Chapter 1

INTRODUCTION

Background of the Study

The most common causes of electrical hazards in the

world include unsafe equipment or installation, unsafe

environment, and unsafe work practices. Unsafe work

environments increase the risk of electrical accidents, and

water, rain, and wet conditions have negative effects on

electrical safety. Cluttered workspaces increase the risk of

accidents whether electricity is involved, and missing

equipment guards, overhead power lines, and the use of

extension cords can also contribute to an unsafe electrical

environment (Abdullahi S., Adewale A., & Adisa R., 2019)

Outdated or poor wiring, leaving appliances plugged in

near water sources, wrong wattage light bulbs, and

overloaded circuits are also common electrical hazards found

in homes. Faulty wiring is the second-leading cause of

electrical residential fires, resulting in 13% of all

residential structural fires and an average of 390 deaths

each year (Karter M. J., & Karami A., 2019).

Electrical hazards are a significant concern in the

Philippines, and electrical burns are one of the most


distressing trauma injuries in the country. Accidental

contact of overhead electrical power lines by metal poles is

the primary cause of electrical burns in the Philippines.

Most of the patients admitted to hospitals due to electrical

burns were high voltage electrical injuries, and a

significant percentage of them had severe electrical burns

and associated traumatic injuries (Barretto T. Z., & Tan R.

H., 2017).

In addition to accidental contact with power lines,

other common electrical hazards in the Philippines include

outdated or poor wiring, leaving appliances plugged-in near

water sources, using wrong wattage light bulbs, and

overloading circuits. Unsafe equipment or installation,

unsafe environment, and unsafe work practices are also

common causes of electrical accidents that can result in

mild to severe injuries (Acuna J. R. P., & Mendoza N. B.,

2019).

Senior high school students may be at risk of

electrical hazards due to their lack of knowledge and

experience in handling electrical equipment. The main

hazards associated with electricity are contact with live

parts causing shock and burns, and faults which could cause

fires.
Common electrical hazards in school include unsafe

appliances, overloading of electrical circuits, improperly

installed air conditioning/heating units, and poorly

maintained essential lighting systems. Identifying unsafe

appliances is an important safety measure in any school

environment, and appliance testing and tagging by a trained

professional delivers assurance of the safe condition of

electrical devices (Sajid M. R., & Iqbal M. T., 2021).

This study, the researcher aims to determine the Study

of Electrical Hazard Identification and Preventive Measure:

Evaluation of Electrical Safety and Practices of senior

Grade 12 EIM students of Handumanan National High school.


Theoretical Framework

This study was anchored by Smith, J. A. (2015).

Applying system theory to electrical safety: a comprehensive

approach. Journal of Safety Engineering, 12(3), 45-57.

Smith proposes applying a system theory approach to

electrical safety as a way to better understand and manage

electrical safety risks.

Based on Smith's theory, electric hazard is not a

simple cause-and-effect relationship but rather a complex

system where multiple factors can contribute to an

electrical hazard or incident. Electric hazard can result

from a combination of factors, such as the electrical

equipment and components, people who interact with them, the

work environment, and the policies and procedures in place.

In the Smithian theory, electrical hazards are seen as

part of a larger system and must be approached through a

comprehensive risk assessment and management process that

takes into account all of the interrelated components and

processes involved.

According to Smith, J.A.(2015), this approach involves

viewing electrical safety as a complex system with multiple


interacting components and developing a comprehensive

approach to identify and manage electrical hazards.

Smith, J.A.(2015) emphasizes that this approach to

electrical safety should consider both technical and non-

technical factors, such as organizational culture and human

factors, in order to achieve optimal safety outcomes. This

includes implementing appropriate technical control

measures, such as lockout/tagout procedures and PPE, as well

as addressing non-technical factors through promoting a

culture of safety within the workplace, providing training

and education to workers, and encouraging workers to report

and address any electrical safety concerns.


Conceptual Framework

The Conceptual of the study focuses on relationship

between “Electrical hazard identification and preventive

measure” and “Evaluation of electrical safety and practices”

the result of which be the basis for mitigation to the

workers. To resolve the problem, the researcher has proposed

a conceptual framework that guide the flow of the researcher

in its entirely.

For a clearer understanding of the Conceptual

Framework, a schematic diagram of the study is illustrated

in Figure 1.

Statement of the Problem

The purpose of the study aims to determine the Study

of Electrical Hazard Identification and Preventive Measures:

Evaluation of Electrical Safety and Practices.

This study sought to answer the following questions:

1. What are the Electrical Hazard Identification and

Preventive Measure in terms of:

a. Overloading circuits.

b. Leaving electrical parts exposed.

c. Electrocution or burns from lack of PPE.

d. Explosions and fires from explosive and flammable

Hypothesis of the Study

Based on the given problems, the hypotheses below were

formulated:

1. There is no significant relationship between electrical

hazard identification and preventive measures and

evaluation of electrical safety and practices.

2. There is no significant difference in the level of

electrical safety and practices between individuals or

organizations who have implemented electrical hazard


identification and preventive measures and those who

have not.

