1) Which primary goal of the health system do you think should be the priority in the

Philippines? Why?

What the Philippines need to prioritize is the ultimate goal of healthcare which is, the
attainment of better health services for all. A Filipino cannot deny that there is a critical need for
economical, dependable medical equipment in the country. In addition to a shortage of
healthcare providers, there is a lack of medical equipment in the Philippines. The shortage of
hospitals and surgical equipment are the primary barriers to quality healthcare in the
Philippines.

With a growing population that has a number of more than a hundred million in 2020, the
Philippines is our world's thirteenth most populated country. Half of the people who live in the
Philippines reside in rural areas of the country where there are sometimes no licensed medical
doctors and ill-equipped facilities with broken medical devices. Another more reason why
Philippines’ healthcare delivery system suffers from a variety of deficiencies.

Moreover, most of the best clinics and hospitals are located in larger cities. Nevertheless, even
residents of the country's capital face healthcare challenges. Staffing shortages, combined with a
lack of sufficient hospital beds and poorly functioning medical equipment pose problems for city
residents as well.

Hence, I think it is best to prioritize attaining better health services for ALL. Meaning, the
healthcare system in the country will and should cater every Filipino in need. The Philippines is
considered one of the poorest country in the world which means that more than half of its
citizens are in deep poverty. This poverty leads the people to prioritize ONLY their basic needs
such as: food, water, and shelter. With this, they have no room left for prioritizing and ensuring
the state of their health.

If the government could prioritize the healthcare system in the country, in ways that it will be
more accessible, more efficient, more reliable, more affordable and more considerate especially
to the people who have nothing, the Philippines’ health sector will thrive and this thriving will
not only contribute to the economy but more importantly, to the Filipinos because better
healthcare system means it will make it possible for everyone to achieve good health.

2) Do you think that the directions of the Philippines Health Sector are on the right track? Do you
have any other recommendations?

No. I still haven’t seen major changes that is so influential that it benefits all Filipinos. Millions of
Filipinos are still not getting the medical treatment they need and deserve. These Filipinos are
still crying out for help. In addition, many provinces in the Philippines still don’t have an access
to an accessible and affordable healthcare. This is because the government and hospital owners
don’t always aim to help people but to generate income in order for their business to thrive
which is why they don’t often establish a medical facility in remote places since the people who
are residing in that areas are poor. Moreover, it is also because remote areas are the ones that
are not yet developed. Therefore, hospital owners are having a hard time to build a medical
facility due to the shortage or resources and supplies such as basic water and electricity.
However, healthcare is a major necessity. It should be and remain as a priority all the time.

My only recommendation is to PRIORITIZE healthcare. That’s it. Because once you decide to
prioritize one thing, it will lead you to actually doing something to pursue your goal. This is what
the government should do.
