SUBJECT : Progress Investigation Report


(Re: Fire incident in one of the houses at wonderland Home
Subdivision Iguig Cagayan.)

AUTHORITY:

a. Section 50, Rule VIII, Implementing Rules and Regulations of RA 6975 (DILG Act
of 1990) and BFP SOP Nr. IID 2008-01: Operational Standards on
Comprehensive Fire and Arson Investigation and Filing of Criminal Complaint
Procedures.
b. Mission Order Nr. (Series number of MO) dated (Date of MO)

MATTERS INVESTIGATED:

a. The origin and cause of the fire incident.


b. The suspect / perpetrators if there is any.
c. Other matters in the occurrence of the fire incident.

FACTS OF THE CASE:

A. This report pertains to the ongoing investigation being conducted by arson


investigator FO1 Karl David Calagui the leader of investigation unit and
chief intelligence of Iguig Municipal Fire Station, on fire incident that
transpired at wonderland Home Subdivision Iguig Cagayan on or about
14:59 pm on May 01, 2022.
B. Involved in the fire incident is a single detach house unit owned by Mr.
More, the house is made of concrete, slab, glass, ceramics and other light
materials. The estimated damage is more or less Two Hundred Thousand
Pesos Php 200,000.00.
C. The on the spot investigation revealed that the house is allegedly burn by 3
persons riding a kulong-kulong that arrived at the house and started a fire.
D. Through the ocular inspection conducted by the arson investigator on the
focal point of the fire they found markings of flammable fluid inside and
outside of the house.
E. Base on the fire pattern, the fire started at the outside of the house.
F. it was set to the mind of the undersigned investigator that this incident was
intentional because upon careful analysis and investigation, there were no
electrical damage to the plugs and sockets even the gas did not leaks, but
the fire spread rapidly.

G. The investigators gathered some CCTV footage revealing that the
testimony of witnesses is fact, that the possible Three (3) suspects flee
using a kulong-kulong after they started the fire.
H. After few days the authority had found the identity of the suspects they are
clearly identified by Mr. More owner of the burn house that they are his co-
workers in construction projects, he stated that, in that day before the arson
they had exchange pf arguments regarding salary because it was delayed,
they Identity are, Mr. Jun Baccay 53 y/o, Mr. Roderick Baggain 29 y/o and
Mr. Jeric Cabrera A.K.A Jec 23 y/o they are the co-workers of Mr. More.
I. On May, 20 2022, the authority had the location of the suspects so without
time wasted they proceed to that location in Malabbak Iguig where they
were arrested for the crime of arson and brought them at Iguig Municipal
Police Station.
J. The three suspects are now temporarily detained at Iguig Municipal Police
Station, and facing possible crime of arson.

DISPOSITION:

Based on the careful evaluation and investigation made by arson investigator, we


were able to establish that the fire was intentionally set by Mr. Jun Baccay 53 y/o,
Mr. Roderick Baggain 29 y/o and Mr. Jeric Cabrera A.K.A Jec 23 y/o.

Final Investigation Report will follow.
