WHEREAS, the student government who were in operations since its election on October 21,
2022 are still in operations up to this day under the mandate of the students and in accordance
with the Constitution-by-laws of the Supreme Student Council that circulates today;
WHEREAS, Executive Order No. 001-2022 was issued on November 19, 2022, thereby creating
the Constitutional Committee to exercise jurisdiction in the Constitutional Convention to
formulate a Constitution for the Supreme Student Council of Junior and Senior High School.
WHEREAS, Proclamation No. 003-2023 was issued by the JHS SSC President on March 16,
2023, declaring that the Constitutional Convention is hereby open, following the convocation of
the same in the preceding day, March 15, 2023.
WHEREAS, a Constitution-by-laws will be made to amend and supersede the current
Constitution-by-laws of the Supreme Student Council and shall be temporarily be replaced by
this Transitory Constitution in preparation for the promulgation of the new Constitution-by-
laws.
WHEREFORE, I, JOHN SEBASTIAN A. FLORES, President of the Supreme Student Council, by
virtue of the powers vested in me by law, do hereby ordain and promulgate the Provisional
Constitution for the Supreme Student Council as follows:
PROVISIONAL CONSTITUTION
of the
SUPREME STUDENT COUNCIL
ARTICLE I
THE PRESIDENT, VICE PRESIDENTS, AND
EXECUTIVE OFFICIALS
SECTION 1. – Until a new Supreme Student Council is elected and convened under the new
Constitution-by-laws, the President of the Supreme Student Council shall continue to exercise
legislative power.
The legislative power of the SSC President shall mean and focus on matters which relates to:
a. Concerns relating to the complete restructure of the Supreme Student Council through
implementing reforms in the organization for a better leadership by the elected student
officials serving in it;
b. The use of ordinances or executive issuance to meet the emergencies and matters
pertaining to the necessities of the Supreme Student Council;
c. Matters on student activities or programs that will foster nation-building and enhance
the socio-physical skills and mannerly attributes through application of the Core Values:
Quality, Excellence, Service, and Truth;
d. Concerns relating to the system of the political structure of the BED Supreme Student
Council by implementing laws that provide equal protection and benefit to all;
e. Achievement of discipline and order in partnership with different offices and other
organizations in promotion of amity and prosperity in the institution;
SECTION 2. – The Executive Department of the Supreme Student Council shall be composed of
the President, Internal and External Vice Presidents, and the Speaker of the Consulate.
The President shall be the head of government and the chief executive in the Supreme Student
Council. He shall be elected by a majority of votes by the students in the Basic Education
Department.
The Internal Vice President shall be the second high-ranking student official in the Supreme
Student Council. He shall assist the President in matters inside the campus, such as
implementing student programs inside the school. Elected by a majority of students in the Basic
Education Department, he shall assume the powers of the President if the President is removed,
resigned, or died in office.
The Internal Vice President shall exercise general supervision over the affairs of the class
presidents, matters relating to student affiliations but not beyond private classroom matters.
The External Vice President shall be the third high-ranking student official in the Supreme
Student Council. He shall assist the President in matters outside the campus, such as
implementing student programs outside the school. He shall also initiate and coordinate to alien
institutions outside the jurisdiction of Naga College Foundation if there may be external
programs sponsored by the SSC. Elected by a majority of students in the Basic Education
Department, he shall assume the powers of the President if the President and Internal Vice
President are removed, resigned, or died in office.
The External Vice President shall preside in all meetings conducted by the Student Council and
shall supervise its operations.
The Speaker of the Consulate shall be elected by the Student Consulate and shall be the head of
all Grade Level Officers. He shall ensure the organization and unity between the Grade Level
Officers through the leadership of the Grade Level Governors. He shall assume powers of the
President if the President, Internal and External Vice Presidents are removed, resigned, or died
in office.
SECTION 3. – The President, if there may be any vacancy within the Executive Department,
shall appoint within the Supreme Student Council or Student Consulate a replacement for such
office following the approval of the Commission on Appointments.
SECTION 4. – The President shall exercise general supervision and control over the Supreme
Student Council, and other subdivisions under it.
SECTION 5. – There shall be an adviser who will always assist the operations of the Supreme
Student Council, which adviser shall be a member of the BED Faculty chosen by the officers
thereunder.
ARTICLE II
THE STUDENT CONSULATE, GOVERNORS,
AND GRADE LEVEL OFFICERS
SECTION 1. – The Speaker of the Consulate shall exercise general supervision over the Grade
Level Governors, and Grade Level Officers.
SECTION 2. – The Student Consulate shall be the representatives of their respective Grade
Levels to the Supreme Student Council. They shall be the Governors and Vice Governors in their
year level.
SECTION 3. – The Grade Level Officers shall be composed of the following officials:
a. Governor
b. Vice Governor
c. Secretary
d. Treasurer
e. Auditor
f. Public Relations Officer
SECTION 4. – The Governor shall be the chief executive of his respective Grade Level and shall
exercise statutory powers as may be provided by law or authority.
The Vice Governor shall assist the governor in all matters in their grade level. He shall preside in
all meetings convened by their Department and exercise supervision over their sessions. The
Vice Governor shall be Governor when the Governor is removed, resigned, or died in office.
SECTION 5. – The Departmental Officers shall have an adviser who will assist in their daily
operations as Grade Level Officers, which adviser shall be a member from the BED Faculty.
