As Central Zone’s first DCP, Mr. Anand established the ‘Lake Police’ in 2002 May to bring better policing
in and around Hussainsagar lake and they have saved thousands of lives of those trying to commit suicide
there. As Addl. Commissioner of Police, Traffic from 2010 to 2013, Anand brought in several innovations and
introduced new technologies for better traffic management. The famous ‘Drunk Driving Enforcement’ was
started by him and the SOPs related to its enforcement and jail sentences, was set by him. The proposal to
give 30% extra pay to traffic policemen was moved by him in 2012, and got approval of government in 2015.
Anand worked as CP Cyberabad for three years during the tense period of State bifurcation and was the
last CP of the old Cyberabad which was split into two (Rachakonda & Cyberabad) after he left. In Cyberabad,
he introduced the SOP to tackle the innumerable land disputes so that no one blames the police for bias,
introduced innumerable measures for women safety, especially in the IT corridor like SHE Teams, SHE
Shuttles, SHE Apps and reactivated the defunct Cyberabad Security Council, established over two lakh
CCTVs all over the commissionerate as part of the community CCTV project, and had a strict tab over crime,
snatchings through cordon and search operations, PD act etc.
He has worked outside the police department as Director Excise for 2 years and Civil Supplies Commissioner
for 2 years, where his IT and Technology reforms in introducing e-PDS brought a saving of rupees 2000 crore
in 2 years to the government by controlling the illegal activities of rice millers, transporters and ration shop
dealers and won him national acclaim.
Then, Anand went on Central Deputation to CISF in 2018 April. He worked as IG Airport Sector for 2 ½ years
and brought in systemic and technological changes in the way passengers are treated and checked and
improved the turnover ratios in all airports. Perimeter, Cargo and other security systems were improved and
the measures taken during COVID-19 times were much appreciated by all sister agencies. While being IG
APS-II, Anand held additional charge of IG South Sector for 9 months and IG West Sector for 6 months due
to vacancies and got great exposure in the functioning of steel plants, oil plants, defence establishments,
ports, and other such units where CISF is posted.
As Director NISA, he has brought in quantitative and qualitative changes in Indoor and Outdoor training.
NISA was awarded with the Home Minister’s Trophy for the “Best Police Training institution for training at
National Level for the year 2020-21, a testament of numerous reforms that were brought in training during
his tenure.
Mr. Anand has won several medals like Gallantry Medal, IPM, PPM, Antrik Suraksha Medal in Police, apart from
other prestigious civilian awards like the Election Commission of India National Award for Best Performance
in the 2014 General Elections, the National e-Governance Award-2017 and Telangana Excellence Award-2017.
Another important facet of Shri Anand is that he is a die hard sportsman. He played cricket for Hyderabad
state at all levels and toured England with the U-19 team before joining IPS. He was the best athlete in national
police academy and won 100 mts, 200 mts, highlong- triple jumps. He plays very good tennis and he won the
All India Police Singles Championship to get CISF it’s first tennis medal.
He believes in using IT based systems for Governance and Administration in every field so that citizen-based
services are delivered efficiently and quickly, without any harassment, to the people. Mr. Anand was recently
empanelled as Addl. DG in Govt of India which is an career achievement for all AIS officers.

