Because of the pandemic, the school opening will not necessarily mean traditional
face-to-face learning in the classroom. The physical opening will depend on the risk severity
grading or classification of a certain community pursuant to guidelines from the Department of
Health (DOH), the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious
Diseases in the Philippines and the Office of the President (OP). (DepEd, 2020). Moreover,
because of no to face-to-face system of education, many of the schools programs including the
modular learning system were enforced and implemented. This is why the performance of the
learners is greatly affected.
In the school, most of students and parents are not familiar in the implementations of new
normal education system because for them it has complexity and difficulty accessing that could
be more expenditure. Misinformation, they complain and tend to be less involved in school
activities especially in the lower grades. Some co-teachers are also complaining on parents’ lack
cooperation in the school activities and learning support for their children. Some parents are
ignoring the invitation by the school to attend meeting regarding to the new normal education
support services such as parent-teacher collaborative, PTCA election for officers and functions,
DepEd child protection policies, School Beautification and Cleanliness program or
BrigadaEskwela, School Facility and Equipment Improvement, and assessment of pupils,
assignments, project, co-curricular activities and completion. Their reasons are lack of
understanding and capability in the said support services. Others reasons have no time, resources
and or do not know-how to help and their parts in the different learning support services.
The cooperation and collaboration of teachers, stakeholders, staffs and community can
help the learners to elevate their learning skills and capacity as well as the coordination of each
sector. Parents lead. According to Epstein and Dauber (2000) that parental involvement and
school goals are linked. Most would agree that the primary goal of the school is to increase
learning. To do this, the school needs to provide a safe and controlled learning environment. The
school needs to engage those students who are at the fringes in order to help them complete their
education. While there are many factors, which determine whether a school will achieve these
goals, they suggest that parental involvement is essential. Success in educating children will
require an expanded model of how parents can be involved in their children’s education. In
addition, it will require the development of strategies to better utilize parents as partners in
education.
Education is the most important things happening to a child and if parents are actively
involved in their child’s education, then the child is definitely going to do much better than
anybody else does. This study is important as how important parent’s involvement is at this time
of pandemic situation. Parents’ involvements through learning support services are definitely
create a big difference in their child’ performance and academic evaluation (Learning Continuity
Plan S.Y. 2020-2021 Learning Delivery Modalities DepEd (2020). This issue leads the author to
initiate this project PALE (Parent Leads).
Project PALE (PArent LEads) means, to be a leader as main character leading stakeholder
sector. Generating of upgraded and essential resource which are needed in the development and
sustenance of a safe and healthy learning environment. To promote through the advocacy for the
welfare of all learners, teachers, staffs, stakeholders, school and community which yield to
learning and teaching success.
Project (PArent LEads) strategy is also of parent leading and promoting effective
collaborating and cooperation with community, environment, stakeholders, staffs and teachers as
one learning and teaching goal. In this project, all involves are beneficiary that need to cooperate
for one purpose, goal and success.

The cooperation and collaboration of the stakeholders and community that will generate
income and funds for the programs and project purposely to upgrade the essential materials and
resources needed by the learners and as a whole, will promote the advocacy for the welfare of all
learners, teachers, stakeholders, school and community, and will provide safe and healthy
learning environment in responds to the Health protocol of the DOH and DepEd.

This project PALE will be done and test implementation in the school. In making will
take 15 days and 2 months for the testing and implementation with the effort of all concerns.
This project will be evaluated by teachers for its effectivity and sustainable. This project will cost
of 3,500 pesos for the all materials, labours, activities and promotion needed. It is also include
the research and study on testing to the effectiveness of the PALE (PArent LEads) project that
will cost of 2,500 pesos.

II. Project Background and Rationale

A. Background/Context

School opening will not necessarily mean traditional face-to-face learning in the
classroom. The physical opening will depend on the risk severity grading or classification of a
certain community pursuant to guidelines from the Department of Health (DOH), the
Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases in the
Philippines and the Office of the President (OP). For this reason, the learning delivery modalities
that schools can adopt may be one or a combination of the following, depending on the
COVID-19 restrictions and the particular context of the learners in the school or locality; a)
Distance Learning, b) Modular Distance Learning, c) Online Distance Learning, d) Blended
learning, e) Home schooling and f) Traditional Face-to-face Learning.
Because of the persistent complaints of teachers on the pupils’ low performance, delay
and incomplete activities/modules, the proponent decided to conduct an strategic learning project
on how these pupils, teachers, stakeholders, staffs and community’ cooperation and collaboration
to be resolved these problems. The lack of resources for upgrade learning materials and limited
to access safe and healthy learning environment for the pupils are the factors of low performance
of the pupils in the school, more often than not, results to academic failures. Inversely, a good
leaning resources and upgraded on academic will result better in the development and sustenance
of a safe and healthy learning environment. It cannot be denied that more and more pupils from
this school were very incompetent and lazy in the class that cause on their delay submission,
incomplete activities and not interested. These learning resources and upgraded materials have
been considered as the factors that may have suggested solution for the low academic
performance of pupils.
The proponent is encouraged to introduce the use of PALE (PArent LEads) strategy as
effective which will address the said problems of the school in low performance of pupils.
Strategic innovation plans is the guides and programs on how to follow the effective
activities to handle the problems regarding the motivation, delay and incomplete or lack answers
of some questions on the activities sheets. The parents have the main responsible and lead to
motivate and help their children to use this project since it will easily understand instruction.
Recognizing the important role of PALE (PArent LEads) project when it comes to
strategize the difficulty and as effective solutions at this limited time and restriction will be
prioritized and timely because of the pandemic situation. These factors will be considered to find
out what appropriate programs or project and formulated action plans or teaching/learning
strategies suited to the welfare of the pupils. There are other programs that directly or indirectly
appropriate to their educational needs and conditions such as the concept of new normal
education system. The results of this project PALE (PArent LEads) would then be very helpful
not only to the pupils, stakeholders, teachers, school and staffs as well as the administrators in
the educational community and other concerns on how to deal them to resolve the problem on
poor learning performance.

