ABSTRACT

The basis of this study was to contemplate the 10157. Abstract/


Citation: Act adopted to implement the Millennium Development Goals on
achieving education for all by the year 2015. It makes one year of
preparatory kindergarten education, for children of at least five years old,
mandatory and compulsory for entrance into Grade 1.
“The Kindergarten Education Act,’’ provides that the curriculum is
designed to cater to the needs of the learners with special needs for children
who are gifted, those with disabilities, and other diverse learners by adopting
services in addition to the standards provided. Kindergarten arranges a child
more for school, there’s more studying than interaction with other kids.
Kindergarten is the first year of formal training.
Why kindergarten? Kindergarten education is vital to the academic
and technical development of the Filipino child for it is the period when the
young mind’s absorptive capacity for learning is at it’s sharpest.

CHAPTER 1: THE PROBLEM AND ITS SCOPE

INTRODUCTION

Pursuant to the “Kindergarten Education Act of 2012” (Republic Act


No. 10157) and the K to 12 law on the “Enhanced Basic Education Act of
2013” (Republic Act No. 10533), Kindergarten education provides equal
opportunities for all children to accessible, mandatory and compulsory
kindergarten education that effectively promotes physical, social, cognitive,
and emotional skills stimulation and values formation offered to all five (5)-
year old Filipino children to sufficiently prepare them for Grade One. It is
highlighted in the said laws that “Kindergarten education is vital to the
development of the Filipino child for it is the period when the young mind’s
absorptive capacity is at its sharpest”.

Section 3c of the Republic Act 10157 of 2012 states that “Kindergarten


education shall be understood in the Act to mean one (1) year of preparatory
education for children at least five (5) years old as a prerequisite for Grade
1”, which is adopted in item III 6A of DepEd Order No. 47, s. 2016 –
Omnibus Policy on Kindergarten Education and item #2 of DepEd Order
No. 20, s. 2018. Kindergarten education aims to make education responsive
to the needs, circumstances, and diversity of learners, schools, and
communities using developmentally-appropriate and culturally-sensitive
practices. It is anchored on the principles of developmentally appropriate
practices (DAP) which immerses the learners in meaningful experiences thru
engaging playbased, and child-centered activities. The Mother Tongue of the
learner shall be the primary medium of teaching and learning.

STATEMENT OF THE PROBLEM:

The general objective of this study is to find ou how R.A. 10157 takes
place in a sense of eliminating child labour and the reason of why it is
implemented :

1. What is Kindergarten?

2. Why Kindergarten?

3. Why is it important to study R.A. 10157or “Kindergarten Act”?

SIGNIFICANCE OF THE STUDY

This particular study, aimed primarily at determining the Kindergarten


Act (R.A. 10157), this study provides new insights into:
Students.
This study will help the Researcher in gaining new insights and
contemplate the way of education during that specific time, and basically to
fulfill the requirements.

Researcher.
Researchers should also benefit, as they recognize the Education the Pre
colonial period
.
Future Researcher.
The results of this study will serve as a basis and source of additional
information and ideas for future research.

SCOPE AND LIMITATION OF THE STUDY

This research report deals with the Republic Act 10157, or the
Kindergarten Act, which we find not so easy due to lack of resources
specially in finding a much more complex and reliable source.

The researchers also limited these research to only the Kindergarten Act.
The nominal period is 7 days. Although the results of the study were highly
realistic only for selected Education students that was grouped by our
adviser, further generalizations and analyzes were made empirically based
on the results of the study.

DEFINITION OF TERMS

Education – the knowledge, skills, understanding and attitudes that you can


get from attending school.

Effect – a result of something that was exist, done or happened.

Colegio de Santa Catalina de Alejandria (COSCA)  – a school institution


of involving and governing by Roman Catholic people.

School – a place where the students study or a teacher where teaching.

Students - a person who is studying at a university or other place of higher


education.

Teacher  – the facilitator of students’ learning. He/She oversee the conduct


of each students.

Kindergarten- a school or class that prepares children for first grade. A


child in kindergarten is typically 5 or 6 years old.

RESEARCH METHODOLOGY:
This chapter describes the methodology of this study and the
procedure used. Research Environment; Research respondents; Research
Design used; Research Instrument; data collection procedures; statistical
analysis of data and instrument validation are also included in this chapter. 

RESEARCH DESIGN
The study design used in this study was descriptive. Researchers
described and analyzed the knowledge, opinions, and practices of the
Kindergarten and how it plays an ample and big role in students learning
process. A descriptive search followed. Descriptive researchers help
describe what exists and uncover new facts and meanings. The purpose of
descriptive research is to observe, describe, and document aspects of a
situation (Polit & Hungler, 1999). This is a collection of data that allows us
to describe a type of education during specific time. In this study,
information was collected through inquiring virtually and physically with
the help of the members of the group14 that gathered information of us the
researcher and no experimental manipulation or plagiarism was attempted as
is done in experimental studies.

RESEARCH ENVIRONMENT

The study was conducted at Collegio de Santa Catalina de Alejandria


(COSCA), Bishop Epifanio B. Surban Street, Dumaguete City, Negros
Oriental, zip code 6200, in the school year 2022-2023 based on the available
online resources that lead us to collect the precise information.

