Please give your reasons for deciding to do graduate work in the field you

have chosen. Include a statement concerning your past work (study and
research) in your chosen field, your plans for study at Brown, including issues
and problems you want to address, and your professional goals. 

Commitment to Public Service is one of the core values needed in any


organisation especially in Government Service of which I am currently a member.
Without being committed to Public Service, one cannot succeed in achieving the
organisational goals be it the government or the private sector.
2. I am very much committed and interested in policy areas such as laws, rules
and regulations, judgements and case studies pertaining to the government
programmes. This is since being a law graduate and a current policy implementor on
behalf of the government it is important for me to get a clear understanding in the
above policy areas which this course would help me to achieve. I would like to have
a better and clear understanding about the various policy areas.
3. I am a Political Science Graduate and subsequently completed my Law degree
from Delhi University. My academic experiences in obtaining the above degree’s and
in addition later clearing the Indian Civil Services Examination and becoming a
career diplomat by Joining the Indian Foreign Service have shaped my career goals.
Public Policy is widely taught both in Political Science and Law, further my career in
the IFS has given me a good insight in the area of public policy and various facets in
developed countries and which can be replicated in India (developing country) under
ideal local conditions other factors being constant.
4. I wish to get enrolled in the Brown University (Masters in Public Policy) degree
program to get a better understanding in the various facets of policy making. Brown
University is renowned for its course in Public Policy and attending the programme
would give me a better perspective in the art of policy making and implementation.
As a Civil Servant in a developing country, it would give me a chance to have a
better grasp of the realties/problems faced in the art of policy making and
implementation, to achieve a better delivery of the policy at the ground level.
5. I hope to gain a better understanding about both practical and theoretical
aspects of public policy by attending the program. The concept of public policy is
very diverse and has multi-layered facets that requires a detailed study to get to the
very core of public policy. The study would give me good insights that would help in
the making and implementation of various policies in my area of specialisation i.e.,
governmental domain.
6. My long-term career plans in terms of policy issues would be to get a good
understanding about the concept of public policy. As, I would rise in the higher
echelons of Bureaucracy, I would be required to make policies for various strata of
society and it would require policies to be modified and adapted to the needs of the
various beneficiaries. A clear and concise understanding about the concept of public
policy is needed for effective policy formulation and implementation.
7. I wish to work with Professional agencies/organisations specialising in the
domain of policy making in both developing and developed countries. This is due to
the reason that I wish to get acquainted with the art of policy making and its various
facets (concerning both developed and developing countries). After working with
some professional agency, I wish to use the knowledge gained in effective policy
formulation and implementation in my field of expertise. I wish to use the best
practices in policy formulation in developing countries (using the best practices in the
domain used in developed countries) for effective and efficient policy formulation
keeping in mind the local conditions and other variable factors.
8. I wish to acquire domain knowledge in the field of public policy with specific focus
in policy areas such as laws, rules and regulations, judgements and case studies
pertaining to the government programmes as they pertain to my field of work in the
government. This will help me get a better understanding of the intricacies involved
in policy making in these diverse fields which play an important role in governmental
policy formulation.
9. I wish to rise in the higher echelons of bureaucracy in my area of expertise and
after having done the program and acquired cutting edge knowledge in the domain,
would like to act like a mentor to my subordinates and be a guide to them in the area
of policy formulation and implementation of governmental policy. I wish to use the
skills acquired for better guidance and inspiring my subordinates in the field of work
and to act like a team leader.
10. My specific interest within the programme is that I want to gain insights into the
various facets of policy making, by learning the various new developments in the
realm of public policy. I am a Political Science Graduate and have studied about the
basics about public policy and its related aspects since my undergraduate level, I
would be able to relate to the theories and various facets about the programme
having had a basic understanding about the contents of the programme. I am
academically well prepared for the programme as I am aware about the basic
concepts and just need to have a basic refresher course by looking at the basics of
the programme.
11. My academic motivation for the programme is that I wish to learn the various
facets of theoretical public policy and then tailor it to the needs of a public policy
developed for a developing country with its own specific needs. I do not have any
academic aspirations in the short run, but as far as professional aspirations are
concerned, I wish to develop public policies keeping in mind the needs and
aspirations of the common man of a developing country like India. Public Policy
theoretically is taught similarly in both developed and developing countries but at the
cutting edge of policy implementation lies the difference as a policy is modified
accordingly in order to achieve its objectives. My experiences limited in my field as
an administrator in a developing country like India has influenced my decision to
apply for this particular programme as I wish to gain insightful knowledge from the
world renowned faculty of the Brown University about the whole concept of public
policy, its various facets, recent developments in theory about the concept so that I
can gain insightful knowledge into the various facets about this dynamic concept of
public policy that never is static, always changes and varies from society to society
depending on the needs of the people for whom the government makes the relevant
policies.
