Foreword
This Technical Specification (TS) is published by the Energy Networks Association (ENA)
and comes into effect from date of publication. It has been prepared under the authority of
the ENA Engineering Policy and Standards Manager and has been approved for publication
by the ENA Electricity Networks and Futures Group (ENFG). The approved abbreviated title
of this engineering document is “ENA TS 41-37 Part 3”.

This document replaces and supersedes Technical Specification 41-37 Issue 1 2004.

This Technical Specification has been prepared by the Energy Networks Association.

ENA TS 41-37 is a suite of engineering documents that sets out ENA Member Company
requirements for specification of switchgear for use on 66 kV to 132 kV distribution systems.
ENA TS 41-37 is a multi-part document comprising of the following parts.

• Part 1 Common clauses


• Part 2 Gas-insulated metal-enclosed switchgear
• Part 3 Alternating current circuit-breakers
• Part 4 Disconnectors and earthing switches
• Part 5 Inductive voltage transformers, capacitor voltage transformers, combined unit
transformers and current transformers for use on 72.5 kV to 145 kV distribution systems
• Part 6 – Disconnecting circuit breaker with an integral earthing switch for use at 72.5 kV
and 145 kV distribution systems
Switchgear covered by this Technical Specification shall conform to the latest issues of the
relevant International and British Standards listed. This Technical Specification amplifies
and/or clarifies the requirements of those Standards, where alternative arrangements are
permitted and where additional information is required.

This specification should be read in conjunction with the relevant International and British
Standards, and to assist in cross-reference, the document follows the format of the major
International Standards. Where possible, the International Standards’ clause numbers have
been used preceded with the number of the relevant part of this specification.

The Electricity at Work Regulations 1989 made under the Health and Safety at Work etc. Act
1974, apply to switchgear whenever manufactured, purchased or installed. Appendix 2 of the
Memorandum of guidance on the Regulations lists Standards, Codes of Practice and other
publications which contain guidance relevant to the Regulations and electrical safety.

Part 1 of the document covers all common clause requirements of switchgear, as defined.
This document covers all the additional clauses required by the ENA in order to fulfil the
requirements of ENA conformance.

Annex A, of the document is the ‘Self Certification Conformance Declaration’ sheets, Annex
B is a summary of range, technical requirements and ratings for each type of equipment for
completion by the Purchaser

1 General
The common clauses (ENA TS 41-37part1), and the requirements of International Standard
IEC 62271-100 apply except where modified by the following clauses.

1.1 Scope
This specification defines technical requirements for circuit-breakers rated at voltages within
the range 72.5 kV to 145 kV and supersedes Electricity Networks Association Technical
Specification, ENA TS 41-37 issue 1, “Switchgear for use on 66,132 kV systems” and applies
to alternating current circuit-breakers, designed for indoor or outdoor installation, cable or
overhead conductor connected, and for operation at service frequency of 50 Hz on systems
having voltages at 66 kV and up to and including 132 kV.

Equipment covered by this specification is for use on systems with the neutral point earthed
solidly, or effectively earthed through a resistor or reactor.

This specification only includes the additional clauses that apply to circuit-breakers specified
by ENA Member Companies, which are in addition to the requirements of IEC 62271-100

3 Terms and definitions


For the purposes of this document, the following terms and definitions apply.

5.4.4.5.4 Trip circuit supervision


Circuit-breaker tripping coils and their associated circuits shall be suitable for continuous
supervision which is functional regardless of the state of the circuit-breaker (open or closed).

5.4.4.5.5 Trip and close coil isolation


Isolation facilities shall be provided for the circuit-breaker trip and close coils. These shall be
labelled appropriately. These facilities shall be such that the open-circuit supervision system
shall detect isolation of the opening coils.

5.4.4.5.6. Forced opening


Provision shall be made, preferably by means of a control circuit electrical link, to select the
forced opening of a closed circuit-breaker in the event of a loss of stored energy to below the
limiting conditions of the operating system.

5.4.4.5.7 Control circuits


The basic control circuits shall conform to the logic detailed in the following sub-clauses.

5.5 Dependent power closing


Sub-clause 5.5 of ENA TS 41-37 Part 1 [N1] and sub-clause 5.5 of IEC 62271-100 shall
apply with the following additional sub-clauses.

5.5.100 Slow operation devices


Sub-clause 5.5.100 of ENA TS 41-37 Part 1 [N1] shall apply.

5.5.101 Anti-pumping
In the event of a continuous close signal being maintained after a failure to latch in the closed
position, or an opening operation immediately following a closing operation, and a continuous
close signal being maintained. There shall not be repeated attempts to close the circuit-
breaker.

5.5.102 Operating systems interlocks


Operating systems shall be arranged to prevent a close operation if sufficient energy is not
available to complete a normal (CO) operation.

