Chapter 1.

0 – Overview of Saudi Aramco Hazardous


Waste Code

1.0.1 This overview is designed to help those organizations who are unfamiliar with the
hazardous waste control program to determine which regulations apply to them (See
Chapter 2 for applicability).

1.1 Definition of Solid Waste


1.1.1 Chapters 1 and 4 provide a definition of ―solid waste‖ (see Figure 1). For
regulatory management consistency, all discarded and waste gas, liquid and solid
are solid wastes. Discarded wastes from all different physical phases will be
managed as a waste, regardless of the physical characteristic. Figure 1 explains that
solid waste is either:

(a) Garbage, refuse, or sanitary sludge, or


(b) all other waste that is discarded, served its intended purpose, or is a
manufacturing by-product.

1.1.2 All materials in 1.1.1(a) are solid waste. All materials in 1.1.1(b) are solid waste
unless they are excluded, such as domestic sewage, or wastewater discharge points.
These exclusions are made because these types of wastes are managed elsewhere
(for example, Presidency of Meteorology and Environment (PME) regulations
1409-01 for direct discharge of wastewater to the marine environment).

1.1.3 The HWC identifies wastes that are incompatible, and potentially dangerous if
stored or transported together. Incompatible wastes are identified in Chapter 4,
Appendix I.

1.2 Definition of Hazardous Waste


1.2.1 Chapter 4 defines hazardous waste, and the appendices of Chapter 4 provide
clarification and detail. A solid waste is a hazardous waste if: (1) it is, or contains, a
hazardous waste listed as a specific hazardous waste stream; (2) it is a solid waste
that contains specific constituents as listed in Chapter 12; (3) it is a characteristic
waste defined in Chapter 4.4; or (4) it is a listed acutely hazardous substance in
Chapter 5. Certain solid wastes are excluded from the definition of ―hazardous
waste‖, such as petroleum drilling fluids, produced waters, and recycled material.
Figure 2 clarifies the definition of ―hazardous waste‖. It presents a series of
questions which a person should ask concerning the waste. After following the
flow, it should be understood whether the waste is a solid waste, or a hazardous
waste.

1.3 Hazardous Waste Regulations
1.3.1 Figure 3 depicts the special provisions related to small quantity generators, wastes
intended to be reused or recycled, or if it is a mixture of hazardous and
nonhazardous wastes. The figure should clarify which sections of the HWC apply,
for example, the requirements of generation, transportation, or Treatment / Storage /
Disposal (TSD).

1.3.2 All organizations who handle hazardous waste are either: (1) Generators (regular
and small-quantity), (2) transporters, (3) proponents of hazardous waste TSD
facilities, or (4) any combination of the above. All organizations must notify EPD
of their hazardous waste activities (use Registration form). SAP Environmental
Health and Safety Module will generate the HWC Generator, Transporter, or TSD
Identification Number.

1.3.3 Figure 3 indicates that generators of hazardous waste must comply with the HWC
generator rules (Chapters 6, 9, 10, and 12).

1.3.4 If an organization transports hazardous waste, they must comply with the
transporter rules (Chapters 7, 9, 10, 12). The rules are designed to ensure proper and
periodic waste inspection, recordkeeping and reporting, the use of a manifest
system to track shipments of hazardous waste, the use of proper labels and
containers, and the ultimate delivery of the waste to a permitted treatment, storage,
or disposal facility.

1.3.5 If an organization operates a TSD facility, they must comply with TSD
requirements (Chapters 8, 9, 10, 11, 12). These requirements describe
administrative requirements, monitoring and closure standards, technical
compliance, and closure/post-closure. If the TSD facility has not carried out the
above requirements, it must stop waste management operations (if any), and send
hazardous waste (if any) to a facility that is compliant with the HWC.

1.3.6 All Saudi Aramco facilities that generate, treat, store, or dispose of hazardous
wastes are subject to assessment and compliance inspection by EPD as per Chapter
10. These assessments can occur at any time, and with limited notification. The
intent of the inspections are to help facility organizations comply with HWC and
government regulations. Facility inspections are intended to reduce liability to
Saudi Aramco, by correcting violations early enough to avoid excessive
remediation costs.

1.3.7 Following notification of intent to design and/or construct and/or operate a TSD
facility (by submittal of a Registration Form), the TSD may be required to submit
additional documents to the Saudi Government for permitting purposes and for
permission to operate.

1.3.8 All Saudi Aramco organizations that store, transport, use, generate, treat, or dispose
of hazardous chemicals are subject to the reporting requirements of Chapter 10.

1.3.9 Saudi Aramco shall comply with the Saudi Aramco HWC, the applicable sections
of the Saudi General Environmental Regulations (GER), and any relevant
requirements of the Royal Commission or local governments.

Chapter 2.0 – Applicability

2.0.1 The Saudi Aramco Hazardous Waste Code (HWC) is applicable to all Saudi
Aramco facilities, units, installations, and operations that generate, transport, treat,
and/or dispose of hazardous wastes outside Royal Commission boundary areas of
Yanbu and Jubail.

2.0.2 Saudi Aramco facilities within the boundaries of Royal Commission Yanbu and
Jubail are subject to the environmental requirements of those Royal Commission
areas. Any environmental regulation discrepancy between the Saudi General
Regulation (GER), or HWC requirement is superseded by Royal Commission
regulatory requirement.

2.1 Generators
2.1.1 Any Saudi Aramco facility that generates hazardous waste must comply with the
HWC for generators. This would include, but not be limited to every Saudi Aramco
refinery, medical waste storage and/or treatment unit, terminal, bulk plant, gas/oil
separation plant, pipeline corridor, or other installation. Facilities that share
boundaries that are continuous may be considered single facilities (for example, a
bulk plant within a refinery, or pond/pits along a pipeline corridor). All facilities
that generate hazardous wastes must comply, however there exists reporting and
storage requirement modifications for small-quantity generators. Specifically,
generators must meet requirements for registration, manifesting, recordkeeping,
training, emergency response equipment, emergency procedures, security,
inspection, labeling, release protection, communication, signage, and reporting.

2.2 Transporters
2.2.1 Any transportation of Saudi Aramco hazardous waste, either by Saudi Aramco
vehicle, contracted hauler, or subcontracted hauler is subject to the requirements of
the HWC for transporters. Specifically, transporters must meet requirements for
registration, manifesting, recordkeeping, training, emergency response equipment,
placarding, emergency procedures, and reporting.

2.3 Treatment/Storage/Disposal Facilities


2.3.1 Any Saudi Aramco facility that stores hazardous waste following generation for
periods longer than 90 days (3 months Gregorian) are defined as
treatment/storage/disposal facilities (TSD). Any Saudi Aramco TSD must meet the
requirements of TSD facilities, including registration, manifesting, inspection,
applicable permit applications, security, safety, communication, spill contingency,
long-term monitoring, closure plans, segregation and control, and reporting. TSD
facilities include medical waste treatment facilities, oily waste landfarms, asbestos
landfills, and waste ponds/pits containing hydrocarbon wastes. Flow through

process pits/ponds are not TSD facilities; endpoint discharge ponds/pits should be
evaluated for applicability.

2.4 Exclusions/Exemptions to Applicability


2.4.1 Contractor facilities must independently comply with Saudi General Regulations.
Saudi Aramco will not accept responsibility or liability for them, however, Saudi
Aramco may inspect any and all contractor facilities deemed to be responsible for
providing assistance with Saudi Aramco environmental wastes.

2.4.2 The following are not solid waste, therefore they are not regulated under a
hazardous waste code, as they are regulated elsewhere:
 Domestic Sewage (see Ministry of Municipal and Rural Affairs ―Rules for
Implementation of the Regulations for Treated Sanitary Drainage Water and its
Reuse‖)
 Wastewater Discharge Points (see regulation PME-1409-1 ―Environmental
Protection Standards)

2.4.3 The following are not hazardous wastes, and therefore they are not regulated under
the HWC:
 Radioactive Waste (all radioactive wastes regulated by King Abdulaziz Center for
Science and Technology)
 Mixed Radioactive/Hazardous Waste
 Naturally Occurring Radioactive Material (NORM) Waste
 Mixed NORM/Hazardous Waste
 Domestic and Residential Waste
 Inert Waste and Debris
 Commercial and Office Trash
 Composted Wastes Consumed in Agriculture
 Animal Wastes Consumed in Agriculture
 Recycled Wastes
 De Minimus Discharges to Wastewater from Laboratory Operations
 Drilling Fluids, Produced Waters from Crude Oil and Gas Exploration and
Development
 Injected Water, Used for Oil Field Pressure Reservoir Maintenance
 Fire Water/Foam Drainage Runoff from Fire Fighting and Training Operations
 Chlorofluorocarbon Refrigerants from Enclosed Heat Transfer Equipment

2.4.4 Facilities within Royal Commission areas are excluded, as they are regulated by
Royal Commission requirements.

2.4.5 Drilling rig sites, drilling camps, and geophysical field camps are excluded from
regulation as a treatment/storage/disposal facility, as they do not represent
permanent installations or facilities. Because of their temporary nature, the
proponent facility for the rig site or camp will be the generator for waste
manifesting and tracking purposes. These specific sites may be considered
generators of wastes, if chemical, hazardous waste, or hazardous material remains at

the site, or is discarded. Temporary facilities that relocate hazardous materials to
the next facility, or back to their respective materials supply organizations are not
generators of waste and are exempt.

