    Sub: Hiring cum Haulage charges for Test Wagons to examine accuracy of
    Weighbridges.
    Ref: 1. Rates Circular No.17 of 2018 dated 12-10-2018 and its corrigendum
    dated 06-08-2019.

    In terms of Board's Letter No. 2004/Dev.Cell/IDEI/3/Vol.II dated 27-11-2015,


    testing of weighbridge with test wagons is to be carried out at an interval of six
    months. First testing to be carried out during the calibration by the weight and
    Measures department and further testing to be carried out, preferably after
    approximately six months from the date of yearly certification by Weight and
    Measures Department, jointly by the team of divisional officers.

    2. In terms of Rates circular 17 of2018 dated 12-10-2018 and its corrigendum dated
    06-08-2019, Test wagon hire -cum-haulage charges are to be levied, subj,ect to
    certain conditions, whenever Railway's owned test wagons are demanded on hire
    by private parties to examine accuracy of their weighbridges.

    3. The matter has been reviewed and it has been decided by Railway Board that "the
    testing of weighbridge, which is carried out during calibration by the weight and
    Measures department shall continue to be charged as per the above laid down
    guidelines. However, further testing by the team of divisional officers, shall be
    without cost i.e. no hiring ctim haulage charges for test wagons to examine the
    accuracy of weighbridge shall be charged.

    4. All the subsequent charges related to testing by Weight and Measures Department
    shall be charged as per laid down guidelines. However, the same in case of testing
    by teain of divisional officers shall be free of charge.

    5. These instructions shall come into force with effect from 15-03-2021 and shall remain
    in force till further advice.

    6. All other details of the Rates circular under reference shall remain unchanged.

    These issues in consultation with Traffic Transportation Dte. and with the
    concurrence of Finance Dte. of Ministry of Railways.
