For: Provision of all architectural, engineering and administrative services for the
design and construction and contract administration to construct the New
Wabash Community Centre (Proposed Net Zero Energy Building)
Please refer to the above Request for Proposal (RFP) document in your possession and be
advised of the following:
I. Revisions
Must consist of one (1) original (clearly marked as such on its first page) and four
(4) full copies of:
(i) A Main Proposal Document as described in the section below titled
Proposal Content, including all attachments and appendices as required.
(Mandatory);
(ii) Form 1 (Proposal Submission Form, six (6) pages) completed and
signed by an authorized official of the Proponent. This includes the
acknowledgement of all addenda received as per Appendix A, item 4.

Q1. Section 2.1: Background: As partial remediation work has been completed – please
clarify what is involved in full remediation and when this work might happen? Will
remediation scope be part of the construction contract?
A1. To the City's knowledge, there is still a small amount of residual impacted fill
material noted to exist below or adjacent to the remaining concrete rail bed in
front of 40 Wabash Avenue that should be removed from the site as part of any
future development work. The City will arrange and co-ordinate with an
independent environmental consultant to provide environmental and inspection
services, however, the prime consultant will be required to co-ordinate and
implement any requirements of the investigation in the tender and contract
documents. Based on the results of the Environmental Assessment Report, the
details of further remediation or risk assessment strategies will be known.
Q2. Section 2.4.1: Site Description: Is it anticipated that the existing hardscape plaza square
is to remain?
A2. The future of the existing hardscape plaza square will be determined during the
investigation/program confirmation phases and the approach to schematic
design.
Q3 Section 2.4.1: Site Description: Is the Fieldhouse likely to remain in use if it is not
repurposed as a part of the community centre?
A3 The future of the Fieldhouse and its use will be determined during the
investigation/ program confirmation phases and the approach to schematic
design.
A4 The building area of the Existing Fieldhouse is approximately 235 square metres
(2,530 sq. ft.). The building area of 40 Wabash Building is approximately 1,379 sq.
metres (14,8434 sq. ft).
Q5 Section 3.1.3: Potential Heritage Component: As the new design may include one or
both of the existing buildings, in whole or in part, it is difficult to quantify the scope of
work of the heritage consultant. As an example, if both buildings come down then their
work might be only be to provide a heritage assessment. If both buildings remain, there
may be significant heritage scope and involvement in retaining the existing masonry
facades- supporting the facade, envelope analysis etc. Please define heritage scope
more precisely - or perhaps create an allowance for some or all of the heritage scope.-

A5 Once the Schematic Design Phase is completed, the full heritage scope of work
will be known and the successful proponent fee will be established as part of the
percentage fee under Section B – Phases 2 thru 6, of the Detail Pricing Form.
Q6 Section 3.1.10: Please confirm that a traffic consultant need not be identified or carried
in this proposal, and that they will be procured during the project through cash
allowance.

Q7 Section 3.1.11 Additional Consultant Design Work: (5) Communications: Please confirm
if the City will provide IT design and rack- and the contract is to provide empty conduit
system only.

City will provide the security equipment specifications/cut sheets and security rack, or if

equipment (consultants do not "provide" security equipment).
Q9 Section 3.2.1.2: Vendors Role during Program Confirmation: As one Town Hall meeting
is to be carried in the Program phase, and two Town Hall meetings in Schematic Design-
is the fourth required meeting assumed to occur in design development?
A9 Proponents are to include their participation and allow for four town hall
meetings: 2 meetings during the Program Confirmation Phase and up to 2
meetings during the Schematic Design Phase. The phase and timing of the
meeting may vary and will be determined by the City.
A10 The separate hourly rate for Record Drawings is to be clearly noted and included
under Form 3 Section E, Hourly Rates. Refer to revised Form 3 under this
Addendum No. 2, dated May 3, 2019.
Q11 Section 4.2: Selection Criteria: We presume that if an architectural firm were to provide
required heritage consultant services that the selection criterial provision for ‘carrying a
second architectural firm on this project’ would not apply. Please confirm.
A11 If the prime architectural proponent is able to provide the heritage services for
this project with the demonstrated necessary expertise, an additional heritage
sub-consultant firm would not be required.
A12 If the prime architectural proponent is able to provide the pool design services for
this project with the demonstrated necessary expertise, a pool design sub-
consultant firm would not be required. The prime consultant may carry a pool
design sub-consultant under "other" consultant if they choose.
Q13 Forms 4(1) and 4(2) state that the information must be provided by the prime
consultant. If our team is comprised of a consortium of two architectural firms,
can one firm provide the information for 4(1) and the other for 4(2)?
A13 With respect to a proposed consortium of two architectural firms, please note that
as noted in the RFP "If two or more legal entities wish to submit a Proposal as a
consortium, one member of the consortium must be identified as the Proponent
with whom the City may enter into an Agreement, and the other member(s) must
be identified as subcontractors to that Proponent." And "A Proposal by a
consortium of two or more entities may be submitted, but one person or company
must be shown as the prime Proponent and be prepared to represent the
consortium to the City by executing the Agreement, acting as the primary contact,
and taking overall responsibility for performance of the Agreement."
Form 4(1) (Pool Experience): The prime consultant ("Proponent") must have the
mandatory experience required as this is a mandatory requirement. (The Proposal
must confirm that the prime consultant ("Proponent") will provide complete
design and field review services for the pool from start of design through to final
commissioning).
Form 4(2) (Heritage Experience): With respect to the mandatory heritage
experience, the Selection Committee would ideally like to see the prime consultant
("Proponent") have this experience as well. However, the City is prepared to allow
an architect sub-consultant to meet the mandatory heritage experience
requirement, although as noted on the revised Appendix E Evaluation Table, a