On behalf of the dedicated & hardworking men and women of the Hyderabad City Police, I am
honored to present the 2022 Annual Report which contains a great deal of statistical information
about the overall operations and new initiatives launched this year.
2022 marked a significant milestone for the Hyderabad City Police. Looking back over the last 12
months, we have lots to celebrate, from moving in to state-of-the-art building - the TSPICCC,
laurels from the people we serve, effective policing.
After two years of covid induced lull, there has been surge of activity across all sectors in 2022.
The traffic, city life returned to pre-pandemic levels. People celebrated the festivals with gaiety
and fervour.
Policing the mega metropolitan city, which is still deeply rooted in its history & fragile communal
fabric, is always challenging. Nevertheless the logistical and organizational talents of various
wings synergised to manage security & traffic arrangements during many festivals, processions
and large events in the past 12 months without mishap. All this wouldn’t have been possible
without our officers anchored in sectors & wards, numerous coordination meetings at various
levels, awareness campaigns and other preparatory arrangements.
Our specialized crime detection team such as CCS, Cyber Crimes and SIT ensured that every lead
has been followed, and all sources of intelligence and evidence have been consulted. The sharply
targeted investigative work led to the arrest of perpetrators in Mahesh Bank hacking case, Xsilica
payment gateway and the biggest ever Chinese investment fraud case to the tune of Rs 900 crore
which caught the attention of the country.
Despite a hectic calendar of year long events and heavy case load, HCP pioneered strategic
initiatives & reforms in investigations, Crime prevention, traffic management, training, technology,
welfare of the personnel etc.,
The Hyderabad Narcotics enforcement Wing (H-NEW) & Narcotics Investigations supervision
wing (NISW), were instated this year to make the city free from the scourge of drugs. H-NEW
has taken strategic strides by attacking the vulnerable points in the illicit drug trade cartels.
Beginning with the apprehension of local peddlers and inter-state gangs the agile teams also
caught the trials of drug deals made through dark web and busted international suppliers and
deported them. The city police also now mandates Anti-Drug Committees in all colleges and
facilitates rehabilitation to the drug addicts.
Since the lightning spread of disinformation through social media has emerged as a threat to public
order, we have completely revamped the way we handle such posts through agile & collaborative
approach. The “Social Media Action Squad of Hyderabad City Police” has brought deterrence in
city based cyber perpetrators who often post provocative speeches, rumours online.
Hyderabad Traffic Police took several initiatives to foster commuter discipline and road safety
while supporting a safe, substantive and systematic traffic management. Operation ROPE-
Removal of Obstructive Parking & encroachments has been initiated to realize the actions under
4 E’s of Traffic Management viz., Enforcement, Education, Engineering and Enablement.
“Fitcop”, an internal mobile app has been launched to prioritize the wellness of our officers
and their wards.Breaking gender stereotypes, for the first time in the history of HCP, a woman
Inspector was appointed as SHO. As many as 203 PSIs were inducted into city police which infused
youngsters into the force. Through laborious exercise, Thousands of officers were transferred to
their place of choice, a move to strike perfect work-life balance.
As you peruse this report, I think you will see that all of our initiatives are grounded in a
comprehensive plan to prepare the HCP work force for the future challenges.
The members of the city police are grateful to the state leadership headed by Hon’ble Chief
Minister Sri K.Chandrashekar Rao garu for according top priority for public safety and security.
The statistics in this report encapsulates the human reality that we all care for every number
represents a beloved family member, friend and co-worker who came home safely or a crime that
didn’t happen and a case cracked. All in all, the initiatives paid handsome dividends in terms of
departmental confidence,results, people centerdness.
But HCP never, ever rests on its laurels. As we may make our way forward, we will continue to
improve on our accomplishments.
I am honoured to serve as your Police Commissioner and immensely proud too of the work being
done by the officers and staff of Hyderabad City Police alongside the unwavering support &
cooperation of various other Government departments, other agencies, media and the public we

Sri P. Viswa Prasad, selected as Dy. Superintendent of Police in the year 1996
and was conferred with Indian Police Service in 2005. He has studied M.Sc
(Agriculture) at the then A.P. Agricultural University, Rajendra Nagar, Hyderabad.
Presently he is holding the post of Joint Commissioner of Police, Special
Branch, Hyderabad. He has worked as Superintendent of Police, Mahabubnagar
and Nizamabad districts. He has also worked as Deputy Commissioner of Police,
Visakhapatnam, L.B. Nagar, Madhapur and Central Zone. He was awarded with

Vijayanagaram, GC Greyhounds, DCP Madhapur, CP Nizamabad and presently
working as Jt.CP (CAR Headquarters & Training) at Hyderabad City Police.
Sri Dr. Gajarao Bhupal IPS belongs to 2008 batch of Indian Police Service.
He has done his MBBS. He worked as ASP Bhadrachalam, Addl. SP Medak, SP
Adilabad, Nellore, Tirupathi Urban, CID, Commandant Mamnoor and Mangalagiri
Battalions and as L&O DCP of Vijayawada and South Zone of Hyderabad City.
Presently working as Jt. CP, DD, Hyderabad City.
Sri M Ramesh IPS was selected as Dy.SP in the year 1996. He is graduated in
bachelor of arts & Political Science and MBA. He was conferred with IPS in the
year 2011. Presently working as Jt.CP Administration in Hyderabad City. He was
awarded with AP Police Katina Seva medal, Antarik Suraksha Seva Medal, Indian
Police Medal for Meritorious Service and Utkrisht Seva Padak.
Ms. Chandana Deepti IPS belongs to 2012 batch of Indian Police Service. She
graduated in Bachelor of Technology in Computer Sciences from IIT Delhi.
Earlier she worked as ASP(UT) Vijayanagaram, ASP(UT) Nalgonda, ASP Tandur,
OSD and Addl. SP Admin Nizamabad, and SP Medak. Presently she is working as
DCP North Zone, Hyderabad City.
Sri M. Rajesh Chandra was selected as IPS in the year 2015. He has studied
B-Tech in Electrical Engineer. Earlier he worked as ASP, Bhadrachalam and Addl.
SP Operations, Adilabad Dist. Presently working as DCP Central Zone, Hyderabad
City.
Sri P. Sai Chaitanya IPS belongs to 2016 batch of Indian Police Service. He studied

