Activation Report
Introduction

Background
➢ Moving speed has great impacts on the accuracy of the MCS selection.
➢ High moving speed causes high channel fluctuation, which in turn causes bad channel adaptation.
➢ In order to overcome the channel fluctuation, the MCS selection is according to the averaged SINR.
➢ However, for low moving speed users, selecting MCS according to averaged SINR is too conservative.

Solution
➢ Identify low speed users according to their Doppler

Activation
➢Indicates whether to enable enhanced uplink scheduling based on mobility speed.

➢If this switch is turned on, the eNodeB determines whether a UE is a low-mobility UE
based on the Doppler measurement in the physical layer, and then improves uplink
frequency selective scheduling performance for low-mobility UEs. The cell coverage and
data rate of CEUs increase, and the PRB usage decreases.

➢If this switch is turned off, enhanced uplink scheduling based on mobility speed is
disabled.