consent forms authorizing the disclosure of personal information to the City for any
submitted resumes. Is this consent form contained within the forms provided within the
RFP documents, or should we create our own statement to include in our submission?
A14 There is no consent form in the RFP document. Proponents may provide their
own "consent form" and statement with their submission. Note, as indicated in
the RFP, submission of these forms is recommended ("should") but is not
mandatory; alternatively, "the Proponent will accept all liability if signed consent
forms and resumes are not disclosed to the City".
Q15 Does the 90 page limit include all forms and resumes, as well as the Letter of
Introduction, Table of Contents, divider pages, and intentionally blank pages? Would a
Gantt chart on 11x17” paper count as one page only?
A15 The 90 page limit does not include forms and resumes. It does include Letter of
Introduction, Table of Contents, divider pages, and intentionally blank pages. A
11"x17" Gantt chart is considered one page. Note that 90 pages is a
recommended size limit, although succinctness is appreciated by the Selection
Committee.
Q16 Page 37, item h) states that proponents must have attended the mandatory
site/information meeting. Please confirm that this is not a requirement.
Q17 Form 4(1): May we include a feasibility study or master plan for a pool facility, of a
similar or larger scale as this facility?
A17 No. Substantial completion of the construction phase within the last seven (7)
years is required for this mandatory requirement.
Q18 Form 4(1): May we include pool projects completed more than 7 years ago?
A18 No. Substantial completion of the construction phase within the last seven (7)
years is required for this mandatory requirement.
A19 No. Substantial completion of the construction phase within the last seven (7)
years is required for this mandatory requirement.
Q20 Would the City consider allowing the Prime Consultant to carry a pool specialist as a
sub-consultant on the team, and feature their experience on form 4(1)?
A20 It is the City's expressed requirement that the prime consultant ("Proponent")
must have the mandatory Indoor Pool experience required as this is a mandatory
requirement. (The Proposal must confirm that the prime consultant ("Proponent")
will provide complete design and field review services for the pool from start of
design through to final commissioning). Please also see A13 and A23.
Please note that the City makes a distinction between a prime consultant (who has
ultimate responsibility for the design or design supervision of all aspects of the
indoor pool component (e.g. the pool tanks, pool deck, pool hall envelope, change
rooms, pool HVAC systems, pool interior lighting etc.) and a non-architect pool
specialist which may consult on some aspects of the pool design (e.g. filtration
systems etc.).
Q21 Would the City consider increasing the window for relevant project examples from 7
years to 10?
Q22 Please confirm if the City intends to proceed with the public indoor pool or if there is a
possibility that it will be removed from the proposed scope of work.
A22 It is the intention of the City to include the public indoor pool in the building
program for this community centre, per the recommendation of the Parks Forestry
and Recreation Facility Master Plan 2018-2038. However, specifics around the
provision of a pool, will be determined during the investigation/program
confirmation phases and the approach to schematic design.
Q23 In the event a prime consultant is in a consortium consisting of two architectural firms,
can one architectural firm fulfill the mandatory pool project experience and the other fulfill
the mandatory heritage project experience?
Q24 Page 32 of RFP outlines a Zero scoring point for Section 7-Cost Control. Can the City
please clarify if this is accurate or a typo?
A24 The Selection Committee will not score Subsection 7 – Cost Control
Q25 Can the prime proponent include projects from another architectural firm carried as a
sub-consultant as part of their 4 similar or relevant project examples in the last seven
years? Or only projects solely from the prime proponent will be considered and
evaluated?
A25 No. Only projects from the prime consultant will be considered and evaluated.
Q26 Please confirm that SubSection 7: Cost Control is worth 0 points and will not be
scored or if this is an error?
Q27 Can we request a copy of the 2009 Feasibility Study conducted on behalf of Taylor
Smyth Architects (TSA) and Oleson Worland (OWA)?
A27 No. The successful proponent will be provided with the study after award.
Q28 RFP item 3.2.1.1.4 calls for the Engagement Consultant to ‘develop and maintain
relevant data and information on the project website…’. Is this consultant expected to
create and maintain the website in its entirety, or only to input project information and
updates on a city-run website
A28 It is the intention that the Engagement Consultant develop and create and
maintain an interactive project website in its entirety, inputting project information
and updates as required on both this website and the City-run website. The final
scope will be determined during the program confirmation design phase.
Q29 In Section 3.2 Phases of Work, the first phase is called ‘Investigation/Program
Confirmation’. The detailed description of this phase (3.2.1) includes only tasks related
to public consultation. However, in the proposed project schedule in Appendix F (page
115), the ‘Investigation’ portion of this phase is scheduled for only 4 months (prior to SD)
while ‘Program Confirmation’ is scheduled for 13 months (overlapping with Investigation,
SD and DD). This suggests that Investigation and Program Confirmation are two
different things.
a. Is ‘Investigation’ actually meant to comprise a review of existing building and site
conditions, geotechnical investigations, surveys etc.? If so, can our work plan
show these tasks, which are currently outlined under the ‘Schematic Design’

