Security – TLS Encryption
Expert Parameters

General Parameters
You can define the following General parameters:

Name

Under Name, you can enter a unique name for the interface. The name entered here is adopted from the source in the topology.
The Interface name must be unique within an application. SICAM PAS/PQS tolerates identical interface names for different
communication protocols.

NOTE

This name is used as the directory name for protocols that store fault recordings. Therefore, use neither special
characters nor reserved words such as COM[number], LPT[number], CON, PRN, AUX, or NUL.

Description

Description allows you to enter further information about the interface (e.g. to keep a change history).

Redundancy

Under Redundancy, you define whether the communication takes place via a redundant interface. The parameters of the
redundant interface are displayed in an additional column.

(Value range: Yes, No)

(Default value: No)

Dependency

NOTE

The Dependency parameter is only valid if Redundancy is set to Yes.

If you set Dependency to Yes (dependent), the automatic switchover only takes place if the connections to all devices
connected to an interface fail. If the connection to one out of several devices fails, the interface remains active and is not
switched over.

If you set Dependency to No (independent), an automatic switchover is performed for this specific device. If the connection to
one subdevice fails, the communication with this device takes place via the redundant interface.

NOTE

If you use a modem splitter or an RTU with communication interface, select dependent.

(Value range: dependent, independent)

Transmission Parameters
You can define the following Transmission parameters:

file:///C:/Users/Administrator/AppData/Local/Temp/2/~hh201D.htm 14/1/2022
IEC 61850 Client Page 3 of 41

GOOSE monitoring
This parameter defines whether GOOSE data can be imported.
If this parameter is set to Yes, you import GOOSE data by selecting the GOOSE column in the Import - select elements dialog.

The GOOSE parameter cannot be changed after the import of GOOSE data. In order to change the setting, you must delete and
re-import the device with selected/unselected GOOSE column.

NOTE

If GOOSE is configured, you must enable the IEC 61850 GOOSE option in the Feature Enabler. Otherwise the
runtime does not start, also not for configured MMS lists.

(Value range: Yes, No)

(Default value: )

IP address / Subnet mask

The IP address and Subnet mask parameters act as a common network filter for the devices to be imported. All devices
belonging to the same network are preselected in the import selection dialog provided that they comply with the existing
parameterization context (e.g. the redundancy status).

l MMS list
If the default value 0.0.0.0 is used for both parameters, no network filter is applied. All relevant devices are preselected.

l GOOSE list

If the default value 0.0.0.0 is used, no GOOSE data can be imported. Therefore, the GOOSE column has a dark background
in the Import - select elements dialog. GOOSE data is imported only, if it is available in the specified AP (access point).

NOTE

If the IP address has also been assigned using a system configurator such as DIGSI, you must enter the same IP
address here.

(Default value: 0.0.0.0)

Activate asset monitoring

Here, the Activate asset monitoring parameter decides whether asset information (list of variables) is retrieved from devices
connected to this interface:

l Yes, asset information is retrieved

l No, asset information is not retrieved

(Value range: Yes, No)

(Default value: No)

PQ Data and Fault Record Transmission

You can define the following parameters for the transmission of PQ data and fault records:

NOTE

Configure the following parameters only on a computer that time zone is set as on the runtime computer, for
example, during commissioning.

file:///C:/Users/Administrator/AppData/Local/Temp/2/~hh201D.htm 14/1/2022
IEC 61850 Client Page 4 of 41

Transmit data stored in device

With this parameter you define which fault records and PQ data are transmitted:
l All fault records and PQ data in the device

l Only those from a defined point in time

If you select From point in time, only the recordings in the device will be transmitted from the configured point in time. These
settings can be made under Start date and Start time.
(Value range: All, From point in time)

(Default value: All)

Start date
With this parameter you define the start date from when recordings in the device will be transmitted. Enter a date later than
1.1.1970.

(Default value: Today’s date)

Start time

With this parameter you define the start time from when recordings in the device will be transmitted.

