall have double latch and shall open inwards.
 Winch used for such purposes shall have double brake both mechanical and electromechanical.
Only steel wire rope shall be used to lift the man basket. There shall be no joint in the steel wire
rope.
 Persons traveling in the baskets shall wear safety harness/safety retractable fall protection secured
all the time to the crane or winch hook independent of the basket.

8.31 Compressed Air Tools and Units


 Pneumatic tools may substitute electrically driven tools if the circumstances require due to the
environmental hazards. Any person using these types of tool (driven by compressed air) should be
made well aware of the dangers; if air enters the internal organs of a person it can rupture internal
organs causing death. Horseplay should be expressly forbidden at all times.

8.32 Inspection and Tagging


 Only Competent Persons are permitted to conduct official inspections and update the colour coded
tags to reflect current certification. Competent persons shall check the appropriate equipment
register to confirm the equipment is the same as indicated on the register prior to performing the
inspection.
8.33 Sub-contractor OHSE Management
As a part of EMS LIMITED, sub-contractors are solely responsible for their OHSE implementations at
site in accordance with the Project HSE Plan.
 Prior to any commencement of work by sub-contractors at site formal assessment shall be carried
out to ensure their overall competency for the completion of work safely.
 Before a subcontractor commences work, a risk assessment for the contracted works must be
completed &approved. Depending on the risk ratings, the Site Officer/In-Chargeshall determine the
need for the subcontractor to provide OHSE plan and / or JSEA’s, in addition to the HIRA for the
contracted works.
 The subcontractor shall maintain a register of all hazardous substances to be brought on to the
project. The Project shallauthorize, in writing, the method and location for storage, handling and use
of hazardous substances on the project. The subcontractor shall maintain an up to date hazardous
substances register, during the course of the contract. All hazardous substances shall have a
corresponding material safety data sheet (MSDS) and all workers shall be provided with the
necessary training and instruction prior to using a hazardous substance to ensure that they are
competent.
 Schedule inspections and audits shall be completed to all location and works of the sub-contractor
on a regular basis. The subcontractor shall provide assistance in carrying out inspections and
audits All identified

actions needs to be closed out within the agreed time frame determines by the Project Director and
the
subcontractor’ representative.

8.34 OHSE in Site Offices& Corporate Office


Both EMS LIMITED and it’s bound sub-contractors are responsible to ensure the HSE requirements
mentioned in the Safe Operating Procedure. A monthly inspection should be carried out in EMS LIMITED
siteoffices and half- yearly in Corporate Office to look for potential hazards. This shall be carried out by the
EMS LIMITED HSE team.

8.35 Rain / Adverse Weather Conditions


When adverse weather conditions are present a potential risk to workmen, good judgment shall be used and
action taken. All work at height and lifting operations shall be put to halt when the wind speed crosses
25kmph. Scaffolding platform shall be inspected after each rain before being reused.

Rainwater
Adequate dewatering arrangements shall be ensured at site in advance. Proper drains for taking out rain
water from the site shall be ensured. If required to prevent flooding, temporary constructions like bunds shall
be done through customer. Dewatering pumps shall be installed with proper piping and electrical connections
to ensure dewatering of collected rain water.
Materials and equipment likely to be damaged in rains shall either be stored under covered storage or shall be
protected with tarpaulin sheets. Such items shall be inspected regularly, for any damage, during monsoon.
All stored materials and equipment shall be placed on wooden sleepers to avoid collected rain water from
damaging the exposed surfaces.
Access ways and path ways clear of the rain water and safe for use and free from slippery shall be ensured.
Sub- Contractor shall be held responsible for any damage due to rain or water logging, to any materials or
equipment in their custody.

