2.0 VENDOR SCOPE OF SERVICES & SUPPLY

Vendor shall be responsible for the following:


 Detailed Design, Engineering, Supply of Materials, Manufacture, Painting & Coating,
Inspection & Testing, Delivery, and Documentation, including appurtenances & accessories
of CHILLER PACKAGE FOR POND WATER COOLING for the Project “SeAH Gulf
Special Steel Industries Project (SGSSP), Spark Dammam”.
 Vendor shall assume full responsibility for the Design, Engineering, Fabrication, Testing
and Shipment.
 All electrical / instrumentation work inside the skid (sensors/transmitters, probes shall be
connected with cables, cable dressing in the cable trays as needed
 Equipment / Material shall comply with all the Applicable Codes, Standards and
Regulations.
 All items not specifically mentioned in this Requisition, but necessary and required to form
an operational system as described herein, shall be identified, and provided by the Vendor as
part of the system.
 Any errors or omissions in this Requisition shall not relieve Vendor from the responsibility
of designing and providing complete and fully functional equipment as described in this
requisition.
 The design / manufacturing of the Equipment / Materials shall be in accordance with all
Specifications, Data Sheets, Drawings, Procedures, Standards, and other documents attached
hereto and with the best modern practice and shall be such to facilitate inspection, cleaning,
maintenance, and repair to ensure satisfactory operation of the Equipment / Materials under all
service Conditions for intended service life.
 Documentation as evidence (like providing HAZOP study report or the equivalent
documentation) that the package design is safe to operate and easy to maintain.

2.1 Technical Requirements

Refrigerant Chiller Compressor & Condenser Skid

 Reciprocating / Rotary Screw Type Vapor Compression, serviceable semi-hermetic type,


Refrigerant compressors.
 Compressors shall have an automatically reversible oil pump and an operating oil charge
system.
 Compressors shall be equipped with suction and discharge shut off valves and mounted on
spring or rubber in shear vibration isolators. The motor in each compressor shall be cooled by
suction gas. Each compressor shall have a crankcase heater to control oil dilution during shut-
down.
 Arrangement for capacity control shall be provided in chillers.
 Chiller shall consist of integral compressor with motor in semi hermetic enclosure if size
allows, otherwise separate motor as a compressor driver can be considered.
 Each machine shall be shipped completely charged with refrigerant and with lubricating oil.
The Chiller should use environmentally acceptable HFC-410A refrigerant and meet the

performance requirements of ASHRAE standard 90.1 for efficiency. The chillers shall be
suitable for installation in the space provided.
Chiller shall be provided with spring vibration isolator by the Manufacturer.
 Total Cooling Capacity required is 1,760,000 Kcal/hr (2046.88 KW)
 Installed Capacity configuration shall be as per vendor selection to meet total cooling demand
(“n” working + 01 stand-by). “N” is total number of chillers that shall remain at duty mode and
one Chiller at stand-by or under maintenance mode.
 Motors and starters shall be compatible and conform to the Electrical Clauses of this
Requisition.
 Full load operation of the motor shall not under any circumstances exceed nameplate KW
rating.
 Coupling shall be “non-Lubricated type” and balanced with fully crown half key and coupling
guard shall be Robust and non-sparking type in case of separate driver motor.
 Condensers shall be air cooled / Water cooled design type and shall include, but not limited to,
propeller exhaust fans, motors, refrigerant coil and refrigerant specialties.
 Condenser shall have aluminum fins mechanically bonded to seamless copper tubing and coil
shall be treated with anti-corrosive treatment. Condenser fans shall have vertical discharge.
Fans shall be statically and dynamically balanced. Three phase condenser fan motors with
permanently lubricated bearings and three-phase thermal overload protection shall be included.
Condenser fans shall have protective guards. Suction of air shall be from sides of chiller.
 The material for Condenser coils should be seamless copper tubes with aluminum fins. Copper
fins, black fins, electro fins can also be used.
 Vertical Alignment position screws and Stainless-steel shim packs shall be provided part of
package for alignment.
 Materials of Construction for Compressor casing shall be compatible with refrigerant selected
and Gulf saline environment to meet International Standard.
 Antifriction Bearings Type and with L10 Life 50000 Hours with continuous operation shall be
considered.
 Mechanical seal shall be considered for shaft sealing.
 Electric drive (motor) shall be with Name plate rated for 110% of max power including all
losses, exclusive of service factor.
 Base Plate shall be Single fabricated steel common for compressor/driver.
 Skid shall be with Earthing Lugs.
 Skid shall be with Lifting Lugs.
 Skid shall be with Leveling Screws.
 Complete on-skid piping with necessary valves and fittings terminated to skid edge.
 Piping is manifolded with a single tie-in at edge of base plate.
 Noise limit is less than 85 dB, Canopy or hood shall be considered accordingly.
Refrigerant Circuit requirements
 Refrigerant circuit(s) shall include, but not limited to, a hot gas muffler, combination moisture
indicator and sight glass, refrigerant filter drier, liquid line solenoid valve, thermal
expansion valve and charging valve. All suction lines shall be insulated.
 Each chiller shall have at least 2 (Two) independent refrigerant circuits unless otherwise
approved by the purchaser Engineer.