2.4.6 Small quantity generators are exempt if less than 100 kg of hazardous waste is
generated per month. A small quantity generator may accumulate up to 1000 kg of
hazardous waste for shipment, without qualifying as a regular hazardous waste
generator. For small quantity generators, the allowable storage limit on site is
extended to 180 days from 90 days. If quantities exceed 1000 kg in storage, all
normal hazardous waste requirements will apply. Requirements for proper storage,
inspection, and recordkeeping apply to small quantity generators. No small
quantity generator designation is allowed for generators of acutely hazardous
wastes, as listed in Chapter 5.

Chapter 3.0 – Definitions

3.0.1 When used in the Saudi Aramco Hazardous Waste Code, the following terms have
the meanings given below:

Aboveground tank: Tank situated such that the surface area is completely above ground,
and the entire tank (including tank bottom) can be visually inspected.
Acutely hazardous waste: Wastes specifically listed in Chapter 5 because of their
toxicity.
Ancillary equipment: Any piping, fitting, flange, valve, and pump, used to distribute,
meter, or flow hazardous waste.
Aquifer: A geologic horizon, group of horizons, or part of a horizon capable of yielding
groundwater at a volume, rate, and quality to meet its intended purposes.
Authorized representative: Person responsible for operation of a facility or operational
unit (i.e., part of a facility), e.g., the plant manager, superintendent or equivalent.
Boiler: A steam or hot water generator.
Characteristic Waste: A solid waste, that is hazardous because of its characteristic(s) of
ignitibility, corrosivity, reactivity, or toxicity as defined in Section 4.4.
Closed portion: Portion of a facility that is closed in accordance with the closure plan.
Confined aquifer: An aquifer that contains groundwater that is bounded above and
below by relatively impermeable horizons and is under confined pressure.
Container: Any portable device where material is stored, transported, treated, disposed,
or handled. A 55 gal. drum is a container.
Contingency plan: A document organized, planned, and coordinated for action to be
followed in case of a fire, explosion, or release of hazardous waste. The appropriate plan
may be contained in Safety Management System Element 8, as long as all plan
requirements of the Hazardous Waste Code are included.
De Minimus losses: Inadvertent releases to wastewater treatment systems, including
toxic components from normal laboratory operations, from normal material handling
operations (e.g., spills from unloading or transfer, leaks from pipes, valves or other
devices); minor leaks of process equipment, storage tanks or containers; leaks from
packings and seals; sample purgings; relief device discharges; safety showers, rinsing
personal safety equipment; and empty containers rinsate.
Designated facility: A hazardous waste treatment, storage, or disposal (TSD) facility.
These facilities may store hazardous wastes for long term, may treat in landfarm,
neutralization, solidification, centrifuge, thermal oxidation, or may dispose/destruct
hazardous wastes by incineration, landfill, or auto/rotoclave.
Dike: Berm of natural or man-made material.
Discharge: The accidental or intentional release of hazardous waste.
Disposal: The discharge, deposit, injection, dumping, spilling, leaking, or placing of any
solid waste or hazardous waste into or on land or water.
Disposal facility: Facility or part of a facility where hazardous waste is placed into or on
land or water, where waste will remain after closure.
Drip pad: An containment to collect drips from containers, valves, vessels.
Elementary neutralization unit: A device used for neutralizing corrosive wastes that do
not contain other hazardous characteristics or components.

Environmental Monitoring: Any practice past or present, related to data collection and
monitoring of the environment.
Existing hazardous waste management (HWM) facility or existing facility: A facility
which was in operation before the implementation of the General Environmental
Regulations (GER).
Existing tank system or existing component: A tank system or component that is used
for the storage or treatment of hazardous waste and that is in operation before the
implementation of the General Environmental Regulations (GER).
Facility: All adjacent and contacting Land Use Parcels, land, and structures, used for
treating, storing, or disposing of hazardous waste. A facility may consist of one or several
treatment, storage, or disposal operational units (e.g., one or more landfills, surface
impoundments, or combinations of them).
Final closure: The closure of all hazardous waste management units at the facility so
that hazardous waste management activities are no longer conducted.
Free liquids: Liquids that readily separate from the solid portion of a waste under
ambient temperature and pressure.
Freeboard: The vertical distance between the top of a surface impoundment dike and
the surface of the waste contained.
General Environmental Regulations (GER): The General Environmental Regulations
and Rules for Implementation in the Kingdom of Saudi Arabia, Presidency of
Meteorology and Environment.
Generator: Any person, by site, that produces hazardous waste.
Government agency: Any department, or agency of the Saudi Government, which
includes Regulatory Commissions and Ministries.
Government approvals or permits to begin construction: Permits and approvals
required under government regulations.
Groundwater: Water below the land surface in a zone of saturation.
Hazardous waste: A hazardous waste as defined in this Hazardous Waste Code.
Hazardous waste constituent: A constituent listed in Appendix III of Hazardous Waste
Code.
Hazardous waste management unit: An area of land where hazardous waste is placed.
Examples include surface impoundment, waste pile, land treatment area, landfill cell,
incinerator, tank and container storage area.
Hazardous waste number: The number assigned to each hazardous waste listed in
Appendices III and IV of Hazardous Waste Code.
Identification number: The unique identifying number assigned to each generator,
transporter, and treatment, storage, or disposal facility.
Incinerator: An enclosed controlled flame or electric combustion device.
Incompatible waste: A hazardous waste which is unsuitable for placement in a
particular device or facility, or commingling with another waste or material because their
contact cause a chemical reaction, fire, gas, or explosion.
Infectious Waste: Wastes of laboratory cultures and stocks; pathological wastes; human
blood, blood products and body fluids; contaminated, used, opened, or nonsterile sharps
(needles, syringes, lancets, pipettes, scalpel blades, blood vials, needles with attached
tubing, and broken medical glassware, unbroken contaminated medical glassware); and
isolation wastes. Untreated pathology waste and surgically-removed tissues should be
buried. Treated infectious wastes (rotoclave, crushing and autoclaving) are sanitary
garbage wastes.

Injection well: A well into which fluids are injected.
Inner liner: A continuous layer of material placed inside a container to protect the
container from the contained contents.
Landfarm or land treatment facility: A unit or facility where hazardous waste is
applied onto or incorporated into the soil surface.
Landfill: A disposal unit or facility where waste is placed in or on land, and that is not a
waste pile, landfarm, surface impoundment, or underground injection well.
Landfill cell: A discrete unit of volume within a landfill.
Leachate: Any liquid that has percolated through or drained from hazardous waste or
landfill material.
Leak-detection system: A system for detecting the presence of a release of waste or
liquid.
Liner: A continuous or sealed/cemented layer of natural or man-made materials, beneath
and/or on the sides of a surface impoundment, landfill, or landfill cell, which restricts the
escape of waste, waste constituents, or leachate.
Management or hazardous waste management: Systematic control of the collection,
separation, storage, transportation, processing, treatment, recovery, and disposal of
hazardous waste.
Manifest: The shipping document used as a bill of lading for transport of hazardous
waste from the generator, through transporter, to the final destination. The manifest is
included for reference in the Hazardous Waste Code, but official Saudi Government or
Royal Commission manifests are to be used as the higher regulatory authority, if
applicable.
Manifest document number: An identification number assigned to the generator plus a
unique number assigned for each manifest for unique recording and reporting purposes.
Marine Shipment (bulk shipment): The bulk transportation of waste on a vessel
without containers or labels.
Medical Waste: See infectious waste.
Miscellaneous unit: A waste management unit where hazardous waste is treated, stored,
or disposed of and that is not a container, tank, surface impoundment, pile, land treatment
unit, landfill, incinerator, boiler, industrial furnace, underground injection well,
containment building, or staging pile.
Neutralization: The adjustment of pH of a strong acid or strong base to a final pH range
between 6 and 9 standard pH units. Neutralized waste may still be considered hazardous
wastes because of contamination by other characteristic components (for example, still
contains contamination by lead or cadmium).
New hazardous waste management facility or new facility A facility which began
operation, after implementation of the General Environmental Regulation (GER).
New tank system or new tank component: A tank system or component that will be
used for the storage or treatment of waste and when installation has commenced after
implementation of the General Environmental Regulation (GER).
On-site: The same property which may be divided by public or private right-of-way.
Non-contiguous properties connected by a right-of-way which is controlled and the
public does not have access.
Open burning: Uncontrolled combustion of any material.
Operator: The person responsible for the overall operation of a facility.
Owner: The organization who owns a facility or part of a facility.