• The Hyderabad Narcotics Enforcement Wing (H-NEW) and Narcotics Investigation supervision wing
(NISW) of Hyderabad City Police were launched.
• Seized 556 Kgs of Ganja, 12 ltrs of Hash Oil, 586 Gms of Cocaine, 295 Gms of Heroin, 742.5 Gms of
MDMA, 355.7 Gms of Charas and 262 LSA/LSD Blots.
• A total of 382 police constables, including 42 women, of Hyderabad City were promoted to the rank of
head constable at Pipping Ceremony, held for first time in Hyderabad City.
• Free PRT offered for 7133 aspiring candidates. Provided free accommodation, Physical Training and
Coaching.
• Inauguration of Telangana State Police Integrated Command and Control Centre (TSPICCC) at Banjara
Hills by Hon’ble CM.
• Hyderabad Traffic police implemented ‘Operation ROPE’ (Road Obstructive Parking and Encroachment)
to remove encroachments on major roads in the city and penalize traffic violators, to enable smooth
flow of traffic.
• 265 Community CCTV Cameras and 45,837 Nenu Saitham CCTV Cameras and 886 CCTV Cameras
under Safe City Project and 974 Safe City Project (Nirbhaya) were installed. The total CCTV Cameras
installations reached to a whopping figure of 47962.
• Advanced Technology Spy Camera, Spy Glasses and other equipments were sanctioned by CP
Hyderabad and handed over the same to all the SHE Teams for scaling up of efficiency to the next level.

peddlers, consumers and maintain databanks.

OPERATION “ROPE”
(Removal of Obstructive Parking & Encroachments)
Wrong and Haphazard Parking and encroachments of major roads by motor vehicles, non-movable hawkers
and business establishments are a key concern for hassle free movement. Hyderabad Traffic Police launched
operation “ROPE” with strong determination to overcome this perennial stumbling block to increase
mobility of vehicles and to remove difficulties in pedestrian movement and safety.
FITCOP:
Prioritising health and wellness among the workforce and their wards, the Hyderabad City Police has
launched the FitCop App by collaborating with Helping Hand Foundation, an NGO into health & fitness.
FITCOP was developed on the underlying idea of 3 Ds – Diagnose, Develop and Do. Initially the profile of the
cop is diagnosed followed by developing a plan to improve the health and implementing it- Do. Every staff
officer was subjected to a master check up and the data has been feeded into the app. Based on the health
profile, the app maps the personnel to connect to a dietician, physical training instructor or a counsellor
or doctor through in-app chat/call service.
• A large amount of money from the 38 accounts of Xindai Technologies Pvt. Ltd went to Ranjan Money
Corp and KDS Forex Pvt. Ltd.
• The transactions in the account of Ranjan Money Corp Pvt. Ltd were to the tune of 441 crore rupees in
a period of 7 months. Another 462 crore rupees transactions were done in KDS Forex Pvt. Ltd account.
The total fraud was to the extent of 903 crore rupees.
• So far Rs. 1.91 crores have been frozen in various bank accounts in this case.

• The perpetrators used fake seals of licence issuing authorities & forged their signatures to prepare fake
arm licences.

• The persons who got fake licences procured fire arms and were working as armed private security
guards.
• Seized arms and ammunition including 30 single bore weapons, 3 double bore weapons, 1 revolver,
140 rounds, 34 fake weapon license books, 29 unused weapon license books, 6 rubber stamps and 1
unsigned NOC.

PayG payment gateway Case:
• The Cyber Crime Police nabbed a hacker from Vijayawada, who hacked an amount of Rs.52.9 lakhs from
the data base server of PayG payment gate way and his associate chartered accountant.
• The accused was apprehended in Vijayawada and Rs.17.2 lakhs was recovered from his possession and
freezed Rs.14 lakhs in his bank account. 3 Laptops, 12 mobile phones, one tab and 33 credit/debit cards
were also recovered.
• The sleuths of the Hyderabad Narcotic Enforcement Wing (H-NEW) along with Ramgopalpet Police
apprehended (01) Drug Kingpin from Goa, who organises parties and suppling the narcotic drugs
through his agents at Curlies Shack Restaurant.
• The accused previously involved in 6 crimes in different police stations limits in various states.
The sleuths of Commissioner’s Task Force, South Zone and East Zone Teams along with Afzalgunj Police
apprehended Interstate Robbery Gang who committed robbery in the limits of Afzalgunj PS in the month of
March-2022. Total Seized: Net Cash of Rs.28,20,000/- Lakhs, One Motor Cycle and (03) Cell Phones.