Evaporator (Chilled Water / Refrigerant boil off Heat Exchanger)

 Evaporator shall be of shell and tube type with removable heads and shall contain two direct
expansion refrigerant circuits. Construction shall conform to the ASME Code. The evaporator

shall have 2 inch thick polyurethane foam insulation and shall be protected by 20 Gauge steel
jacket.
 Evaporator freeze-up can be a concern in the application of air cooled water chillers. To protect
against freeze up, insulation and electric heaters should be furnished.
 The material for evaporator should be brazed plate heat exchanger constructed of 316 stainless
steel.

(Pond Water / Chilled Water) Cooler / HXs

 Shell side and tube side fluid shall be decided by Vendor based on pond water circulation rate
(800 m3/hr) and Chilled Water circulation rate to achieve desired cooling.
 Design shall be as per ASME Section VIII Div I or TEMA.
 All skids of Heat Exchangers shall be complete in all respects, piping, pipe fittings, insulation
and cladding for conservation of energy.
 Piping shall be adequately secured from possible damage, properly supported on structural
members, relief valves outlet lines shall be at safe location and properly supported.
 Vendor shall assume full responsibility for the entire HX train, including instruments (Sensors,
transmitters, cabling, JBs), all auxiliaries as deemed necessary for safe and uninterrupted
operation of the package. All instrumentation shall be properly wired to Local Control Panel.
Alarm and shutdown logic shall be failed safe.
Controls
 The Chiller shall have microprocessor based controls having capacity control shall be either
modular or multi-step, fully automatic with manual option, and shall be fail-safe. Machine
shall shut down for low oil pressure, chilled water low temperature, refrigerant low pressure,
condenser high pressure, low refrigerant temperature, low condenser water temperature,
compressor discharge high temperature and motor high temperature. Controls shall ensure
thorough lubrication of compressor prior to start and during coast down after machine stop.
Motor shall be protected against drawing more than rated full load amperes.
 Controls shall prevent machine restart unit after a safe pre-set time.
 The control system should be user friendly with full description of current unit status, control
parameters and alarms. Security protection should be available to prevent unauthorized
changing of the set points and unit control parameters.
 All controls shall be in weather proof enclosure, and shall include, but not limited to, power
controls for starters, low voltage control power transformers, terminal strips relays, high
pressure and low pressure controls, low temperature controls, motor protection, oil pressure
control and chilled water temperature controller.
Auxiliaries
 Suction and discharge gauges, oil pressure gauges.
 Safety Features i.e. High & Low Pressure Switches, phase asymmetry and under voltage relays,
compressor starting delay, internal thermal contacts of compressors and fans, compressor
crankcase electric heater, and oil pressure switch.
 Flow switches and water strainer shall be provided in the optimum locations.
Materials
 The material for Condenser coils should be seamless copper tubes with aluminum fins. Copper
fins, black fins, electro fins can also be used.

