1.) Why is staffing an important activity?
Effective staffing places the engineering organization on a competitive
stance. It is important because it is the process by which you look for the people
who best match the job description of an available position in the company.
2.) What activities are undertaken in staffing?
The activities undertaken in staffing are forecasting, programming, and
evaluation and control.
3.) What is the purpose of human resource planning?
Human resource planning helps organizations create and develop
training and succession planning for employees and managers.
4.) How may human resource needs be determined?
5.) What are the possible sources of applicants for vacant positions in the firm? The
possible sources of applicants for vacant positions in the firm are the
following:1.) The organization’s current employees. 2.) Newspaper advertising,
3.) Schools, 4.) Referrals from employees, 5.) Recruitment firms, and 6.)
Competitors
6.) What is the implication of the cost of the “wrong decision” in the
selection process?
If the management picks the wrong person and the subsequent effect
to the organization is negligible, then the selection process is made simple.
7.) How may one determine the qualifications of a job candidate?
To determine the qualifications of a job candidate, companies will use
the following; application blanks, references, interviews and testing.
8.) How may the type of tests be described?
Tests may be classified into two types the Psychological tests and
Physical Examination. Psychological tests are an objective, standard measure of
a sample behavior while physical examination is a type of test given to assess
the physical health of an applicant.
9.) In induction, what activities are undertaken?
In induction, new employee provided with the necessary information
about the company. His duties, responsibilities, and benefits are relayed to him.
Personal and health forms are filled up and passes are issued. In addition, the
new employee must know the company history, its products and services, and
the organization structure.
10.) How may two general types of training be described?
Training programs consists of two general types, namely: 1.) training
programs for non-managers, and 2.) training and education program for
executives. Training programs for nonmanagers is type of training directed to
nonmanagers for specific increase in skill and knowledge to perform a particular
job while the training and education program for executives is the training
needs of manager. It is classified into four areas: decision-making skills,
interpersonal skills, job knowledge, and organizational knowledge.

KUNDIMAN COMMUNICATIONS CORPORATION: Mr. Lonely
The Kundiman Communication Corporation is a local company with more than
2,000 persons in the payroll. One of the member of the staff is Engineer Lorenzo de
Guzman, an electronics engineering graduate. He was assigned to manage a new
telecommunication facility in Antipolo, Rizal and that has been given only three months
to make the facility operational. To make this possible, he needs to recruit
knowledgeable and qualified personnel to work in the facility.
The problem now is that how will Engineer De Guzman recruit qualified persons
to occupy the various positions that will be created, if he’s trainings and experiences
have not provided him with the experiences to do so? Second, how will be able to
know the information about the number of needed personnel and their job description?
He pondered that what his first move must be, knowing that his next promotion will
depend much on the success of the new facility under his direction. He thought that if
he could only get the right persons, his job would not be difficult.
To make the new telecommunication facility operational after three months, I
think Engr. de Guzman should hire a human resource manager. We know that the role
of human resource manager is to plan, direct and coordinate the administrative
functions of an organization. They oversee the recruiting, interviewing, and hiring of new
staff. Consult with top executives on strategic planning and serve as a link between an
organization’s management and employees. It must be a great help for Engr. de
Guzman to solve his problem. First step is human resource planning, the KCC has
2,000 persons under the employ and it is large enough to the company to remain
stable. Then the following step: recruitment, selection, induction and orientation, training
and development, performance appraisal, employment decision, and last, separation.
By solving this problem, it could help him a lot with the specified number of
employees needed to be hired. Proper selection of the staffs is an important
matter. Imply proper selection screening process and determine those qualified job
specifications.

Personnel Job Description
Construction Manager Responsible for overseeing the entirety of
the project from start to finish. They are
responsible for planning, budgeting, and
overseeing progress.
Estimator Responsible for estimating the costs,
materials, and labor needed to complete
a project
Architect Responsible for envisioning the client’s
needs and developing a creative solution.
They develop the creative plans to others,
and oversee their execution
Supervisor Acts as an intermediary between the field
workers and the management office to
ensure effective communication. In
addition, they are also responsible for any
problems or conflicts that may arise
between the field and office
Construction Expeditor Manages the flow of materials from
supplier to project. They must be able to
determine what materials and equipment
will be needed in any given project, order
those materials, and manage timely
delivery.
Construction Worker The driving force of every project. Once
the project is planned, the workers get
their hands dirty to make it reality.
Engineer It is very important on a jobsite and may
specialize in building, electrical,
mechanical, highway or heavy.
Electrician In charge of making electrical
connections in a building, includes
installing the wiring for all electrical
structures in a building and ensuring their
functionality.
Construction Foreman The head of the workers in the field. He
oversees the project on-site and tracks
workers’ timecard and completion of
tasks on schedule.
