Brief: ‘© The City commissioned a Storm Water rate study in 2021 to assess the operating and capital funding needs of the storm water program over the next 5 years; Current revenues generated through the Storm Water fee are not sufficient to cover the operating cost of the system and provide for necessary capital improvements. The 5-year Capital Improvement plan addresses a number of neighborhood storm water and flood risk mitigation projects The 5-year Capital Improvement plan includes the city-wide evaluation and inventory of the storm water system to identify the next round of projects necessary to accommodate the drainage needs of the City If approved, this resolution increase the ERU fee form $9.30/month to $11.35/month Issues: ‘* Absent the resolution, the storm water fee will not produce sufficient revenue to continue to cover operations or allow for additional infrastructure improvements to the storm drainage system. ‘+ Transfers from other funds would have to be increased to cover any operating deficits and finance new storm water management projects. Public Notification: Normal meeting notification. Alternatives: ‘© Amend or deny resolution. + The impact will result in a delay of storm water infrastructure project master planning and construction. Financial Impact: * Impact upon ratepayers will be $2.05/month ($24.60/year for a residential unit, ‘or equivalent). Manager's Recommendation: ‘* Trecommend approval. Attachment(s): Proposed resolution RESOLUTION R2023-13 CITY OF MYRTLE BEACH RESOLUTION TO AMEND THE COUNTY OF HORRY SCHEDULE OF STORM WATER FEES STATE OF SOUTH CAROLINA ACCORDING TO THE PROCEDURE ‘SPECIFIED IN CITY CODE SEC. 18-27. WHEREAS, Sec. 18-27 of the Code of Ordinances of the City of Myrtle Beach, South Carolina, provides that a schedule of fees shall be applied to each “Applicant,” as defined in Sec. 18-3; and WHEREAS, Sec. 18-27 further provides that the schedule may be changed by resolution of City Council (the *Council") and a copy of the schedule kept on file in the City Clerk's office; and, WHEREAS, it is now desirable to amend the fee structure to finance the operations and provide for the infrastructure needs of the storm water drainage system; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Myrtle Beach, in meeting duly assembled: 1. That the Storm Water Fee Schedule is hereby amended so that the charge per ERU is increased from $9.30 per month to $11.35 per month 2. A copy of this resolution shall be filed along with the 2023-24 Budget Ordinance. 3. The Storm Water Fee Schedule, a copy of which shall be kept on file in the City Clerk's office, shall be revised accordingly. ‘SIGNED, SEALED, AND DATED this 9" day of May, 2023.