ARTICLE III
ACCOUNTABILITY OF STUDENT OFFICERS
SECTION 1. – Public office is a public trust. All students elected in the Supreme Student Council
must at all times be accountable to the people, serve them with utmost responsibility, integrity,
loyalty, and efficiency, act with patriotism and justice, and lead modest lives.
The President, Internal and External Vice Presidents may be removed from office, on
impeachment for, and conviction of, culpable violation of the Constitution, bribery, corruption,
other major and grave offense, or betrayal of public trust. Any other officer may be removed
from office but not by impeachment.
SECTION 2. – The Student Consulate shall have the exclusive power to initiate all cases of
impeachment. A verified complaint for impeachment may be filed by any member of the Student
Consulate upon a resolution of endorsement by any Member thereof, which shall be included in
the Order of Business within ten session days and referred to the proper Committee within three
session days thereafter. The Committee, after hearing, and by a majority vote of all its Members,
shall submit its report to the Assembly within twenty-one session days from such referral,
together with the corresponding resolution. The resolution shall be calendared for consideration
by the Assembly within ten session days from receipt thereof.
A vote of one-third of all the Members of the same SCon joint assembly shall be necessary either
to affirm a favorable resolution with the Articles of Impeachment of the Committee or override
its contrary resolution. All members must vote their yeas and nays for affirmation. The vote of
each member shall be recorded.
The Student Council shall have the power to try and decide all impeachments. Having the joint
resolution filed by the lower house, the verified complaint shall be presented in their regular
session and be included in the Order of Business thereof. The Student Assembly shall seat as the
Impeachment Court and no decision shall be valid without the concurrence of 2/3 votes of all its
Members.
SECTION 3. – All other officers which removal from office is not by impeachment may be
removed by a unanimous vote of the officers concerned. A replacement for the official shall be
determined by the Commission of Elections but with the approval of the Commission on
Appointments.
SECTION 4. – The Commission on Appointments shall be composed of the Vice President for
Internal Affairs, Speaker of the Consulate, Secretary of the Supreme Student Council, and
Governors in every Grade Level.
ARTICLE IV
REORGANIZATON OF THE SUPREME
STUDENT COUNCIL
SECTION 1. – The reorganization of the Supreme Student Council shall focus on measures
relating to the promotion of nation-building, enhancement of leadership, and discouragement of
corruption.
SECTION 2. – All elective and appointive officers of the Supreme Student Council, Student
Consulate, and Grade Level Officers under the 1996 SSC Constitution-by-laws shall continue in
office until their successor has been elected and qualified.
SECTION 3. – All properties and subdivisions on which the Supreme Student Council has
jurisdiction shall remain in the supervision of the Supreme Student Council including its official
documents, funds, and other records.
SECTION 4. – The Office of the Supreme Student Council shall be the seat of government of its
officers and shall be located at the High School Bldg., HS 306, until a new declaration or
transference of its seat shall be proclaimed.
SECTION 5. – All powers and general control and supervision in the Supreme Student Council
shall be vested into the incumbent President until the new officials of the same has been elected
and qualified.
SECTION 6. – All existing executive orders, memoranda, proclamations, administrative orders,
circulars or any other ordinances that are signed by any authority or officer shall remain in full
force and effect until amended or revoked.
SECTION 7. – All other declarations, decrees, or issuances which are inconsistent in this
Proclamation shall remain operative until amended, modified, or repealed by the President or
the new student body to be established under a new Constitution.
SECTION 8. – The partnerships or contracts entered into by the Supreme Student Council shall
remain in progress until amended, revoked, or modified by the SSC President or any
appropriate authority.
ARTICLE V
ADOPTION OF A NEW CONSTITUTION
SECTION 1. – Within forty (40) days from the date of this Proclamation, the Commission that
was established by the President through Executive Order No. 001-2022 shall be convened, and
the Constitutional Convention that was also convened on March 15, 2023, shall be in session.
The Constitutional Convention shall be composed of the Members of the Supreme Student
Council and Student Consulate in both Junior and Senior High School.
SECTION 2. – The Convention shall complete its work even the closing exercises have
commenced to hasten the full restructure of this Student Council in preparation for the S.Y.
2023-2024, and to draft a document truly reflective of the vision-mission and core values of
Naga College Foundation.
SECTION 3. – The New Constitution for the Supreme Student Council shall be presented by the
Commission to the AVP for BED/Principal, Vice President for Academic Affairs, and President
of Naga College Foundation who shall approve the said Constitution-by-laws. It shall become
effective and valid upon ratification by the Convention and Administrators following the
submission and approval.
ARTICLE VI
GENERAL PROVISIONS
SECTION 1. – All Officers who were elected and appointed on October 21, 2022, shall have their
term extended to October 21, 2023, at exactly 9 o’clock in the morning.
SECTION 2. – The declaration of policies and principles for the Supreme Student Council shall
be determined by its officers until a New Constitution has been proclaimed.
SECTION 3. – The holding of elections shall be determined by the New Constitution.
SECTION 4. – The strict compliance of this proclamation shall be observed.
ARTICLE VII
EFFECTIVITY
SECTION 1. – This proclamation shall take effect upon its promulgation by the SSC President
and other appropriate authorities.
SECTION 2. – The present Constitution-by-laws of the Supreme Student Council which
currently circulates in this day shall be superseded by this Proclamation.
