1. INTRODUCTION:

This procedure defines the work method for Installation of Temporary Facilities and
Utilities for the Construction of Tilal Al-Narjis Project.

2. SCOPE:

The scope of this document is to establish the Construction of Temporary Office Facility
and Utilities of the Company Project Management Team including Contractor work forces
to performed the Construction of Tilal Al-Narjis Project. Contractor shall maintain and
provide adequate office facility, utilities and services to accommodate the Project
Management Team and Contractor work forces. Shall maintain continuous operation and
maintenance and catering work and removal of facilities after completion of Construction
Project. Temporary facilities shall support the field management of the project from initial
mobilization through to demobilization upon completion of the project. This facility shall
be in accordance with the Project specifications and Safety regulations.

3. PURPOSE:

This Method Statement covers the Construction and Installation of Temporary Facilities,
Clinic, Sanitary facilities, Mosque, Parking areas, Fence, Electrical supply connection and
wirings, Firefighting system, Air condition installation, Water distribution, Sewage disposal
and associated excavation, concrete work, erection and backfilling and final connection to
the system and associated plumbing works.

5. RESPONSIBILITIES:

► Project Director

• Regularly meeting with clients, third parties and project managers to report
progress.
• Monitoring progress, providing financial control and ensuring project quality.
• Devising cost-effective plans and methods to enable effective completion of the
project.
• Ensuring necessary permits and legal papers are secured prior to project
commencement.
• Making strategic decisions and providing the necessary leadership and direction for
teams of project managers to implement those decisions.

► Construction Manager

• Responsible for the implementation of this method statement and to ensure the
progress works are in accordance with the schedule and specifications and they have
all necessary resources available to complete the work.

► QA/QC Manager
• Responsible for the quality audits to ensure the progress works are in accordance
with the schedule, specifications and standards in completing the work.

► HSE Manager

• The Temporary Facility shall be constructed in accordance with the company


standards. Proper signages shall be erected before starting construction as per
company standards.

► Logistic Manager

• Shall be responsible for all materials and equipment resources for the Construction
of Temporary Facilities and Utilities.
• Shall be responsible to maintain resources are ready to use during construction
activities.

► Site Engineer

• Carrying-out to execute the work activities on site directed by Construction


Manager.
• Ensure manpower resources are suitable to complete the work activity on time.
• Shall be responsible to monitor to ensure the work process at site conform on work
plan schedule.

► Safety Officer

• Shall be responsible to monitor and to ensure that the safety plan is being
implemented at site. Responsible for the safety measures at site, safety regulations
strictly followed as per Company Standards.
• Shall have responsibility to monitor during lifting operations activity at site.
• Monitor and check all tools and equipment gears prior for lifting operations.
• Visually check the set-up location of crane prior for lifting for unsafe condition or
unsafe act.
• Shall be available at site during lifting and rigging activities.

► Surveyor

• Responsible for carrying-out surveying work activities. Ensure all required markings
are properly correct. Keeping data records of survey and shall submit reports.

► Discipline Foreman

• Shall be responsible for distribution of manpower to the specific work activities.


Responsible for planning and coordinating day to day activities for the next work
plan.

6.0 TF AND GENERAL DESCRIPTION:

6.2. Temporary Office Facilities

A pre-engineered steel framed portable cabins shall be erected to accommodate the


Project management team and Contractors and furnished office shall be full facilities.

6.3. Utilities

6.3.1 Water Supply Distribution

• Contractor shall responsible to provide water supply. Installation of water


pipe lines as per drawing layout.
• Contractor shall provide water tank storage at site.
• Delivery water tanker will be available at site for water supply.
• Excavations and laying of water pipe lines main and distribution as per
drawing layout.
• Ensure all pipe lines, joints, valve connections and reducers shall be fitted.
• Contractor shall responsible to complete the water pipeline network system
of the facilities.
• Drinking water supply for offices in a sealed bottles from water supplier.