Person: An individual, trust, firm, joint stock company, corporation, partnership,
association, municipality, commission.
Personnel or facility personnel: All persons who work at a waste facility, and whose
actions or failure to act may result in noncompliance with the Hazardous Waste Code.
Pile: Any non-containerized accumulation of solid waste used for treatment or storage.
Point source: Any pipe, ditch, channel, tunnel, conduit, well, vessel or floating craft,
from which pollutants are or may be discharged. This term does not include return flows
from irrigated agriculture.
Publicly owned treatment works or POTW: means any device or system used in the
treatment (including recycling and reclamation) of municipal sewage wastewater or
industrial wastewater.
Pyrophoric Material: Precipitate that forms from the reaction of hydrogen sulfide and
iron piping or vessel in the absence of iron. This material is unstable and has the potential
to spontaneously react when exposed to oxygen, generating heat, and potentially igniting
nearby or associated flammable material. Treated pyrophoric material no longer exhibits
spontaneous heat generation, however the material may still contain characteristic
hazardous constituents.
Release: Any spilling, leaking, pumping, pouring, emitting, emptying, discharging,
injecting, escaping, leaching, dumping, or disposing into the environment (including
discarding barrels or containers containing any hazardous substance).
Remediation waste: All solid and hazardous wastes, and all media (including ground
water, surface water, soils, and sediments) and debris, that are managed for implementing
cleanup.
Representative sample(s) A sample(s) which can be expected to exhibit the general
properties of the material that is sampled.
Run-off means rainwater, leachate, or other liquid that drains off of or away from a
facility.
Run-on : Rainwater, leachate, or other liquid that drains on to a facility.
Saturated zone or zone of saturation: That part of the subsurface sediment or rock
where all voids are filled with water.
Sanitary Sludge: Any solid, semi-solid, or liquid waste generated from a municipal
wastewater treatment plant.
Hydrocarbon Sludge: Any solids that separate from process crude or hydrocarbon, that
is collected in tank storage, process vessel sediment, or as a hydrocarbon/water emulsion.
Hydrocarbon sludge will include API separator sludge, API bundle sludge, but will
exclude all sanitary wastewater sludge.
Small Quantity Generator: A generator who generates less than 100 kg of hazardous
waste in a calendar month.
Solid waste: A solid waste as defined in the Overview of this code.
Sorbent: A material used to soak up free liquid by adsorption, absorption or both.
Storage: The holding of hazardous waste for a temporary period, at the end of which the
hazardous waste is treated, disposed of, or stored elsewhere. The period of storage
begins at the completion of accumulation in a tank or vessel, or at the beginning of
storage in a pond, pit, or pile.
Sump: Any pit or container similar to a tank and the troughs/trenches connected to it that
serve to collect hazardous waste for transport to hazardous waste storage, treatment, or
disposal facilities. For landfills, surface impoundments, and waste piles ―sump‖ means

any lined collection point used to collect drained fluids from a leachate collection system
or leak detection system.
Surface impoundment, pond or pit: A depression designed to hold liquid wastes or
wastes containing free liquids, and which is not an injection well. Examples of surface
impoundments, ponds, or pits include holding, storage, settling, and aeration pits, ponds,
and lagoons. The definition includes process flow through systems, as well as endpoints
accumulation location.
Tank: A container larger than a 55 gal. drum, that is designed to hold liquid, semi-liquid,
or solid, constructed of non-earthen materials (wood, concrete, steel, plastic) which
provide structural support. It may be used above or below ground.
Tank system: A storage or treatment tank and its associated piping, equipment, and
secondary containment system (if any).
Thermal treatment: Treats waste in a device which uses elevated temperatures as the
primary means to change the chemical, physical, or biological character or composition
of the waste. Examples include incineration, pyrolysis, calcination, wet air oxidation,
and microwave discharge.
Totally enclosed treatment facility: Treats waste directly connected in a process or
system, and constructed and operated to prevent releases of any waste constituent into the
environment during treatment. An example is a flow-through, acid neutralization tank.
Toxic Waste: Toxic wastes are wastes that may involve delayed or chronic effects,
including cancer, if inhaled or injected, or if they penetrate the skin.
Transfer facility: Includes loading docks, parking areas, storage areas and other similar
areas where shipments of waste are held for shipment consolidation, and during the
normal course of transportation.
Transport vehicle: A motor vehicle or rail car used for the transportation of cargo by
any mode. Each cargo-carrying body is a separate transport vehicle.
Transportation: The movement of waste by air, rail, highway, or water.
Transporter: A person engaged in the offsite transportation of hazardous waste.
Treatment: Any method, technique, or process, designed to change the physical,
chemical, or biological character or composition of any waste to neutralize, recover
energy or material resources, or render waste nonhazardous, less hazardous; safer to
transport, store, or dispose; or amenable for recovery, storage, or reduced in volume.
Treatment, Storage Disposal Facility (TSD): Any location or unit used for the
treatment, storage, disposal of hazardous wastes.
Treatment zone: A soil area in the unsaturated zone of a landfarm where hazardous
constituents are degraded, transformed, or immobilized.
Underground injection: The process of injecting fluids into a bored, drilled or driven
well.
Underground tank: A tank with a portion of the tank wall within the ground, thereby
preventing visual inspection of the entire external surface area.
Unsaturated zone: The accumulation of sediment between the land surface and the
shallowest presence of a water table.
Uppermost aquifer: A geologic horizon nearest the natural ground surface that is an
aquifer, as well as lower aquifers that are hydraulically interconnected with this aquifer
within the facility's property boundary. For groundwater monitoring, an aquifer is the
first horizon that can repeatedly yield sufficient groundwater for a representative
laboratory sample.

Used oil: Any refined oil or any synthetic oil, that has been used is contaminated by
physical or chemical impurities. Used oil can no longer be used for its intended purpose.
Variance, or Grant of Variance: A Waiver of a requirement of the Hazardous Waste
Code.
Wastewater treatment unit: A facility that is part of a wastewater treatment facility and
receives and treats or stores an influent wastewater and meets the definition of a tank or
tank system.
Well: Any shaft or pit dug or bored into the earth, and often walled with tubing to prevent
the earth from caving in. A well does not need to be capable of supplying or storing water
to be considered a well.

Chapter 4.0 – Classification of Hazardous Wastes

4.1 General Discussion, Exclusions


4.1.1 The following materials are not waste according to this Hazardous Waste Code, and
therefore are not hazardous wastes:
 Domestic Sewage
 Wastewater Discharge Points
 Agricultural/Irrigation Drainage Run Off Points
These wastes are regulated elsewhere and not subject to regulation under this code.

4.1.2 The following wastes are not covered by this Hazardous Waste Code, and are not
subject to regulation under this code:
 Radioactive and Naturally Occurring Radioactive Material (NORM)
 Mixed Hazardous/Radioactive and mixed Hazardous/NORM Wastes
 Domestic and Residential Waste
 Inert Waste and Debris
 Commercial and Office Trash
 Composted Wastes used in Agriculture
 Animal Wastes Consumed in Agriculture
 Recycled Waste (wastes may be considered hazardous until they are recycled)
 Drilling Fluids, Produced Waters from Oil and Gas Exploration and Development
 Injected water, used for Oil Field Pressure Reservoir Maintenance
 Fire Water/Foam Drainage Runoff from Fire Fighting and Training Operations
 Chlorofluorocarbon Refrigerants from Enclosed Heat Transfer Equipment.

4.1.3 Wastes that are generated within Royal Commission areas are subject to the specific
regulation of the Royal Commission.

4.1.4 Although fire water/foam drainage runoff is excluded, accumulations of


hydrocarbon that separate from drainage runoff or that accumulate in oil/water
separation systems may be classified as hazardous if the hydrocarbon is not
recovered/recycled.

4.1.5 Temporary drilling rig sites, drilling camps, and geophysical field camps are not
permanent installations or facilities, are temporary in nature, and therefore not
generators. Their proponent organization become the generator.

4.1.6 Generators of acutely hazardous wastes are not exempt or excluded.

4.2 Considerations of Wastes
4.2.1 Solid Wastes are hazardous wastes if they are not excluded above, and any of the
bullets below are true:
 Exceed any criteria for hazardous waste characteristic (see paragraphs below)
 Are generated from any Listed process as per GER Appendix III(a)
 Contain any Listed constituent as per GER Appendix III(b)
 Are a Listed waste as per GER Appendix IV
 Are a mixed or diluted waste that contains a Listed GER Appendix III(b), or
Listed GER Appendix IV constituent
 Contain any listed acutely toxic waste as per Chapter 5 (Acutely Hazardous
Substance)
 Are a leaked, spilled, or discharged component of HWC Chapter 12 (Spill
Reporting)

4.3 Empty Drums or Containers


4.3.1 Drums and containers (or an inner liner that has held any hazardous waste, except
that is identified as an acutely hazardous waste (See Chapter 5)) is empty if all
wastes have been removed that can be removed by pouring, pumping, and
aspirating. No more than the following is allowed:
 2.5 centimeters (one inch) or 3 percent by weight if the container is less than or
equal to 110 gallons in size, or
 0.3 percent by weight of the total capacity of the container is greater than 110
gallons in size.