 The material for evaporator should be brazed plate heat exchanger constructed of 316 stainless
steel.

Pond water circulating Pumps

 Circulation pumps shall be API 610 compliant or end suction type pumps as per ASME B 73.1.
 Pumps shall be with suction strainers, isolation valves, drains either studded or flanged, sensors
and pressure gauges for proper monitoring and control
 Pumps shall meet desired flow duty and head requirements, i.e; 800 m3/hr pond water
circulation rate, 50 m head to circulate pond water to heat exchanger and then back to pond

Chilled water circulating Pumps

 Circulation pumps shall be API 610 compliant or end suction type pumps as per ASME B 73.1.
 Pumps shall be with suction strainers, isolation valves, drains either studded or flanged, sensors
and pressure gauges for proper monitoring and control
 Pumps shall meet desired flow duty and head requirements, i.e; Chilled water circulation to
Chilled water / Chiller refrigerant heat exchanger. Pump flow duty and head shall be by
package vendor.
 Chilled water system shall be closed loop system with provision for make-up and chemical
addition for microbes or corrosion control.

Electrical Requirements
The unit shall be suitable for operation on 400 ± 10% volts, 50 Hz, 3-phase 3-wire electric
power and the control circuits. The enclosure shall be NEMA-1 and shall house the following
components; motor starters complete with thermal overload protection, for solution pump(s),
refrigerant pump & purge pumps, etc.

2.4 Materials & Equipment’s Design Life.

All materials shall comply with applicable local, International Standards and piping material
specification. Design life of the assembled skid shall be for 20 years minimum.

2.5 Order of precedence

The COMPANY Project Specifications shall be used in conjunction with this design basis wherever
applicable and mentioned hereafter in the respective discipline section. In case of conflicts in
technical requirements, the following order of precedence shall apply:

 Applicable Local Standards.


 Applicable local laws and Regulations.
 Company Scope of Work for Design, Procurement, Fabrication, Installation, Testing and
Commissioning.
 Project Data sheets & P&ID’s.
 Project Specifications.
 Other referenced Project documents/ drawings.
 Company Specifications / Documents/ Procedures.
 International Design Codes and Engineering Standards.

While deciding on the order of priority, due consideration shall be given to safety and ease of
operation and maintenance in this order of precedence.

2.6 Applicable Codes & Standards

Codes and standards, as mentioned in documents listed in “Attachment – 1: Applicable Documents


List” would be followed considering them as “minimum requirements”. The latest editions and
addenda of these applicable codes and standards, etc. shall be applied for this PROJECT.
It is assumed that the VENDOR is familiar with and in possession of other International Codes and
Standards cross referenced in the specifications or any other documents. It is VENDOR’s
responsibility to provide the equipment in full compliance with the requirements of these Codes and
Standards.

2.7 Vendor / Supplier’s Design & Engineering Documentation Requirements

2.7.1 Language
All literature, documentation, correspondence, and other printed matter pertaining to this
Material Requisition shall be in the English Language.

2.7.2 Submission
 VENDOR shall submit to Client/Consultant as minimum, all the documents listed in
Attachment – 2: Vendor / Supplier Data Requirement List, OR “Vendor’s Standard
VDRL approved by Client/Consultant” along with quotation.
 Vendor to provide minimum details required for the Client/Consultant to understand and
accept VENDOR’s procedure and progress.
 Vendor to provide minimum details required to carry out CLIENT’s related procurement
work, construction work etc., in accordance with, but not limited to, the requirement
specified in “Applicable Documents List”.
 All documents to be submitted to Client/Consultant shall bear this requisition
number/PO number.