(Value range: 12:00 AM, 1:00 AM,......,11:00 PM)

(Default value: 12:00 AM)

Interrogation cycle [min]

Here, you enter the period for the cyclical request of fault records and PQ data in minutes.
PQ data and fault records are transmitted:

l cyclically according to the defined interrogation cycle period

l spontaneous once a fault has occurred, if you use the …$RcdMade telegram address

If you use the information with the …$RcdMade telegram address of the fault recorder for mapping, you will receive the data
once a fault has occurred, independent of the length of the interrogation cycle defined. In this case, Siemens recommends
setting the interrogation cycle to a high value (for example, 120 minutes) to minimize internal processes for providing PQ data
and to keep the system load low.

If you do not use the information with the …$RcdMade telegram address of the fault recorder for mapping, you will only receive
the data after the expiration of the interrogation cycle period. For a contemporary transmission of fault records, select a short
interrogation cycle period (for example, 5 minutes). This increases the system load.

(Value range: 0 deactivates the cyclic interrogation, 1...1440)

(Default value: 5)

Activate fault record transmission

Here, the Activate fault record transmission parameter setting of the devices of this interface is displayed:

l Yes/No if the parameter setting is the same in all devices

l Different if the parameter setting varies between the devices

l Unknown if no device has been inserted for the interface yet

Furthermore, you activate or deactivate the fault record transmission for all the devices of this interface.

However, the activation of the fault record transmission can be set for each device of the interface individually.

(Value range: Yes, No, Different, Unknown)

file:///C:/Users/Administrator/AppData/Local/Temp/2/~hh201D.htm 14/1/2022
IEC 61850 Client Page 5 of 41

(Default value: Unknown)

Support of the legacy RECPRO archive

In this field you activate or deactivate the support for SICAM Recpro Collector V6.

If you set Yes, fault records are stored in the Recpro V6-compatible (source) archive whose path is indicated in the Fault record
directory parameter.

If you set No, fault records are stored in the archive of the station (V7). To this end, the Archive application must have been
inserted in the project and configured accordingly.

(Value range: Yes, No)

(Default value: No)

Fault record directory

This field indicates the fault record directory of the devices connected to the interface.

(Display of the default path)

Security – TLS Encryption

Security – TLS encryption is only available if the Secure Communication feature has been enabled in the Feature Enabler
and a TCP/IP connection is used.

The parameters concerning Security – TLS encryption define the encryption on the transport layer.

Activate TLS encryption

With this parameter you activate TLS-Encryption with EST communication.

The value No deactivates the TLS encryption.

NOTE

Imported certificates are not permissible for encrypting the IEC 61850 application.

(Value range: No, With EST communication)

(Default value: No)

Session count

This parameter defines how many messages are to be transmitted with the session keys. The session keys will be renewed
automatically as soon as the Session count (i.e. the maximum number of messages exchanged) has been reached.

The renewal is performed while the connection is running.

The value 0 disables the monitoring function. The disaibling of the monitoring function does not correspond to the standard.

(Value range: 0; 1000...2 147 483 647)

(Default value: 1000)

Session interval [s]

This parameter defines the time period during which the session keys are valid. The session keys will be renewed automatically
as soon as this period has expired.

The renewal is performed while the connection is running.

The value 0 disables the monitoring function. The disabling of the monitoring function does not correspond to the standard.

file:///C:/Users/Administrator/AppData/Local/Temp/2/~hh201D.htm 14/1/2022

(Value range: Yes, No)

(Default value: Yes)

Device Properties

NOTE

Devices that communicate with SICAM PAS/PQS via the IEC 61850 Master application insert in your station
configuration by importing it.

The imported configuration file, which was created with the DIGSI or a third party configuration tool, usually
already contains the correctly parameterized device properties. In most cases, therefore, you will only have to
check the device properties for IEC 61850 devices in the Configuration view, but not change them.

You can check the following Device properties here and adjust them in individual cases:

Topology Assignment

General Parameters
You can define the following General parameters:

Name

Name contains a unique name for the device taken from the imported file.

NOTE

When inserting the device, the name of the device template or the name from the import file can be applied by
deleting the content of the name field (e.g. "Device").

The device name must be unique below an interface. Identical devices on different interfaces of the IEC 61850 application can
have the same name.

