Government of India accords highest priority to the

flagship Digital India programme, being an umbrella


programme for transforming India into a digitally
empowered society and knowledge economy.

The pillars 4 and 5 of the Digital India programme,


namely
‘e-Governance: Reforming Government through
Technology’
and
‘e-Kranti - Electronic Delivery of Services’

respectively are directly linked to the e-Kranti: National


e-Governance Plan (NeGP) 2.0.
1st Phase (Early 2000’s)

Basic Idea has evolved as Technology has evolved


The National e-Governance Plan (NeGP)

NeGP was introduced with a focus on national-level e-Governance


initiatives.

Objective: To “Make all Government services accessible to the


common man in his locality through common service delivery
outlets, and ensure efficiency, transparency and reliability of such
services at affordable costs to realize the basic needs of the
common man”.

NeGP was formulated by the Department of Electronics and


Information Technology (DeitY) and Department of Administrative
Reforms and Public Grievances (DARPG).

The Government approved the National e-Governance Plan,


consisting of 27 "Mission Mode Projects" (MMPs) and 8 components
(now 31) on 18 May 2006.
•e-Kranti is an advanced e-governance programme to deliver governance
services through electronic mode.

•The programme integrates the previous National E-Governance Plan


and is an essential pillar of the Digital India initiative.

•It has 44 mission projects.

•Its implementation is considered vital for the deliever of e-Governance,


mobile/easy Governance and Good Governance in the country,

•Vision of eKranti: “Transforming e-Governance for Transforming


Governance”.

•Mission: To ensure a Government wide transformation by delivering all


Government services electronically to the citizens through integrated and
interoperable systems via multiple modes while ensuring efficiency,
transparency and reliability of such services at affordable costs.
The Key Principles of e-Kranti

In accordance with the norms specified in the National
Cyber Security Policy 2013.

Focus/Thrust Areas of e-Kranti

1) Technology for Education – e-Education:


Under this domain, e-Kranti envisions:
•The provision of broadband facilities in all schools.
•The provision of free WIFI to all secondary and higher secondary schools.
•A national level digital-literacy program
•Massive Online Open Courses (MOOCs), which is to be developed and
leveraged for e-Education.
•2) Technology for Health – e-Healthcare
Services in this respect would entail online medical consultation, online
medical records, online medical supply, pan-India exchange for patient
information, and the likes of it
3) Technology for Farmers
The initiative seeks to facilitate the farmers to:
•Access real-time price information
•Order inputs online
•Avail loans
•Pay relief with mobile banking
4) Technology for Security
Measures in this respect would entail the provision of mobile-based emergency
and disaster-related services on a real-time basis. These initiatives would aid
citizens in employing precautionary measures against the loss of lives and
properties.

5) Technology for Financial Inclusion


Financial inclusion would be strengthened by leveraging mobile banking.

6) Technology for Justice


Measures will be initiated to strengthen the Criminal Justice System by making
use of several applications that suit the purpose. Interoperable Criminal Justice
System shall be strengthened by leveraging several related applications, i.e. e-
Courts, e-Police, e-Jails and e-Prosecution.

7) Technology for Cyber Security


e-Kranti would oversee the launch of the National Cyber Security Co-
ordination Centre to ensure safe and secure cyber-space within the country.