8.36 Fuel Storage


For the fuel storage at site, The Petroleum Act, 1934 & Rules, 2002 shall be followed. Anyhow it is not
advisable to store fuels of any kind at site. Site Charge in consultation with Client/Safety officer shall decide
the location for fuel storage and also the maximum quantity that can be brought and stored at site at any time.
Proper fire extinguishing equipment shall be maintained near the fuel storage yard. This yard shall also have a
clear access and the store shall have open spaces for good ventilation. The sign boards with hazards involved
shall be displayed in front of the fuel storage yard.

8.37 Radiography
All the radiography examination shall be carried by BARC approved agency & BARC qualified Level-I
(minimum) Radiographer.

8.38 Construction power receiving, distribution and use


 Qualified electricians should be deployed by every sub-contractor for ensuring safe temporary
electrical installations at site.
 Cable markers are fixed to identify the route of the cables.
 The electrical installations are done in accordance to the regulations.
 All temporary electrical connection shall be done by authorized electrician.
 30mA.sensitivity Residual Current Circuit Breaker (RCCB) shall be provided to all power sources
and weekly inspection register shall be maintained.
 All DB’s should be comply with IP65 specifications.
 LOTO shall be followed for electrical maintenance works where necessary.
 Joints in power distribution cables are not allowed. It is preferred that the power distribution cables
travel overhead with safe height (3m minimum) and caution boards.
 If underground cables have to be laid then the cables shall be buried at least 300mm below ground
with cable route markers.
 For works inside metal tanks and stack etc. 24V lighting system shall be arranged by the sub-
contractor.

 Power supply to any unsafe electrical installation or equipment shall be cut off and shall not be
resumed till it is made safe for use.

SECTION 9: SEIRI(NEAT), SEITON(ORDER), SEISOU(CLEAN-UP),


SEIKETSU (CLEANLINESS)and SHITSUKE (EDUCATE)
EMS LIMITED believes a good housekeeping at site will reduce most of the incidents at site and it will induce
the good progress. Each and every member in the project working under EMS LIMITED has to be instructed
to perform housekeeping in the working location irrespective of their positions.
 Plans should be developed in line with housekeeping principles for the prevention of injuries in all
locations. These plans to be form the basis of normal working requirements by all employees
including sub-contractors,
 The workplace should be kept neat and clean always.
 Supervisors shall be responsible for ensuring that work areas within their control are maintained in a
tidy and safe manner and that materials and equipment not in use are neatly stored away from work
area and clear of access ways.
 All office, meal and toilet facilities are to be cleaned daily. Supervisors and Site In-Charge are to
monitor the cleanliness of all facilities during their daily work routine around the site.

SECTION 10: MONITORING OF CONTROLS AND NONCOMPLIANCES


10.1 Monitoring Controls
Specific on-site monitoring shall be completed within the project to determine various safety and health
controls. These shall be completed at various intervals through inspection and testing to provide assurance
that the controls are being correctly implemented and maintained.
Documents applicable to this are:
 HSE Procedures, forms and Checklist
 Inspections
 Job Safety and Environmental Analysis report
 Incident Investigation report
 Weekly Site Walk Report
 HSE Verification Checklists, etc.
 HSE Violation report

10.2 Noncompliance’s
When products, materials, equipment or work practices are identified as not complying with Occupational
Health Safety & Environment requirements, it should be brought to the attention of the Site OHSE Committee
or Site In-Charge who shall rectify the issue. Where rectification is not straightforward, it shall be escalated to
EMS LIMITED higher authority

10.3 HSE Awards


The HSE Awards recognizes efforts made by the EMS LIMITED project staffs, suppliers and sub-contractors
in achieving high standards of Health and Safety Performance in their work.

SECTION 11: OHSE PROMOTION


Each member of staff shall actively participate in organized OHSE promotion programs. Arrangements shall
be made for staff to attend HSE training held by the recognized bodies. Adequate supply of OHSE posters will
be made available for display at prominent positions in the work area according to the monthly OHSE themes.

Direct employees as well as subcontractor employees shall be encouraged to participate in HSE promotion
campaigns. OHSE training of workers on various subjects will be arranged on site basis and, in principle, shall
be in line with the monthly OHSE theme.