NOTE

Siemens recommends you link identical devices to SICAM PAS/PQS via different interfaces. This will make re-
importing device configurations easier if required at any time later.

NOTE

Using a special character (e.g. / \ * % ") here may result in problems with fault record transmission.

Device Group

This parameter is used to group devices that all have a similar configuration (parameter, mapping, and topology assignment).

Description

Description allows you to enter further information about the device (e.g. to keep a change history).

Device template

The Device template used is shown here.

The device template is defined once on inserting the device into the configuration tree.

After that it is no longer possible to replace the device template.

Import file

Click ... to select an XML file to be imported.

NOTE

Parameters might be changed by the import process.

After inserting the device template, this parameter is no longer displayed.

NOTE

SICAM PAS/PQS supports the import of IEC 61850 Ed. 1 ICD files. Instantiate the ICD files of IEC 61850 Ed. 2
via the IEC 61850 System Configurator to import the resulting IID or SCD files into SICAM PAS/PQS.

Buffer time [ms]

The buffer time specifies the time period from the arrival of spontaneous information until its further transmission. Additional
value changes arriving during this time can therefore be transmitted via a report.

Data which is not contained in a list is buffered during this time.

Buffering is deactivated if the value is 0.

NOTE

For this function, the Report Setting: BufTime writeable communication service must be set to Yes. The
parameter is imported from the SCD file and should not be modified.
Data buffering is deactivated if the firmware version is too old and does not support this feature (see properties of
the Interface, Expert Parameters, Manufacturer and Firmware version parameter).

(Value range 0...3 600 000)

(Default value: 50)

SCD device name

The SCD device name is the unchangeable name of the device in the SCD file. This is taken as a key for updating enable
unique identification of the device in the SCD file again. On non-Siemens devices, the SCD device name and the device name
are identical.

GOOSE monitoring

This parameter shows whether GOOSE data is imported and the GOOSE monitoring is enabled. This is a non-editable field. In
order to change the setting, update the device with the GOOSE column selected/deselected.

file:///C:/Users/Administrator/AppData/Local/Temp/2/~hh201D.htm 14/1/2022
IEC 61850 Client Page 18 of 41

Name
Under Name, you can enter a unique name for the list.

Description

Description allows you to enter further information about the list (e.g. to keep a change history).

Type

This defines the Type of the list (dataset).

NOTE

The type cannot be edited.

Only lists defined by the user (User-defined MMS list (dataset)) can be changed in SICAM PAS/PQS.

The lists predefined by the device (Device-defined MMS list (dataset), Device-defined GOOSE list (dataset)) can
be changed via the device-specific editing tool.

(Value range: User-defined MMS list (dataset), Device-defined MMS list (dataset), Device-defined GOOSE list (dataset))

Buffer time [ms]

The buffer time is the time the device waits for arrival of a spontaneous information item before sending the information item.
This enables further value changes occurring during this buffer time to be transmitted in a report.

Data which is contained in a list is buffered during this time.

NOTE

For this function, the communication parameter Report Setting: BufTime writeable must be set to Yes. The
parameter is imported from the SCD file and should not be changed.

Data buffering is deactivated if the firmware version is too old and does not support this feature (see properties of
the Interface, Expert parameters, Manufacturer and Firmware version parameter).

(Value range 1...3 600 000)

(Default value: 100)

Integrity period [s]

Interval (in seconds) for the general interrogation

Only valid if the Integrity parameter is set to Yes under Trigger options.
(Value range: 1...2 147 483)

(Default value: 10 800)

Transmission of special values

This option deactivates the old/new comparison in the protocol driver upon the reception of information. This also allows the
cyclic transmission of items of information whose value has not changed.

It is also possible to specify larger intervals for items of information subject to frequent value changes.

Examples for using this option:

l Periodic transmission of the actVal metered value with the Integrity period interval (e. g. 15 min) although the value does
not change.

l To prevent that the value instMag (which changes frequently) is transmitted too often via the Data change trigger option. If

file:///C:/Users/Administrator/AppData/Local/Temp/2/~hh201D.htm 14/1/2022
IEC 61850 Client Page 19 of 41

this option is ticked, the value can be transmitted periodically or with the Integrity period interval (e. g. 10 s) upon restore.
The cause of transmission is spontaneous even if the value has not changed.
(Value range: Yes, No)
(Default value: No)

Buffered reporting

For user-defined lists, it is possible to choose between buffered and unbuffered reporting here.
If the list has been imported from an SCD file and in pre-defined lists for dynamic reporting, this parameter cannot be changed.

