The current scenario in Uttarakhand presents a “Golden Opportunity” for
setting up an inclusive digital architecture to empower the people of the
state & spearhead an overall development in the remote semi rural & rural
regions by way of employment/ incomes.
We are intending to pilot this initiative in the state of Uttarakhand in India with
your kind support & blessings.
Our model of transformation and development is based on “GLOCAL” -
integrating GLobal Technology with LoCAL products & people to transform
lives as well as protect the environment. To make everyone (the people, the
area & the state) Atma Nirbhar, protecting the fragile environment, while
providing people opportunity for local economic progress and development.
Thus changing the ORBIT of GROWTH as in Gujarat/ U.P.
The same can be readdressed, tweaked, adapted and implemented all over
India as well as the Developing World by Disruption & later Convergence.
We are a multi facetted team of committed and passionate “Change Makers”
deploying technology for a comprehensive digital platform.
We will take its implementation to the ground level by identifying local
“Champions”, providing them with training, guidance and for empowering the
local people.
The local people are the primary stakeholders and beneficiaries of all
transformation initiatives. We would, with your extended support under Co-
Federalism/ Co-operation as per the PM Mantra, try to make available or else
the State Government can step in this 'MISSION of EMPOWERMENT”.
The mission requires access devices (PCs, projectors, laptops, etc) to be
made available for the local area “Development Centres” and operate the
platform and the process.
The online platform will integrate the knowhow, training, mentoring and
guidance for E education, E Health, Skill development, Incubation Centres,
etc. This will empower the Development Centres for creating livelihood of
local people, Eco friendly micro enterprises, Start Ups etc. Thus facilitating
development of infrastructure along-with Environment protection.
The LOCAL people need to be Responsible for their own progress under the
MISSION of "ZIMVAR NAGRIK" as per the PM. They MUST become “Atma-
Nirbhar” for their own Education, Health and Livelihood etc.
1. E - Pathshala.
• Access content Online - school KG to 12th., graduation, Vocational
Skill, English language, entrance exams, etc. Interesting & easy to
follow Audio Visual materials, Robotics etc. Thus move from rote
learning as per the NEP 2020.
• Classroom format - Each Class room requires one computer with
internet, projector and speaker system, student chairs. An instructor
and facilitator can take a class of Students enrolled in the course, login
to the course content, show the video, and help the students to
understand. The same classroom instructor can teach all subjects and
all classes from KG till 12 and even graduation and Vocational 
skills. Training & Skills can be imparted to the instructor who in turn can
teach the 'Village//Hamlet" youths as a mirror image. Thus cover all the
13 Districts till Manas Village etc.
• Computer lab format - can have 5 to15 computers with internet and
audio headphones. Instructor helps students to login to their courses
and attend video lectures. Different learners can learn their own choice
of courses. Specially useful for English Language and Skill
Development courses.
• Self learning at home - students can be given login rights to access
content in their homes on smartphones, tablets or computers. 
2. Environment friendly Livelihood & Economic development. It is

best that the local people prosper after “Ghar Wapsi”. They must get
help getting basic education, stay healthy and develop Skills to make a
livelihood from local produce while protecting the environment as well
as facilitating 'Reverse Rural Migration". 
3. Tourism opportunities - Natural Health & wellness, Spiritual and

meditation, adventure tourism, etc, etc. training in Global standards of
hospitality - customer care, travel, housekeeping, BPO, Gieratic Care,
Eco-Centers can be established at the Villages/ Hamlets & on the
outskirts of each URBAN/ City-Tier 1/2/3 etc. 
4. E - Aarogya: for providing local health services.

• Online connect with a hospital panel of Doctors for online advice.
• Local “Aarogya trained volunteers" have an internet connected Tablet or
Computer. They meet the patient in the Centre or at the patient's
homes, and enter the patient’s condition & primary tests for the “online
Doctor”. Based on the Doctor's advice, they convey the diagnosis,
advise and supply the medication to the patient. This service may be
charged as decided. Almost 80% cases can be done (including minor
injury).
• Tele-Medication: The same can be provided at the afore-said
'Empowerment Centers' EC. Thus no extra overhead costs & best
advice, line of treatment can be made available Pan India from domain
experts. Supporting synergy of DRONES, AMBULANCES as
Aggregators can be made available etc. In case of major injury or when
a patient requires inspection and testing by the doctor, help and
assistance in transportation to be given.
5. Environmentally friendly and dispersed power generation for GREEN

POWER - Solar, water wheels, wind turbines, Biofuels, hybrids, etc.
6. Online Agro product marketing: Local mentors and volunteers to help
the farmers in selling their produce on the portal to get the best price.
Independent of the commission agents “Dalals. Establish Radiation Mobile
Centers to control post harvest losses & farmers distress sales & suicides,
bankruptcy etc.
7. Traditional Handicrafts, textile, etc. As Patta of Bhotia, Woollen fabrics of
Kumaon, Pithoragarh, Almora, Uttarkashi weavers etc. etc.
8. Organic foods, ingredients, superfoods, herbs, Mushrooms,
Aquaponics etc.
9. Wealth from Waste: eg Parali/Organic waste to clean energy,
• Farm waste to manure - parali: knowhow guidance and initial funding
for converting Agriculture waste to bioGas, Fertilisers, marketable
products without causing harm to environment, and improving
profitability for the farmers.
• Recycling and processing of plastic waste, Glass, food and agro-
waste, etc.
Getting technology and best practices from others. 

SBUs can be set up under “Himalayan Vikas Sansthan”. The fees and
charges for all the services can be decided either as “token charge basis”, or
to cover the costs and livelihood of the Local service providers. BUT is must
be affordable and valued by the users. 
Am willing to give the best of my services to raise it up from the scratch as a
part & of this ‘Organisation/ Instruction' funded by the G.O.I & ONLY reporting
to the PMO with PMO full support. 
 
During the Shub Navratras the same can be initiated ASAP to have
preparatory ground for the 2023.
