BADMINTON GUIDELINES
(Adopted the Guidelines of the Region)
2023 SRAA MEET TECHNICAL GUIDELINES
BADMINTON (All Singles Match)
II. ELIGIBILITY
1. The Division Screening and Accreditation Committee (DSAC) shall evaluate and
verify the authenticity of the necessary documents of the athletes, coaches and co
– coaches or chaperons to qualify prior to the schedule of the Regional Meet.
2. Only athletes and coaches in the approved gallery of delegates per category shall
be allowed to participate and compete
The competing teams for Provincial Meet 2023 are the Three (3) Congressional
District 3 as follows:
1. Congressional District 1 (Alamada, Aleosan, Libungan, Midsayap, Pigcawayan
and Pikit)
2. Congressional District 2 (Antipas, Arakan, , Magpet, Makilala at Pres. Roxas)

3. Congressional District 3 (Banisilan, Carmen, Kabacan, Matalam, M’lang and
Tulunan)

IV. DISQUALIFICATION:
Disqualification of athletes and coaches prior to the matches will solely depend
on the decision of the Congressional District Screening Committee (CDSAC) upon the
conduct of the screening process.
Disqualification of athletes and coaches during the matches will be based on
BWF Law 16.7.2 , p. 11
V. TOURNAMENT FORMAT:
The format of the competition shall run on a single elimination or knock-out system
for all events (Singles A, B, C, and D) in Elementary and Secondary level both boys
and girls.
VI. EVENTS:
Only Individual competition shall be played during the Provincial Meet 2023. A player
can only play in one event (Singles A, B, C, and D) in Elementary and Secondary level
both boys and girls.
VII. SEEDING/RANKING:
Pairings for elementary and secondary levels for both boys and girls in all events
shall be done by draw lots. There will be no seeding of players since it has been two
years in row that no Provincial Meet competition was held.

1. It shall be done during the Virtual Solidarity meeting of the Provincial MEET on
March 30, 2023 a day before the actual competition. (Fish Bowl Pick Draw lots
shall be implemented).
2. Coaches or representatives shall be the one to make the draw to determine their
opponent.
3. Coach / representative’s right to question the tournament proceeding or technical
guidelines shall be waived if he /she fails to attend the solidarity or draw lots.
1. Coaches shall submit their entries for singles A, singles B, singles C, and singles
D categories during the solidarity meeting before the start of drawing of lots on a
prescribed entry form to be provided by the management.

3. Upon submission of the entries, no more substitution or alterations and changes
shall be allowed especially after the draw.
X. SCORING
The BWF scoring system of 1-21 points (rally point) best of three games shall
apply. In case the score becomes 20-all, the player/pair who gains an advantage of
two (2) points wins the game (20-22, 23-25). If the score becomes 29-all, the
player/pair who score the 30th point wins the game.

A ten (10) minute grace period upon call of the match shall be given, otherwise the
team/player shall be declared loser via walk-over.
XII. ATTIRE:
1. All players are required to use their playing uniform (regional colors) on the
first day and during the championship or finals. In the succeeding matches,
players are allowed to wear a sponsored uniform however the delegation name
should be indicated.
2. Coaches and Chaperons are required to wear their regional uniform when
coaching during the match. Wearing sleeveless shirts, shorts/ tukong and
slippers when coaching is not allowed.
3. Technical Officials Court officials shall wear the prescribed regional/event
uniform: shirts with collar, black slacks, black belt, black leather shoes and
black socks when officiating.
XIV.2.1 The champion coach in the cross - over match Individual Event will
automatically the official coach to the SRAA MEET 2023.
XII.2.2. The Silver Medalist’s Coach in Individual Event’s Cross-over matches will be
the official Co-coach to the SRAA MEET 2023. In the event that the coach of the
Champion and the Silver Medalist in the Individual Event’s Cross-over matches is
the same person, the Bronze Medalist’s Coach will be the official Co-coach to the
SRAA MEET 2023.
XVI.1 Qualifications
DepEd employees with credentials that have undergone Regional Accreditation for
Technical Officials.

1. Tournament Manager
a. Conduct and manage the tournament
b. Identifies the playing venue, prepares the equipment and materials
needed for the tournament.
c. Oversee the conduct of the tournament and supervise the Technical
Working Group with regards to their roles, duties and functions.
d. Serves as chief executive officer of the tournament
e. Make decisions about basic format and structure of the tournament
2. Consultant/Division Sports Officer/Asst. DSO
a. Provides recommendations on tournament improvement and
innovation.
b. Assist in the development and implementation of policies and
procedure and ensure high standards including health and safety, risk
assessments equal opportunities and safeguarding.
4. Tournament Secretary
a. Allowed to give information on game result upon approval of the
tournament manager
b. Post the schedule of matches and results.
c. Keeps all the record of the tournament.
5. Tournament Encoder/ICT
a. A computer literate and in-charge of making pairing and drawing of
lots and provide computer print-out and submit it to the Tournament
Secretary for verification and approval.
b. In-charge of the preparation and submission of on-line reports.
c. Works hand in hand with the Tournament Secretary.
6. Court Officials
a. The Umpire
He/She shall be the in-charge of the match, the court and its
immediate surrounds. He shall report to the Tournament Referee.
c. Line Judges
They shall indicate whether a shuttle landed “in” or “out” on Certification

XXI.PROTEST:
1. All entries are presumed to have been decided with finality by the Division
Screening Committee, therefore any protest on eligibility shall not be entertained
by the Badminton Tournament/ Competition Management Team.
2. All matters arising from the actual conduct of the match that will push teams to
file a protest shall require its filing addressed to the Regional Director, attention
to the Jury of Appeals, duly signed by the coach, approved by the head of the
delegation. It must be handed over to the Tournament Manager within two (2)
hours after the match.
3. No protest will be entertained regarding the decision of the referee. Only
technicalities of the game may be protested.
4. Only the official coach can file a protest.
XXII. PROTEST:
1. Protest Fee of Ten Thousand Pesos (P 10,000.00 non – refundable) shall charge
in favor of the administration.
2. A protest letter shall be properly subscribed and notarized by a lawyer and be
submitted to the Jury of Appeal.
3. A protest letter shall be filled within the period of the tournament.
XXIII. SANCTIONS:
Athlete : Banned from playing any DepEd tournament for 1 year
Coach : Banned from coaching for any DepEd tournament for
one(1) year
Technical Official : Banned from performing a function in any DepEd

Due to the concurrent pandemic, certain proceedings during the game shall be
implemented:
1. There shall be a players assembly area. This is where the players will be
checked and assembled before proceeding with their game
2. No borrowing of rackets, shoes, uniforms, and other personal items during the
match.
3. Before the toss, the players will no longer shake hands, instead a hand
gesture on the chest followed by a bow shall be implemented.
4. At the end of the match the same gesture will also be used.
5. Sanitation of the player boxes, umpire and coaches’ chairs shall be done every
time a match is concluded.
1. Court officials will not be allowed to officiate in a match if he/she is under the
influence of liquor (alcoholic beverage).
2. Smoking is prohibited within the playing area—let us make badminton a
smoke-free competition.
XXVI. UNFORESEEN EVENT:

1. The decisions of the Referee on any disputes during the competition shall be
final.
2. The ongoing ties/matches will be impossible to continue; such ties/matches
will be continued later from the point where it was disrupted.
In case of the outside interference that may cause the delay of the games,
the following actions should be done;
a. The Tournament Manager prior to the start of the games should orient safety
measures when there will be untoward natural occurrences. Ensure the
presence of the medical team and the PNP Personnel and LGU local force
multipliers in the playing venue.