5.5.103 Circuit-breakers with independent drive mechanisms one per pole


In the event of a failure of a pole to complete a closing operation, provision shall be made to
automatic open those poles that have closed.

5.5.104 Non-simultaneous pole operation


Provision shall be made to accommodate a remote alarm / indication of non-simultaneity of
poles. This provision shall take into account any intentional non-simultaneity of poles (e.g.
point on wave switching, during an opening and closing operation).

5.5.105 Manual operation of motor operated devices.

Manual operation of devices normally operated by motor shall only be allowed if the manual
operation is interlocked to provide the operational and safety features provide by motor
operation.
Note 1: Access points to the manual operation facility that do not comply with 5.5.105 shall be covered to prevent
access, and the securing screws such that special tools are required to gain access.
Note 2: A warning label shall be fitted to the cover of the assess point warning that manual operation is not fully
interlocked.
5.6 Stored energy operation
Sub-clauses 5.6 to 5.6.2.101 inclusive of ENA TS 41-37 Part 1 [N1] and sub-clause 5.6 of
IEC 62271-100 and the limitations shown in sub-clause 3.5.5 above shall apply.

5.6.3 Manual charging


Sub-clauses 5.6.3 and 5.6.3.100 of ENA TS 41-37 Part 1 [N1] shall apply.

5.6.4 Motor charging


Sub-clauses 5.6.4 to 5.6.103 inclusive of ENA TS 41-37 Part 1 [N1] shall apply.

5.7 Independent manual operationSub-clauses 5.7 to 5.7.104 inclusive of ENA TS 41-37


Part 1 [N1] shall apply.if applicable

5.8 Operation of releases

Sub-clauses 5.8 to 5.8.101 inclusive of ENA TS 41-37 Part 1 [N1] shall apply with the
following additions:-

Provision shall be made for local manual tripping of a circuit-breaker.

Additionally, the local manual tripping device shall be protected by means of a padlockable
device (shrouded to avoid inadvertent operation).

Where push buttons are provided for electrical operation they shall be coloured red for
tripping and black for closing.

5.9 Low and high-pressure interlocking and monitoring devices

Sub-clauses 5.9 to 5.9.105 inclusive of ENA TS 41-37 Part 1 [N1] and Sub-clause 5.9 of IEC

5.9.100 Gas monitoring and indicators.

5.9.201 Three pole operation

Circuit-breakers shall be arranged for simultaneous pole operation.

5.9.202 Tripping mechanism


Circuit-breakers shall be fixed trip.

5.9.203 Independent manual operation


Sub-clauses 5.7 to 5.7.104 inclusive of ENA TS 41-37 Part 1 [N1]and sub-clause 5.7 of IEC
62771-100 are not applicable.

5.9.204 Local manual closing


Provision shall be made for a local manual closing facility.

5.9.205 Interlocking of manual operation


Manual operation shall be fully interlocked to prevent danger.

5.9.206 Slow closing/opening


If slow closing/opening facilities are required for maintenance purposes, these shall be
provided.

5.9.207 Operations counter


An operations counter shall be provided which shall count once for each open/close cycle.

5.10 Nameplates
Sub-clauses 5.10 to 5.10.105 inclusive of ENA TS 41-37 Part 1 [N1] and Sub-clause 5.10 of
part 1 of IEC 62271-100 shall apply

5.11 Interlocking devices and padlocking facilities


Sub-clauses 5.11 to 5.11.106 inclusive of ENA TS 41-37 Part 1 [N1] shall apply with the
following additional sub-clause.

5.11.200 Mechanical key interlocking (open terminal)


Provision shall be made to provide a key interlock, located within the operating cabinet for
outdoor equipment. This shall be provided for the interlocking of the circuit-breaker and its
associated disconnectors and earthing switches. The interlock on the circuit-breaker

Attempted removal of the key from the circuit-breaker mechanism when the circuit-breaker is

6.207 General-purpose circuit-breakers
General-purpose circuit-breakers shall be tested for overhead line and cable switching duties
in accordance with IEC 62271-1. These tests shall demonstrate that the circuit-breaker can
be categorised as having a very low probability of re-strike (Class C2). The voltage factor
during the test shall be 1.4 for overhead lines and 1.0 for cable applications. Cable switching
testing may be waived where circuit-breakers are separately tested for capacitor bank
switching. Capacitive current switching tests shall be performed using full pole, direct test
methods.

6.208 Sound pressure measurement


A no load sound pressure measurement shall be made at the point of work. Because of the
short duration, a harmonic analysis and a check of the instrument readings shall be made.

6.209 Breaking test with asymmetrical current


Asymmetrical current short-circuit testing shall be undertaken with a time constant of 120 ms.