• Cyber crime Police busted the scam of swindling an amount of Rs. 12.48 crores from A.P. Mahesh Co-
Operative Urban Bank Ltd.
• The amount was transferred into 115 different bank accounts of different banks and from there into 398
different bank accounts.
• Most of the beneficiary accounts are in Delhi, Haryana, Uttar Pradesh, West Bengal, Maharashtra,
Karnataka, Kerala and 7 North Eastern states etc.
• The money was later withdrawn from 938 ATMs all over India. The amount withdrawn is transferred to
Nigeria, most likely through Hawala or Crypto currencies.
• The whole operation runs in various modules independent of each other, the hackers the handlers of
accounts opened for the hacking and the handlers of the beneficiary accounts.
• Cyber Crime Police responded immediately and succeeded in freezing an amount of Rs. 2,08,55,536/-

“Milad-Un-Nabi” (Birth Day of Prophet Mohammed) commenced from 28.09.2022 and concluded on 27/28-
10-2022. Large number of processions of Milad-Un-Nabi were taken out from various places in Hyderabad
City and passed through Communally Sensitive / Hypersensitive areas on the night of 09-10-2022.
In view of sensitivity of the festival and also in view of prevailing Law & Order situation and security scenario,
elaborate and extensive Security and Bandobust arrangements were made for maintenance of public order
and to prevent any untoward incidents during the Milad-Un-Nabi celebrations. The celebrations went
peacefully without mishap.

• Sanctioned strength of this unit is 5402 while the actual strength is 3933.
• Providing Force to Guards & Escorts to Union/State Protectees, IAS Officers, IPS Officers, Government
Establishments, Courts, Hospitals, Consulate General Offices/Residences, UPSC Confidential Meetings
and all types of Exam papers.
• Deploying Platoons (Men & Women) daily to zones for various Law & Order bandobust duties.
• Specialized (8) Teams (QRT-3, CSG-3 & CRAF-2) well trained at Octopus Training Centre are working
(24x7) under the supervision of Jt. CP CAR Hqrs/Addl. CP (L&O) Hyderabad for emergency L&O
bandobust duties.
• Conducting Regular Training/Courses to Men & Women officers at CAR Hqrs, Parade Grounds.
• Providing force for short visits of VIPs & VVIPs to Hyderabad like the Hon’ble President of India, Vice
President of India, Central Union Ministers, State Ministers, Chief Justice of India, Judges, and Protocol
Members.
• All the Armed Reserve Police personnel of the City played an active role during unprecedented
situations like Riots, Dharna, Political Meetings, Major bandobust duties, and the festivals like Ganesh,
Bonalu, Ramzan, Sadar and observation of Matam during Muharram, rescue operations in the event of
natural calamities and other disasters, etc.
• Organized Blood donation camp in view of Police Commemoration day in which 100 CAR Police
personnel have donated blood.
• Refreshment training courses conducted from time to time for Men and Women Police Personnel.

The Hyderabad City Security Council (HCSC) a not- for- profit society was formed on 2nd Feb 2020 by
the Hyderabad City Police Commissionerate in collaboration with all establishments, Government, and
citizens across the various zones of Hyderabad Police Commissionerate
STREE: Counselling Centre launched in Golconda and cases are being dealt with. 150+ cases received

WECOP: The program has been extremely successful and has reached out to 54 schools and covered
12000 students so far via virtual meetings.
44 CYBER SMART PROGRAM: An initiative of HCSC in collaboration with WNS Cares Foundation,
where teachers from schools of Hyderabad are given orientation on the program of Cyber Safety and
Security and then it reaches out to the students in the school. In this program 45000 students from schools
108 have completed the training (85% of school strength).

The Hon’ble Chief Minister Shri K. Chandrashekar Rao inaugurated this Telangana State Integrated
Command & Control Centre built in seven acres of land in Banjara hills, Hyderabad on 4th August 2022.
• The ICCC is envisaged to aggregate information across multiple applications, CCTVs and traffic,
weather sensors deployed across the state, and then provide actionable information with appropriate
visualization for decision makers.
• The intuitive application, along with the watch of specific CCTV feeds casted to the
video wall, also smartly works in the backend and capable of triggering alerts on
crowd gathering, geo-fence alerts, un-attended baggage, traffic congestion etc.,
• This ICCC also embraces the state emergency operational centre (Dial 100) which
handles all SOS calls pertaining to Police, Fire, Medical and other emergency
services. With designated representatives of various Government departments,
a multi-agency operation & disaster management centre has also been setup
which works in tandem with CCC, State emergency operational centre fostering a
collaborative approach to respond to any calamity swiftly.

• The entire facility can be viewed from the war room that can be occupied by senior echelons of the state
police, other Government departments and the concerned ministers. This enables monitoring, make
real-time decisions and virtually engage with the field staff.
• All and all, the ICCC standardizes response protocol, enhance collaboration through its different
layers and components and empower the frontline officers by providing geographical and situational
awareness and actionable intelligence.