4.3.2 A drum, container, or an inner liner from an acutely hazardous waste is empty if the
container or inner liner has been triple rinsed using a solvent capable of removing
the chemical, or the inner liner has been removed and is properly disposed.

4.4 Neutralization of Acid/Base Material


4.4.1 Neutralization of strong acid or base may be performed and is not considered
hazardous waste treatment. Neutralization is performed to reduce the handling,
transportation, and management hazard of a corrosive waste. Neutralized acid or
base must still be tested for hazardous waste characteristics before a determination
can be made regarding its hazard.

4.5 Stabilization of Pyrophoric Material


Stabilization of pyrophoric material may be performed and is not considered
hazardous waste treatment. Stabilization is performed to reduce the handling,
transportation, and management hazard of pyrophoric material. The stabilized
material must still be tested for hazardous waste characteristics before a
determination can be made regarding its hazard.

4.6 Hazardous Waste
4.6.1 Solid wastes are hazardous if they exhibit the characteristic(s) of ignitability,
reactivity, corrosivity, or TCLP toxicity.

4.6.2 Ignitable hazardous wastes. Ignitable hazardous wastes exhibit a flammable


vapor pressure and can be defined as having a flash point less than 60 °C (140 °F),
as determined by a Pensky-Martens Closed Cup Tester, using the test method
ASTM Standard D–93–79 or D–93–80, or a Setaflash Closed Cup Tester, using the
test method ASTM Standard D–3278–78. Flammable compressed gas wastes are
also ignitable hazardous wastes.

4.6.3 Reactive hazardous wastes. Reactive hazardous wastes are unstable and may
cause fire or explosion if shocked, exposed to oxygen, or heated; or may generate
toxic gases when mixed with water, or with changes of pH. It is a reactive waste if
it is a cyanide or sulfide waste that generates toxic cyanide or hydrogen sulfide
gases when exposed to pH conditions between 2 and 12.5. Analytical method is
U.S. EPA SW-846, Section 7.3 . Action levels are equal or greater than 250 mg/kg
HCN hydrogen cyanide, and equal or greater than 500 mg/kg H2S hydrogen sulfide.

4.6.4 Corrosive hazardous wastes. Corrosive hazardous wastes are aqueous wastes
with pH values greater than or equal to 12.5, or with pH values less than or equal to
2. They can also be aqueous or nonaqueous liquid wastes that corrode steel at rates
greater than 6 mm per year using the test method NACE (National Association of
Corrosion Engineers) Standard TM–01–69

4.6.5 TCLP toxic hazardous wastes. Toxicity Characteristic Leachate Procedure


(TCLP) toxic hazardous wastes show the potential for generating leachate that
contains heavy metal concentrations greater than the concentrations specified
according to US EPA regulatory limits. The criteria is according to Method 1311 in
―Test Methods for Evaluating Solid Waste, Physical/Chemical Methods,‖ EPA
Publication SW–846. If the waste contains less than 0.5% filterable solid, the
TCLP extraction is not performed, and chemical analytical testing is done on the
liquid directly. Note that all proper TCLP tests are reported in mg/L to clearly show
that the testing is a liquid concentration, and not back calculated to the original
waste material. Chemical testing identifies toxic hazardous wastes when the TCLP
leachate exceeds any of the following concentration values:

 Arsenic – 5 mg/L
 Barium – 100 mg/L
 Cadmium – 1 mg/L
 Chromium – 5 mg/L
 Lead – 5 mg/L
 Mercury – 0.2 mg/L
 Selenium – 1 mg/L
 Silver – 5 mg/L

4.6.6 Incompatible Wastes. Wastes, defined as incompatible as per Chapter 4 Appendix
I shall not be generated, stored, transported, or disposed together.

4.6.7 GER Hazardous Waste Streams. The GER identifies all hazardous wastes from
specific waste streams as hazardous by the nature of the process, operation, or
activity (Chapter 4, Appendix II, ―Hazardous Waste Streams‖). Any waste
(excludes paper wastes, household or commercial garbage, etc.) generated by these
processes, operations or activities are hazardous wastes.

4.6.8 GER Hazardous Waste Constituents. The GER identifies wastes that contain
hazardous waste constituents (Chapter 4, Appendix II, ―Hazardous Waste
Constituents‖) as hazardous. Any waste (excludes paper wastes, household or
commercial garbage, etc.) that contains these hazardous waste constituents are
hazardous wastes. The specific Material Safety Data Sheets should be reviewed
regarding toxicity and proper disposal of wastes that contain antimony, beryllium,
copper, tellurium, thallium, or zinc.

4.6.9 GER Waste Characteristics. The GER identifies specific waste characteristics
(Chapter 4, Appendix III(a) and III(b), ―Characteristic Wastes‖), that contain
comprehensible definitions for determinations are used to classify wastes. Wastes
that contain clear and specific definitions are classified as Characteristic or toxic
wastes in this Hazardous Waste Code.

4.6.10 Acutely Hazardous Wastes. These wastes are specifically listed for their toxicity
(Chapter 5, ―Acutely Hazardous Substances‖). No small quantity exemption exists
for these wastes. Theses wastes are hazardous wastes if they are generated at rates
that exceed 1 kg per month. Acutely hazardous wastes may be generated in
laboratories, hospitals, pest control, metal plating, processing or other areas that
handle elements, chemicals and compounds.

4.7 Hazardous Constituent Spills


4.7.1 Hazardous Constituent Spills are hazardous waste if spilled, leaked, or released.
Any released material that can be collected and returned as product or feedstock is
not hazardous. Any released material that can not be collected and returned back as
product or feedstock is a solid waste and may be a hazardous waste. Any mixture
of acutely hazardous constituent, soil, water and/or wastewater is hazardous.
Hazardous releases may require registration as a generator to properly dispose, if
the small quantity generation rates or volumes are exceeded. Chapter 12 of the
Hazardous Waste Code identifies hazardous constituents and reporting action levels
that require reporting to EPD.

Chapter 4 Appendix I
Incompatible Hazardous Materials and Hazardous Wastes

Incompatible materials and wastes must be segregated in storage, transportation and


disposal. Incompatible materials may not be transported together by a transporter.
Storage of incompatible materials must be separated by diking or other leak control.
Sumps or collection areas shall be designed and constructed to segregate incompatible
materials to avoid reactions in those sumps and collection areas.

Any item in Group X-A (for example Group 1-A) should be segregated from any item of
Group X-B (for example Group 1-B). Commingling, spills, mixtures, or releases that
combine a Group X-A with a Group X-B can have potential hazardous and harmful
reactions, including generation of heat, fire, explosive, toxic gas, explosive gas, or
poisonous gas.

Chapter 6.0 – Generators of Hazardous Waste

6.1 General
6.1.1 Generators of hazardous waste must notify Environmental Protection Department
(EPD) of their wastes by completing and submitting a Notification of Hazardous
Waste Activity Form. The Notification of Hazardous Waste Activity Form must be
resubmitted to amend any status revision. EPD will notify Ministry of Petroleum
and Mineral Resources, when government registration becomes applicable and
required.

6.1.2 SAP Environmental Health and Safety Module (PRC-222) generates a Saudi
Aramco Registration Number. This number will be superseded by a PME
Generator Registration Number (through Ministry of Petroleum and Mineral
Resources), when that becomes applicable and required. The Registration Number
must be provided on all communication and correspondence related to this activity.

6.1.3 Generators of hazardous waste must demonstrate preparation with emergency


planning and contingency plans that detail what actions to take in the event of a
hazardous waste emergency.

6.1.4 Generators of hazardous wastes must properly manifest wastes using forms
provided by PME (through Ministry of Petroleum and Mineral Resources) or Royal
Commission (as applicable). Saudi Aramco waste manifests will be utilized until
Government forms become available and required.

6.1.5 Generators must properly store, inspect, and manage wastes prior to transport. The
requirements for storage are presented under Chapters 8 Requirements for
Treatment, Storage, Disposal facilities, and Chapter 10 Inspection, Recordkeeping,
Reporting, and Assessment by EPD.

6.1.6 Generators must prepare and maintain emergency preparation documents. These
include contingency plans, emergency plans and procedures, and chemical release
reaction plans.

6.1.7 Generators must properly manage their wastes for transport. This includes
requirements for packaging, labeling, marking, placarding, and accumulation time.

6.1.8 Generators must maintain and keep suitable records of inspections, manifests,
shipment discrepancies, and waste minimizations. Annual reporting of these
activities are required.