(Value range: Yes, No)

(Default value: Yes)

Trigger Options
Under Trigger options you can enter when data are transmitted.

NOTE

The Trigger option parameters can be changed during runtime, if the Report setting:TrgOps writeable
parameter of the device is set to Yes.

Data change

This parameter specifies whether data are transmitted on value change.

(Value range: Yes, No)

(Default value: Yes)

Quality change

This parameter specifies whether data are transmitted on status change.

(Value range: Yes, No)

(Default value: Yes)

Data update

This parameter specifies whether data are transmitted on each freeze, even if no change occurs.

(Value range: Yes, No)

(Default value: No)

Integrity

This parameter specifies whether the server sends the data of the scan list to the client periodically. The period is defined by the
General parameter Integrity period [s].

(Value range: Yes, No)

(Default value: Yes)

General interrogation

This parameter specifies whether a complete value table will be sent during device start-up.

(Value range: Yes, No)

file:///C:/Users/Administrator/AppData/Local/Temp/2/~hh201D.htm 14/1/2022
IEC 61850 Client Page 20 of 41

(Default value: Yes)

Redundancy Parameters

NOTE

Each redundancy parameter exists once for each redundancy connection.

You can define the following Redundancy parameters:

MMS address
Manufacturing Message Specification

Address of a variables list which has either already been created in the device or is created by the IEC 61850 client (requires the
DynDataSet service).

This list furthermore is an integral part of the Report control block or is entered in this block by the IEC 61850 client (requires
the DynReportControl service).

The following addresses are possible:

l @<List> assigns the list to a connection-specific area. (Does not apply to devices that support Buffered Reporting.)
l <DEVICE><LD>/<LNode>$<LIST> assigns the list to a defined logical device. This requires that the LD already exists.

Example: 7SJ63_2Prot/LLN0$Liste1

(Default value: @<List>

Report identifier

Unique string that identifies the reports to the receiver. The unique BRCB address is usually used here.

The parameter is imported from the SCD file and should not be changed.

Configuration revision

This version number from the SCD must match the version number in the BRCB of the device. The parameter is imported from
the SCD file and should not be changed.

(Default value: 1)

Report control block

This parameter specifies with which report control block the list will be connected during runtime.

If you do not make an entry, a report control block will be selected automatically.
Normally the report control block is automatically entered by the SCD import. For automatically created lists, no change should
be made here.

For user-created lists, the entry must remain empty if possible. If an entry is made here, you must search for an unused report
control block for this device in the SCD file and enter its address in the field.

If there are several IEC 61850 clients, it is important to ensure that a report control block is only used by one client. (This is
especially important when copying redundant stations.)

GOOSE List

file:///C:/Users/Administrator/AppData/Local/Temp/2/~hh201D.htm 14/1/2022
IEC 61850 Client Page 21 of 41

You can define the following list properties:

General Parameters
Redundancy Parameters

General Parameters
You can define the following General parameters:

Name
A unique list name is shown. The name is generated from IED Name, LDevice inst, and cbName as configured in the imported
SCD file.

NOTE

The configured name must comply the following rules: The first character must be a letter (A-Z or a-z) followed by
letters or numerics. The maximal name length is 115 characters.

GOOSE monitoring

This parameter specifies whether the GOOSE list is monitored.

If the parameter is set to Yes, 2 system messages are generated to report the status of the list:
l SysGooseStat_[ListName] indicates whether the GOOSE list is received periodically.

l SysGooseEna_[ListName] indicates whether the publisher has enabled or disabled the list.

Refer to the Mapping view.

