I. Executive Summary

San Nicolas, is a barangay in the municipality of Baao, province of


Camarines Sur. It is a small barangay located right near the center of the
municipality. According to the 2020 census report, the total population of
Brgy. San Nicolas is 2,033. 25.82% of the barangay population are all
young people aged 15 to 30 years old.

One of the problems of Brgy. San Nicolas according to their SK


Chairman, Francis Bitmal, is the presence of young people who are stuck
and does not completed their education, or better known as out of school
youth, due to their inability to study and others personal problems.
According to the report of the Local Government of Brgy. San Nicolas, up
to 1.67% of young people aged of 15 to 30 years old were found to have
stopped and did not complete their education. Because of this incident of
other youth in the barangay, the barangay staff and its citizens are
worried about the future situation of the youth.

To address this problem, it is necessary and a good step according to


SK Chairman Bitmal to conduct a livelihood program for the out of school
youth of Brgy. San Nicolas where they will be taught the knowledge of
creating different products using recycled materials and knowledge of how
they can sell the products they can make. The organizers of the program
are required to start by asking for help from the local government of Brgy.
San Nicolas, organizations, and other concerned citizens as well as asking
for the assistance of a professional in making creative products and
teaching the right sales to give knowledge to the youth. During the
implementation of the program, the out of school youth of Brgy. San
Nicolas need to stand on their own feet, have an important work to do, a
source of money, and divert their attention to doing evil work.

II. Project Background


The program wants to provide opportunities and knowledge about
earning a living with the help of a professional who will teach the youth to
make products using recycled materials and Business knowledge so that
the youth can sell their products. This will help young people to have
other entertainment, earn money and stay away from bad activities.
Teenagers stopped going to school because of financial problem, this
project will help them to earn money so that they can help themselves on
studying and also to prevent teenagers in some kind of bad activities or
for being rebellious. The project also aims to reduce discarded items and
recycle them as new items that can be sold. The youth will be taught how
to make new items such as bags, pouches, home decorations and other
items through recycled materials such as tin, sacks, plastic and many
others. This project will also encourage young people to make the product
they want from their creative ideas. According to the Sk Chairman Francis
Bitmal of San Nicolas, Baao. This is the first project for the out-of-school
youth because in their barangay no one pay attentions to the youth.
That’s why every year the case of the out of school youth who’s engaging
in bad activities, it is still increasing because no one is doing an action to
prevent this.
If this project will be approved, it can help the youth to earn money
and to reduce waste.
III. Solution and Approach

1. Contact one of the barangay staff (one day)


2. To create and submit the Project Proposal for the Letter of Approval to
the Government of Brgy. San Nicolas, Baao, Camarines Sur (one
week)
3. Verification of submitted project proposal to LGU San Nicolas (one
day)
4. Meeting with the barangay councils for the project to be done (one
day)
5. Finding some several organizations or professionals that can help to
create the project (five days)
6. Advertising and inviting the out of school youth of the barangay to
participate in the project (one day)
7. Identification and profiling of beneficiaries (one week)
8. Create a program in Barangay San Nicolas Covered Court (Sixteen
days)
9. Observation of whether the project has been effective or not (one
week)

IV. Project Deliverable and Goals

The implementation of the livelihood program for the out-of-school youth


of Brgy. San Nicolas, Baao, and Camarines Sur will bring a great help to the
young people in enhancing their productivity and expertise in the manufacturing
of various items utilizing recycled materials, such as tin, sack, plastic, and many
others that they can continue as a kind of work. The program will also teach
knowledge on how to sell or do business with the help of a professional so that
the youth can sell the product they have created. Also because of the knowledge
and training that the program will share, out-of-school youth will be helped to
have knowledge that they can use to earn money for their needs. The program is
also a big help in Brgy. San Nicolas because it will serve as one of the steps in
solving problems in the area. The recycled materials that will be used in each
product will reduce the amount of waste that the people gives to the
environment. The participation given by the out-of-school youth will not only
bring help to their own lives but also to Brgy. San Nicolas and their fellow
citizens. If this project is successfully held and done, they can start their own
business so that they can earn money and help the environment by reducing
waste and making it a recycled material.