SECTION 12: FIRST AID FACILITIES


Sub-Contractor shall arrange necessary first aid equipment at site for their workers. Such equipment including
a First Aid Box shall be stuffed with required medical aides and shall be located in an easily approachable
location, well informed to all their workmen and supervisors. These shall be kept under the supervision of the
qualified First Aider. The stock of the contents of the First Aid Box shall be displayed along with the expiry
dates of the medicines. Expired medicines shall be immediately removed and replaced with the fresh stock.
Fresh clean drinkable water must be available with the First Aid Box.

Rescue equipment like 24 hour emergency/standby vehicle shall be always available at the time of site
operation hours. There shall be an dedicated driver available in all working shifts for each ambulance being
placed. Also there shall be an First Aid center with required facilities shall be established to treat all
emergencies including the injuries. All First aid center shall be provided with qualified Medical staffs (Male
nurses) in all working shifts. The medical aids as per relance shall be maintained including the equipment’s
and first aid kits. All the HSE items defined by MPW- shall be maintained by the Sub-Contractors.

SECTION 13: OHSE AUDIT AND INSPECTION


13.1 Monthly Safety Audit By EMS LIMITED Site Personnel
 EMS LIMITED’s Site Safety Officer/In-Charge shall formally audit each subcontractor on a monthly
basis during the course of the work.

13.2 Work permit Audit Inspection:

 Work permit inspection shall be done by the work permit holder on a daily / shift basis, same shall be
reviewed and approved by EMS LIMITED section engineer.
 Competent person and Site HSE Executive shall do audit randomly to confirm the Work permit conditions
are being followed

13.3 Weekly HSE Walk by Management:


As EMS LIMITED policy describes that Health & safety policy plays a pivotal role in in the management and it
standesseond to none, EMS LIMITED always put safety first then any other commitment. To deploying it the site
the site head makes a weekly HSE rounds to empower the HSE in the sites.
The site head with CFT Team including safety head make an audit every Saturday covering all working area’s, all
observations recorded are closed with proper corrective actions.

13.4 Competent Person Audit:

EMS LIMITED shall arrange the external audit either by competent person or by central team for identing the
unsurfaced risk by the site team. The qualified auditor shall conduct incomprehensive audit by usion MPW audit
check

SECTION 14: INCIDENT / ACCIDENT / NEAR MISS REPORTING


All incidents, accidents, and near misses on site premises and during road transport shall be reported and
investigated, and corrective actions recommended for avoiding reoccurrence.
EMS LIMITED HSE Officer/In-Charge shall decide the necessity for detailed investigation of the incidents.
Detailed incident investigation report with recommendations for corrective action plan shall be prepared to
mitigate hazards and avoid re-occurrence.
All staff shall notify the Supervisors on any major potential incidents (reportable cases), accidents, near
misses (high potentially), who shall communicate an informal initial summary of the incident by e-mail, fax,
internal mail, radio or telephone at the earliest possible time to EMS LIMITED. Formal Incident Notification
Report shall be issued with 24 hours of the incident / accident.

Importance of near miss reporting
The accident ratio study conducted by Frank Bird shows that for every major injury, there are 10 minor
injuries, 30 equipment damage and 600 Near Miss incidents.

For every Minor injury, there are 20 near misses should have occurred. Reporting near misses is the only
effective way to prevent any major incidents. Supervisors and task in-charges need to encourage workforces
to report near misses without any hesitate one even though it is an incident but no damage to personnel and
property. Near miss considered as apron active tool in EMS LIMITED.

For Every near miss there were 500 Unsafe act / Unsafe conditions should have occurred, identifying and

Employees including sub-contractors are required to obtain a complete medical examination before deployed
at project site. Employees are provided with medical insurance cover which includes emergency evacuation
and other assistance relating to personal health issues.