6.2 Generator Identification Number


6.2.1 All generators of hazardous wastes as defined in this Hazardous Waste Code must
submit a Notification of Hazardous Waste Activity Form (Saudi Aramco

430.001-1/2009) to EPD. A submittal is required for all generators with waste
production rates that exceed 100 kg/month of hazardous wastes (Chapter 4) (total
quantity), or that generate greater than 1 kg/month of acutely toxic hazardous
substances (Chapter 5) per month. Submittal must be completed within 90 days of
the Issue Date of the General Instruction that authorizes the Hazardous Waste Code.
Submittal of the completed Form is required. EPD will provide (via SAP PRC-222)
a unique EPD ID number for each generator facility. This ID number will not
expire but may be superseded by a PME Generator Registration Number, when that
becomes applicable and required.

6.3 Manifesting of Hazardous Waste


6.3.1 All shipments of hazardous wastes that remain inside the facility boundary do not
require manifesting using Form (Saudi Aramco 430.001-2/2009). All shipments of
hazardous wastes that cross a facility (in or out) boundary require manifesting. A
hazardous waste manifest is required for each separate haul (e.g., each truckload).
All manifests must include the EPD ID number until it is superseded by a PME
Generator Registration Number, when that becomes applicable and required.
6.3.2 Royal Commission manifests are required for all hazardous wastes shipped into or
out of Royal Commission areas. Preparation of Saudi Aramco hazardous waste
manifests will be by SAP Environmental Health and Safety Module PRC-222.
Saudi Aramco manifests for non-Royal Commission areas will be used until
Kingdom-wide manifests are required. Completion of the SAP information is
required by the Generator within 10 days after the shipment is completed.
6.3.3 A suitable number of copies of the manifest are required such that generators, all
transporters, transfer stations, and Treatment/Storage/Disposal facilities receive
their working copy. Copies of draft or completed manifests will not be submitted to
EPD and maintaining copies are the responsibility of each Generator. Any
submittals or reports to the Government regulatory agency will be via
Environmental Coordination Division of EPD.. It will be the responsibility of the
generator to maintain the records of the manifest for 3 years, and it will be the
responsibility of the generator to investigate, validate, and report any manifest
discrepancy to EPD. [Direct submittal of completed manifests to the Government
regulatory agency will begin as soon as the agency initiates and implements their
Kingdom manifesting system.]

6.4 Pre-Transport of Hazardous Wastes


6.4.1 Hazardous wastes must be transported in proper and compatible containers that are
suitable for the material and volume being transported. Individual containers must
be properly packaged, labeled, marked, shipments placarded if required, and the
accumulation date of the container filling must be visible.

6.4.2 The allowable accumulation time for hazardous waste storage prior to shipment is
90 days. The accumulation time begins at the date of filling of the first container.
For tanks, the accumulation begins at the receipt of the first hazardous waste in the
tank (tanks must be emptied every 90 days to meet this requirement). Small
quantity generators have an allowable accumulation time of 180 days.

6.5 Recordkeeping
6.5.1 Copies of all manifests, discrepancies, deficiency reports, annual reports, chemical
test data, inspection records must be maintained for a minimum period of 3 years.
A summary report of all hazardous waste shipments shall be sent to EPD on an
annual basis.

Chapter 7.0 – Transporters of Hazardous Waste

7.1 General
7.1.1 Transporters of hazardous waste must notify Environmental Protection Department
(EPD) of their wastes by completing and submitting a Notification of Hazardous
Waste Activity Form. Transporters must resubmit the Notification of Hazardous
Waste Activity to amend any changes in status or activity. EPD will notify
Ministry of Petroleum and Mineral Resources, when that registration becomes
applicable and required.

7.1.2 Following notification, each transporter facility will obtain a Saudi Aramco
Registration Number via registration through SAP PRC-222. This number will be
superseded by a PME Transporter Registration Number, when that becomes
applicable and required. The Registration Number must be used on all
communication and correspondence related to this activity.

7.1.3 Transporters will receive Saudi Aramco hazardous waste manifests created by SAP
Environmental Health and Safety Module PRC-222. Royal Commission manifests
are required for all hazardous wastes shipped into or out of Royal Commission
areas. Saudi Aramco manifests for non-Royal Commission areas will be used until
Kingdom-wide manifests are required.

7.1.4 Transporters of hazardous wastes shall not receive or accept hazardous waste
without manifests. Transporters shall not accept waste from facilities that have no
Saudi Aramco Registration Number. Transporters carrying hazardous wastes into
and out of Royal Commission areas must be approved by Royal Commission and
have a Royal Commission identification number.

7.1.5 Transporters must prepare and maintain emergency preparation documents. These
include contingency plans, emergency plans and procedures, and chemical release
reaction plans.

7.1.6 Transporters must verify that the manifest, bill of lading, and the contents of the
shipment are in agreement.

7.1.7 Transporters must properly placard trucks containing hazardous wastes.


Transporters shall not ship loads that contain incompatible materials (Chapter 4
Appendix I). Loads shall be tied or properly braced for shipment.

7.1.8 Transporters must show verification of PME-approved hazardous safety material


training of driver (when required by PME), maintain spill control and containment
equipment, and have adequate fire protection and communication.

7.1.9 Transporters must maintain and keep suitable records of manifests, and shipment
discrepancies.

7.2 Transporter Identification Number
7.2.1 All Transporters of hazardous wastes as defined in this Hazardous Waste Code must
submit a Notification of Hazardous Waste Activity Form (Saudi Aramco
430.001-1/2006) to EPD. A submittal is required for all transporters. Submittal
must be completed within 90 days of the Issue Date of the General Instruction that
authorizes the Hazardous Waste Code. Submittal of the completed Form is
required. EPD will provide a unique EPD ID number (via SAP PRC-222) for each
transporter. The company or agency is the designated transporter, and not the truck
or vessel. This ID number will not expire but may be superseded by a PME
Generator Registration Number, when that becomes applicable and required.

7.3 Manifesting of Hazardous Waste


7.3.1. All shipments of hazardous wastes remain inside the facility boundary do not
require manifesting. All shipments of hazardous wastes that cross a facility (in or
out) boundary require manifesting. All manifests must include the EPD ID number
until it is superseded by a PME Generator Registration Number, when that becomes
applicable and required.

7.3.2 The Transporter shall retain and maintain one copy of the completed manifest.
Copies of draft or completed manifests will not be submitted to EPD or the
Government regulatory agency. It will be the responsibility of the transporter to
maintain the records of the manifest for 3 years, and it will be the responsibility of
the transporter to investigate, validate, and report any manifest discrepancy to EPD.

7.4 Pre-Transport of Hazardous Wastes


7.4.1 Transporter shall not accept wastes for transport until they are proper and
compatible for shipment.

7.4.2 The allowable transportation time for is 30 days. Wastes may be stored at a transfer
or consolidation station during transport for up to 20 days.

7.5 Recordkeeping
7.5.1 Copies of all manifests, discrepancies, deficiency reports, annual reports, chemical
test data, inspection records must be maintained for a minimum period of 5 years.
Inspection requirements are detailed in Chapter 10. A summary report of all
hazardous waste shipments shall be sent to EPD on an annual basis.

Chapter 8.0 – Requirements for Treatment / Storage /
Disposal Sites

8.1 General
8.1.1 Operators of treatment/storage/disposal (TSD) sites must notify Environmental
Protection Department (EPD) of their activities by completing and submitting a
Notification of Hazardous Waste Activity Form. EPD will notify PME (through
Ministry of Petroleum and Mineral Resources), when that notification becomes
applicable and required.

8.1.2 Following notification, each TSD will receive a Saudi Aramco Registration Number
via SAP PRC-222. This number will be superseded by a PME TSD Registration
Number, when that becomes applicable and required. The number will be used on
all correspondence related to hazardous waste activities.

8.1.3 TSD facilities must be properly constructed and completed in accordance with this
section. This includes, but is not limited to, security, containment, communication,
lighting, notifications, fencing, and hazardous waste contamination control. EPD
will review and approve of all designs for TSD facilities.

8.1.4 TSD facilities must maintain chemical waste profile information on all wastes
received.

8.1.5 TSD facilities must have adequate training, medical monitoring, and be prepared for
releases, contingency, spill prevention, site closure, environmental monitoring, and
long term closure/care. Owner/Operators of TSD Facilities must prepare and
maintain emergency preparation documents. These include contingency plans,
emergency plans and procedures, and chemical release reaction plans.

8.2 General Waste Profile


8.2.1 A detailed chemical and physical analysis of a representative sample of the wastes
shall be kept on file with the generator. At a minimum, the analysis must contain
all the information which must be known to treat, store, or dispose of the waste. A
representative Materials Safety Data Sheet (MSDS), Chemical Hazard Bulletin,
Chemical Waste Profile Sheet, and chemical analyses will suffice as a detailed
chemical and physical analysis.