 Vendor shall submit to Client/Consultant his previous Project experience summary.
 All the documents & technical data shall be provided in English language.
 Unless otherwise specified, all quantities, dimensions and drawings etc. are to be in SI
units.
 Any revision to a document after its first submission shall be clearly identified on the
document in the revision box. Once issued, a document number shall not be changed or
re-used.
 All necessary documentation required for the Vendor Data Book shall be submitted.
Vendor Data Book shall include VENDOR’s instructions for installation, operation and
maintenance, cross-section drawings, lubricating and regulating oil schemes, part-
numbered drawings, parts lists, spare parts details, performance curves of Rotating
Equipment(s), FAT reports, etc.
 Submission of all documents is an integral part of the Purchase Order Obligation. The
Purchase Order shall only be complete when all document requirements have been
fulfilled and are accepted by Purchaser and Client. For further detail see “Vendor
Documentation Requirement List”

2.7.3 Manufacturing Schedule & Status Report


 VENDOR shall submit a time schedule for the submission of documents, fabrication
(including order and material delivery from SUB-VENDOR), test and inspection
(including 2-month look-ahead schedule), preparation for shipment at factory and port
of export, etc.
 The VENDOR Manufacturing/Status report(s) shall be submitted after every one (1)
month.

2.7.4 Installation, Operation and Maintenance Manual & Training


The VENDOR shall outline details of all Installation, Operational and Maintenance
Manual and all training requirements applicable for safe and correct installation,
assembly, commissioning and operation of the items defined in the scope of supply. The
training manual must address:
 Operation procedures / steps
 Maintenance procedures / steps (including preventive and predictive maintenance)
 Do’s
 Do not’s
 Identify hazards to operating personnel of the equipment or system
 Safety precautions to be taken
 Any other guidelines

2.7.5 Design & Engineering Documents Identification and Formatting


All drawings, literatures, data sheets, certifications, etc., supplied by vendor shall show the
following information:

2.7.6 Drawing Review


All drawings shall be submitted for review in accordance with the following procedures:
 Preliminary drawings as required shall be submitted for approval as per plan/schedule
after placement of order. Each drawing submitted shall be clearly marked with title
description, drawing number and plant number. One (1) print of each drawing reviewed
will be returned to the vendor with markings / approval.
 Drawings reviewed will be returned to the vendor marked either.
o Approved – Manufacturing may proceed.
o Approved – Submit Final Drawing – Manufacturing may proceed.
o Approved except as noted – Make changes and submit final drawings –
Manufacturing may proceed as approved.
o Not Approved – Correct and Re-submit.
o Review not required (only for info)– Manufacturing may proceed.
 No work shall be performed in connection with fabrication or manufacture of equipment
and material until drawing has reviewed and approved. Any work performed without
approval shall be at the Vendor’s own risk and responsibilities.

2.8 Spare Parts, Consumables and Special Tools

The price of the spare parts shall be indicated separately item by item as detailed below.

2.8.1 Construction & Commissioning Spares

 “Construction & Commissioning Spares” are parts or components used during the
mechanical completion, pre-commissioning and commissioning activities up to the
completion of Performance Tests of Equipment and or Acceptance.
 VENDOR may also recommend any other spares as deemed necessary.

2.8.2 Two (2) Years Operational Spares

 VENDOR shall recommend and provide list of spare parts needed for two (02) years of
operation and provide a price list.
 CLIENT may purchase the spares listed in the VENDOR’s recommended list.
 Parts List and sectional drawings or equivalent showing location of parts quoted and
referenced on data sheets, product manual / brochures etc., shall be provided by
VENDOR.

2.8.3 Insurance (Capital) Spare Parts

 VENDOR may recommend Insurance Spares which are high value, low turnover, and
any other spares than the above, from the viewpoint of protection against serious or
catastrophic failures of the plant and long lead time in the manufacturing schedule.

 VENDOR shall recommend quantity and price list of any capital spares as a separate
quote at the time of proposal.
 CLIENT may purchase capital spare parts with Equipment/Material after review.
 One set of Commissioning Spares, including all the required consumables shall be
provided by the VENDOR along with Insurance Spares, as required.

2.8.4 Special Tools

 VENDOR shall provide a list and relevant documentation of special tools, if required for
the purchased item.
 VENDOR shall supply one (1) complete set of special tools and devices necessary to
facilitate lifting, erection, testing, start-up and maintenance of the equipment and all
other required accessories.
 These shall be easily identified and supplied in a lockable steel cabinet for small tools.
 For the equipment/materials that cannot apply single point lifting, spreader bar or lifting
beams shall be provided. Lockable steel cabinet is not required for these big
equipment/materials.