Medical History and pre-medical check-up


The Sub-Contractor shall ensure that the workmen and supervisors employed by them at EMS LIMITED sites
do not have any medical history for the following diseases:

 Color blindness
 Audiometry
 Blood sugar
 Blood grouping
 Epilepsy
 X-ray Chest
 ECG
 Other any Breathing deficiency should be specified.

Eye sight of the employees in the following category shall be examined at the time of first entry to the site and
thereafter every six months.

 Crane operators
 LMV/HMV drivers
 Heavy earthmoving equipment operators

Records of such medical check-ups shall be maintained and made available by the Contractor for inspection
of EMS LIMITED at any time.
In addition, EMS LIMITED reserves, the right to ask the Sub-contractor to arrange at their cost the medical
check- ups for persons carrying out hazardous jobs like confined space entry, height works, sand/shot blasting
etc.

An emergency plan including medical emergency shall be developed by EMS LIMITED which includes the
minimum details of:
 Organization (Who does what, who has authority to do what, who makes what decision)
 Resources (Which, where located, who provides)

 Emergency telephone numbers (these, as well as the call out scheme shall also be available in the
form of separate cards and shall be prominently displayed at appropriate locations on the Work Site)
 Contents and location of first aid kits, stretchers, eye wash stations, material safety datasheets
(MSDS), etc.

 An exercise to test the medical emergency plan shall be conducted according to legal requirements.

Washrooms and rest rooms:


The Sub-contractor shall construct separate washrooms for lady and gents’ workmen. These washrooms and
urinals shall be with proper septic tank sand shall be cleaned every day. It is also to be ensured that Tank
should not be kept open.

In addition, a resting place for having lunch shall also be arranged. Drinking water facility and proper
illumination shall be arranged in this rest room.

Drinking water
Sub-contractors shall arrange water facility for their own workforces. Minimum 7 liters per day per person is
recommended as drinking water. Water shall be stored in clean, rustproof galvanized or reinforced fiber glass
tanks, properly disinfected and insulated such to avoid excessive temperatures. Proper signage to be
provided for the water tanks in the majority understandable language. The water tanks should not be kept
anyway below 6 meters distance from any toilet or any sewage areas.

Pest and vector control


Required measures to be taken to control the major pests are rats, flies, snakes and vectors like mosquitoes.
Local municipal guidelines shall be sought to enhance the process of pets and vector control at site.

SECTION 7: POLLUTION MANAGEMENT

7.1 Air Pollution Management


General
 Suspended Particulate Matter (SPM)
 These are the particulate matters above 10 micron in size, which is present normally in suspended
manner in the ambient air.

Legal requirement:
 The Air (Prevention and control of pollution) Act, 1981
 Air pollutant emissions are regulated under Rule 115 of Central Motor Vehicles Rules, 200. However, the
emission is applicable only to those vehicles, which are covered under the preview of Central Motor
Vehicles Rules. According to Rule 115, sub rule 7, every registered motor vehicle shall carry a valid
pollution under control (PUC) certificate issued by an agency authorized for this purpose by State
Government.

 Water is sprayed on the roads and plant construction site (wherever dust arises) in a regular interval.
 Prior to start of construction operations like demolition, Crushing, Chipping etc, water is sprayed in small
quantities to control dust.
 All the construction materials and disposal wastes shall be covered by suitable tarpaulin.
 Speed limit for all project vehicles inside project shall be 15km / hr in normal area & 10km / hr nearby
people movement and ramp area.
 PPE shall be provided for all the workmen like dust and filter masks.
 Periodic cleaning of the dust filtering equipment’s.
7.2 Noise Pollution Management:
General
 Noise is an unwanted and irritating level of Sound.
 Sound: Any changed in pressure that can be detected by the ear. Sound occurs in any medium that has
mass and elasticity. It occurs as elastic waves that cross over above and below a line representing
atmospheric pressure.
 Excessive Noise: Noise that exceeds 75 dB (A) irrespective of exposure duration.

