Based on the last part of Video Lecture No. 1 which is the “Case Study” included in Module 1,
will you consider New Manila as a State? Explain and justify your answers based on your
understanding of the knowledge of the 4 Elements of the State.

According to Prof. Aguinaldo's presentation, a state must consist of four elements:


People, Territory, Government, and Sovereignty. People must exist in order for a state to be
considered; Territory, it is owning a piece of land; Government, it is the one who rules the people
and must be independent. Finally, there is Sovereignty, which refers to the government's power,
laws that people must follow, and people who choose to lead their country. In the case study,
they create their own state, New Manila. Since the four elements are present, I deemed it a state.
The ship carried 3000 passengers, divided into 2000 passengers from various vocations and
backgrounds and 1000 staff members, including the captain and First Mate. They had a large
cruise ship on territory that stops in the Pacific Ocean because no other state claims it, so they
decided to establish their own state there, utilizing their large cruise ship. Since the ship is so
large, other people can own a piece of it and have their own property. The government is
organized with the passengers' sovereignty. The captain of the ship is elected President, and the
First Mate is elected Vice President, by the majority of the passengers.
As a result, I've come to the conclusion that New Manila is a state because all four
elements are present. Despite being in the middle of the Pacific Ocean, they have established a
state. People, territory, governance, and sovereignty are the elements that define a state.
