RESOLUTION NO. 44

WHEREAS, Republic Act No. 9003 an act providing for an ecological solid waste management
program, creating the necessary institution and incentives, declaring certain acts prohibited and
providing penalties, appropriating funds therefore, and for other purposes, was passed by
congress and was approved on January 26, 2001 by GLORIA MACCAPAGAL ARROYO, President
of the Republic of the Philippines;
WHEREAS, Section 10 OF R.A. 9003 provides for the role of LGUs in solid waste management
where in it is expressly stated that the segregation and collection of solid waste shall be
conducted at the Barangay level specially for biodegradable, compostable and reusable wastes;
WHEREAS, Section 11 and 12 of the same law explicitly provide for the establishment of the
Solid Waste Management Boards at the Provincial and City/Municipal Levels, respectively;
WHEREAS, There is no express provision with respect to the establishment of a Solid Waste
Management Board at the barangay level;
WHEREAS, because of the vital role of the Barangay in the successful implementation of the
program particularly in the segregation collection of solid waste provided under the afore cited
Section 10, there is a need to create a Barangay Ecological Solid Waste Management
Committee.
I. COMPOSITION. The Barangay Solid Waste Management Committee, herein after referred
as “BESWMC” shall oversee the successful implementation of program, projects and activities
of Ecological Solid Waste Management Committee within the Barangay.
II. FUNCTIONS. The function of the committee shall include but not limited to the following:
A. Formulate a community solid waste management program consistent with that of the city.
The policies and plans to implement the program shall include but not limited to the following
strategies:
1. EDUCATION
1.1 Develop and disseminate thru information, education and communication (IEC)
campaign materials on solid waste management into every household, business establishment,
and other institutions in the Barangay;
1.2 Conduct community training and seminars on ecological solid waste management,
particularly on household waste segregation, composting reduction of waste disposal and
recycling.
1.3 Issue community-based policies that will patronize ecologically friendly products and
packaging.
2. ENGINEERING
2.1 Provide support mechanisms for segregated collection (i.e. push cart, Pedi cabs,
mini-trucks) and composting or pre-treatment of biodegradable waste ( *using biological or
environmental friendly technologies ). This includes setting up of redemption or eco-centers
(MRF) with in the Barangay for non-Biodegradable or recyclable materials before in selling in
bulk to junkshops.
3. ENFORCEMENT
3.1 Establish an award system and other incentives in the Barangay as well as sanction
through the enactment of Barangay ordinances and other rules and regulations to implement
the program. The following can be considered:

4.1 Establish a system of buying and selling of recyclable waste including compost;
B. Be responsible for the segregation and collection of solid waste specifically for
biodegradable, compostable and reusable wastes. Provided that the collection of the non-
recyclable materials and wastes shall be the responsibility of the city local chief executive.
C. Establish within the Barangay or clusters of Barangay a Materials recovery Facility (MRF), a
redemption or eco-centers in the Barangay owned or leased land or any suitable open space to
be determined by the Sangguniang Barangay;
The MRF shall receive recyclable waste for final sorting, segregation, composting and
recycling in an efficient and environmentally sound manner and to be sold in bulk to buy-back
centers/ or junkshops. The remaining residual wastes shall be collected by the city.
In establishing the MRF building and/or lad lay-out and equipment must be designed on
accommodate efficient and safe materials processing movement and storage.
D. Allocate Barangay funds for the Barangay Ecological Solid Waste Management Program,
approved by the Sangguniang Barangay;
E. Organize a core of area/ street coordinators thru the conduct of trainings for Barangay
residents on segregation, composting recycling and livelihood opportunities from use of
recyclable waste and to monitor their implementation;
F. Intergrades the Ecological Solid Waste Management Program in the Barangay Development
Plan And/Or Annual Investment Plan;
G. Find alternative resources of funds other than the regular Barangay budget;
H. submit a quarterly report to the city ENRO on the progress of the program copy furnishes the
Local DILG Office:

III. SECRETARIAT. The Secretariat of the Committee shall be headed by the Barangay
Secretary. He/She shall be responsible for providing technical support, documentation
proceeding, preparation of reports as may be required in the discharge of the committee
functions.
IV. MEETINGS. The committee shall meet at least once a month or as often as may be
necessary.
V. EFFECTIVITY. This resolution shall take effect immediately upon its approval.
