“AN ORDER REORGANIZING AND RECONSTITUTING THE BARANGAY COUNCIL FOR THE
PROTECTION OF CHILDREN (BCPC) OF BARANGAY TABOBO-AN, ODIONGAN, ROMBLON”.
WHEREAS, The United Nations Convention on the rights of the child (UNCRC) provides the
fundamental basis of the Philippine Government’s vision for a “Child- Friendly, caring and
protective society for, by and with the Children”;
WHEREAS, The Philippine Government’s ratification on the United Nations Convention on

the Rights of Child (UNCRC) in 1990 has made it imperative for all sectors of the society to
translate its provisions into concrete actions that will lead to the fulfilment of Filipino
children’s rights to survival, development, protection and participation;
WHEREAS, Republic Act 7610- A Special protection of children Against Child Abuse
Exploitation and Discrimination Act, Provides for a stronger deterrence and special
protection against child-abuse, exploitation and discrimination and its corresponding
penalties;
WHEREAS, Article 359 and 360 of the Civil Code of the Philippines, provides that the
“government shall establish a Council for the Protection of Children”;
WHEREAS, Presidential Decree 603, Article 87-The Child and Youth Welfare Code
encourages the organization of a Barangay Council for the protection of Children (BCPC) and
shall coordinate with the council for the Welfare of Children in drawing and implementing
plans for the promotion of child welfare;
WHEREAS, Presidential Executive Order No. 310, series of 2000, “Adopted the Philippine
National Strategic Framework Plan Development for the Children, 2000-2025 or Child 21”
which is holistically looks and attends to the needs of the child using the life-cycle approach
of development;
WHEREAS, DILG Memorandum Circular No. 2002-121, dated August 3, 2002, a “ Revised
Guidelines on the Organization and Strengthening of the Local Council for the Protection of
Children (LCPC) incorporating thereat Early Childhood Care and Development (ECCD)
Coordinating Committees at the Provincial , City, Municipal and Barangay levels”;
WHEREAS, The Department of the Interior and Local Government (DILG) has issued
Memorandum Circular No. 2008-126 this provides the revised guidelines in monitoring the
Functionality of the Local Council for the protection of children (LCPC);
WHEREAS, as the core local institution for child-related programs, the LCPC is responsible in
planning and spearheading programs for the children at the local level with the end in view
of making the locality child-friendly;
NOW THEREFORE, I, NARCITO G. TOLENTINO, by virtue of the power vested in me by law as

Punong Barangay, do hereby order the following:
SECTION 1. REORGANIZATION AND RECONSTITUTION OF THE BARANGAY COUNCIL

FOR THE PROTECTION OF CHILDREN. There is hereby reorganized and reconstituted body
known and called as Barangay Council for the protection of Children (BCPC) in Barangay
Tabobo-an, Odiongan, Romblon.
SECTION 2. FUNCTIONS. The BCPC shall have the following functions;

1. Foster education of every child;
2. Take steps to prevent juvenile delinquency and assist parents of children with
behavioural problems so that they can get expert advice;
3. Adopt measures for the health of children;
4. Conduct capability projects to increase knowledge and skills in handling
children’s programs;
5. Encourage the proper performance of the duties and responsibilities of
parents and provide learning opportunities on the adequate rearing of
children and position parent- child relationship;
6. Promote wholesome entertainment in the community, especially in movie
houses;
7. Prepare Annual Work and Financial Plan (AWFP) for children and
recommended appropriations to the Sanggunian;
8. Provide coordinate linkages with other agencies and institutions in planning ,
monitoring and evaluation of plans for children;
9. Establish and maintain database on children in the Barangay;
10. Advocates for the establishment and maintenance of playgrounds, day care
centers and other facilities necessary for child and youth development;
11. Advocate for the passage of the Barangay resolution/ ordinances responsive
to child-related issues and concerns and ensure the inclusion of children’s
program in the executive agenda;
12. Protect and assist children in need of special protection (e.g., abandoned,
maltreated and dependents)and refer cases filed against child abusers to
proper agencies / institutions;
13. Monitor situational reports on children and prepare quarterly updates
including the implementation of children’s program and make
recommendations to the City Council for the Protection of Children (CCPC)
for consideration and nationwide applications; and
14. Perform such other child related laws especially in matters of child and
parent education, health, entertainment, etc.
SECTION 3. COMPOSITION. The members of the Barangay Council for the protection
of Children is hereby reconstituted as follows:

SECTION 4. SECRETARIAT. The secretary to the BCPC shall be headed by the

Barangay Secretary.
SECTION 5. MEETINGS. The meeting shall meet monthly and/ or quarterly.
SECTION 6. BUDGETARY SUPPORT. The barangay Government shall appropriate the

necessary funds for the operation of the BCPC from 1% OF THE Internal Revenue Allotment
(IRA).
Section 7. EFFECTIVITY. This Executive Order shall take effect immediately.
