1.0 Purpose of Method Statement Document


The purpose of this Procedure Document is to define the methods and controls
employed to ensure erection of the structural steel works for PT. CELLA
ARGYA LOGISTIK is carried out in a controlled and systematic manner that
in all respect conform to the specified requirements.

3.0 Reference Document, Codes and Standard


3.1 The reference documents require for all structural steelworks erection activities
shall be referred to within the relevant procedures. Unless otherwise mentioned,
the following shall be treated as key reference:
 Project Specifications
 American Welding Standard AWS D1-1
 Construction Drawing
 Connection detail in Standard /Shop Drawings
 Quotation & Contract Document
3.2 Alteration, Interpretation and Amendment
Reference shall be made to the Contractor for final arbitration should any of the
following arises;
 Modification of this Procedure Document
 Differences in interpretation
 Important matters not specified in this Procedure Document

4.0 Erection Sequence / Works Methodology


4.1 General
a) General Schedule for steel structure activity milestone ( see attachment )
b) Sequence
In general, The Method and sequence of erection works may be divided
into stages as simplified in the following. It is intent to provide an overview
of how the whole erection activities shall be carried out as shown in the
following page:

Stage Activities
1. Material Handling This stage shall cover all the activities
handling of structures, transportation of
Materials from lay down yard to erection
points process of loading-unloading and
material sorting for assembly.
2. Modules Ground Assembly This stage defines activities carried out in
which cover the preparation and setting of
jigs for ground assembly, main beam/truss
assembly, tie beam assembly, tie brace
assembly, purlin assembly, H.S.B. Pre-
tightening, dimension checking, dimension,
H.S.B. full tightening, dimension checking,
setting of safety equipment and hoisting up of
modules.
3. Tie Rod Fixing Stage in which the assembled component is
lifted up from jigs and the tie rod is fixed to
ensure the component is maintained as per
designated length prior to hoisting and
installation.
4. Assembly ( tie beam, purlin, beam ) Stage in which component are assembled and
joined together to from larger structures
(modules). This stage includes assembly of
element or piece to element or either piece to
piece.

Detailed of each stage shall be defined under the respective paragraphs.

4.2 Material / Component Handling and Delivery.


a) Activities carried out under this paragraph shall involve the usage of 1 unit
truck and 1 unit mobile crane 25 Ton.
b) The erection contactor shall issue the Component List with correct marking
required for erection sequence.
c) The delivered materials component from the lay down area to the erection
points. The Materials shall be stacked, handle and transported any defects
or damage noticeable during open packing materials shall be recarded and
report to owner representative.
d) The delivered material components, if not instantly / assembled, shall be
supported above ground on skids or other support in such manner that no to
cause overstresses or excessive of any member.

4.3 Ground Assembly ( Modules )


a) In general, the modules components shall be assembled as ground assembly
prior to hoisting up and installation on designated locations.
b) An appropriate jig is set exclusively for this purpose to ease the process of
fixing the members together to form the element.
c) Post assembling, the members are hold together with primary tightening
using specified High Strength Bolt. Primary tightening may be defined as
bringing the surface in join to a firm contact with a few impacts of the
efforts by the bolting crew using normal tightening tool.
d) The Modules Ground assembling members are checked and adjusted to the
designated dimension within the allowable tolarance.
e) Upon acceptance of the dimension checking, the whole element is again
tightening to full tightening using the specified High Strength Bolt. A full
tightening may be defined as bringing the surface of join to a firm contact
within the required minimum tension. When using Torque Wrench the
required tension is considerably achieved when the wrench clicked.
f) The dimension is again checked in confirming there have been no changes
in dimension of the element during the full tightening process. Should
changes in dimension detected and the value is found exceeding the
allowable tolerance, the element shall be adjusted into acceptable tolerance
prior to full tightening.
4.4 Hoisting Up / Lifting of Element.
a) Activities under this paragraph may involve the usage of Mobile Crane 25
ton capacity. ( see attachment/Appendix-Erection step )
b) Hoisting of lifting shall be carried out in such manner that lifting in such
points and in such manner no to cause overstresses or excessive
deformations of any member of the structure.
c) Wire rope, shackles and hooks or clamps shall be used correctly within the
range of allowable load. If any damage of the devices is found by periodic
inspection, they shall be replaced.

4.5 Roofing Sheet Installation (By Others)


a) For Roof installation on Warehouse Building We Use Roll on Top using
Roofing Machine, while other buildings asdecription below.
Lift the roof shets to roof by mobile crane 25 ton Capacity
- A spreader should be used for lifting roof materials.
- Lifting with nylon or cloth slings with suitable SWL shall be used for
loading the materials to minimize the damage.
- Be sure to hook the slings to component with the right no. of points and
position so that the load does not get damage.
b) Install the first sheet
- Position and fasten each clip to each purlin so that all the clips are aligned
and are in correct relation to the building, and
- Position the first sheet longitudinally in relation to gutter over hang and
locate it over the fastened run of clips, with the under-lap rib away from
the end wall of the building.
- Workers shall directly attach safety body harness to moveable life line.
c) Fully install the roof sheets
- Continue to install the clips and sheets. All clips must be fully engaged to
the ribs of sheets.
- Periodically check that the installed sheets are aligned to the building.
- If the space left between the last full sheet and end wall or fascia is less
than a half sheet width, it can be covered by flashing or capping. In this
case, all the last ribs of the sheet must be secured and fastened by cutting
the clips in accordance to the gap, fasten the clpis onto the last ribs.
- Workers shall directly attach safety body harness to moveable life line.