2.8.5 Operational Consumables

 VENDOR shall inform CLIENT / CONSULTANT of the specifications and quantities


of operational consumables (if any), for initial charge and for one (1) year normal
operation.
 If the consumables are VENDOR’s exclusive products, VENDOR shall provide their
quantities and the price list for initial charge and for one (1) year normal operation.
CLIENT may purchase the consumables after review/confirmation.
 CLIENT may purchase the consumables listed in VENDOR’s proposal if they are not
available in KSA.

3.0 QA / QC REQUIREMENTS:

3.1 ISO 9001 Quality Management System Requirements

Vendor shall meet the technical & Quality Requirements of the WORK. Vendors Quality System
shall meet the appropriate ISO 9001 system requirements. The Vendor shall be evaluated,
approved, and listed as accepted supplier by SENDAN INTERNATIONAL CO. LTD and Saudi
Arabian Industrial Investments Co. (DUSSUR) prior to placing the purchase order.

Vendor shall provide the unpriced P.O. Copy including the sub orders where exist.
Vendor shall submit "Quality Plan" for the purchaser's approval. This quality plan will provide
detail of the Vendor's quality system to the work. The Plan shall specifically provide detail how
each element of the quality standard is applied to the Work and shall also contain below:
a. Vendor's organization chart for the work
b. The List of procedures / Method statement for the work
c. A schedule identifying internal and external audits

Supplier and manufacturers of inspectable equipment and material have and maintain acceptable
Quality programs in accordance with the ISO-9001 quality standard. Vendor shall ensure that all
technical and inspection requirements are passed on to sub suppliers.

3.2 Types of Inspection


 R-Doc review - Documentation requirements only; no vendor, purchaser or end user
inspection is required. Materials shall be purchased from the client approved vendors.
 OR (Official Record), IR (Internal Record)- Includes final documentation before release
of shipment.
 S-Surveillance - Includes, as a minimum, Pre-Inspection Meetings, one or more unspecified
“in progress” surveillance inspections (may or may not by purchaser or end user), all witness
and hold points in accordance with the approved ITP usually by vendor himself, final
inspection, and release for shipment.
 IW-Initial Witness & W-Witness - Includes, as a minimum, pre-inspection meetings, one
or more unspecified “in progress” surveillance inspections by purchaser or purchaser
appointed TPI shall be on a regular basis (daily, weekly, or bi-weekly), all witness and hold
points in accordance with the approved ITP, final inspection, and release for shipment.
 H -Hold- Includes Resident Inspector continually monitoring the work.
Inspection Levels assignment, management and control shall be as per purchaser which
supplier must meet with no exception.

3.3 Inspection and Test Plan (ITP)


Maintain a central Vendor’s drawing and data control register for listing and keeping track of all
shop drawings, engineering data and welding procedures that are required for approval.

For Inspection involving Surveillance & above up to Hold and Witness, Vendor shall prepare
Inspection and Test Plan (quality control plan) in accordance with “Attachment-3: Inspection &
Test Plan” to meet client requirements / Purchase Order and shall be submitted to SENDAN for
review and approval prior to Pre-Inspection Meeting and shall be approved prior to start of
fabrication. Review and approval of vendors detailed ITP will be finalized during the Pre-
Inspection Meeting.

3.4 Approval of ITP, QA/QC Procedures


Prior to Pre-Inspection meeting, Inspection Test Plan (ITP), QA / QC procedures for welding and
welding repair shall be submitted by the supplier for approval of SENDAN & Saudi Arabian
Industrial Investments Co. (DUSSUR) no later than 30 Days of PO.

Require selected Vendors as specified by Company Representative, to conduct pre-inspection


meetings promptly after CONTRACTOR’s Purchase Order placement or upon CONTRACTOR’s
formal or informal commitment of Purchase Order placement with such Vendors. Pre-inspection
meetings shall be detailed reviews of the Purchase Order requirements with the selected Vendors
and CONTRACTOR. COMPANY may attend such meetings at COMPANY’s discretion.