Noise control measure general requirement:


 Provide warning signs in the noise hazard areas (Exceeding 75 dB)
 Isolating noisy activities from quieter ones, e.g. Concrete compressors pumps and generators in
screened-off areas or away from the work to be carried out.
 Rotation of worker to minimize exposure period (08 hrs.)
 Treatment of noise requires modifications, partial redesign or replacing of noise emitting object. Some of
the Engineering control measures include providing mufflers, silences and noise enclosures.

becomes impracticable, barriers or enclosures shall be used to suppress the noise level. Barriers shall
be of 10mm thick plywood or similar material secured on scaffold tubes or other framework.

arrangement of screens (Tarpaulin) on the scaffold or other framework shall be provided to reduce the
noise level inside construction area.
 Noise producing machines shall be provided with mufflers / silencers to suppress the noise level. The
mufflers shall be maintained in working conditions. Noise level monitoring shall be done as and when
required.
 Acoustical enclosures: Diesel Generator Sets shall be provided with acoustic enclosures to limit the
noise generated within safe limits.

7.4 Water Pollution Management

SECTION 8: ENVIRONMENTAL CONTINGENCY AT PLANT CONSTRUCTION SITE

8.1 Fire
 Provide for adequate fire protection and prevention at site based on the location and constriction of the
plant, and based on the types and amount of hazardous waste management at the facility.
 Special type of extinguishing equipment may include foam, dry chemical, carbon dioxide, sand and used
in the site.
 Specific name of equipment and the availability of the same are informed to all staffs and workers.
 Sufficient training is given to all workers and staffs about how to act in case of fire
 Proper internal and external communication system is maintained
 The waste material is disposed in appropriate manner as per legal requirement.

8.2 Explosion (e.g. compressed gas cylinders, electrical switchboards, and distribution systems etc.)
 Provide necessary fire protection at the place depending upon the nature of explosion.
 Make ready emergency response team to save the workers.
 Communicate about the nature of explosive to Government authorities.
 Segregate the waste material from the affected area and make ready for disposal.
 The segregated waste material will be disposed to the authorized vendor.
 After the proper disposal the area will be cleaned and make suitable for working condition like site
leveling, floor cleaning etc.

8.3 Chemical fire (e.g. Diesel, Oil, Industrial cleaners)


 Provide necessary fire protection at the place depending upon the nature of explosion.
 Make ready emergency response team to save the workers.
 Communicate about the nature of fire to and Government authorities.
 Act as per MSDS instruction for controlling the fire.

SECTION 10: WASTE MANAGEMENT


Waste generation encompasses activities in which materials are identified as no longer being of value (in their
present form) and area either thrown away or gathered together for disposal. The objective of solid waste
management is to reduce the quantity of all construction related wastes to dispose-of as per the legal
requirements.

All paper waste is disposed through authorized vendor, waste bins are provided in the road side of the project
area and the bins cleaned on periodical basis.

An effective waste management system includes the following methods


 Waste collection and transportation
 Rescue recovery through sorting and recycling (recovery of materials such as paper, glass, metals) etc.
Through separation.
 Resource recovery through waste processing (recovery of materials such as compost) or recovery of
energy through biological, thermal or other process.
 Disposal on land should be environmentally safe and sustainable disposable in landfills.

10.1 Construction Waste Management


Construction wastes can normally be separated into five categories:

Containers should be located in the area of the site offices, warehouse and specified locations on the actual

construction site. Daily housekeeping procedures shall be instituted to ensure proper handling and disposal of
construction waste. Provision of waste disposal containers should be managed by EMS LIMITED’s
subcontractor, and shall be responsible for regular collection and disposal at an approved facility. The
subcontractor shall be required to ensure disposal done at the (as part of bid proposal) clients disposal
yard/area or private disposal agencies for the disposal of waste for the duration of the project as directed by
the client.
Subcontractors shall be required to provide & utilize the waste containers wherever necessary. This will assist
in ensuring proper disposal of all waste products. Arrangements should be made (if required) to have
differentiated containers for the collection of all scrap iron and copper wire and other recyclable waste.
Environmentally sensitive wastes shall be collected in suitable containers, readily identifiable, and properly
stored until disposal, and should follow the Clients /local regulations of the project location.