Q30 In Section 5.2 Proposal Documentation and Delivery, Subsection c) states “Must consist

and goes on to list Form 3 (Price Detail Form) in Part (iii). However, in the same Section
5.2, Subsection i) Two-Envelope System, Part ii) states “Must consist of One (1) original,
clearly marked as such on its first page, and Two (2) copies of Appendix D (Price Detail
Form) completed as indicated.
a. Please clarify the number of copies of Form 3 (Price Detail Form) required to
accompany the One (1) original.
A30 As this RFP is using a Two-Envelope System, the main proposal document is not
to include Form 3 (Pricing Detail form) bound within. The Form 3, Pricing Detail
Form is to accompany it separately.
Under Section 5.2, Proposal Documentation and Delivery, Subsection c, should
read that the Proponents are to submit one (1) original (clearly marked as such on
its first page) and four (4) full copies of:

Q31 Could there be an extension to the submission date to facilitate assembling the many
required disciplines for this assignment?
Q32 Can we request one additional page for the following forms: FORMS 4(1)-4(2), FORMS
6(1)-6(4)–to allow for the incorporation of project images to supplement the forms
content?
A32 Proponents may provide one additional photo page for each of the projects
submitted on Forms 4(1) – 4(2) and Forms 6(1) to 6(4). Proponents should label
these additional photo pages as Forms 4(1a) Form 4(2a) and Forms 6(1a) to Form
6(4a) or similar to facilitate identification.
A33 Sub-consultant hourly rates are not required to be provided. Only hourly rates for
the prime consultant and their professional design personnel assigned to the
project are required. The unit rate for the "additional site visit" if required is
intended for the prime consultant.
Q 34 The Sample Program on page 113 lists a Double Gym under The Gym and Fitness
Program, with an area of 6000 sq. ft. This is an area suitable for a single high school
size gym only. Please confirm.
A34 The final size of the Gym will be determined through the program consultation
design process. The "Double Gym" area of 6,000 sq. ft. means a single gym that
is large enough to allow for either a single, full court game OR the simultaneous
play of two "non-regulation sized" cross-court games (ie. total of 6 basketball
nets).
Q35 Can you clarify if the City really want the appraised value of all the trees included in the
report so we can properly base our fee?
From our experience, this is a standard ask which the City often says they don’t need.
A35 For the purpose of this RFP, the arborist would not be required to provide tree
replacement value in the arborist report. Refer also to Item 4 above.
Q36 Can the City please clarify what if any construction cost estimates are required as part of
the following tasks:
3.1.6.4 Feasibility Investigations re: Generator Design (Emergency or Peak
Shaving)
