I.
Description of the Tourism Destination

Dubbed “Asia’s Latin City”, Zamboanga City has long flaunted its strong Hispanic

heritage as seen in its most famous historical landmark, Once Islas, or Eleven Islands,

however – a cluster of mostly uninhabited islands and islets belonging to the remote

barangays of Panubigan and Dita, 40km northeast of the city proper – is out to show off

its raw natural beauty and a different side to the city’s multicultural makeup: the

indigenous culture of its Moro people, particularly the Sama Banguingui.

Once Islas is a new eco-cultural tourism attraction which opened to public last July

2018. It is composed of 11 islands along the Moro Gulf, which belong to the barangays

of Panubigan and Dita in Zamboanga del Sur. Of these islands, 4 are opened to the

public and can be reached by registering at the office of Barangay Panubigan. These

are Bisaya-Bisaya, Sirommon, Baung-Baung and Buh-Buh. The first three are ideal for

swimming and snorkeling, while the last one is for cultural touring.

II.
Tourism Development Theory

Irridex Model was the best tourism development theory for Once Islas in Zamboanga.

Defined as a model where negative social impacts of tourism are the highest concern;

this theory suggests that the community’s attitude towards tourism deteriorates as the

negative impacts are becoming more obvious and evident.

Looking at the city’s history, it is really shocking to know that wars and other terrorist

attacks even hostages had taken its place around this area.  Zamboanga City's famous
destinations such as resorts and hotels are being criticized by many because of its

bloody history. Tourists are having second thoughts whether they would visit this area

or not because of the risk it brings. Apart from Zamboanga's history, other tourists have

been also leaving harsh and negative comments through different social media

platforms saying that Zamboanga is not a safe place to visit, others say that it is too

dangerous to be there because someone might hostage you or either a sudden war

might occur out of nowhere.

III.
Tourism Planning Platform

Adaptancy Platform- this platform acknowledges the negative impacts of tourism.

However, it also emphasizes that the negative impacts tourism brings can be

minimized. This platform explains the environmentally oriented tourism that includes

forms of tourism that enhance the welfare of the environment, such as ecotourism and

green tourism. And the socially oriented tourism which refers to the form of tourism that

enhances the welfare of society, such as community-based tourism, ethnic, and

volunteer tourism.
IV.
Tourism Planning Approach
Bureaucratic-/Government-led Approach- as this approach puts the government as the

central force in tourism planning and development, it uses different policy instruments.

First is the advocacy which refers to strategic planning, accreditation, and investment

schemes. Next is monetary that includes travel taxes, terminal fees, and income taxes.

Third is Government action that includes infrastructure development, marketing

promotion, ensuring peace and order, etc. Lastly are the laws that implements

regulations for construction projects, strict safety rules or tight security law.

V.
Conclusion
In this scenario, people especially tourists would really have the fear inside them to visit

and no one can blame them for having that kind of fear because number 1, their priority

is to have fun and create memories not risking their lives for a place where they cannot

guarantee a hundred percent safety. In result, people would not dare to visit anymore

because they are afraid of the possible accidents that could arise, tourist arrivals might

drop its percentage. These theory, platform and approach fits our chosen destination

well because it does not make this place lose its hope. Income may not be as high as

before but at least we could do something to recover the place and stop the fear of

many people. We could possibly loosen the trigger that it gives them and ensure that a

better Zamboanga would rise. A past will always remain as a past and what we can do

for now is to continue moving forward for there are lots of tourist and natural attractions

lies within the beauty of Zamboanga.
