Narrative
Monday, July 13, 2020 at approximately 1:44 P.M.:
I (Corporal S. Lockett), along with the City of Savannah District 3 Alderwoman Linda Wilder-Bryan, went to
the area of Skidaway Road/East Victory Drive in order to speak with a juvenile male regarding selling bottled
water in the area. It should be noted that there have been multiple complaints from citizens regarding juveniles
selling water in the area of Skidaway Road/East Victory Drive and Wallin Street/East Victory Drive; the complaints
have ranged from the juveniles being in and out of moving traffic, throwing grocery carts at vehicles in the
roadway, stealing bicycles, etc.
Alderwoman Wilder-Bryan and I spoke with the juvenile male that was at Skidaway Road/East Victory Drive; he
identified himself as Zackery Brown. He was told to be sure to return the grocery carts that he had to the stores
from where he obtained them, to not be in traffic, to be with a guardian 18 years of age or older, and to wear a
high-visibility vest (that would Alderwoman Wilder-Bryan would provide). Zackery soon left the area; however,
there were grocery carts that were left in the area, after he had been told to return them to the stores from which
he obtained them.

Narrative
Alderwoman Wilder-Bryan and I then went to the area of Wallin Street/East Victory Drive, but there were no
juveniles in the area selling water. There was, however, a large amount of trash including coolers, bottled water,
and food items. We cleaned up most of the large pieces of junk. We later went to Zackery's residence, 2642
Evergreen Avenue, and spoke with his mother (Melissa Brown) about it.
My Body Worn Camera was activated. This report was written in order to document this incident.

Narrative
On Wednesday February 8, 2023, 1222 hours I was dispatched to the dollar tree at 1920 E Gwinnett St for a
disorderly person call. The caller advised the manager was in an argument with a customer. Upon arrival I
observed a white in color Land Rover blocking the main entrance to the businesses parking lot. Officer White
spoke with the driver of the vehicle while I made contact with the manager.
The manager Mr. Michael Gallagher advised he had a delivery there and the driver was attempting to back to
complete the delivery. The driver of the Land Rover came into the parking lot at a high rate of speed and parked
blocking the semi-trucks path. Mr. Gallagher advised he tapped on the hood of the vehicle and asked the driver to
move for the delivery truck. The driver got upset and said do you know who I am. I'm an Alderwoman. Mr.
Gallagher told her he knew who she was. He advised it was Alderwoman Wilder-Bryant. He advised she was irate
and refused to move for the driver.
Officer White advised Alderwoman Wilder-Bryant advised she did not know the truck was attempting to back up
where she parked. She thought the truck was leaving. She advised the truck driver went into the store and got the
manager. The manager tapped on her hold and told her to move in a rude manner. And was being disorderly and
she did not like the way he was speaking to her. Alderwoman Wilder-Bryant advised Officer White she had to go
because she had prior engagements and had to go. Alderwoman Wilder-Bryant than left the scene and the
delivery driver was able to back his truck up and to make his delivery.
The on-duty supervisor and lieutenant were notified.