B. Issues/address

The poor performance of the pupils in the activities make the proponent disappointed
especially when she looks the particular standard for learning area and objectives of usually
modular activities are lack of learning resources and some are downgrade or not efficient.
Another is the lack of cooperation of parents and community. Most of the schools have no
organizations or groups that could be building up relationships with schools that lead support the
students success for effective learning materials. During this collaboration, partners and schools
will work together to determine how to best connect partner resources and interests with the
schools unique needs.

This PALE (PArent LEads) strategy is conceptualized by the proponent when observing
the pupils having no interest, difficulty and lack of learning resources. Poor communication and
cooperation of stakeholders and community are augmenting the problems of pupils. Then PALE
(PArent LEads) project and its programs would be very effective that parent will lead and guide
to help the pupils, teachers and school as a whole.

IV. Project Objectives and Outputs

A. General Objectives
To develop PALE (PArent LEads) strategy as parent leads of promoting effective
collaborating with community, environment, stakeholders, staffs and teachers as one learning and
teaching goal. In this project, all involves are beneficiary that need to cooperate for one purpose,
goal and success.

B. Specific Objectives
1) To promote parents to be a leaders promoting effective management by the guide of
teachers and schools for the proposed programs and intervention.
2) To call the cooperation and collaboration of teachers, stakeholders and community for
the improvement of learning and teaching for the welfare of pupils.
2) To generate income and funds for the project for the development and implementation.
3) To upgrade the essential materials and resources needed by the learners for
sustainability.
4) To promote the advocacy of the project for the welfare of all learners, teachers,
stakeholders and community for the progress.
5) To provide safe and healthy learning environment in responds to the Health protocol of
the DOH and DepEd.

C. Outputs
At the end of the project the school is equipped with the PALE (PARENT LEADS)
strategy. It is expected that the pupils, teachers, stakeholders and community will be able
to have the following in learning process:

V. Project Methodology

A. Project Description

The PALE (PARENT LEADS) project is to build the pupils, stakeholders, teachers, staffs
and community to join and cooperate in developing and sustaining association for safe and
healthy learning environment and promote the advocacy for the welfare of all learners, teachers,
staffs, stakeholders and community which yield to learning and teaching success. The PALE
(PARENT LEADS) has the following strategies; 1) Cooperation and collaboration of teachers,
stakeholders and community. 2) Generating income and funds for the project, 3) Upgrading the
essential materials and resources, 4) Promoting the advocacy for the welfare of all learners,
teachers, stakeholders and community, and 5) To provide safe and healthy learning environment.

PALE (PArent LEads) project will start to call a meeting for all involves and concerns.
Discussing the project proposal and its objectives. Planning its activities and implementing as per
set schedule. Monitoring and evaluation during and until the duration of the project.

PALE (PArent LEads) strategy will also be used to research studying the yielding
learning and teaching success in the project and be described in terms of a) PALE (PARENT
LEADS) activities, b) materials resourcing and development, c) Assessment, level of
implementation of the concerns using this PALE (PArent LEads) project, d) The effectiveness of
PALE (PArent LEads) project on the implementation, e) The degree of problems encountered
using this project basis for finding solutions, and e) The extent of recommendation maybe
proposed in the implementation of this project for further development.

In the research study, the proponent will administer project PALE (PArent LEads) to the
learners, teachers, stakeholders, staffs and community as to be the participants. The proponent
will explained well how the participants direction of test and should answer the questions
correctly and in order. After testing, the proponent evaluated the scores of each participants as
well the effectiveness of the PALE (PArent LEads) project for the activities and its problem
encountered during testing.

a) Project Risk Management


Possible not all learners, stakeholders and community are not cooperative because of the
different conditions and status of living. The parents have no times because of their jobs and
busy to their works or feeling not qualified to be a leader. Others are having serious diseases and
with disabilities. With low income families are not favour with this additional expense or less
contribution in the generating income and funds. Difficulty in finding or making upgraded
learning materials to be used.

sustainability of the project. Monitoring and evaluation on its implementation and development
would be used to assess and recorded.
