Standard 7.4) The following documents shall be submitted, as a declaration, through the registration system
Clauses Additional electronically via SASO website:
Submittals • Rated cooling capacity and rated cooling power at full load, half load and minimum load operations, for
all testing points mentioned in Table 4 (Including the Degradation Coefficient (CD) test report, if any), as
applicable.
• AC settings for full load, half load and minimum load operation, as applicable
• Specify the compressor stages as per clause 3.2 (Fixed, Two (2)-stage, Multi-stage or Variable capacity)
In order to issue a new SEER label, the following is required
Fixed capacity :
• Test report at full load at (T1/ 35 °C) , (T3/ 46 °C).
• Degradation Coefficient (𝐶𝐷 ) test report is optional if the applicant wants to change the set default value of 0.27.

Two-stage:
• Test report at full load at (T1/ 35 °C) , (T3/ 46 °C).
New • Test report at minimum load at (T1/35 °C)
application • Degradation Coefficient (𝐶𝐷 ) test report is optional if the applicant wants to change the set default value of 0.27.

Multi-stage & Variable:

• Test report at full load at (T1/ 35 °C) , (T3/ 46 °C).
• Test report at half load at (T1/ 35 °C)
• Test report at minimum load at (T1/35 °C) is optional
• Degradation Coefficient (𝐶𝐷 ) test report is optional, for Multi-stage only, if the applicant wants to change the set
default value of 0.27.
In order to upgrade from an EER to a SEER label, the following is
required
Fixed capacity :
• Degradation Coefficient (𝐶𝐷 ) test report is optional if the applicant wants to change the set default value of 0.27.

Two-stage:
• Test report at minimum load at (T1/35 °C), otherwise the system will treat the model as fixed capacity .
Upgrade • Degradation Coefficient (𝐶𝐷 ) test report is optional if the applicant wants to change the set default value of 0.27.

Multi-stage & Variable:

• Test report at half load at (T1/35 °C), otherwise the system will treat the model as fixed capacity .
• Test report at minimum load at (T1/35 °C) is optional
• Degradation Coefficient (𝐶𝐷 ) test report is optional, for Multi-stage only, if the applicant wants to change the set
default value of 0.27.
In order to renew the application from an EER to a SEER label,
the following shall be applied
Renew the existing EER application and issue an EER label:
• Validity of application until 1st April (Suspension of EER certificates). Afterwards, upgrading the EER application
to issue SEER label is valid.
Renew
Renew the existing EER application and issue a SEER label:
• Label is valid until the validity of certification

Renew application requirements are the same as upgrade application requirement (Previously presented).
Replace an existing EER with a SEER label, the following is
required
On 1st April 2022 ,all applicants who do not upgrade their products to issue the SEER label, the following shall take
place:
• The SEER label will be generated automatically.
Replacement o Two – stages, multi-stages and variable speed compressors will be treated as fixed speed (Resulting in a
lower SEER value and thus, lower model classification).
➢ Models treated as (fixed-speed) can’t be registered as a new application to issue the SEER label
with the same model number.
o Fixed speed will not be allowed to change the default degradation coefficient of 0.27.

Key questions and takeaways

Q/A
Key questions and takeaways

Key Questions 1. How were the enforcement dates chosen? did SASO considered a sufficient grace period?

2. What should the applicant expect/consider during this time until November 2021 (Start of a new registration)?

3. Following April 1st, 2022, Why EER applications are processed/treated as a fixed-speed type?

4. Why were the Model-numbers - which have treated as (fixed-speed) - will not be allowed to carry-out with new
registrations/applications with same model-numbers?

5. For fixed speed type, do applicants require to submit additional test report? Even if CD value did not change?

Takeaways • Apply for SEER label and upgrade your EER application starting November 2021 (All models)

• Do not exceed April 1st with no action, as this may affect your long-term registration strategy (classification of your
registered model-numbers, downrating your Energy Efficiency level...etc)

• On 1st April, label replacement portal will be available for the market/salespoints

• Following the enforcement dates, old labels in production lines and Markets will be subjected to the relevant
entities violations and related procedures will be applied
