1. PURPOSE
The purpose of this document is to define the minimum technical requirements for the design and
engineering of field instrumentation to be installed on project of “Jasa Konsultasi Penyusunan
Front End Engineering Design (FEED) Pengembangan Terminal BBM Maumere, Nusa Tenggara,
Indonesia.

2. REFERENCE
The latest editions of all applicable codes, specifications and references shall define the minimum
requirements applicable to the subject work and no statement contained in this Specification shall
be construed as limiting the work to such minimum requirements. Codes and standards are listed
in the parts of the Design Basis Manual to which they apply.

2.1. ORDER OF PRECEDENCE


In the event that there are conflicts with items or information contained within the specification, the
following order of precedence shall be used when interpreting the information of COMPANY-
provided documentation and references:

1. Engineering/Purchase Order
2. Data Sheets
3. Specification/Drawings
4. Other Related Document
5. International Standards & Codes
6. Government Regulation

Appropriate codes and standards of the associations and approval bodies listed in the
specifications shall apply in cases not covered by the specifications.

Any deviations/exception taken by the VENDOR shall be clearly identified and listed out which
shall be submitted in his proposals; except as so stated and accepted, it shall be considered and
required that the equipment and services offered shall be in full compliance with the specification.

3. DEFINITION AND TERMS

3.1. DEFINITIONS
The following Definitions as used in this specification assume the meanings given below:
COMPANY PT. PERTAMINA PATRA NIAGA.
CONTRACTOR The Company or Consortium which is awarded the main PT.
PERTAMINA PATRA NIAGA contract for the project.
PURCHASER The party which places the order or signs the contract (This
may be CONTRACTOR at all times or COMPANY followed by
CONTRACTOR at time of novation).
VENDOR The COMPANY on which the order or contract for supply of the
goods or services is placed.

3.2. TERMS
Throughout this document, the words ‘will’, ‘may’, ‘should’, ‘shall’ & ‘must’, when used in the
context of actions by PT. PERTAMINA PATRA NIAGA or others, have specific meanings.
For purposes of this Specification, the following terms apply:
Will: Used normally in connection with an action by PERTAMINA PATRA NIAGA rather than by
a contractor or supplier.
May: Used if alternatives are equally acceptable.
Should: Used if a provision is preferred.
Shall: Used if a provision is mandatory by PERTAMINA PATRA NIAGA.
Must: Used only if a provision is a statutory requirement.
