• 3GPP specifies the mobile cellular system’s functional design and interoperable (“open”)
interfaces
• Related areas such as cloud computing, mobile Operating Systems, and App Stores are not in
the scope of 3GPP although are fundamental to the overall mobile experience
• Other bodies develop specifications that utilize the 3GPP platform – e.g., “Open RAN”

Conclusion –
Successfully Advancing 5G Goals and Preparing for 6G
• 3GPP is successfully evolving the 5G platform to enhance performance, efficiency
and meet new use-cases
• An industry-led standards model based on openness, and consensus has proven
most effective at promoting international adoption of innovative technologies
• Policy makers should focus on strengthening the foundations of this model and
incentivizing standards participation and leadership, e.g.:
• Financial support for industry costs of standards participation
• Development of “standards mindset” and skilled STEM workforce
• Ensure there is access to the standards process (e.g. visa process)
• Industry and nations are preparing for the next generational transition:
• 5G will dominate the market for another decade
• For 6G, now is the time to define the vision and research priorities – the ATIS Next G Alliance
is advancing technology leadership in N America