Pre-Inspection Meeting shall be held on Manufacturer's premises. Senior Manufacturer, SENDAN


INTERNATIONAL CO. LTD. International and Saudi Arabian Industrial Investments Co.
(DUSSUR) quality representatives shall participate.

4.0 GENERAL REQUIREMENTS

4.1 General Note


Vendor shall submit compliance statement to each paragraph of Local Standards /
Specifications / Procedures / Inspection Requirements / International Codes & Standards as
part of the Bid Package.
All P.O. requirements to vendor are required by the P.O. terms to be enforceable on the Sub-
suppliers as applicable.
4.2 Design Changes
Any design changes recommended by the manufacturer, which will affect this Purchase
Order and / or Specifications, Drawings, etc., shall be brought to the buyer’s attention for
buyer’s written approval before proceeding with the work.

4.3 Marking
Marking of the Equipment / Materials shall be as per requirements of the Purchase Orders
and applicable standard. Vendor shall mark each crate with the Purchase Order and Item
Number using 50.8 mm (2 Inch) high painted letters.

4.4 Interpretation
In any instance where the name of a particular manufacturer appears herein, such shall be
interpreted to mean the product of that manufacturer or its equivalent (unless purchase of a
particular manufacturer’s product is shown as mandatory).
4.5 Preservation
 Vendor shall state any special requirements for storage at the required site, in order to
comply with local environmental conditions.
 Vendor shall specify any conditions, normal or special, to be taken care during the
intermediate storage and transport.
 Spare parts shall be preserved from environmental corrosion, and preservation methods shall
be suitable for long term storage (in a marine atmosphere during shipping and storage
according to atmosphere at site).

4.6 Packing
Vendor shall pack material to ensure environmental and transit protection of the equipment
and shall submit packing design and packing details for buyer’s approval.
Packing shall be done as per the below mentioned packing specifications as applicable.
 The VENDOR is responsible for preparing the equipment(s) for shipment in such a manner
that it will arrive undamaged and ready for installation.
 The VENDOR shall ensure that all deliverables are designed and packed for transit to site
and that packing is suitable for export, seaworthy, transportation with an anticipated 6
months site storage period
 The equipment shall not be shipped before CLIENT’s inspector has issued a “Release note
for shipment”.
 All exposed machined metal surfaces (such as flange faces and bolting) shall be protected by
applying suitable grease, rust preventive oil or coating.
 Equipment shall be marked with the center of gravity location before shipping.
 All loose equipment shall be packed separately, clearly and accurately tagged to enable site
assembly to be carried out.

 All openings shall be provided with temporary enclosures (like metal covers with bolting
arrangement) bolted to the flanges to prevent entry of dirt, other materials and protect the
flange facing.
 VENDOR shall recommend, if required, knockdown instructions for
CLIENT/CONSULTANT’s review and approval.
 VENDOR shall comply with the export control laws and regulations regarding the export to
foreign countries of any item or related data under the laws and regulations.
 Steel shipping saddles (skids) shall be supplied by Vendor.

4.7 Shipping Weights and Volume


Vendor shall provide shipping weights and volume per each material.

4.8 Tagging
All instruments shall be Tagged as per Engineering Standards and Procedures. Contractor
shall provide instrument Tag Numbers to the vendor.
All the shipped loose, shall be physically tagged with Stainless Steel Tags by the Vendor.

4.9 Conflicts, Deviations & Exception


In case of any conflict between the requirements of this document and the attached
specification or data sheet or deviations from the stated Codes & Standard, the conflict,
deviation, or exception shall be brought to the attention of the buyer for resolution. Vendor
shall provide listing of the exceptions, deviations or conflicts to all Standards referred herein.
Listing is to refer to number, name, and section of the standard to which reference is made. If
no exceptions, conflicts or deviations to a Standard, the Vendor is to state the same.

4.10 The Proposal
The Proposal must include a list of exceptions / exclusions to the specifications attached to the
present enquiry.
Any exceptions / exclusions are not indicated in the proposal it will be understood the
proposal is in full agreement/compliance with the specification.