10.2 Hazardous waste management:


Improper storage, handling, transportation, treatment and disposal of hazardous wastes result in adverse
impact on ecosystems including the human environment. When discharged on land, heavy metals and certain
organic compounds are phytotoxic and at relatively low levels can adversely affect soil productivity.

Further to this SOP (Standard Operating Procedure) will be developed further to handled and captured all
further detailed information’s to control and manage all types of Hazardous waste being generated from plant
construction operations.

10.3 E-waste Management:

Any e-waste generated during construction is collected and channelizing the same for recycling or disposal.
Ensure that

all electrical and electronic equipment’s are provided with a unique serial number or individual identification code
for tracking their products in e-waste management system. Setting up collection centers or take back system
either individually or collectively for all electrical and electronic equipment at the end of their life.

10.4 Waste oil Management:


 Oil waste from machine cleaning, vehicle maintenance and other cleaning activities will be stored, and
handling in a proper confined location.
 The waste oil is stored in the barrels or drums and stored in a separate place.
 The stored waste oil is disposed to the authorized dealers as per the plant legal requirements.

10.5 Energy Management:


Project promotes energy management continuously strive to improve their energy performance. Their success
is based on regularly assessing energy performance and implementing steps to increase energy efficiency.
Few of the examples of energy saving process to be used / applied at project are the follows.
 In the - project we are recommending to use CFL bulbs in the office area to reduce the energy
consumption.
 Food waste generated in the labor camp will be sent to the authorized vendor for the further processes.
 5-star rated electronics product shall be used.
 Low sulphur diesel to be used.
 All paper and plastic waste are recycled through third party.

ON-SITE EMERGENCY PLAN (OSE)

OVERVIEW
The On-Site Emergency Plan describes how EMS LIMITED manages emergencies during the project
execution of the project.

The plan should be developed at site during execution obtaining local inputs from Client / Customer to comply
with regulations and identify various types of emergencies and provide suitable guidelines to deal with them
effectively. It provides system for managing, monitoring and recording of the emergencies, communications,
key actions and lessons learnt.

This plan describes the common arrangements for rescue of personnel and the protection of property from
damage caused by any emergency and / or a serious adverse weather conditions which may occur during the
plant construction.

This plan is applicable to EMS LIMITED and it’s bound sub-contractors.

This plan is not, nor is it intended to be, a substitute for good common sense, which must prevail in any given
emergency situation. For unforeseen situations Site In-Charge / Site Safety Officer/In-Charge may instruct as
and when required.

PURPOSE AND SCOPE

The plan applies to all emergencies, includes but not limited to the following circumstances.

Types of Emergencies
a) Serious Work Accident: A serious accident is any accident that involves either serious injury requiring
urgent medical aid, or involves entrapped persons whose health or safety is in immediate danger.
b) Non-Work Medical Emergency: A medical emergency is any situation where a person through illness
requires urgent evacuation to intensive or specialist medical care.
c) Fire Emergency: Is any unwanted occurrence of fire that cannot be quickly brought under control by use
of a hand held fire extinguisher.

the environment, employees or the public due to spill or leak of a hazardous substance.
e) Bomb Threat: Any received bomb threat will be regarded as an emergency.

Spill kits shall be inspected weekly to ensure that the inventory of the kit is as it should be and to ensure that
the location of the spill kit is appropriate to the site activities such as storage, offloading and use of materials.
Outfalls and interceptor pits shall be inspected daily as part of the daily site inspection system.

