1.0 INTRODUCTION

The need to identify high quality candidates is vital in any industry, and employers should
only want the best candidates possible. Not doing so can lead to severe cost implications
and resources invested in such candidate being wasted.
The process of finding the perfect candidate for a position in an organization can be quite
time-consuming and demanding, especially when there are large numbers of candidates
to consider for vacant positions. Certificate verification, Background and Reference
checks are useful tools employers use to assist them in making crucial employment
decisions.
Certificate verification involves confirming the validity of certificates/ qualifications
candidates claim to possess. Reference checks, on the other hand, are an evaluation of
a candidate’s past performance based on conversations with people who have actually
worked with the candidate.
Whilst certification verification reveals whether or not a candidate has the required paper
qualification for a position, reference checks provide a means through which the
strengths, performance and character of the candidate can be assessed, beyond what
they tell the employer. Both services are therefore complementary and highly important.

2.1 AIM AND OBJECTIVES


The aim of the service is to confirm that the education, training, certification and
character claims of employees/ potential employees are a true and accurate reflection of
what the employee actually possesses.
The objectives of the service are as follows:

 To enable the organization detect false certification and character claims.


 To enable the organization make better and more informed hiring decisions.
 Provide the organization with a more accurate picture of the employee’s
accomplishments that is not distorted by self-serving-bias, either deliberate or
unintentional from the applicant.
 Keeping cost of turnover down by avoiding a bad hire
 Promoting organizational values of honesty and integrity
3.1 SCOPE OF WORK

The services that will be provided by the firm are as follows:

1. Certificate Verification

This will involve the confirmation of the possession of degrees, certificates and
qualifications which employees presented/ claimed as a basis for the employment
with the organization.

This will cover secondary school and college certificates; degrees from colleges,
technical institutions, universities, post- graduate institutions; professional
qualifications and any other qualifications, obtained locally and in overseas
Universities.

We expect the Certificate Verification Exercise to be at a minimum of two

levels. The exercise will also involve the validation of the grades/ class of

Certificates.

2. Guarantor Checks

This will entail discreet guarantor checks which will include confirmation of the
contact addresses (home and office) of the specified guarantor per employee and
any other relevant claims made on guarantor forms or during interviews.

The guarantor checks will specifically cover:


1. Home address of the

3. Background (Including Neighborhood) & Criminal Checks

This is entails discreet facts and criminal records finding with the appropriate Law
Enforcement Agents, such as; the Nigerian Police, The Judiciary, NDLEA, etc. As well
as verifying the claimed neighborhood and background of the candidate(s).
4.1 OUR APPROACH AND METHODOLOGY

To effectively cover our scope of work, our methodology shall include:

1. Setting up our Assignment Steering Team which will comprise a Project Manager
and team members.
2. The project will require a focal person from Westpaq Group to liaise with for the
duration of the project. The structure of the project, timelines, instruments as well
as deliverables will be agreed upon prior to commencement.
3. Working with the focal person of Westpaq Group to obtain the details of the
educational institutions, qualifications and also a well detailed employment history
of all employees to be covered in the project. This will entail on-site desk research
and where possible, interaction with some of the employees in order to fill any
information gaps that may arise.
4. Designing/ updating survey instruments which will be deployed to capture the
information requirements.
5. Constituting several project teams who will be responsible for specific zones of the
country and a project team to cover International Institutions and overseas
employers as may be applicable.
6. The use of a range of different processes by the Project Teams to capture the
information requirement. This will include two or more of the approaches listed
below:
 Paper/Electronic questionnaire completion,
 e-mail/ telephone processes,
 Archive research,
 On-site visits to institutions as may be necessary nation-wide, visits to
neighborhoods, individuals, if necessary,
 Police, NDLEA, Courts as maybe applicable.
7. Subjecting all information captured to validation by our Quality Control Team and
to approval by the Team Leaders and the Project Manager who will also sign-off
structured reports to be forwarded to The Client in phases.

5.0 TIMING

This is dependent on volume i.e. the number of candidates and the type of checks to be
conducted.
However, we anticipate that the duration of the project will be between eight to ten weeks
from the commencement date, with phased reports being forwarded every two weeks
until the completion of the project.
6.0 CONFIDENTIALITY

Aquamuse Global Resources shall ensure that all confidential information obtained in the
course of this project shall be treated with the strictest level of confidentiality and such
information shall not be disclosed to any third party or used, except in connection with the
performance of this project.

7.0 PROFESSIONAL FEES

We are able to offer a flexible package tailored to the specific needs and requirements of
your organization. The prices and the duration of these packages will vary according to
the volume of verification/ checks to be carried out.

8.0 PAYMENT MODALITIES

It is our standard policy to request for a payment – on-account of 70% of the professional
fees, on approval of our proposal before the commencement of work.

Balance of the professional fees (30%) will be invoiced at the conclusion of the assignment.

9.0 CONCLUSION