8.3 Security
8.3.1 TSD facilities must be secure. Facilities outside Saudi Aramco security areas must
be fenced or have barriers, signage [DANGER UNAUTHORIZED ENTRY

PROHIBITED], attendants, locked entrances, and controlled access ways or
roadways. Those facilities inside a Saudi Aramco security area need only provide
those extra requirements relevant to the site.

8.3.2 Fencing and barriers are for perimeter control. Perimeter control outside a security
fence must include adequate barriers to prevent entry of unauthorized people and
livestock. Inside a security control area, adequate identification of the boundary
must be provided for all sides of the facility.

8.3.3 Signs that state that a danger exists, and unauthorized entry is prohibited is required
in English and Arabic. Signs must include the words ―Danger‖, ―Authorized
Personnel Only‖.

8.3.4 Hazardous wastes shall have proper containment and control, and shall not be
stored within 15 m (50 ft) from a property boundary. Specific requirements are
provided in Chapter 9 Storage.

8.4 Facility Inspection


8.4.1 TSD facilities must be inspected at the frequency stated in Section 10, and the
inspection records maintained for a three-year period. Inspection is required. The
inspection is conducted to determine that no potential for hazardous releases exist,
and that all facility components are in proper working order. This includes checks
of hazardous waste storage facilities, emergency equipment, communication
devices, relevant pumps, sumps, and physical and mechanical equipment,
containment, and leak prevention.

8.4.2 The schedule of inspection may be different for different aspects of the TSD. The
inspection frequencies are detailed under Chapter 10, Inspection, Recordkeeping,
Reporting.

8.5 Facility Personnel Training


8.5.1 Facility personnel must be adequately educated and trained according to existing
PME requirements, to deal with the responsibilities of the facility. It is the
responsibility of the owner/operator to provide adequately trained staff for TSD
facilities.

8.5.2 At a minimum, the training program must comply with existing PME requirements,
and be designed to ensure that facility personnel are familiar with emergency
procedures, emergency equipment, and emergency systems. Training includes
using, inspecting, repairing, and replacing facility emergency and monitoring
equipment; automatic waste feed cut-off systems; communications or alarm
systems; response to fires or explosions; and shutdown of operations. Training
records must be maintained by the proponent organization.

8.6 Facility Operation
8.6.1 The owner or operator must take precautions to prevent accidental ignition or
reaction of ignitable or reactive waste. This waste must be separated and protected
from sources of ignition or reaction.

8.6.2 A construction quality assurance (CQA) program is required for all new surface
impoundments, and landfill units. The program must ensure that the constructed
unit meets or exceeds all design criteria and specifications. The CQA program must
address the following physical components, where applicable: foundations; dikes;
low-permeability soil liners; geomembranes (flexible membrane liners); leachate
collection and removal systems ; leak detection systems; and final cover systems.

8.7 Manifesting
8.7.1 A facility must receive hazardous waste accompanied by a manifest. The owner or
operator, or his agent, must sign and date each copy of the manifest; note any
significant discrepancies in the manifest; provide the transporter at least one copy of
the signed manifest; provide a completed copy of the manifest to the generator; and
retain a copy of each manifest for at least three years.

8.8 Prepare and Prevent


8.8.1 Facilities must be designed, constructed, maintained, and operated to minimize the
possibility of a fire, explosion, or any unplanned release of hazardous waste to air,
soil, or surface water.

8.8.2 All TSD facilities must maintain adequate communication or alarm system, fire
protection, water supplies, and emergency access for fire and spill control as
required by this HWC and applicable engineering standard.

8.9 Contingency Plan and Emergency Procedures


8.9.1 Treatment/Storage/Disposal facilities will have a comprehensive emergency
contingency plan designed to minimize hazards to human health or the environment
from any unplanned facility incident. The plan must be designed to minimize
hazards to human health or the environment from fires, explosions, or any
unplanned sudden or non-sudden release of hazardous waste to air, soil, or surface
water.

8.9.2 The plan must be carried out immediately whenever there is a fire, explosion, or
release of hazardous waste which could threaten human health or the environment.

8.9.3 The plan must describe the actions that facility personnel must take and the
authorities that facility and company personnel have in response to fires,
explosions, or unplanned sudden or non-sudden release of hazardous waste to air,
soil, or surface water. The plan must describe arrangements with fire departments,
hospitals, contractors, and emergency response teams to coordinate emergency
services. The plan must list names, addresses, and phone numbers (office and
home) of all persons qualified to act as incident commander.

8.9.4 The plan must include an map that clearly shows the locations, orientations, and
facilities used to treat, store, or dispose of wastes. The map should identify and
clearly show proper and segregated storage areas. The plan must include a list of all
emergency equipment at the facility (such as fire extinguishing systems, spill
control equipment, communications and alarm systems (internal and external), and
decontamination equipment). The plan must include the location and description of
each item on the list.

8.9.5 The plan must include an evacuation plan that is provided in facility planning
documents, as posted at strategic locations around the facility.

8.9.6 The contingency plan as prepared for the Safety Management System Element 8
will suffice as the required contingency plan, as long as all of the items and
requirements of this section are met. A copy of the contingency plan must be
submitted to the Fire Protection Department, Fire Control Unit, and the plan must
be maintained at the facility. The contingency plan must be updated on a minimum
5-year frequency, or whenever there is a change to facility operations that would
affect the plan.

8.10 Closure and Post-Closure Plans


8.10.1 The owner or operator of a hazardous waste management facility must have a
written closure plan. Closure plans are site specific based on site activities.

8.10.2 Facilities must be closed in a manner that minimizes the need for further
maintenance; to protect human health and the environment, escape of hazardous
waste, leachate, or contaminated run-off to the ground or surface waters or to the
atmosphere.

8.10.3 The closure plan must include a description of how the facility will be
decontaminated and closed; an estimate of the maximum inventory of hazardous
wastes on-site; a detailed description of the steps needed to close the facility; a
description of post-closure activities such as ground-water monitoring, leachate
collection, and run-on and run-off control; and a schedule for closure. The closure
plan must include a schedule of post closure monitoring activities.

8.10.4 Post-closure care for each hazardous waste management unit must begin after
completion of closure of the unit and continue for 30 years.

Chapter 9.0 – Storage of Hazardous Wastes

9.1 General
9.1.1 In addition to the general requirements for Treatment/Storage/Disposal (TSD)
facilities detailed in Chapter 8, all Generators and TSD facilities must store
hazardous wastes in accordance with the relevant sections of this chapter.

9.2 Storage in Containers (Drums and Portable Vessels)


9.2.1 This section applies to any portable vessel and includes drums.

9.2.2 Containers must be in good condition, not bulging or rusted, capable of being
sealed, and not leaking. Containers that do not meet this requirement must be
exchanged or over packed in oversize drums. Containers must be compatible with
the contents they store. Containers must be tightly sealed when not in use.

9.2.3 Storage in containers requires leak control or secondary containment. Containment


must also be compatible with the hazardous materials. Leaked hazardous wastes or
hazardous materials must be cleaned up, and the resulting materials will be
considered hazardous unless the leaked material is neutralized or otherwise
rendered nonhazardous.

9.2.4 Containers storing reactive or flammable wastes must be stored at distances greater
than 15 m (50 ft) from a perimeter fence for safety, security, and control reasons.

9.2.5 Incompatible wastes must be segregated, and the spill control and diking must be
such that leakage of incompatible wastes are also segregated. Incompatible wastes
are identified in Appendix I of Chapter 4.

9.2.6 At closure, all hazardous waste containers must be removed, and any waste
materials or residues must be cleaned up, and properly disposed of.

9.3 Storage in Tanks


9.3.1 This section applies to stationary tanks, tank systems, associated piping and
containment.

9.3.2 Tank testing is required for all tank systems that do not have secondary containment
to determine that the tank system is not leaking or is unfit for use as per Saudi
Aramco T&I Schedule. Tank testing must consider the design standard(s),
hazardous characteristics of the waste(s) handled; corrosion protection measures;
age of the tank system, and results of a leak test, internal inspection, or other tank
integrity examination.

9.3.3 For underground tanks, the assessment must include a leak test capable of taking
into account the effects of associated piping, temperature variations, tank end
deflection, vapor pockets, and high water table effects.

9.3.4 Secondary containment systems must be designed, installed, and operated to


prevent any migration of wastes or accumulated liquid out of the system to the soil,
ground water, or surface water. The containment system must be capable of
detecting and collecting releases and accumulated liquids. Secondary containment
systems must be constructed of or lined with materials that are compatible with the
wastes(s), have sufficient strength and thickness to prevent failure. Secondary
containment for tanks must include an external liner, vault, or a double-walled tank.
External liner systems must be able to contain 100 percent of the capacity of the
largest tank within its boundary.

9.3.5 Aboveground piping, including flanges, joints, and connections, pumps and s valves
must be visually inspected for leaks on a daily basis.