5. EMERGENCIES
5.1. Medical
Contact the site medical staff and if casualty is in an obscure location or is trappedalert emergency response
team. Casualty must not be moved until examined by site medical staff except where casualty is in further
danger by not being moved e.g., likely collapse of nearby structure etc. In case of multiple casualties
summon Statutory Emergency Services and where applicable notify the Regulatory Authority.

5.2. Fire
Call for assistance from the trained Emergency Response team. If a minor fire, try to extinguish using fire
extinguisher but ensure escape route away from the fire is available at all times. Hand the situation over to
the emergency response team on their arrival.

5.3. Environmental
5.3.1. Oil Spills
a. Call for assistance from the trained Emergency Response Team.
b. Use appropriate Personal Protective Equipment from the emergency spill kit and ensure oil
cannot enter storm water drains, rivers or run into the sea.
c. Bund area of spill as quickly as possible using sand, oil booms or other suitable material.
d. Use hazard-warning tape to cordon off the area and establish as no smoking, no source of
ignition zone, position foam filled fire extinguishers close to the area.
e. Arrange tanker if large spill or transfer to oil drums as soon as possible. Soak up remaining oil
with absorbent material and excavate contaminated soil.
f. Treat used absorbent material and contaminated soil as hazardous waste and dispose of through
a licensed contractor to a licensed facility.
g. Recovered oil should be considered for recycling.
h. At any time during this action that the emergency response team arrives, hand over to that team
informing them all that you know about the incident and what you have done in preparation for
their arrival. Stay available for investigation purposes.

5.3.2. Chemical Spills
a. Call for the emergency response team and take only that action required to prevent further
damage only if certain of the chemical, its toxicology and if you have appropriate PPE.
b. If there is a chemist on site seek immediate advise, if not refer to material safety data sheet
(MSDS) for information on safety precautions and whether or not it is necessary to evacuate the
area.
c. Wearing the correct personal protective equipment and at a safe distance from the chemical try to
divert flow path away from storm water drains, rivers or sea.
d. If possible create a bund using sand, chemical booms or other suitable material to contain the
chemical

spill.
e. Use hazard warning tape to cordon off the area and have fire truck positioned close by and If a
significant or if chemical has entered storm water drain, river or sea contact the Statutory
Emergency Services and Environmental Agency.
f. Treat/neutralize chemical as advised by chemist or as stated on the MSDS.
g. Arrange tanker if large spill or transfer too suitable drums as soon as possible.
h. Soak up remaining spillage with absorbent material and excavate contaminated soil.
i. Treat waste including absorbent material and excavated soil as hazardous and dispose of through
licensed contractor to licensed facility.

5.4. Bomb Threats


Terrorist threat / Bomb alert. (Try and obtain as much information as possible)
 If a bomb, its exact location and time of detonation.
 What demands are being made
 Make a note of any background noise on the phone
 Make a note of sex and approximate age of the caller
 If possible try and have someone else listen in on the call.
 Once the connection has been broken do not hang up the phone.
 Make a written record of the above including time of call and time of termination.
 Inform emergency response team else Contact the police.
 Evacuate the site unless instructed otherwise by the caller or the police

5.5. Major Gas Leak


Depending upon the size, nature, location and type of gas involved, it may be necessary to evacuate all
personnel from the site as the first response.
The Emergency Commander should take this course of action, the Evacuation siren should be sounded and
the site evacuated. Consideration will need to be given immediately to ensuring that personnel are moved to
a safe distance, then windup of the leak.

5.6. Natural Disasters (As applicable)


(Include information as necessary for the site, see example for earthquake:
If inside a building stay inside, take cover under a sturdy piece of furniture such as a table or desk or crouch
up against an internal wall and cover your head with your arms. If on a structure such as the boiler get as
close to a major structural item as possible or under a vessel there may be a danger of falling objects such
as partially secured secondary steel work, pipes, pipe supports, scaffolding etc, (the structure should have
been designed to withstand an earthquake) crouch down and keep your hard hat in position. If outside, stay
outside, move away from buildings, structures and overhead power lines.)