5.0 Surveying / Alignment


5.1 General.
a) Generally, until the alignment of all the parts with the respect to each other
are confirmed true within the respective allowable tolerances, no fully
tightening bolt or welding shall be carried out.
b) Each structural unit shall be accurately aligned by the use of steel shims or
other approved methods so that no binding in any moving parts or
distortion of any members occurs before it is finally fastened in place.

c) Each part of a structure shall be aligned as soon as possible after it is


erected members shall not be permanently connected until sufficient of the
structure has been aligned, leveled, plumbed and temporarily connected to
ensure that they will not be displaced throughout the erection or alignment
of the remainder of the structure.
d) The positioning and leveling of all steel work and accurate placing of every
parts of the structure shall be in accordance with the approved drawings and
to the satisfaction of the specified requirements.
5.2 Foundation & Anchor Bolts Check
a) Prior to commencement of steel erection, the team leader with the
supervision of the site supervisor or site manager shall carry out a survey of
the anchor bolt location, detailing level and position.
b) Leveling points or marks shall be pre-set with reference to the approved
level required by the design.
c) All survey equipment shall be properly calibrated.
d) The anchor bolts shall be restrained in position in vertical, horizontal
direction and level during all setting in operation.
e) Anchor bolts shall be set perpendicular to the theoretical bearing surface,
threads shall be protected and free of concrete and nuts shall run freely on
the threads.
f) The projection of anchor bolts from the theoretical bearing surface shall
strictly follow the drawing or shall not be more than 10mm longer nor
10mm shorter than 70mm.

6.0 Bolting
6.1 Tightening Procedures
a) In general, the tightening of bolts shall be carried out in two stages consist
of pre-tightening and full ( final ) tightening at every group of connections.
b) Pre-tightening of the High-Strength Bolt by hand tools in every joint group
shall be done.
c) Full tightening shall be carried out using tools exclusively for torque
wrench High-Strength Bolts and tightening shall be tested with the moment
torque.

d) The following figures show the allowable sequence for bolt tightening at
any join
e) The tightening work shall be implemented in two rounds, the second being
done to ensure all bolts are equally stressed.
f) Allowable torque for bolt tightening and inspection
In the completed connection, all bolts shall have at least the minimum bolt
tension specified below when all bolts in the bolt group are tightened.

7.0 Field Touch Up Painting


7.1 General
a) This section is made exclusive as methods controls of field touch up
painting against defects or damage of the painting occurred after ground
assembling or completion of erection work.
b) Components that confirmed acceptable in painting quality when found
damaged after the erection work shall be touched-up at contractor expenses.
c) Field touch up painting, when required, shall comply with the project
specifications or otherwise by the contractor.
d) Such process shall be executed strictly with approved procedures conform
to manufacturer’s instruction.

8.0 Safety
8.1 General
a. The safety standard shall be maintained throughout the erection process.
b. Temporary bracing shall be introduced wherever necessary to take care of
all loads to which the structure may be subjected, including equipment and
the operation of the same.

c. Such bracing shall be kept in place as long as may be required for safety.
d. Wherever stacked material, erection equipment or other loads are carried
during erection, proper provision shall be made to accommodate the
resulting stresses.
e. Tools box meeting shall be held daily at the jobsite prior to starting work.
During such meeting, the site manager / engineer shall instruct the workers
of the day work programs and shall remind the workers of working safety
and also to take care of the safety of all workers.
f. The Site Manager shall instruct all supervisor, staffs and workers of the
followings and shall be maintained throughout the erection work takes
place :
i. Safety helmets, safety hardness safety goggles and safety shoes shall
always be working be worn at site.
ii. All hand working tools like spanner, hammer, and punch shall be
secured and shall be tied up with rope to safety belt.
iii. All mechanical / electrical equipment / devices shall be checked at
regular intervals before usage.
iv. All lifting and alignment sling wires shall be checked at regular basis
and damaged sling shall be replaced immediately.
v. Shackles and wire ropes shall be chosen from safe lifting capacity.
vi. Rubbish and unwanted materials shall be brought down to the ground
dumping point to avoid from flying away.
vii. Working platforms, temporary scaffoldings, safety cables and etc. shall
be erected to maintain safe working environment wherever necessary.
viii. Adequate warning / hazard notices shall be places to warn and educate
workers.
ix. Necessary fire extinguishers, sand buckets shall be kept available.
x. First aid kit shall be made available.
xi. Adequate precautions shall be taken for traffic control and look out
during crane age operations.
xii. Smoking shall be permitted at “smoking area “only.
8.2 Strong Wind Preparation Work.
a) When strong wind storm approaching, site Manager/ Supervisors shall, take
and inspection of the work to ensure the following :