9.3.6 At closure, waste residues, contaminated containment system components (liners,


etc.), contaminated soils, structures and contaminated equipment must be removed
or decontaminated.

9.4 Storage in Landfills


9.4.1 This section applies to the disposal of hazardous wastes in landfills.

9.4.2 Ignitable or reactive wastes may not be disposed of in a landfill as long as they are
ignitable or reactive. Liquid wastes may not be disposed of in a landfill without
prior solidification to remove liquid. Solidification materials may not be
adsorbents, but must chemically bind liquid waste to the solidification materials.

9.4.3 Landfills must be monitored and inspected weekly for accumulated water, leachate,
cover, and proper operation. Recovered leachate volumes shall be recorded.

9.4.4 Landfills must be properly closed at completion of the cell. Landfill closure must
comply with SAES-S-007, ―Solid Waste Landfill‖.

9.4.5 Monitoring of the closed cell, including leachate measurements and recovery will
continue for a 30 year post-closure period.

9.5 Storage in Land Treatment or Landfarm Facilities

9.5.1 The landfarming of liquid hydrocarbon materials is banned. Landfarming is


allowed for hydrocarbon sludge, and hydrocarbon-contaminated soil. Landfarming
is allowed for water, and oily wastewater to maintain optimal moisture content of
the landfarm. Reactive, flammable, wastes that emit toxic vapor, or explosive
wastes may not be landfarmed. Accumulation or ―pooling‖ of liquids at landfarms
is banned.

9.5.2 Permanent treatment facilities constitute long term storage as well as treatment.
Land treatment and landfarm activities must meet the requirements of this section.

9.5.3 The wastes that are handled at the landfarm must be capable of being treated at that
facility; the facility is not for inactive disposal.

9.5.4 The facility must maintain design measures, an instruction manual, and operating
practices to maximize degradation, transformation, or immobilization of the wastes.

9.5.5 Maximum treatment depth must be at least 1 m (3 ft) above high water table.

9.5.6 The facility must be tested periodically to validate treatment of the wastes and to
determine if additional wastes can be applied.

9.5.7 Operators must maintain incoming waste profiles and maintain a record of
placement and treatment for the life of the facility.

9.5.8 During operation, the following parameters must be monitored, addressed or


evaluated: the rate and method of waste application; measures to control soil pH;
measures to enhance microbial or chemical reactions (fertilization, tilling); and
measures to control the moisture content.

9.5.9 Operation of the site must control the perimeter, and control rainwater and surface
water run-on and run-off, and prevent migration of liquid waste and leachate.
Inspection shall be performed on a weekly basis.

9.5.10 Closure of land treatment or landfarm facilities are to be closed as landfills, with
cover, post-closure inspection and monitoring, and post-closure care. Records of
treatment/landfarming must be kept for 3 years after closure.

9.6 Storage in Surface Impoundments or Ponds


9.6.1 New surface impoundments or repairs to existing surface impoundments must
comply with this section. New surface impoundment design for storage of liquid
hazardous wastes must include a dual liner/leachate collection/leachate extraction
system. Existing surface impoundments that contain liquid hazardous wastes must
be lined, however upgrades must comply with new surface impoundment
requirements.

9.6.2 Liner systems for new facilities include an upper HDPE welded geomembrane liner,
a sand/gravel leachate collection liner with collection piping system, and an
underlying soil/geomembrane liner. Leachate collection system must be connected
to a sump that can be used for observation, sampling, and removal of any
accumulated leachate.

9.6.3 New liner systems must be inspected and determined to be free of leaks or
imperfections prior to the system being placed in service.

9.6.4 Existing liner systems must be inspected on a weekly basis for leaks, damages, fluid
loss, overtopping, tears or openings in the liner, erosion, facility stability (diking
and walls), leachate accumulation and leachate removal. Inspections of existing
liners are confined to visual indications of liner failures, visible tears, holes, and
signs of liquid leakage.

9.6.5 Leaking liner systems must be taken out of service and repaired. Leaks from the
bottom liner composite system may require additional assessment and corrective
action.

9.6.6 Reactive wastes may not be placed in a surface impoundment without prior
treatment.

9.6.7 Closure of a surface impoundment requires removal of all pond contents,


decontamination of upper liner, removal of leachate, followed by post-closure care
and monitoring. If a surface impoundment is not closed in accordance with this
paragraph, the requirements of hazardous waste landfill closure will apply.

9.7 Storage of Hazardous Waste in Piles


9.7.1 Waste Piles will be treated as landfills. Existing piles must have a separation liner
that separates the fill material from the underlying soil. New piles must have a
liner, and if they exhibit or can produce flowing liquid, they must have a second
liner and leachate collection system. Design criteria for liners and leachate systems
is same as landfill.

9.7.2 Waste piles must maintain all surface water run-on and run-off control.

9.7.3 New liner systems must be inspected and determined to be free of leaks or
imperfections prior to the system being placed in service.

9.7.4 Existing liner systems must be inspected on a weekly basis for leaks, damages, fluid
loss, overtopping, tears or openings in the liner, erosion, facility stability (diking
and walls), leachate accumulation and leachate removal.

9.7.5 Leaking liner systems must be taken out of service and repaired. Leaks from the
bottom liner composite system may require additional assessment and corrective
action.

9.7.6 Incompatible and reactive wastes may be placed in piles, as long as they are treated
quickly and reacted such that they are no longer compatible or reactive.
Incompatible wastes shall not be commingled.

9.7.7 Closure of a waste pile requires the removal of all wastes, plus decontamination of
the existing liner material. If waste piles are closed in place, the requirements of
closure and post closure monitoring for landfills apply.

9.8 Storage of Medical Wastes


9.8.1 Untreated medical waste areas must be managed in accordance with Section 5.8 of
Saudi Aramco Sanitary Code, Chapter S-10.

9.8.2 Medical waste storage facilities must be inspected daily for accumulation, leaks,
damaged or deteriorating containers, temperature control, and disinfection control.

9.8.3 Medical wastes must be manifested to medical treatment facilities that are not
located at the facility that generates the medical waste. Medical waste treatment
facilities must be operated such that the potential hazard from the medical wastes
and sharps is eliminated, and the treated medical wastes are rendered nonhazardous.

9.8.4 At closure, all stored medical wastes must be removed, treated, disposed, and the
facility completely disinfected.

9.9 Hazardous Waste Incinerator Facilities


9.9.1 With the exception of incineration of hazardous medical wastes, and incineration of
explosive/reactive wastes, Saudi Aramco incineration of hazardous wastes is not
allowed. Outside contractors may incinerate all applicable Saudi Aramco
hazardous wastes, as long as the facility is permitted by PME (has a PME-issued
permit or identification number), approved by EPD as a Waste Management
Contractor, and has valid permits to operate.

9.9.2 Incineration of medical waste must comply with Medical Waste Treatment (above).

9.9.3 Incineration of explosive wastes, ordnance, dynamite, blasting cap, seismic or


petroleum downhole charges, igniters, and initiators is by special permission only.
Uncontrolled burning to destruct explosives is not allowed.

9.9.4 Burning of explosive wastes may take place under controlled conditions, in
fabricated burn pans that are covered and capable of capturing any flying material
or debris, and also capable of controlling the explosives in a dedicated location.

9.9.5 Once incineration of explosive wastes is completed, the burn pan must be allowed
to cool completely before the contents are re-ignited to verify complete combustion.
Incinerator ash from the destruction of explosive materials must be handled and

treated as a hazardous waste unless they are tested and proven to be nonhazardous
for the materials and characteristics listed in Chapter 4.

Chapter 10.0 – Inspection, Recordkeeping, Reporting

10.1 General
10.1.1 All facilities that generate, transport, treat, store, or dispose of Saudi Aramco
hazardous wastes are subject to the requirements of this Chapter. Facilities may be
inspected by EPD or the appropriate Government regulatory agency without prior
notice or permission. Saudi Aramco facilities must grant immediate access for
inspection to hazardous waste facilities and records related to hazardous waste.
EPD inspectors will be provided with ―all plant‖ facility access cards and PIN
numbers. Government regulatory agencies must be accompanied by area
Environmental Coordinators, or other designated responsible agents during any and
all visit.

10.1.2 This chapter details the inspection recordkeeping reporting and assessment
requirements of Saudi Aramco hazardous waste facilities.

10.2 Inspection
10.2.1 All hazardous waste facilities must undergo routine inspection as part of the day-to-
day operations of the facility. EPD can inspect on an as needed basis, or as a result
of inquiry or notification request. Appropriate government agency inspectors can
inspect based on any authority provided under Kingdom or regulatory agency
requirement.

10.2.2 Inspection parameters are detailed in Chapter 9 – Storage of Hazardous Wastes.


Containers that hold hazardous waste must be inspected weekly. Tanks must be
visually inspected for leaks on a daily basis. Landfills must be monitored and
inspected weekly for accumulated water, leachate, cover, and proper operation.
Inspection of landfarm and land treatment facilities shall be performed on a weekly
basis. Surface impoundments and ponds must be inspected on a weekly basis.
Existing liner systems of waste piles must be inspected on a weekly basis. Medical
waste storage facilities and incinerators must be inspected daily.