6.3.2 Fire Protection System

• Contractor shall provide portable fire extinguisher for safety requirement and
clearly marked for easy access when required during emergency.
• Smoke detectors will be placed as per safety requirements.
• One portable fire extinguisher place near entry exit doors.
• Safety officers will continuously monitor the hazards, associated with the
storage of combustible, flammable storage, to enhance the associated risk
level is maintain very low.

6.4. Mosque

Mosque shall be accommodating and ablution facilities shall be provided.

6.5. Parking Area/Shed

Contractor shall provide paved parking area and Shed. Ensure constructed
parking/shed as per drawing layout plan.

6.6. Sidewalk

Install and fixed sidewalk to provide a safe path for people to walk. Ensure
installation as per drawing layout plan.

7.0 SEWERAGE and DRAINAGE SYSTEM:

Contractor shall provide transport of sewage generated from Temporary Facilities via
vacuum trucks then utilize through direct point of approved disposal area.

7.1. Sewerage Installation

• The contractor shall provide sewerage system, installation process as per


layout plans.
• Holding tanks shall be located near fence and proper road access to sewer
tanker sucking point.
• Manholes, chambers or gully’s constructed as per inlet connections of each
facilities.
• Excavation and laying underground sewer drainage pipe lines constructed as
per drawing layout plan
• Toilet facilities shall be furnished, durable and adequate lightings, ventilation
and continuous supply of water.

8.0 POWER SUPPLY and DISTRIBUTION SYSTEM

Contractor shall supply electricity on demand through connections to the generators.


During project executions, power generators shall be provided in location as marked in
layout plan.

8.1. Electrical Installation

• The contractor shall provide power supply of the Temporary Facilities,


excavation and laying primary and secondary cables as per drawing layout.
• Main control panel will be installed closed to the generator and shall be
labeled to identify the services of individuals and earth properly.
• Installation of Control panels and Distribution Boards and cable connections
as per drawing diagrams.
• Electrical conduiting and wirings inside facilities as per drawing layout plan.
• Installations of electrical fittings, switches, sockets, window/split AC as per
drawings.
• Install lightings in all room facilities as per drawing layout.
• Outdoor lightings shall be provided and install in separate cabling and control
points.
• Buried cable shall installed properly, cables across roads shall provide PVC
conduits sleeves.

• Contractor shall responsible for the calculation of electrical loads use in the
facilities to ensure power generators adequate for power supply.

8.2 Installation Diesel Generator

On receipt of the Diesel Generator Set and accessories at site, necessary precautions
shall be taken for unloading, shifting, as follows:

• All materials received at site shall be ensured that are as per delivery note.
• Ensure that all Equipment used at site are free from any damage or deformity
of any kind. Any damages observed shall be repaired suitably.
• Any discrepancies, damage etc., found will be notified and reported for
further action.
• Ensure all civil works are completed for the area to carry out the installation.
• After the activities under the general installation procedures are completed,
the unit shall be loaded from the storage place, by the suitable loader Forklift
or crane, to shift the respective generator location.
• Proper care to secure units, while above shifting loading/unloading as well as
placing shall be carried out with at most care and precautions as required for
the safe operation.
• Diesel Generator Set will be off loaded to the place nearest to the installation
and protected properly from dust & environment, etc.
• Prior to installation, the foundation will be checked for cleanliness and level.
• Ensure that the installation of Diesel Generator Set is carried out in
accordance with manufacturer’s recommendations.
• Install the rubber isolator as per manufacturer recommendations.
• Main Distribution Board will be installed and connected to other sub panels,
Power Distribution work shall be done to facilitate the site.
• Required power and control termination shall be carried out.

9.0 SAFETY FENCE

• The contractor shall provide and install chain link fence and diagonal support shall be
installed at end point and corner points of posts.
• Install fence shall be provided with tension wire rod to fix tightening of fence, other
accessories provided as needed.
Gates elements shall be provided and install based on detailed location approved
plan.
• The contractor shall provide adequate lightings coverage of the Facilities.

10.0 MEDICAL CLINIC

• Contractor shall provide and install medical clinic facility.


• Contractor shall provide medicine First Aid kit of the facility.
• Medical waste shall be handled and controlled properly and disposal coordinated to
the waste management.

