I copied Email to You and to Stephanie Russell DCJS Criminal Program Specialist as she notifies
Police Officers of Removal for Cause or other bases on DCJS Registry.

Email copied to DCJS Deputy Commissioner and DCJS Specialist for two reasons:

First, Ensure DCJS has actual knowledge Sheriff Eugene Conway, Onondaga County (Retired Nov
2022) violated his duty to Report Deputy Dominick Albanese RESIGNED.

Sheriff as Employer had Duty and Statutory Requirement to Report Resignation of Police Officer
Pursuant 9 NYCRR § 6056.2(g)(2).

• Deputy Albanese RESIGNED while under investigation by internal Affairs in 3 cases.


Records show he faced Criminal Referral to District Attorney William Fitzpatrick's Office.

Second, Dominick Albanese Resigned from OCSD during 3- Misconduct investigations and Pending
Lawsuit in Federal Court. Kelly Glover v Onondaga County, Dominick Albanese et al. *Civil Rights
Lawsuit Filed in U.S. District Court NDNY. Seeks redress re: 2016 False Arrest, illegal Strip Search,
and Falsifying /Destroying Records.

I ask that you provide me the name and contact information of the individual responsible for
overseeing compliance with Accurate Reporting Resignations to DCJS.

In addition, I believe you have the duty to notify DCJS official(s) whose Responsibilities are

Dear Counselors:
These two Federal Civil Right and Whistleblower Lawsuits NDNY Matters of Public Concern. Yet
 Syracuse Post Standard and the Local Media are Silent.

The Media will Not Report on these Lawsuits. The Reason I have published on my YouTube channel
and Scribd: Court Records, Exhibits, Documents and Transcripts.

I know from documents filed and reading transcripts from both lawsuits defendant's tactics to
Overwhelm and frustrate the lawsuits. Using outright deceit and lies, and fraud upon the court to
deny justice for your clients.

No question you are focused on present motions and recent "Document Dump" the last minute.
Documents withheld then Produced is a Corrupt Tactic, Once again - -when Lies and Delays have
been Extinguished. Suddenly hundreds and hundreds pages of documents produced. That should
have occurred over a year earlier.

From what i recall. Unfortunately, defendants were allowed to violate discovery obligations &
Ethics.

• This letter is to notify you that Dominick Albanese works as Police Officer at Liverpool
Police Department.

Discovered last week. I called LPD to speak with Village of Liverpool Police Chief Gerald Unger re:
Locating Emails I sent March 8, 2023 to Chief Unger and Sgt Sturtz. Either Intercepted or deleted
by an unauthorized individual.

Liverpool Police officer answered administration's phone number. Said that Police Chief Unger
and Sgt Sturtz were not in the Office. I asked who am i talking with? He said Officer Dominick
Albanese. I recognized the name.

Believe he is former Deputy Dominick Albanese. ***I understand after reading your papers and
research that DCJS Requires Employers to Report Law Enforcement's Decertification. 9 NYCRR §
6056.2(g)(2).

Therefore, as stated in Federal Lawsuit and papers Sheriff Conway Did Not Report to DCJS Deputy
Albanese's Resignation  While under Multiple Investigations for Misconduct.

• AS STATED IN THE FEDERAL LAWSUIT RESIGNATION WAS QUID PRO QUO DEAL WITH
SHERIFF CONWAY. ALBANESE WILL NOT BE REPORTED TO DCJS.

Which Allows Him To Be Hired At Another Police Dept. Apparently, how Dominick Albanese was
Hired at Liverpool Police Department.

You were right. I thought you would want to know.