10.3 Recordkeeping
10.3.1 All facilities must maintain and store all inspection reports, incidents, accidents, and
releases reports. Copies of completed waste manifests, chemical waste profile
sheets, materials safety data sheets, deposition location records, waste treatment,
and safety inspection related to active hazardous waste storage must be kept at the
facility for a minimum of 5 years. Records for closed facilities must be kept for the
entire closure/post-closure care period.

10.4 Reporting
10.4.1 All facilities must report on hazardous waste activities, including waste types,
amounts, volumes, and frequencies every year to EPD through the Saudi Aramco
Environmental Health and Safety Module of S.A.P. EPD will compile applicable
information to transmit to the appropriate regulatory agency. EPD will provide the
format for an annual waste report. This report format may be superseded by a
regulatory agency, and the agency format will be used if provided by the regulatory
agency.

10.5 Assessment by EPD


10.5.1 EPD can and will assess and inspect hazardous waste storage, transportation, and
treatment/disposal facilities. The intent of the assessment/inspection is to provide
notification and awareness of potential hazardous waste violations that need to be
corrected to conform to either the Saudi Aramco Hazardous Waste Code, or code
promulgated by the government regulatory agency. EPD will provide a written
assessment of deficiencies following the completion of any assessment or
inspection in a timely manner, and will detail those deficiencies that require
correction, as well as provide recommendations for proper completion. Hazardous
waste assessment/inspection deficiencies or violations will be resolved in a high
priority manner and will be reported to senior management if violations are not
corrected/resolved within 90 days.

Chapter 11.0 – Additional TSD Facility Requirements

11.1 General
11.1.1 Groundwater quality and air quality monitoring are required for all TSD facilities
where hazardous wastes are stored, treated, or disposed in ponds, pits, lagoons,
basins, landfills, waste piles, and underground storage tanks. This requirement is
for all impoundments and land treatment facilities that contain hazardous wastes.

11.1.2 Medical waste treated by autoclave, rotoclave, or incineration, renders it


nonhazardous. Treated medical wastes can be disposed in a sanitary landfill, or a
separate secure landfill location. Medical waste treatment facilities must be
operated to treat waste, minimize storage of waste, control odors, have adequate
disinfection and be well maintained. Medical waste treatment facilities must be
inspected daily for suitable housekeeping control, that they are in good working
order, that spills or releases are properly controlled and disinfected, and the
facilities are properly scheduled for preventive maintenance. Prior to any
maintenance on the facilities, they facilities must be inspected, and decontaminated,
as necessary prior to entry and maintenance activities.

11.2 Groundwater Monitoring


11.2.1 Groundwater monitoring requires periodic sampling, testing, and reporting of water
samples from the shallowest water-bearing zone beneath required facilities. Water
analysis reporting is required every six months. This section not applicable to
medical waste destruction facilities such as autoclave, rotoclave, and incineration.
At a minimum, one upgradient well, and two downgradient wells are required for
each individual facility. Upgradient well(s) must be capable of yielding water
samples that are indicative of background water quality conditions, and not affected
by the waste management unit. The wells shall be placed as close as practical to the
facility such that they rapidly and immediately can be used as a first notification of
contaminant migration. Single, unconnected impoundments should be considered
separate units. Multiple impoundments may be considered separate, or contiguous,
at the decision of EPD, as long as the intent of this chapter can be met by the
monitoring system.

11.2.2 Groundwater monitoring wells must be installed, maintained and operated during
the operational and post-closure monitoring periods. Groundwater monitoring may
be waived by EPD if depth to groundwater shows a low potential for contamination
because of the groundwater quality or depth.

11.2.3 Well installation is the responsibility of the proponent organization. Proponent


organizations may required to bear the cost of future laboratory testing.

11.2.4 Number of wells, placement, depth and completion specifications are the
responsibility of EPD. Groundwater sampling and analytical protocol are the
responsibility of EPD.

11.2.5 An up-to-date sample collection, preservatives, analyses and chain of custody plan
is required for all monitoring systems. EPD can provide a monitoring program plan
that can be used at specific facilities.

11.2.6 For the first monitoring year, samples shall be collected for Water Quality annually
(without replicate), and for Water Contamination quarterly (in quadruplicate). At
the end of the first monitoring year, Water Contamination analyses for the
upgradient well(s) shall be averaged and the variance determined such that a
background population can be established. The first year monitoring activity shall
be considered a minimum activity, and the total of 16 samples in the first year is a
statistical requirement, however, more samples may be collected.

11.2.7 After the first year, Water Quality samples remain an annual requirement, and
Water Contamination samples will be required semi-annually (twice per year).
Quadruplicate samples are no longer required.

11.2.8 After every sampling event after the first monitoring year, the downgradient wells
shall be statistically compared to the upgradient well, using the Student's t-test at
the 0.01 level of significance. The application of this test is provided as an
attachment to this Hazardous Waste Code.

11.2.9 Water Quality parameters include Chloride, Iron, Manganese, total Phenols,
Sodium and Sulfate. Water contamination parameters include pH, specific
electrical conductance, total volatile organics, and total organic halogens. Total
organic halogens may be waived in instances where inorganic halogens can be
demonstrated to interfere with chemical analytical testing.
11.2.10 Any failure or statistically significant indication of contamination must immediately
be retested and reanalyzed, followed by reporting to EPD of the result of a
statistically significant monitoring result. EPD will provide guidance on further
action, if any.

11.2 Air Quality Monitoring


11.2.1 Air quality monitoring and testing in accordance with SAES-A-102, ―Ambient Air
Quality & Source Emission Standard‖, requires periodic sampling and testing of air
samples from the perimeter boundary. This is not applicable to medical waste
destruction facilities such as autoclaves or rotoclaves. EPD can advise on a proper
air quality monitoring and reporting protocol for TSD facilities.

11.2.2 TSD facilities with hazardous waste storage ponds, waste impoundments, landfills,
and similar facilities require air quality monitoring. EPD can advise on air quality
monitoring requirements, or can waive requirements if air emissions from the
facility do not contribute to air pollution concerns for the area.

11.2.3 EPD can require new or additional environmental controls if negative impacts to the
environment are documented through monitoring.

11.2.4 Reporting of air pollution monitoring of TSD facilities is required under the existing
EPD monitoring and reporting program for air monitoring.

Chapter 12.0 – Reportable Quantity for Hazardous
Substances

12.0.1 The elements, compounds, and hazardous wastes appearing in this section are
hazardous substances. Notification to EPD using the required form is necessary for
any spills, leaks, or releases, planned or unplanned. Notification to EPD is required
using Form (Saudi Aramco 430.001-3/2009) immediately as soon as the event is
known. EPD can assist in recommending personal protective equipment, remedial
response requirements, finding proper disposal facilities for the released material,
and making any required notifications to the Ministry. The numbers under the
column headed ―CASRN‖ are the Chemical Abstracts Service Registry Numbers.
The ―Pounds (Kilogram)‖ column provides the reportable quantity for each
hazardous substance. All releases that exceed the reportable quantity shall be
reported. Any hazardous substance with no reportable quantity shall be reported if
ANY release occurs. All releases, regardless of the quantity (reportable, or not),
require proper action to clean up and properly dispose of any spilled or released
material.

Preface

The Saudi Aramco Hazardous Waste Code (HWC) has been prepared to define consistent
requirements and best practices for management of Company waste materials that are
considered hazardous to human health or the environment due to their ignitability,
reactivity, corrosivity, or toxicity.

The first question that should be asked is: Is the material that we handle a ―solid waste‖?
If the answer is ―No‖, then the material is not subject to control under the HWC.
Chapters 1 and 4 of this code provide a comprehensive definition of ―solid waste‖.

Once a Saudi Aramco organization has determined that their material is a ―solid waste‖,
the next question the organization should ask is: ―Is the ―solid waste‖ a ―hazardous
waste‖? Chapter 4 of this code defines hazardous wastes, and the appendices of Chapter
4 provide clarification and details.

This code is applicable to all Saudi Aramco facilities, units, installations and operations
that manage hazardous wastes outside Royal Commission boundary areas of Yanbu and
Jubail. Saudi Aramco facilities within the boundaries of Royal Commission Yanbu and
Jubail areas are subject to the environmental requirements of those Royal Commission
Areas.

This code defines and classifies hazardous wastes. It delineates the requirements for
waste generators, transporters, and for waste treatment, storage, and disposal facilities. It
also defines requirements for recordkeeping, groundwater monitoring, and spill reporting.

EPD maintains a list of approved treatment/storage/disposal facilities owned and operated


by contractors. This list can be found at http://epd.aramco.com.sa
