METHODOLOGY

This chapter presents the description of research methods, research locale, data

gathering procedures, and design standards that the researcher will use throughout the

study.

Locale of the Study

The municipality is said to be one of the first-class - component cities in Cavite.

The researchers write to their office, seeking permission to gather data to discover

government-owned areas that are not currently being used for a project that is

convenient for government agencies. One of the municipalities that will collaborate with

researchers to establish this initiative was Kawit Cavite. However, the LGU of Kawit,

Cavite, suggests that the researchers offer a new municipal hall for their municipality

rather than convenient government agencies.

Research Design

The researcher will use developmental research as this type of research will

incorporate knowledge creation with the ideal goal of enhancing the design,

development, and evaluation processes for instructional materials. Research is defined

as the formal, methodical application of the scientific method to the research problem,

with knowledge creation being one outcome of this application. As it lends itself to the

quick resolution of real-world issues, developmental research generates information that

is typically produced by applied research. The researchers can use any tool in

developmental research to fulfill the requirements. Descriptive research techniques

could be adopted in the research of processes. This design is a systematic process that

builds on prior knowledge learned through research and/or practical experience and is
intended to produce new materials, products, or devices, install new processes,

systems, and services, or significantly improve those that have already been created or

installed.
Research Procedures

The figure illustrates that the researchers started by brainstorming the research

topics by giving insights about studies that the researchers want to do. After the

research topics, the researchers will formulate the research title that will get approval

from the CE Project 1 adviser. If the answer is “no” the researchers need to reformulate

the title and if the answer is “yes”, then the researcher can proceed to search for related

studies and literature and building requirements that are necessary to support the study.

After that, the researchers will design the structure with the guidance of a structural

engineer. Then the design will get approval if it is a “no”  the researchers need to

improve the design until it satisfies the correct and appropriate design, and if the design

gets the approval the researchers can proceed to the proposal of the project.

Data Gathering

The suggested maximum space area and required offices in the proposed

municipal hall design will be obtained from the guidelines of the Department of Budget

and Management (DBM) and the Department of Public Works and Highways (DPWH)

as a reference to ensure that no offices or facilities will be forgotten. During the design

process, revised and updated standards from various reference codes, such as the

National Building Code of the Philippines (NBCP 2015), the National Structural Code of

the Philippines (NSCP 2015), the Fire Code of the Philippines, and so on, the

researchers will use this as the reference to provide the minimum requirements required

for the project's completion. These codes will be used to ensure the serviceability,

stability, and strength of the materials to be utilized, as well as the design and quality of

the materials to be used. 


Design Constraints (pede ilagay sa scope and deli)

Tangulan Arena is an existing edifice on the right side of the municipal hall in the

government property area. Since it is an existing building that does not belong to the

municipal hall, it is a design limitation that must be considered for the property's lot

space. Furthermore, the researcher chose to build it rectangular to optimize space and

conveniently split the new Municipal Hall's rooms, offices, and departments.

DESIGN STANDARDS

To make the best possible use of public resources in terms of effectiveness,

efficiency, cost, and ethics. The researchers will adhere to the maximum space

specifications set forth by the Department of Budget and Management (DBM) and the

Department of Public Works and Highways (DPWH) about the Municipal needs for

offices, rooms, facilities, and even restrooms, etc. This is put in place to ensure that the

spaces therein are distributed or allocated in the most practical, cost-effective, and

efficient way possible to ensure the occupants' maximum work efficiency.

Secondly, the researchers' objective must be sufficient in terms of functional

layouts, flow activities, and circulatory features such as corridors, halls, stairs, ramps,

etc. And Particular Considerations like:

- Exterior Qualities

- Provisions for lighting and natural ventilation

- sensitive characteristics; pandemic

- Design and layout of workstations and cubicles

- Security and Safety aspects


- Energy Conservation

The Kawit, Cavite LGU's ideas, and suggestions regarding the requirements of

the Municipal Hall are accepted by the researchers.

The Researcher’s Design must satisfy that during the design development stage,

they are also in charge of producing the necessary structural calculations, analyses,

and designs for the structural members (foundations, columns, girders, and beams).

The National Building Code and National Structural Code of the Philippines both apply

to Municipal Hall. To ensure the overall safety of the building and reduce potential

earthquake damage, the design for the project must take into account, among other

things, the seismic needs of the area.

Additionally, the Researchers comply with the following codes and standards:

·         National Structural Code of the Philippines (NSCP) 2010;

·         National Building Code of the Philippines (PD 1096) and its latest amended IRR;

·         Accessibility Law (BP 344) and its latest amended IRR;

·         Existing Local Codes and Ordinances;

·         City Green Building Ordinance;

·         Bureau of Product Standards (BPS);

·         Philippine National Standards (PNS);

·         DPWH Blue Book;

·         American Concrete Institute (ACI);

·         American Society for Testing Materials (ASTM);

·         American Welding Society (AWS)
