RECONSTITUTING THE BARANGAY DISASTER RISK REDUCTION AND MANAGEMENT


COMMITTEE (BDRRMC) AND DESIGNATING THE BARANGAY DISASTER RISK REDUCTION
AND MANAGEMENT OFFICER (BDRRMO) OF BARANGAY BATCHELOR WEST, NATIVIDAD,
PANGASINAN AND DISASTER RESPONSE TEAM

WHEREAS, Republic Act No. 10121 declares that it shall be the policy of the state to uphold the
people’s constitutional rights to life and property by addressing the root causes of
vulnerabilities to disasters, strengthening the country’s institutional capacity for disaster risk
reduction and management and building the resilience of local communities to disasters
including climate change impacts;

WHEREAS, Section 11 of RA 10121 mandates the organization of Local Disaster Risk Reduction
and Management Councils (LDRRMCs), including Barangay Disaster Risk Reduction and
Management Committees (BDRRMCs);

WHEREAS, the BDRRMC in every barangay shall be responsible for setting the direction,
development, implementation and coordination of disaster risk management programs within
their territorial jurisdiction;

WHEREAS, in reference to the directive promulgated by the Department of the Interior and
Local Government (DILG), LGUs were instructed to reorganize/reconstitute all Local Special
Bodies (LSBs) created under the Local Government Code and other national laws in order to
conform with the new set of local elected officials who are mandated to act as member of such
local special bodies;

NOW, THEREFORE I, FELOMINA N. GARCIA, Punong Barangay of Barangay BATCHELOR


WEST, Natividad, Pangasinan, by virtue of the powers vested on me by law, do hereby
reconstitute the Barangay Disaster Risk Reduction and Management Committee (BDRRMC), as
follows:

Section 1. COMPOSITION. The composition of the BDRRMC shall be as follows:

Section 2. FUNCTIONS. The BDRRMC shall have the following functions:


1. Design, program, and coordinate disaster risk reduction and management activities;
2. Facilitate and support risk assessments and contingency planning activities at the
local level;
3. Consolidate local disaster risk information, and maintain a local risk map;
4. Organize and conduct training, orientation and knowledge management activities
on DRRM;
5. Operate a multi-hazard early warning system;
6. Formulate and implement a comprehensive and integrated LDRRMP;
7. Prepare and submit the LDRRMP and budget (with report on Fund utilization);
8. Conduct continuous disaster monitoring and mobilize instrumentalities and entities
9. Identify, assess and manage the hazards, vulnerabilities and risks that may occur in
their locality;
10. Disseminate information and raise public awareness on DRRM, such as the early
warning systems (EWS);
11. Identify and implement cost-effective risk reduction measures/strategies;
12. Maintain a database of human resource, equipment, directories, and location of
critical infrastructures and their capacities such as hospitals and evacuation centers;
13. Develop, strengthen and operationalize mechanisms for partnership or networking;
14. Take all necessary steps on a continuing basis to maintain, provide, or arrange the
provision of suitably-trained and competent personnel for effective DRRM in the
area;
15. Organize, train, equip and supervise the local emergency response team and the
ACDVs;
16. Respond to and manage the adverse effects of emergencies;
17. Promote and raise public awareness of and compliance with this Act; and
18. Perform such other functions as may be authorized by law.

Section 3. LDRRM FUND/BUDGET. The annual BDRRM Fund shall come from the allotted 5%
of the LGU’s regular income for DRRM programs/projects/activities. Pursuant to RA 10121 and
NDRRMC-DBM-DILG Joint Memorandum Circular No. 2013-1 dated 25 March 2013 re:
Allocation and Utilization of the Local Disaster Risk Reduction and Management Fund (LDRRMF),
the BDRRM Fund shall cover the thirty percent (30%) lump-sum allocation for Quick Response
Fund (QRF), and the seventy percent (70%) allocation for PPAs in the four (4) thematic areas,
namely: 1) disaster prevention and mitigation, 2) disaster preparedness, 3) disaster response,
and 4) disaster rehabilitation and recovery.

Section 4. EFFECTIVITY. This Executive Order shall take effect immediately.