(Value range: Yes, No)

Redundancy Parameters

NOTE

The combination of Application ID, Destination MAC address, and GOOSE identifier must be unique within the
system.

file:///C:/Users/Administrator/AppData/Local/Temp/2/~hh201D.htm 14/1/2022

(Value range: 01-0C-CD-01-00-00...01-0C-CD-01-01-FF)

Information – Monitoring Direction

An information item that you can parameterize for transmission in the Monitoring direction is written in each row of the table.

All items of process information are grouped in the Process tab.

In the LN-State tab, all process information is grouped which describes the state of a Logical Node (LN). The state is influenced
by the DOs (Data Objects) Mod (Mode), Health, and EEHealth (External equipment health) and represented by the DO Beh
(Behaviour). The DO Beh is created automatically by the Slave protocol.

NOTE

The information on the LN state tab are not necessary selected for the correct function.

All items of status information are grouped in the Status tab.

NOTE

You cannot change table entries with a dark background in the Mapping view. The entries are defined via the
device template.

They can only be changed in the device template. The change is then applied to all devices which are inserted
into the configuration tree based on this device template.

For more information on how to work with tables, refer to:

ReportingCapability

This column entry automatically results from assignment of a value to lists of type Buffered or Unbuffered.

The entry can therefore not be edited.

(Value range: Buffered, Unbuffered, Both)

Buffered

Selection of Buffered is only possible if Buffered or Both is output in the ReportingCapability column.

Intermediate position suppression [ms]

With this parameter, you define the time in milliseconds during which the intermediate position (value 00) of a double-point
indication (infotyp DP) is suppressed. If this time is elapsed and the switch position has not changed to Open or Closed, the
intermediate position is processed. In general, the field unit suppresses the intermediate position.

file:///C:/Users/Administrator/AppData/Local/Temp/2/~hh201D.htm 14/1/2022
IEC 61850 Client Page 25 of 41

The value 0 disables the suppression. The intermediate position is processed immediately.
If the value is set to -1 and the indication is assigned to a command, the appropriate Command monitoring time [ms] is used for
the suppression. If no command is assigned, the intermediate position is not suppressed.
(Value range: -1, 0, 1...60 000)

(Default value: -1)

(List name)
For each list which you have defined under the device in the Configuration view , a column with the same name is shown in the
Mapping view in Monitoring direction.

If you activate the column entry under the list name, the information described in the row will be used for transmission in the list
with the same name.

Normalization

Normalization converts the value of the information item to another value (e.g. for conversion of the value or for measured
value filtering).

The normalized value is further processed by SICAM PAS/PQS.

Possible normalizations are defined under Normalizations in the Template tree in the Templates view.

NOTE

For more detailed information on normalization, refer to the online help: Configuration > Working with
Normalizations.

MMS address

The MMS communication address of the information item is shown here.

'M of N' check

The ’M of N’ check column entry activates the command processing mode for the parameters selected from the list.

With this selection, you can assign the relevant command to the pool of concurrently executable commands.

The number for the pool of concurrently executable commands can be specified in the Command execution mode parameter
in the properties of the SICAM PAS/PQS project.

Authority check

In this column, you can select for individual commands from devices and substations whether the command output is subject to
a switching authority check.

If the column entry is activated, the switching authority of the topological level to which the information is assigned will become
effective.

If the column entry is deactivated, the command is output without a check.

Parameters for the switching authority itself can be defined in the Topology view for each structure level.

The AuthorityValue xx switching authority tags are created. The switching authority tags are set during the system runtime by
SICAM SCC, a control center or the Value Viewer with the current value of the switching authority, e. g. Local 1 or Remote 2.

Template Device Description

On importing IEC 61850 devices, a device template file is automatically created for each device You can view this information
but not change it at his point.

You can insert new devices in your station configuration at any time by importing SCD or ICD files. You should not use device
templates when creating IEC 61850 devices in your station configuration.
Unlike other protocols, here only one device may be created for each device description.

Devices that were imported via an SCD file are not general templates but instantiated devices that, for example, already contain
an IP address. It is therefore not permissible to create several instances of such a device. To ensure this, the device template is
deleted when the instance is deleted.
The _Iec61850SystemDevice is a virtual device containing system and status indications of the driver. Because this is not a IEC
61850 device, the device template is not deleted when the instance is deleted.