i. All loose materials are securely fastened and anchored by lashing or


moved to protected area.
ii. All items or equipment are adequately anchored, power cables are
disconnected or if necessary, moved to a protected area.
iii. All temporary platform, hoist hand railing and temporary structures
securely lashed down.
iv. All cranes are securely protected with jibs left in the correct position in
accordance with manufacturer’s instructions. Additional guy wire /
lashing shall be provided where necessary.
v. All electrical equipment shall be adequately kept from water.
b) When strong wind has left, the site supervision and assistant shall check out
or make sure the following :
i. Check out any trouble of cranes, and ensure that no excessive
movement has taken place. The crane shall be tested for correct
mechanical operation .
ii. All working platforms, hoist and hand railing shall be checked to
ensure no damage has been caused before recommence of work. If any
damage found, repairs shall be carried out as required.
iii. Any trouble of electrical equipment caused. By movement and / or to
ensure excessive rainfall shall be checked and repaired. Equipment
shall be moved to correct position.
iv. All bracings required by strong wind anchorages shall removed prior to
recommence of work.

8.3 Safety Line ( Life line )


i. Safety wire shall be installed to ensure the safeties of worker, structures,
equipment and the like from any unexpected external forces such as wind
or the like.
ii. Such safety wires materials shall be chosen from the strength capacity to
ensure all work and any part of the work are safely secured throughout the
erection work.

90 Erection Site Inspection and Test Plan


9.1 General
a) This section in intent to describe the methods and controls of inspection and
test to be carried out at erection site to ensure the structural steelwork and
workmanship conform to specified requirement and / or standard and / or
specifications and / or manufacturer’s recommendations or printed
instructions.
b) The procedures of test and inspections once established and approved by
the Owner/Client shall be carried and maintained throughout the process of
test and / or inspection.
c) The major check points for the carious processes through handling of
materials component and / or materials to the completion of the erection
works shall include the bellow :
 Materials component Inspection
 High-Strength Bolt Tightening Test/Inspection.
 Elevation / Alignment Inspection
d) Inspection shall be carried out in such methods so as to inspect determine
any noticeable defects or damages on the materials component.
e) Painting quality shall be visually inspected; any major defects shall be
reported to the Owner/Client.
f) Upon instruction by the Owner/Client, any defect shall be rectified into
acceptable tolerances and allowances.
g) Rectification, when required, shall be carried out under strict accordance to
the approved procedures and standard acceptance criteria.
h) All inspection and rectification shall be recorded for necessary evidence.

9.2 High-Strength Bolt Tightening Inspection


a) Upon completion of full tightening of High-Strength Bolt Tightening, an
inspection of what the contractor may refer to as High-Strength Bolt
Inspection shall be carried out.
b) The purpose of such inspection shall:
i. Confirming the appearance of the bolt assembly does not display any
abnormally.

ii. Confirming all locations in each group have properly tightening within
the specified requirements.
c) Bolts where abnormalities are not noticeable shall be accepted.
d) Bolts subject to rejection shall not be re-used and shall be replaced.

9.3 Elevation / Alignment Inspection


a) Upon completion of installation of structure, and inspection what the
contractor refer to as Elevation/Alignment Inspection shall be carried out.
b) The purpose of such inspection shall :
Confirming the elevation of component subject to inspection are installed
and maintained within the allowable tolerance.
c) Confirming the position of component subject to inspection are installed
and maintained within acceptable tolerance.
d) Using appropriate equipment, each elevation and position of each
component subject to inspection shall be recorded for necessary evidence.
e) Any component found to fall off specified tolerance shall be remedial and
adjusted to the satisfactory of the requirements and re-inspection shall be
carried out.
9.4 Records and Documentation
a) All inspections and rectification carried out at jobsite shall be recorded and
complied in such a manner that all the necessary question results may be
referred as evidence of compliance to the relevant requirements. These
documents, what the sub-contractor may refer to as Record or Report shall
describe to of the following :
 Name of project
 Name / nature of inspection or test
 Date of inspection / test
 Reference correspondence / requirement
 Items subject to inspection / test
 Result of inspection / test
 Comment / remark made by inspector/Client (Owner)
 Name and signature of inspector and witnesses

b) Site Manager/Supervision, monitoring, inspection and test procedures of


works covered in this procedure document shall be undertaken by the
contractor
c) Such documents shall make available during each attempt of inspection /
test.
d) Finding or result of inspection or test shall be recorded and if necessary,
shall be compiled in such manner so as the reference may be easily made
when required.
e) Such Report or Record shall be evidence of compliance and shall be
submitted to the Owner/Client upon the completion of the work or when
required for reference.