Significance of the Study

The study of electrical hazard identification and

preventive measures is significant not only to students and

teachers but also to other researchers. The study can

provide insights into the potential electrical hazards in

various settings and develop preventive measures to reduce

the risk of electrical accidents and injuries.

Students. this study can help to raise awareness about

electrical hazards and the importance of following safe work

practices. By providing information on the potential hazards

associated with electrical equipment and the proper use of

personal protective equipment, the study can help reduce the

risk of electrical accidents and injuries.

Teachers. this study can help identify potential

electrical hazards in the classroom and develop strategies

to improve electrical safety. The study can also provide

insights into the design of furniture used by teachers in

the classroom or lecture hall during teaching or lecturing

due to the nature of their work which does not demand much

use of furniture.
Researchers. this study can provide a basis for further

research on electrical safety and practices. The study can

also provide insights into the effectiveness of current

electrical safety measures and identify areas where

improvements are needed.

School Administrators. This study can help school

administrators identify potential hazards and implement

appropriate preventive measures to ensure the safety of

students, teachers, and staff. The study can also provide

insights into best practices for training and educating

employees and students on electrical safety practices and

protocols.

Curriculum Planners. This study can help curriculum

planners develop appropriate training modules for electrical

safety education. Curriculum planners can use the study’s

recommendations to ensure that students receive the

necessary knowledge and skills to prevent and respond to

electrical hazards in various settings.

Future Researchers. This study can serve as a

foundation for future research in electrical safety

practices and hazard prevention measures. Researchers can

build upon the study’s findings to identify new areas of

investigation or to validate the study’s recommendations in

different contexts or populations. The study can also


contribute to the development of new tools or methods for

evaluating electrical safety practices.

Scope and Limitation of the Study

This study aims to determine the Study of Electrical

Hazard Identification and Preventive Measure: Evaluation of

Electrical Safety and Practices.

This study is limited only to the Grade 12 EIM students

of Handumanan National High School who were officially

enrolled for the first semester school year 2022-2023.

Definition of Terms

For better understanding of this study, the following

terms were defined conceptually and operationally:

Electrical Hazard. Conceptually, A dangerous condition

such that contact, or equipment failure can result in

Electric shock, arc-flash burn, thermal burn, or blast.

(2004 NFPA 70E).

Operationally, Electrical hazard is used to measure the

student’s awareness of electrical hazards and practice

electrical safety to mitigate risks.


Electrical Safety. Conceptually, Electrical safety

recognizing hazards associated with the use of electrical

energy and taking precautions so that hazards do not cause

injury or death. (2004 NFPA 70E).

Operationally, Electrical hazard is used as a student

to recognize the hazard associated with the use of

electrical energy and taking the precautions so that the

hazards do not cause injury or death to the learners.

Electrical preventive measures. Conceptually, it refers

to the specific control measures implemented to remove

electrical hazards and mitigate the risks of electrical

accidents and injuries (Hassan S. S., & Rehman S., 2020).

Operationally, Electrical preventive measures is used

in this study as a learner to specified the control measures

implemented to remove electrical hazard and mitigate the

risk of electrical accidents and injuries in school.

Electrical. Conceptually, it refers to the branch of

science and engineering that deals with the study of

electricity, its properties, and its applications. It

involves the study of electric fields, electric circuits,

electronic devices, and the behavior of electrical

components (Introduction to Electrical Engineering, N.D.,

2023) .
Operationally, electrical refers to the practical

application of electrical principles to design, build,

operate, and maintain electrical systems and equipment. This

includes a wide range of activities, such as designing

circuits, installing wiring and electrical components,

troubleshooting electrical problems, and performing routine

maintenance on electrical systems.

Electrical Hazard Identification. Conceptually,

electrical hazard identification refers to the process of

recognizing potential risks associated with the use of

electrical equipment or systems. It involves identifying

potential sources of electrical shock, electrocution, burns,

or fire, and taking steps to mitigate or eliminate those

risks (OSHA, n.d.).

Operationally, electrical hazard identification related

to students involves following specific steps to identify

potential hazards and take appropriate action to address

them. Students should conduct visual inspections of

electrical equipment and wiring to identify signs of damage,

wear, or other potential issues. They should also review

electrical schematics and diagrams to understand the

electrical system’s layout and identify potential problem

areas.

REVIEW OF RELATED LITERATURE AND STUDIES

This chapter presents the review of related literature

and Studies conducted before which are related to present

study. They are reviewed to provide insights and proper

perspective and understanding.

Electrical Hazard Identification and Preventive Measures

According to the Occupational Safety and Health

Administration (OSHA), employers must assess the workplace

for potential electrical hazards and provide appropriate

protective equipment to employees who may be exposed to

these hazards. This includes providing personal protective

equipment (PPE) such as gloves, face shields, and flame-

resistant clothing. Electrical hazards in the workplace can

be identified and prevented through a combination of hazard

assessments, training, and the use of appropriate safety

equipment.
Training is also a critical component of preventing

parts exposed is a violation of these guidelines.