11.0 FUEL SUPPLY

• Contractor shall provide Diesel tanker for Fuel distribution system shall be designed
so as to supply diesel to power generators and equipment. Diesel tankers shall be
refilling the fuel in certain interval when it is idle after changeover is done.

12.0 INTERNAL ROADS

• Setting-out survey, levels and alignment roads.


• Mark the elevations and center lines as per drawing.
• Check alignment levels after compaction of sub base.
• Mark the elevation and center lines paving.
• Final alignment, level and checking.
• Road granular sub-base material shall be spread and compacted of internal road.
• Contractor shall provide asphalt concrete paving material for internal road.

13.0 REINSTATEMENT TO ORIGINAL CONDITION

The contractor shall be responsible for removal of all installed facilities and underground
utilities after completion of the project and all areas covered on the site Facilities restored
on the original condition.

14.0 WORK PROCEDURE

14.1. Materials

14.2. Installation of Portable Cabins and Precast Concrete Block Foundations

• Contractor shall provide foundations to support of Portable Cabin structure.


• Transportation of portable cabin units shall be carried out by trailers and shall
be offloaded by crane at site. Ensure only competent workers handle the
work.
• Lifting operations shall be planned and controlled so that a safe system of
work is provided and maintained as per approved method of statement. The
precast members shall be lifted by using the lifting hooks provided. Ensure
lifting hooks must be checked prior for lifting operations.
• The Site Foreman shall ensure that the ground conditions both in relation to
access and the load is satisfactory. If any additional compaction required no
lifting shall be carried out till required compaction is achieved. Site Foreman
shall ensure the access is clear and surface is well compacted to sustain crane
load.
• The Site Foreman shall ensure that ground is well compacted and
underground utilities like pipes, cables etc., are fully secured which maybe
damaged due to crane load.
• During lifting operations, no person shall be positioned beneath suspended
load. Similarly, load shall not be slewed over the heads of personnel.
• No lifting equipment shall be left unattended with suspended load.
• Cranes shall be marked clearly with their maximum safe working loads.
• The Site Foreman shall ensure that strict control is exercised in loading and
unloading activity. The weight to be lift or carried should not be exceed the
safe working loads and the load is level and evenly distributed.

• Lifting chains, wire rope slings, hooks and shackles must be checked of
competent personnel.

14.3. Structural Steel Erection

• Foundations shall be installed. The materials shall be shifted to the erection


locations. Sequence of materials required for continues erection shall be
checked by Site Engineer. Ensure Individual pieces shall be erected for heavy
members. Crane shall be set up in its correct location as per rigging radius.
The erection area and swing radius shall be cordoned with safety device.
• Tag Lines shall be tied to the structures during lifting operations and to guide
the structure during erection.
• Erection of main structural members shall be monitor to ensure the location
as per location layout.

• Erect all bracings members as per drawing. Make alignment of structure with
suitable tools and tackles like chain puller, guy ropes jacking systems etc., as
appropriate and safe. Checking the verticality and centering of columns.
Complete structure erection in the similar manner.

14.4. Finishing Works

• Exterior wall and roofing shall be furnished with insulation.


• Install interior partition conform as per drawing layout.
• Install ceiling system and flooring finishing.
• Install doors and accessories for entry/exit.
• Install interior doors and windows with accessories.
• Install anti-moisture materials for wet areas.

14.5. Telecommunication

• Contractor shall supply, installation, testing for cables line network for data
and telephone for office facilities.

14.5. Specialties

• All furniture’s, cabinet shelves shall be supplied by the contractor.

14.6. Working at Heights

• Working at height proper scaffolding. Scaffolding shall be erected by


competent Scaffolders.
• Prior to use scaffolding platform, inspection shall be done by competent
personnel.
• All personnel working at height shall be required to wear safety harness and
shall be hocked to the hook pints, lifeline provided above head level.

14.7. Materials and Storage Handling

Contractor shall provide temporary storage facilities at site for materials,


equipment and tools purposes. Materials stored outside stack it off the ground,
and properly supported on a strong level platform and fully protected from the
weather.
