Loan No. 48078-006-PAK: Second Power Transmission Enhancement Investment
and Title: Program - Tranche 4.
1. The Islamic Republic of Pakistan has applied for financing from the Asian Development Bank
(ADB) toward the cost of Second Power Transmission Enhancement Investment
Program - Tranche 4. Part of this financing will be used for payments under the contract
named above. Bidding is open to Bidders from eligible source countries of ADB.
2. The National Transmission and Despatch Company (NTDC, “the Purchaser”) invites
sealed bids from eligible bidders for the “Procurement of 500kV, 220kV and 132kV
Substation Equipment for NTDC Substations The material shall be procured in Eight (08)
lots:
Lot-I 750 MVA 500/220kV ATB for 500kV Faisalabad West (one bank) 1 No.
Lot-II 600 MVA 500/220kV ATB for 500kV Sheikhupura (one bank) 1 No.
Lot-III 450 MVA 500/220kV ATB for 500kV Dadu and 500kV New Multan (two 2 Nos.
banks)
Lot-IV 250 MVA 220/132kV ATF for 500kV Guddu, 500kV RYK and 220kV 5 Nos.

Bidders may submit their bid for one lot or any combination of lots.
3. Open competitive bidding will be conducted in accordance with ADB’s Single-Stage - One-
Envelope procedure and is open to all bidders from eligible countries as described in the
Bidding Document.
4. The Bidders must satisfy the evaluation and qualification criteria in Section 3 of the Bidding
Documents for each Lot of the subject Bidding Document in which they wish to participate,
including the following key requirements:
The Bidder or its proposed Manufacturer must have at least 05 years design/ manufacturing
experience of similar Goods of the respective Lot having similar or higher rating and
capacity.
The Bidder or its proposed Manufacturer shall have manufactured and supplied similar
Goods of similar or higher rating and capacity in the quantities at least equal to the 100%
quantities of the respective Lot within a continuous period of fifteen (15) months during the
last ten (10) years in a single or multiple contract. The Goods supplied by the bidder should
have been in satisfactory operation for a continuous period of at least three years on the
date of Bid opening.
In case of JV, all partners combined should fulfill this requirement (draft JV agreement should
be provided with the bid). The bidders, who are not manufacturers themselves, shall furnish
an authorization from the concerned manufacturer to submit a bid for supply of their goods
to Pakistan against this tender.

Bidding Document.
5. The delivery period is 240 days for Lots I-IV and 210 days for Lots V-VIII CIF (Karachi) /
EXW1 Pakistan (excluding 20 days for inland transportation in case of Ex-Works delivery for Goods
supplied from within Pakistan) contracts respectively from the date of signing of contract.

7. A Pre-Bid meeting will take place on the date, time and place as follows:

• Pay a non-refundable fee of PKR 5,000.00 or USD equivalent by cashier’s cheque, pay
order or demand bank draft in favor of Chief Engineer (Material Procurement &
Management), NTDC, 8th Floor, Shaheen Complex, Egerton Road, Lahore, Pakistan. The
document may be collected in person or may be sent by express airmail for an additional
fee of PKR 3,000.00 for domestic delivery or USD 150.00 for overseas delivery. No liability
will be accepted for loss in transit or late delivery.
10. Bids will be opened immediately after the deadline for submission of bids in the presence of
Bidders’ representatives who choose to attend.
11. When comparing Bids, ADB’s Domestic Preference Scheme will be applied as stipulated in
the Bidding Documents.
