Chapter I

INTRODUCTION

Significance of Study

In today's rapidly progressing society, the media and information have emerged as

powerful agents of change. In developed countries, the number of information-related

businesses and industries is quickly expanding. One must be able to think and believe

that the generation of information, organization of information, assessment of

information, and dissemination of information all have significant effects on people in

order for a society to be considered developed. Because there is such a large amount

of information being produced and disseminated, it is essential that everyone be able to

locate, organize, and evaluate information for their own instructional and personal use.

In a situation that more closely resembles real life, there is a requirement to cultivate

learners who are capable of independently conducting accurate searches and locating

information that is pertinent to their needs.

According to Koltay (2011), media literacy is of utmost significance in this day and age

because of the proliferation of digital technologies. Literacy in the media, information,

and digital technologies are the three most prevalent concepts that concentrate on key

issues regarding media messages.

Universities in the Arab Region do not have full governance, nor do they experience full

autonomy, nor do they have access to sustainable media and information resources.

Arab universities are strategically structured as rigid entities because they are

centralized institutions that are controlled by the governments through their ministries of

higher education. As a consequence of this, they have become highly bureaucratic

organizations and have lost the mobility and flexibility necessary for innovative and

creative thinking. They lost competitiveness against other universities overseas. In order

to decentralize the higher education system and move it closer to full autonomy and

governance, reforms are desperately needed. This would allow institutions of higher

education to act independently with regard to curricula, programs, admission policies,

tuition, and full freedom of thought, expression, and decision making. This would create

an environment conducive to inquiry and the pursuit of excellence in teaching, learning,

and research, as well as the dissemination of knowledge. Higher education in the Arab

Region has increased in the quantity of more traditional institutions, but not in quality

and relevance (Badran, 2018). (Badran, 2018).

Republic Act 10533, also known as the Enhanced Basic Education Act, was signed into

law in the Philippines in 2013. This law mandates an additional two years of study for

students in their senior year of high school. With the introduction of K-12 in the

Philippines, the Department of Education has included Media and Information Literacy

(MIL) as a fundamental subject in the Senior High School curriculum.

Although books are already accessible, the content of these books focuses more on

media literacy than it does on information and media literacy. In addition, not all of the

essential components of information literacy were covered. MIL will undoubtedly be

realized if a particular person is capable of searching for reputable sources of media

and information, of producing and managing, in a methodical and organized manner,

critical evaluations of the sources, complete with appropriate citations, and of adhering

to standards and methods for ethically treating media and information (Yap, Labangon,

& Cajes, 2017).

In addition, Gatchalian (2018) stated that it is not too early to educate children at the

very young age (kindergarten and elementary) by teaching the concepts of technology

(computer and information science) for as long as they will be properly guided and

informed about its use and importance. This statement was made in agreement with the

Department of Education's decision to include MIL in the curriculum.

Gatchalian cited DepEd Secretary Leonor Briones, who had just recently reminded

everyone at the 2018 National Literacy Conference and Awards (NLCA) that children

need to learn not only how to read and write, but also how to be experts in their

knowledge of modern technology. Gatchalian cited Briones's remarks. As the Vice

Chairman of the Senate Committee on Education, Gatchalian encouraged everyone to

pay attention to this matter. He did so because he was convinced that our nation will

flourish in terms of economic growth by gaining more knowledge in ICT and when

children will be with us on this venture while they are still studying in The Philippine

Information Agency (PIA), led by the PIA Director-General Harold Clavite with

Presidential Communications Operations Office (PCOO) Secretary M. Gatchalian They

mentioned that each of us plays an important role in addressing the proliferation of fake

news, and they encouraged us to instead spread the good news in order to inform

people that good news were being overshadowed by bad news, particularly in the

government, which focused more attent.

Significance of the study

The study was important because it was able to give useful information about how

student's media literacy and information literacy work together. The role of the library in

providing relevant Information for research and other academic purposes brought the

need for librarians, students, and teachers, to the forefront. With this information, an

action plan was made to help students learn more about media Literacy and Information

Literacy and improve the media skills. The library will used to help students learn more

about information literacy. In particular, the following people and groups were thought to

benefit directly from the results of this study:

Students: Any information from this study about how well they understand media and

information will be used to improve and make sure that students are media literate

To the teachers: The results of this study may encourage teachers to find ways to

improve their teaching methods and strategies so that their students learn how to use

media and information well.

Administrator: The findings would serve as basis to give full support whatever

enhancement program on students' media and information literacy skills; and

To the future researcher's, this study would give researcher's in the future the baseline

information they need to do more research. Other researcher may find they need to do

a similar more consistent study that focuses on more complex records and uses more

complicated research design.

participants were grouped according to gender, strand and skills

Scope and Limitations

In this study, the students' media and literacy abilities were assessed. However, it was

solely restricted to MIL competences via the accurate assessment of students' literacy

levels in terms of usage, access, and evaluation of diverse media and information

sources. Also, it focused on the student demographics in terms of their gender,skills and

career paths.

Strand: As used in the study this the k-12 strands where the students can choose that area of

specialization they want to pursue and prepare to college. This includes strands from the

academic Track: 1 Accountancy, Business and Management (ABM) 2. General Academic

Strand (GAS): 3. Humanities and Social Sciences (HUMMS) 4. Science, Technology,

Engineering, and Mathematics (STEM); and from the Technical -Vocational-Livelihood (TVL)

Track by which the Andres Bonifacio college offers only for information communication

Technology (ICT) Strand.

Evaluation: Awareness and consideration that each media and information Was created by

someone and there by recognizing his/her credibility as a source.

Media & Information Literacy: The ability to determine the needed information how to locate or

retrieve, evaluate, use and understand the ethical and legal issues of information.
