The Professional Regulation Commission Region IX Bids and Awards Committee passed a resolution recommending the use of competitive bidding as the procurement method for security services for calendar year 2022. The need for security services was determined by the Finance and Administration Division for the PRC Region IX and Zamboanga Satellite Office. BAC RESOLUTION RECOMMENDING THE USE OF COMPETITIVE BIDDING AS A


MODE OF PROCUREMENT FOR THE PURCHASE OF SECURITY SERVICES FOR
CALENDAR YEAR (CY) 2022 UNDER RULE IV IN ACCORDANCE WITH SECTION
10 OF THE REVISED IMPLEMENTINF RULES AND REGULATIONS (IRR) OF THE
REPUBLIC ACT (RA) NO. 9184

WHEREAS, the Professional Regulation Commission (PRC) Region IX Finance and


Administration Division (“the end user”) has determined the need for Security Services for the
PRC Region IX and Zamboanga Satellite Office;

WHEREAS, in accordance with Section 10, of the Revised IRR of R.A. 9184, this Office has
adopted public bidding as the general mode of procurement for the attached Annual
Procurement Plan FY 2022;

WHEREAS, under Rule XVI of R.A. 9184, the Procuring Entity may, in order to promote
economy and efficiency, resort to any of the alternative methods of procurement and shall
ensure that the price is most advantageous for the government;

WHEREAS, there is an urgent need to procure the procurement for Security Services for C.Y.
2022 to ensure efficient and effective implementation of various activities;

WHEREAS, the amount for the Procurement of the Payment for Security Services for C.Y.
2022 is 2,789,503.20 with PR No. 2022-08-73dated August 01, 2022;

WHEREAS, the BAC has found the request reasonable and met all the conditions for the use of
such method of alternative procurement as provided for in the IRR of RA 9184;

NOW, THEREFORE, We, the Members of the Bids and Awards Committee, hereby RESOLVE
as it is hereby RESOLVED, to recommend to the Head of Procuring Entity that the above-stated
items be procured via Public Bidding Method of Procurement pursuant to Rule XVI of the
Revised IRR of RA 9184.

Done this 3rd day of August, 2022 at PRC Regional Office IX, Pagadian City, deliberated and
recommended for approval by the Regional Bids and Awards Committee.
