Council (NDCC), the focal organization for disaster
management in the country at that time.

It gave the local development council the power to


monitor the use and disbursement of the local
calamity fund.

Scope or Size of Disaster
Implementing Rules and Regulations (IRR) of RA 10121 defines when
the different national and local DRRMCs will be activated as
outlined below:
• Barangay Development Council (BDC) – if a barangay is affected.
• City/Municipal Disaster Risk Reduction and Management Council
(C/MDRRMC) – if two or more barangays are affected.
• Provincial Disaster Risk Reduction and Management Council (PDRRMC) – if
two or more cities or municipalities are affected.
• Regional Disaster Risk Reduction and Management Council (RDRRMC) – if
two or more provinces are affected.
• National Disaster Risk Reduction and Management Council (NDRRMC) – if
two or more regions are affected.

A. The Hyogo Framework for Action (HFA)
• The World Conference on Disaster Reduction held on January
18-22, 2005 in Kobe, Hyogo, Japan adopted the Framework
for Action 2005-2015: Building the Resilience of Nations and
Communities to Disasters
• The conference provided a unique opportunity to promote
strategic and systematic approach to reducing vulnerabilities
and risks to hazards.
A. The Hyogo Framework for Action (cont.)
• It was formulated and adopted by 168 governments at the World
Conference. On September 25, 2009, the Philippine Senate
approved the ASEAN Agreement on Disaster Management and
Emergency Response (AADMER) which is ASEAN’s affirmation of its
commitment to HFA.
• The HFA commands all the states to build disaster resiliency at the
national and local levels in collaboration with the civil society and
other stakeholders.
• This was the legal basis of the enactment of RA 10121.

B. The Sendai Framework for Disaster Risk
Reduction 2015 – 2030
• The Sendai Framework is the successor instrument to HFA.
• It is the outcome of the stakeholder’s consultations initiated
and supported by United Nations International Strategy for
Disaster Reduction (UNISDR) upon the request of the UN
General Assembly in March 2012, and intergovernmental
negotiations from July 2014 – March 2015.
B. The Sendai Framework for Disaster Risk Reduction 2015 –
2030 (cont.)
• Part of the global targets of Sendai is to substantially reduce
global mortality and the number of affected people by 2030
compared to 2005 – 2015.