4.11 Inconsistencies
If any inconsistency exists between this requisition, the attached documentation and other
applicable documents, industry standards or drawings, the inconsistency will be solved in
writing.

4.12 Painting & Coating


Painting shall be in accordance with the attached specifications or International Standard for
Saudi Environment.

4.13 Environmental Conditions


Vendor shall consider the Environmental Conditions at sites are as per Saudi Arabia Dhahran.

4.14 Assistance during Installation


Should Services of the Vendor’s Representative be required during Installation then these
services should be included in the price.
4.15 Assistance during Start-up and Commissioning
Should Services of the Vendor’s Representative be required during Start-up and
Commissioning that these services should be provided at rates to be agreed between both
parties prior to the issue of the Purchase Order.
4.16 Reporting
Progress Reporting shall be on a weekly basis starting One Week from the date of issue of the
Purchase Order until fulfillment by the Vendor of all its duties and obligations under the
Purchase Order.
4.17 Alternatives
Vendor may submit or propose an alternative design.
As a minimum, following data is required:
 Detailed drawings, showing the design.
 Description of the design and methods of Construction Calculations, clearly justifying all the
details of the design. The calculations shall be self-explanatory and shall indicate the sources
of information and the derivation of all parameters, formulae and assumptions used.

5.0 SCOPE OF SERVICES FOR FIELD SUPERVISION AND TROUBLE SHOOTING

5.1 Detailed Scope of Work:


Technical / Commissioning Assistance from the Vendor is required to include in the following:
a) Installation Supervision.
b) Commissioning / Site Acceptance Testing.
c) Training and System Support.
d) Other assistance required in the Technical Specification.
Job Titles and Rates should be provided for all Personnel required (Commissioning Engineer,
etc.). Incidental services as described in this purchase order shall normally be arranged and

contracted for by the construction contractor. The services detailed above will only be used on
an emergency basis. In the event they are not used, the incidental services line item shall be
cancelled from the purchase order.
5.2 Field Services Instruction to Buyer:
Incidental services will be required during commissioning. Services requires include
Supervision where required during commissioning and trouble shooting in the event problem are
experienced during Start-up & initial operation. Vendor / Manufacturer shall provide production
schedule, the required quantities and manufacturer’s capacity should be specified.

NOTES:
1- Refrigerant should be Non-CFC.
2- Chillers shall be Careeir/York/Zammil/Eurovent Certified
3- Vendor to specify the requirement of water treatment in Chilled water circuit.
4- RO Type water is used in Chilled Water circuit and will circulate in closed loop in Chilled water / Refrigerant gas heat exchager .RO water parameters are
attached with the MR. RO Water shall be used for Make-up as well.
While Pond water will be used for getting cooling and it will circulate in open loop.
5- V.T.S stands for Vendor to Specify. Vendor shall furnish all the missing information in the data sheet and submit along
with the offer.
6- One Refrigeration Ton (USRT) = 3.517 kW = 12,000 Btu/hr.
7- Each Chiller shall have its own microporcessor controller for controlling its own funtions. It shall also communicate with
the main plant room controller as well as the remote monitoring host terminal for visualizing its functions/parameters and
further changing the set point value when required.
8- Chillers shall be provided with suitable Controls and Safety System features necessary for safe and continuous trouble
free operation of the chillers . All Chillers will be controlled through Microprocessor based control system installed with Chillers.
9- Each Chiller shall have its own controller which will control the operation of Chiller.
10- The Chillers shall also have a master controller which will optimize start/stop of chillers and associated chilled water pumps
11- All required peripheral instrumentation needed for the chiller and associated pumps optimizatioin should be hooked up with this master
controller.
12- Soft type starters shall be provided with Chillers by the vendor.
Control system provided with Chillers shall control both Water Pumps & Air Condensers operation and their capacity control.
13- Tie-In connection details shall be provided after finalization of P&ID's
14- Vendor to specify the sound level for Chillers
15- RO Water specifications:
