 According to : Jazar , Gillespie & Web Search

Higher aspect ratio

1) Softer and more comfort ride (due to more amount of air inside the tire)
2) Increase in deflection under the load of the vehicle
3) The more sidewall you will see from your tire’s side profile->aesthetic implications
4) Used for trucks, buses, luxury cars (95)
5) Compromise on the handling
6) The taller sidewall means there’s more rubber there to cushion you against bumps,
impacts, and road irregularities and will add traction

Lower aspect ratio

1) Used for higher performance vehicles
2) Wider road contact area and a faster response
3) Less deflection under load
4) Rougher and stiffer ride
5) Nasty effect on ride quality and have less rubber to protect the rim against damage
7) No cushioning comfort (as the suspension suffers from the vibrations produced by
tires because the tire here, holds less air)
8) Enhanced cornering (have a higher
carcass stiffness resulting in greater cornering stiffness) and braking performance and
better handling
9) Responds to lateral force more effectively and quicker steering response

Surface conditions affect the rolling resistance. On hard, smooth surfaces, the rolling resistance
is considerably lower than that on a rough road. On wet surfaces, a higher rolling resistancethan
on dry surfaces is usually observed.
Precipitation that remains on the road means that the wheels need to be driven through and
displace water or snow, and this leads to increased resistance.
In addition, water cools more efficiently than air, which has an effect on the behavior of the tires
as their viscoelastic properties are temperature dependent. The tires work at a lower
temperature in the presence of precipitation, which in itself increases the resistance.
In General, rolling resistance increases with increasing speed, increasing water depth and
decreasing tire temperature.

Drum tests of tires:

A cylinder made of concrete (or any metal) is electrically driven with a constant speed. The test
wheel is in contact with the rotating drum and rotates with the speed of the drum. Due to varying
rolling resistance properties, different tires will be distinguished during this test by their
measured energy consumption.in other word by rotating the drum and measuring the resistance
the tire exerts on the rotation of the drum, the rolling resistance force of the tire can be deduced.