RESEARCH PROCEDURE

The first step to use is to ask your teacher for a topic that mainly focused
about your subject. Researchers provide soft copy of their report that is
about education during pre colonial period , administer tests, analyze
relevant records to obtain required data, obtain questionnaires from sources,
assemble and classify questionnaires, and carefully examine them. Compare
with notes to see the required order. Research Integrity.  Below are the
specific and detailed steps the researchers will take to complete this study.
Step 1. Select a topic:
After discussing research papers, researchers settled on topics that were
highly relevant to students.
Step 2. Topic Approval:
After the researchers decided on a theme, it went through a review process
until it was approved.
Step 3. Chapter structure:
Once the topic is approved, development of Chapter 1 will begin. Contains
an introduction, problems, and its settings.
Step 4. Review Chapter 1 (this is the introduction) :
After the researcher finished reading the first chapter, they gave it to their
advisor and reviewed it before moving on to the next chapter.
Step 5. Chapter 2 (review of relevant literature):
In this chapter, researchers cite national and international literature and research.

Step 6. Chapter 3 (Research Design and Methodology):


This chapter focuses on what researchers do with questionnaires. And for
researchers, how to find the proportion of respondents.

Step 7. Create your survey:


In this part, researchers will focus on possible questions that can be asked in
the questionnaire.
Step 8. Distribute the survey:
Researchers will survey 50% of Senior high school students.
Step 9 count:
After the researcher has collected the completed questionnaires and data,
the researcher starts counting them to know the results of the research
conducted.

OBJECTIVES OF THE STUDY

The purpose of this study was to find out how this act contemplate their
objective which is:
-To reach out all five-year old children particularly those in the poorest
households, vulnerable, disadvantaged, and under served areas.
-To improve their readiness and foundational skills to be ready for Primary
Grades .

RESULTS AND DISCUSSION

The attainment of the objectives of the study was made possible through
the utilization of the descriptive method of research. The acquiring technique
is by searching and gathering all the available and possible sources.
Based on the results of the study, the following salient findings were drawn:

AN ACT INSTITUTIONALIZING THE KINDERGARTEN EDUCATION


INTO THE BASIC EDUCATION SYSTEM AND APPROPRIATING
FUNDS THEREFOR

Be it enacted by the Senate and House of Representatives of the Philippines


in Congress assembled:

SECTION 1. Short Title – This Act shall be known as the “Kindergarten


Education Act”.

SECTION 2. The Declaration


The State shall provide equal opportunities for all children to avail of
accessible mandatory and compulsory kindergarten education that
effectively promotes physical, social, intellectual, emotional and skills
stimulation and values formation to sufficiently prepare them for formal
elementary schooling.

SECTION 3. Definition of Terms


Kindergarten education shall be understood in this Act to mean one (1) year
of preparatory education for children at least five (5) years old as a
prerequisite for Grade 1.
Mother tongue refers to the language first learned by a child.

SECTION 4. Institutionalization of Kindergarten Education


Kindergarten is institutionalized as part of basic education and for school
year 2011-2012.
It is mandatory and compulsory for entrance to Grade 1.

SECTION 5. The Medium of Instruction


The mother tongue of the learner shall be the primary medium of instruction
for teaching and learning in the kindergarten level.

Exceptions in Mother Tongue


(a) When the pupil in the kindergarten classroom have different mother
tongues or
when some of them speak another mother tongue.
(b) When the teacher does not speak the mother tongue of the learners.
(c) When resources in line with the use of mother tongue are not yet
available.
(d) When teachers are not yet trained how to use the MTB-MLE program.

SECTION 6. Implementing Agency


The authority to regulate the organization, operation and/or implementation
of the kindergarten education program of both public and private schools
shall be vested upon the DepEd.

SECTION 7. Duties, Powers and Functions


 Oversee and supervise the organization, operation and implementation of
the kindergarten education program.
 Develop the curriculum for kindergarten education consistent with the
universally norms and standards, including values formation.
 Develop teaching strategies using the unique feature of the MTB-MLE.
Teaching Strategies
1. The two-track method (storytelling, reading, listening story and oral
communication activities)
2. Interactive Strategies
3. Use of manipulative games
4. Experiential, small group discussion and total physical response (TPR)
among others.

SECTION 8. Appropriations
The DepEd shall immediately include in the program of the Department the
ope-rationalization of the free, mandatory and compulsory public
kindergarten education, the initial funding of which shall be charged against
the current appropriations for kindergarten education of the DepEd.

SECTION 9. Implementing Rules and Regulations


Within ninety (90) days after the effectivity of this Act, the DepEd, in
consultation with the Department of Budget and Management, shall
promulgate the rules and regulations needed for the implementation of this
Act.

SECTION 10. Separability Clause


 If any provision of this Act is held invalid or unconstitutional, the same
shall not affect the validity and effectivity of the other provisions hereof.

SECTION 11. Repealing Clause


Pertinent provisions of all other laws, decrees, executive orders and rules
and regulations contrary to or inconsistent with the provisions of this Act are
hereby repealed or modified accordingly.

SECTION 12. Effectivity Clause


This Act shall take effect fifteen (15) days after its publication in the Official
Gazette or in two (2) newspapers of general circulation.

This Act which originated in the House of Representatives was finally


passed by the House of Representatives and the Senate on November 23,
2011 and November 21, 2011, respectively.

CONCLUSIONS

Based on the findings of the study, kindergarten is an act adopted to


implement the Millennium Development Goals on achieving education for
all by the year 2015. It makes one year of preparatory kindergarten
education, for children of at least five years old, mandatory and compulsory
for entrance into Grade 1.

RECOMMENDATION

From the findings and conclusions derived, the researcher recommends the
following:

1. Aquiring Skills may be given emphasis by the Teachers;


2. Politeness during group conversation may also be given essential
consideration.
3. Further studies may be conducted related discourse.