To display the parameters of the device description template, click on the arrow above Properties in the right-hand margin bar
of the SICAM PAS/PQS UI - Configuration. To close the window, click on the arrow again.

The following parameters of the device description template are shown:

General Parameters

General Parameters
The following General parameters are displayed:

Name

Under Name, you can enter a unique name for the device description template. The name is displayed in the template tree.

Description

Description lets you display an explanatory text for the device template. (e.g. to keep a change history.)

defaultBRCB

With new lists, the defaultBRCB is automatically entered as the MMS address and as the BRCB address, if
l an unused BRCB is found on importing a device

l and the device supports user-defined lists.

SCDIedName

The name from the SCD or ICD file is used.

SystemDevice

This parameter is used to distinguish the virtual SystemDevice from real devices irrespective of the name of the current
instance of the device.

This parameter is only set to Yes for the _iec61850SystemDevice device template.

Otherwise it is always No.

Compatibility Keys (1st to 4th Interface)

The compatibility key is a version key. The version key of the imported configuration must match the version key of the
configuration in the device.

With a change of the device configuration the version key of the device is changed automatically.
You find out the device compatibility key with the IEC browser.

Logical device

The name of the Logical device is displayed here.

Value

The value of the of compatibility key that is assigned to the Logical device is displayed here.

Compatibility keys (1st interface)

This category contains the compatiblity keys of the Logical devices.

Channel index

file:///C:/Users/Administrator/AppData/Local/Temp/2/~hh201D.htm 14/1/2022
IEC 61850 Client Page 39 of 41

SICAM PAS/PQS can assign correct names to fault record channels for a wide range of devices using built-in default settings.
For non-default channel names you have to specify the name and the channel index explicitly.
The channel index must be unique within the device.

NOTE

The 108 channel index is not available as a fault record channel for the IEC 60870-5-103 Master protocol.

NOTE

This is only valid for the IEC 60870-5-103 Master, SIPROTEC 4 Service IF Master, and SINAUT LSA ILSA Master
applications:
For the channel name settings to take effect the template's general parameter RECORDING_CONFIGURATION
must be set to YES.

More details are available in the section on General Parameters of the Template Device Description.

The channel index is calculated from the Function type and Info number of the information:

Channel index = 256 * Function type + Info number

Phase

Phase assignment of the channel

NOTE

For PQDIF import data, the phase must be set depending on the Network type.

For the Star network type, you select the phase-to-ground voltage.
For the Delta network type, you select the phase-to-phase voltage.

Unit

Physical unit of the channel

SI units must be indicated.

Primary nominal value

Primary-side nominal value of the recorded signal

Secondary nominal value

Secondary-side nominal value of the recorded signal

Operational value
The operational value is the desired value defined for system operation. It can deviate from the nominal value.

NOTE

For PQDIF import data, the operational value of the voltage depends on the Network type.
For the Star network type: operational value = nominal value / √3

For the Delta network type: operational value = nominal value

Averaging time
Time period for the mean value calculation, in seconds.

Default

Default value of a channel

The default value only needs to be specified in order to define the characteristic, the measured value type and the scaling type
although no other parameter exists for the channel.

The default value can always be indicated with 0.

Frequency
Frequency of the spectral portion (of the current, voltage, etc.) on which this measurement is based.

Template Triggered Recording Channels only

In the Triggered recording channels only tab, the signals used in fault records to trigger a recording are described.

Each table row describes an item of information which you can parameterize for Triggered recording channels only.

Pickup

SICAM PAS/PQS can calculate the trigger time of the fault record when the fault record is received from the device.
To be able to do this, the channel that indicates that the fault record was triggered (“pickup channel“) must be specified in the
Triggered recording channels only tab.

NOTE

This is only valid for the IEC 60870-5-103 Master, SIPROTEC 4 Service IF Master, and SINAUT LSA ILSA Master
applications:

For the pickup settings to take effect the template's general parameter RECORDING_CONFIGURATION must be
set to YES.

More details are available in the section on General Parameters of the Template Device Description.

To activate the trigger time calculation, set Pickup to Y

Only 1 channel may be set to Y. For all other triggered recording channels, Pickup must be set to N.
